THE SECOND CHANGE IN GOVERNMENT REGULATION NUMBER 19 IN 2005 ABOUT THE THE NATIONAL STANDARD OF EDUCATION

Second Over Government Regulation Number 19 Year 2005 concerning National Standards of Education;

Given: 1. Article 5 of the paragraph (2) of the Basic Law of the Republic of Indonesia in 1945;

2. Law Number 20 Year 2003 on National Education System (Indonesian Republic of Indonesia Year 2003 Number 78, Additional Gazette Republic of Indonesia Number 4301);

3. Government Regulation No. 19 of 2005 on the National Standard of Education (State of the Republic of Indonesia 2005 No. 41, Additional Gazette of the Republic of Indonesia No. 4496) as amended by Government Regulation No. 32 2013 on Changes to Government Regulation No. 19 of 2005 on the National Standards of Education (LEAF OF STATE OF THE REPUBLIC OF INDONESIA 2013 NUMBER 71, ADDITIONAL LEAF OF STATE REPUBLIC INDONESIA NUMBER 5410);

DECIDE:

Set: GOVERNMENT REGULATIONS ON THE SECOND CHANGE TO GOVERNMENT REGULATION NUMBER 19 OF 2005 ON THE NATIONAL STANDARDS OF EDUCATION.

Article I

Some provisions in Government Regulation No. 19 of 2005 On the National Standard of Education (State Sheet of the Republic of Indonesia 2005 No. 41, Additional Gazette State number 4496) as amended by Government Regulation No. 32 Year 2013 on Changes to Government Regulation No. 19 Year 2005 concerning the National Standard of Education (State Sheet of the Republic of Indonesia 2013 No. 71, Additional Gazette State number 5410), amended as following:

1. The provisions of Article 1 are amended, so that Article 1 reads as follows:

Article 1

In this Government Regulation referred to:

1. The National Standards of Education are the minimal criteria on education systems throughout the Republic of Indonesia's legal regions.

2. Formal Education is a structured and structured educational path consisting of primary, secondary education, and higher education.

3. Non-formal education is the educational path outside of the formal education that can be carried out in a structured and unstructured form.

4. Competence is a set of attitudes, knowledge, and skills, which must be owned, biocharged, and controlled by the Didic Participant after learning a charge of learning, completing a program, or completing a specific educational unit.

5. Graduate Competency Standards are the criteria regarding qualifications of graduate skills that include attitudes, knowledge, and skills.

7. Process Standards are the criteria for the implementation of learning on one educational unit to achieve the Graduate Competency Standard.

8. Standard Educators and Workforce Education is the criteria for prepost education and physical and mental eligibility, as well as education in office.

9. Standard of Means and Prasarana is the criteria for learning spaces, places of exercise, worship places, libraries, laboratories, work workshops, playgrounds, creative and execrable places and other learning sources, which are required for the Support of the learning process, including the use of information and communication technology.

10. Standard management is the criteria for planning, execution, and supervision of educational activities at the level of educational, municipal, provincial, provincial, or national level of units to be achieved by the efficiency and effectiveness of the educational institution.

11. The Financing Standard is the criteria for the component and the magnitude of the operating costs of an education unit that is valid for a year.

12. The standard Educational Assessment is the criteria for the mechanism, procedure, and instrument of the results of the Didic Participant's study.

13. Core competencies are the level of ability to achieve a Graduate Competence standard that an Participant has to have at any class level or program.

14. Base competency is the ability to achieve a core Competency that participants are required to gain by learning.

15. The cost of operating a unit of education is part of the educational fund required to finance the operations of the education unit to allow the education activities appropriate to the National Standards of Education on a regular basis and continuing.

16. The curriculum is a set of plans and arrangements regarding the purpose, content, and subject matter as well as the manner used as the guideline for learning activities to achieve a specific educational purpose.

17. The basic framework of the curriculum is the conceptual curriculum of the Curriculum developed based on the National Standards of Education.

18. A syllabus is a learning plan on a particular subject or theme that includes core competencies, basic competencies, learning materials, learning activities, assessment, time allocation, and learning sources.

19. Learning is the process of interaction between the Didic participants, between the Didic Participants and educators and the source of learning in a learning environment.

20. The Education Unit Curriculum is an operational curriculum compiled by and carried out in each education unit.

21. Learners are members of the public who are trying to develop self-potential through the Learning process available on the path, the body, and the type of education.

22. The Teacher's Guide books are guidelines that contain Learning strategies, methods of Learning, Learning techniques, and assessment for each subject and/or theme of Learning.

23. Lesson Text Books are the primary learning sources to achieve the Basic Competency and Core Competency.

24. An assessment is the process of collecting and processing information to measure the achievement of the leared Participant's learning.

25. The evaluation of education is the activities of control, disposal, and determination of the quality of education on various components of education on every path, body, and type of education as a form of educational responsibility for education.

26. A replay is a process undertaken to measure the achievement of the Competency of the Educator continuously in the Learning process, to monitor the progress and improvement of the Didik Participant's study.

27. An exam is an event that is performed to measure the achievement of the Competency of the Educable Expert as a recognition of the learning achievements and/or completion of an educational unit.

28. Accreditation is the eligibility assessment of the program and/or education unit based on the criteria set out.

29. The National Standards Board of Education (BSNP) is the self-governing body and independent agency tasked with developing, monitoring, and controlling the National Standards of Education.

30. LPMP is the technical managing unit of the Ministry of Education and Culture based in the province and is responsible for assisting the local government in the form of supervision, guidance, direction, and assistance to the government of the Ministry of Education. advice, and technical assistance to the primary and secondary education units, in a variety of educational unit quality efforts to achieve the National Standards of Education.

31. The school/madrasah national accreditation body which is next abbreviated as BAN-S/M is a self-evaluating body that sets out the feasibility of a program and/or a unit of primary and secondary education level of formal education by referring to the Standard National Education.

32. The subsequent Nonformal Education and Early Nonformal Education (BAN PAUL) and PNF are independent evaluations that establish the feasibility of the program and/or the education unit of early childhood and non-formal education. by referring to the National Standards of Education.

33. The next Board of National Accreditation (BAN-PT) is a self-evaluating body that defines the worthiness of the program and/or the education unit

on the Higher Education level by referring to the National Standard of Education.

34. The Minister is the minister who organizes government affairs in the field of education.

2. The provisions of Article 66 of the paragraph (1) and paragraph (3) are amended, so Section 66 reads as follows:

Section 66

(1) The assessment of the study results as referred to in Article 63 of the paragraph (1) the letter c aims to assess the achievement of the graduates ' competency. nationally on certain subjects and performed in the form of the national exam.

(2) The national exams are objectively, judicially, and accountable.

3. The provisions of Article 67 of the paragraph (3) are removed, so that Article 67 reads as follows:

Article 67

(1) The Government assigns the BSNP to host the national examinations which followed the learners on each formal line of education. basic and secondary education, and the nonformal path of equality.

4. The provisions of Article 68 of the letter b are changed and the letter c is removed, so that Article 68 reads as follows:

5. The provisions of Article 69 paragraph (1) are amended, so that Article 69 reads as follows:

Article 69

(1) Each participant is the formal education of the formal education of primary and secondary education and the nonformal educational path of equality is entitled to the Exam. national and entitled to repeat it as long as it has not been declared to meet the competency achievement criteria.

6. The provisions of Article 71 are amended, so that Article 71 reads as follows:

Article 71

(1) The achievement of the graduates of the competency of graduates in the National Examation is developed by the BSNP.

(2) Further provisions of the achievement criteria of the graduate competency as referred to in paragraph (1) are governed by the Minister Regulation.

7. In between Section 71 and Section 72 of the section (one) section, Section 71A is the following:

Further provisions of the assessment of the results of the study by the Government are governed by the Ordinance of the Minister.

8. The provisions of Article 72 of the paragraph (1) and paragraph (2) are amended, and the paragraph (1a) is removed, so that Article 72 reads as follows:

Section 72

(1) The Didic Participant is declared a pass from the education program on primary and secondary education after:

a. completed the entire Learning program;

b. obtaining minimal attitude/behaviour values both; and

c. passed the education unit/education program;

d. removed.

(1a) Deleted.

(2) Graduation of the educated participants of the educational unit/program as referred to in paragraph (1) is set by the concerned unit/education program.

9. The provisions of Section 77B paragraph (5) and paragraph (9) are amended, so that Article 77B reads as follows:

Section 77B

(1) Curriculum Structure is organizing the core competencies, basic competencies, learning loads, subjects, and burdens studying on any unit of education and education programs.

(2) The Core Competency as referred to in paragraph (1) is the level of ability to achieve the Standard Competency Competencies must be owned by a Didic Participant at any class or program level that is the foundation for the development of the Basic Competency.

(3) Basic Competencies as referred to in paragraph (1) are the level of capability in the context of the Learning charge, the learning experience, or the subjects that refer to the core competency.

(5) The Curriculum Structure of the PAUD contains a child personal development program.

(7) The Curriculum Structure for the secondary education unit consists of:

a. generic charge;

b. academic interest charge;

c. vocational interest charge; and

d. Cross-interest-interest charge.

(8) The nonformal Curriculum Structure of education units and educational programs contains a program of life skills development.

(9) The general incision as referred to in paragraph (6) and verse (7) the letter a consists of:

a. the national charge for the education unit; and

b. the local charge for the education unit corresponds to the potential and local kearifan.

10. The title of paragraph 1 in the Fourth Section of the Xia Chapter is changed, so that Paragraph 1 in the Fourth Section of chapter xia reads as follows:

The curriculum structure of the Early Child Education curriculum

11. The provisions of Article 77G are amended, so that Article 77G reads as follows:

Article 77G

(1) The educational Curriculum structure of an early-age child contains a program of religious and moral value development, physical, cognitive, language, emotional social, and art.

(2) Further provisions on the curriculum of the education Curriculum of an early age as referred to in paragraph (1) are governed in the Regulation of Ministers.

12. The provisions of article 87 of the paragraph (1) of the letter c, paragraph (2), paragraph (3), and paragraph (5) are changed and between verses (2) and paragraph (3) of the paragraph (1) of the paragraph (2), the paragraph (2a), so that Article 87 reads as follows:

Article 87

(1) Accreditation by The government as referred to in Article 86 of paragraph (1) is exercised by:

a. BAN-S/M against the program and/or formal line education unit on primary and secondary education levels;

b. BAN-PT against the program and/or higher education level education units; and

c. BAN PAUD and PNF against the program and/or the "PAUD" program and nonformal pathway education.

(2) In carrying out accreditation as referred to in paragraph (1), BAN-S/M and BAN PAUD and PNF are assisted by provincial accreditation bodies formed by the governor.

(2a) The provincial government allocates funds for the execution of accreditation by the provincial accreditation body as referred to in paragraph (2).

(3) BAN-S/M and BAN PAUD and PNF as referred to in paragraph (1) the letters a and the letter c are below and are responsible to the Minister.

(4) In carrying out the duties and functions of the accreditation body as referred to in paragraph (1) standalone.

(5) Further provisions regarding BAN-S/M and BAN PAUD and PNF as referred to in paragraph (1) and paragraph (2) are governed by the Ministerial Regulation.

13. The provisions of Article 89 of the paragraph (1) to the paragraph (6) are changed, and the verse (3a) is removed, between verses (4) and the paragraph (5) of the paragraph, (4a), so that Article 89 reads as follows:

Section 89

(1) The Concubine Participant (s), which is the third paragraph of the paragraph (1).

(2) Ijazah as referred to by verse (1) is published by the primary and secondary education unit as well as the higher education unit.

(3) On the primary and secondary education level, Ijazah as referred to in paragraph (2) at least contain:

c. a list of the subjects in which it is placed.

(5) The certificate of competence as referred to in paragraph (4a) is published by an accredited education unit or by an independent certification institution created by the Government-recognized profession organization.

(6) The Certificate of Competence as referred to in the paragraph (5) the least contains:

a. Participant's identity is invalid;

b. The statement that the Didik Participant is in question has passed the competency test for all subjects or courses of expertise required with eligible grades in accordance with the provisions of the negotiations regulations; and

c. list all the subjects or courses of expertise that have been tested by the Competent by the Didik Participant, along with its final value.

14. The provisions of Section 90 of the paragraph (1) and paragraph (2) are amended, so that Section 90 reads as follows:

Section 90

(1) Informal Education Participant may obtain a certificate of competence equivalent to a certificate of education. formal or non-formal after passing a competency test organized by an educational unit accredited or by an independent certification institution/profession in accordance with the provisions of the rules of the law.

(2) Informal Education participants may obtain a diploma equivalent to a diploma from a formal or non-formal, formal or formal, formal education after graduation of a Competency organized by an accredited education unit. and have followed the national Examings for an Equal Didik participant of SMP/MTs or SMA/MA/SMK/MAK.

(8) The Minister publishes the guidelines of the quality assurance program for educational units in all types and pathways in early child education, primary education, and secondary education.

Article II

1. At the time of this Government Regulation, BAN-PT continued to carry out duties until the establishment of the BAN-PT under Law No. 12 of the Year of 2012 on Higher Education.
