Education

paragraph 1

Academic Freedom, Academic Mimbar Academic, and Scientific Autonomy

Article 13

(1) Undip upholds the freedom of freedom academic, freedom of academic mimbar within the campus, and the autonomy of scholarship in the Hosting a college tridharma.

Article 15

Paragould 2

The education of Education

Article 16

(1) Undip organizes academic education, profession education, and vocational education.

Article 17

(1) Education is organized with a curriculum developed based on educational objectives and Program Studies, Undip identity, graduate competence, local, regional, and global challenges and at least meets the Standard National Higher Education and Qualification Framework of Indonesia.

Article 18

(1) The academic year of hosting education is exercised with a semester time unit.

Article 19

(1) Undip uses the official language of the Indonesian language in organizing education and educational administrative systems.

Paragraf 3

Student acceptance

Article 20

(1) Undip carries out student acceptance system for all educational levels objectively, transparent, accountable, not discriminatory, and pay attention to the educational arrangement.

(2) Undip accepts students of Indonesian and/or foreign nationality as learers in accordance with the provisions of the laws.

(3) Undip is required to search and filter prospective students of Indonesian nationality who:

a. has academic potential but is less economicaeals of Undip.

Article 8

(1) The Undip emblem reflects the personal superior, bold, honest, and caring.

(2) Undip Emblem is a listed and protected symbol under the terms of the laws.

(3) The Undip emblem as referred to in Article 7 is listed in Appendix I which is an inseparable part of this Government Regulation.

(4) Further provisions regarding the size and use of the Undip emblem are set in Rector rules.

Article 9

(1) The Undip flag is blue with a Undip symbol in the middle.

(2) Each Faculty and School has a flag with a specific color with a Undip emblem in the middle.

(3) The Undip flag as referred to in Article 7 listed in Annex II which is a part of not separate from this Government Regulation.

(4) Further provisions on the use of the Undip flag, the Faculty, and the School are set in the Rector Ordinance.

Article 10

(1) Und

Article 31

(1) MWA members number 17 (seventeen) people, who are from the element:

b. Governor of Central Java Province;

c. Rector;

d. SA chairman;

e. People are three (three) people;

f. Undip alumni number 1 (one) person;

g. Professor Undip amounts to 4 (four) people outside of SA chairman;

h. Lecturer Undip is not a professor of 3 (three) people;

i. The Education Power is 1 (one) person; and

j. Students number 1 (one) person.

(2) MWA members as referred to in paragraph (1) must meet the requirements as follows:

a. Citizens of Indonesia;

b. And believe and fear Allah, the Almighty;

c. the physical and spiritual health;

d. have a misdirection and commitment to develop and maintain the sustainability of Undip;

e. have a reputation in the academic, cultural, societal sphere, or have the ability to develop a Undip resource;

f. has the ability to rally synergistic relationships between Undip with the public, central government, and local governments; and

g. is not affiliated to a political party, except for the head of the region and/or the Minister.

(3) MWA members who represent the element of society as referred to in verse (2) letter e are chosen by SA.

(4) MWA members who represent the element of society as referred to in paragraph (3) must:

a. has a good reputation;

b. have commitments, capabilities, integrity, vision, insight, and interest in the development of higher education;

c. has no conflicts of interest; and

d. not a member of the political party.

(5) A member of MWA who represents the element Dosen as referred to in the verse (1) of the letter h is chosen by SA of Dosen outside SA members.

(6) Members of MWA who represent the Dosen element as referred to in the paragraph (5) must:

a. have the experience and/or expertise required;

b. have a good commitment, integrity, and academic achievement; and

c. has an insight as well as an interest in higher education.

(7) The MWA Member who represents the element of Power of Education as referred to in paragraph (1) the letter i was chosen Democratic power, and compulsory commitment, capability, integrity, and good work achievement.

(8) Further provisions on membership of MWA members representing the elements of society, Dosen, and Power Education as defined in paragraph (1) of the letter e, letter h, and letter i is governed by MWA rules.

Article 32

(1) Minister or Governor of Central Java Province as referred to in Article 31 of paragraph (1) letter a and letter b may appoint officials who represent in the conduct of the duties as a member of MWA.

(2) The MWA members are appointed and dismissed by the Minister based on the proposal of the SA.

(3) Chairman, vice chairman, and secretary of MWA are selected from and by the MWA members.

(4) The Chairman, vice chairman, and secretary of MWA as referred to in paragraph (3) are prohibited from calling me a double post as:

a. lead and other structural offices on Undip or other colleges;

b. a structural position on the institution or the institution of the central government and local government; and/or

c. Other posts that may incur conflicts of interest in carrying out MWA duties.

(5) Rector as a member of MWA cannot be selected as chairman, vice chairman, or MWA secretary.

(6) The MWA members are selected for a term of 5 (five) years and may be re-elected for only 1 (one) term times, except for MWA members who are from the deputy students.

(7) MWA members who are from the vice students was selected for a term of 1 (one) year and cannot be reelected.

(8) The MWA Membership stopped if:

a. dead of the world;

b. end of term;

c. snag fixed;

d. resign;

e. violating the Undip code of conduct;

f. was appointed in another country post; and

g. (9) Further provisions concerning the election of the chairman, deputy chairman, secretary, and member of the MWA, and the ban on the law. I have a double position set up in the MWA Rules.

Article 33

(1) MWA members have the same voting rights except in the selection and dismissal of the Rector.

(2) In terms of Rector nominating for a second period then the Rector as a member of MWA has no rights vote in the Rector election.

(3) In case the Rector does not seek re-election for a second period then the Rector as the MWA angota has the right to vote in the Rector election.

(4) Rector as a member of MWA does not have the voting rights in a Rector stop.

(5) MWA members assigned as candidates for the rector to be selected by MWA have no voting rights in the Rector elections.

(6) In the election and dismissal of the Rector, the Minister has 35% (thirty-five percent) the voting rights of all voting rights votes.

(7) In the case of no decision regarding the Rector's dismissal before his term expires, the Minister has the right to vote absolute.

Article 34

(1) MWA can lift the honorary member in charge of providing input for the development of Undip.

(2) The honorary member of MWA as in paragraph (1) has no voting rights in MWA decision making.

(3) Honorary members of MWA at most 10 (ten) people.

(4) The honorary member of MWA is the central government element, local government, public figure, and the world figure who has a concern for Undip.

Article 35

(1) In carrying out its duties MWA forms a KA.

(2) the KA as referred to in paragraph (1) is responsible to MWA.

(3) KA number 5 (five) people composed of chairpersons, secretaries, and members.

(4) The member of the KA must have the least expertise in the field:

a. record and financial reporting;

b. Collegiate governance;

c. laws in the field of higher education; and/or

d. State owned goods management.

(5) A member is appointed for a term of 5 (five) years and may be reappointed for one (one) term term.

(6) The Chairman, secretary, and member of the KA are removed and dismissed by the MWA.

(7) Further provisions regarding the requirements, the manner of appointment, and the stop of the KA members are set up in the MWA Regulation.

Article 36

(1) Service assignment:

a. proposed a Undip internal audit policy to MWA;

b. oversee and/or supervise the internal and external audit processes for the Undip in nonacademic fields;

c. advise the MWA to establish an independent auditor;

d. ask for and review regular internal audit reports;

e. monitoring the follow-up process of external audit reports;

f. study, analyze, and evaluate the use of Undip wealth;

g. conduct risk management analysis as a consideration material for MWA to undertake oversight of Undip ' s utilization and wealth development; and

h. studying and assessing both internal and external audit results to be delivered to MWA.

(2) In carrying out its duties, the KA can obtain all the necessary information from an internal supervising unit and an independent auditor.

(3) The information openings between the KA and auditors are set out in the agreement document.

(4) Further provisions on the duties and governance of the railway are set up in the MWA Regulation.

Third Section

Rector

Article 37

(1) Rector runs Undip management function.

(2) In running the Undip management function, the Rector is assisted by the element as follows:

a. deputy Rector;

b. academic executors;

c. academic and non-academic support;

d. the developer and the strategic task executor;

e. administration executor;

f. supervisors and quality salers;

g. internal supervising unit for non-academic fields;

(3) In addition to the elements as referred to in paragraph (2), the Rector may be assisted by the university secretary.

(4) Further provisions of the nomenclature, the duties of duty and authority, the establishment, staging, change, and the closing of the elements under the Rector are set up with the Rector Ordinance.

Article 38

(1) Rector has the authority:

a. assemble and/or establish academic and nonacademic operational policies;

b. compose and execute the strategic master plan and strategic plan;

c. compile and/or amend the annual work and budget plan to be proposed to MWA;

d. manage the college ' s tridharma activities in accordance with the academic norms and ethics as well as the annual work and budget plan;

e. conducting the establishment, change, and removal of faculty or schools, institutions and centers, as well as departments after getting approval from SA;

f. conducting the creation, change, and removal of the Study Program, a special expertise program, and applied expertise program after getting approval from SA;

g. raised and dismissed the Vice Rector;

h. raised and/or dismiss the unit leadership under the Rector;

i. dropping sanctions to the Sivitas Academic and Educational Workforce that commits a breach to the norm,

ethics, and/or academic regulations based on SA considerations;

j. Dropping the sanctions to the Lecturer and the Workforce that committed violations of the rules of law-invitation rules;

k. fostering and developing the career of Lecturer and Education Power;

l. Manage the budget according to the provisions of the laws of the law;

m. host a college management system;

n. with MWA composing and delivering the annual report to the Minister and the interested parties;

o. proposed a promotion of Dosen ' s functional post to the head lector and professor to the Minister after getting SA approval;

p. establish Dosen ' s functional position of being an expert assistant and lector;

q. fostering and developing relationships with alumni, central government, local government, and other stakeholders;

r. with MWA and SA composing and approving a draft statute or a change of statutes; and

s. Perform other authority in accordance with the provisions of the laws.

Article 39

(1) Rector is lifted and dismissed by MWA to hold the office for 5 (five) years and may be re-elected for 1 (one) times term.

(2) The Vice Rector is appointed and dismissed by the Rector for the time post 5 (five) years and may be reappointed for 1 (one) time term.

Article 40

(1) The rector and screening of the candidate Rector is carried out by the committee set up by the MWA.

(2) Network targeting and screening of the candidate Rector as referred to in paragraph (1) conducts the process of registration, browsing, and screening of the Rector candidates through general publication with principles of accountability, transparency, and meritocracy.

(3) Further provisions on the committee and the governance of the Rector elections are set up in the MWA Regulation.

Section 41

(1) Requirements for becoming Rector as follows:

a. And believe and fear Allah, the All-Knowing.

Citizens of Indonesia;

c. healthy physical and spiritual as evidenced by the official physician letter of the letter;

d. Undip lecturers on the status of civil servants;

e. educated doctor and academic post of professor;

f. has a high integrity, commitment, and leadership;

g. have creativity for the development of the Undip potential;

h. Extensive insights into higher education;

i. Sixty (sixty) years at the end of the term Rector's term;

j. not to undergo a study assignment of more than 6 (six) months in the course of advanced studies that leave the college tridharma task stated in writing;

k. willing to be nominated to Rector;

l. free from political, economic, and other party interests beyond the other Undip as opposed to Undip ' s interests; and

m. never been convicted of a prison criminal based on a court ruling that has had a fixed legal force.

(2) The Vice Rector must meet the requirements as follows:

a. And believe and fear Allah, the All-Knowing.

Citizens of Indonesia;

c. healthy physical and spiritual as evidenced by the official physician letter of the letter;

d. Lecturer Undip in the status of civil servants;

e. Doctoral educated and lower-level academic positions of the head;

f. has a high integrity, commitment and leadership;

g. have creativity for the potential development of Undip;

h. Extensive insights into higher education;

i. Sixty (sixty) years old at the end of the term of the incumbent Vice Rector;

j. free from political, economic, and other party interests beyond the other Undip as opposed to Undip ' s interests; and

k. never been convicted of a prison criminal based on a court ruling that has had the power of the law fixed.

Article 42

Rector and deputy Rector were barred from the position on:

a. other educational legal entities or other colleges;

b. the central government agency or the local government;

c. the business entity is both inside and outside Undip; or

d. another post that may incur conflicts of interest with the interests of Undip.

Article 43

(1) Rector and the deputy Rector cease if the concerned:

a. end of term;

b. has been 65 (sixty-five) years old;

c. retreated upon his own request;

d. Died;

e. violating academic norms and ethics;

f. committed an asusila;

g. the physical or spiritual pain for 6 (six) months expressed by the central government hospital physician or local government;

h. unable to perform task; or

i. To be a convicted felon and/or convict in a criminal offence under a prison criminal.

(2) The Rector Pit Stop is done by MWA after obtaining SA consideration.

Section 44

(1) In the event the Rector is dismissed as referred to in Article 43 of the paragraph (1) letter b to the letter i, and the remainder of his term

(2) In the event the Rector was dismissed as contemplated in Article 43 of the paragraph (1) letter b to the letter i, and the remainder of the term of more than 1 (one) year, then the new Rector election is done.

Article 45

Fourth Quarter

Academic Senate

Article 46

(1) SA as referred to in Article 27 of the letter c has the task and authority:

a. validate the academic eligibility approval of the opening, incorporation, and/or closure of the Faculty, Schools, Department, and Study Programs;

b. establish oversight policies in the academic field;

c. provide consideration to the academic norms proposed by the Rector;

d. provide consideration to the Academic Ethical Codes of Sivitas proposed by the Rector;

e. provide consideration to the academic provisions proposed by the Rector regarding:

1) the designation of the Study Program curriculum;

2) the designation of academic requirements for the granting of academic degrees; and

3) the designation of the requirement academic for awarding academic awards;

f. provide a consideration and improvement of the process of learning, research, and devotion to the community to the Rector;

g. give consideration to the granting or revocation of the academic title and award;

h. provide a consent to the Rector in the proposal of the professor and the appointment of an honorary doctorate;

i. provide consideration to the Rector in the appointment of the deputy Rector, Dean, and chairman of the agency;

j. provide sanction considerations against violations of norms, ethics, and academic regulations by the Sivitas Akademika to the Rector;

k. oversee the application of academic norms and the code of ethical Sivitas Akademika;

l. oversee the application of the academic provisions as referred to in the letter e;

m. oversee the policy and implementation of the college quality saluits refers to the National Standards of Higher Education;

n. oversee and evaluate the achievement of learning processes, research, and devotion to the community by referring to the benchmarks set forth in the strategic plan;

o. oversee the exercise of academic freedom, the freedom of academic mimbar, and the autonomy of scholarship;

p. oversee the implementation of the academic grammar; and

q. oversee the execution of the Dosen performance assessment policy.

(2) In carrying out the duties and authority as referred to in paragraph (1), SA compiled the report of the surveillance results every year and delivered to the Rector for follow up.

(3) Further provisions on the formation of SA organizations and worksets are set up in the SA Regulation.

Article 47

(1) SA consists of:

a. ex-officio membership consisting of Rector, Vice Rector, Dean of the Faculty, and Dean of the School; and

b. The vice-Lecturer who represents the field of scholarship and is considered capable of carrying out duties and authority as a member of SA.

(2) Vice Dosen as referred to in paragraph (1) of the letter b of 3 (three) times the number of SA members ex-officio.

(4) SA members must meet the following requirements:

a. has a prominent academic reputation in particular in education and research, and is recognized in its field or group of looks;

(5) SA members are appointed for a term of 5 (five) years and may be reappointed for only 1 (one) times term.

Article 48

(1) SA is led by a chairman and assisted by a secretary.

(2) SA consists of:

Article 80

(2) In addition to being allocated in the country' s income and shopping budget as referred to in paragraph (1), the funding of hosting higher education by Undip may also come from:

a. community;

b. education costs;

c. management of perpetual funds;

d. Undip effort;

e. College tridharma cooperation;

f. Undip wealth management;

g. regional income and shopping budget; and/or

h. loan.

(3) Undip acceptance of the source of the funds as referred to in paragraph (2) is an autonyously managed Undip income and not a state receipt not a tax.

(4) Further provisions regarding loans as referred to in paragraph (2) the letter h refers to the terms of the loan specified by the Minister.

(5) Further provisions on the management of the Undip funds as referred to in paragraph (3) are governed by the Rector Ordinance.

Part Second

Wealth

Article 81

(1) Undip wealth may be sourced from:

a. initial wealth;

b. Undip income results;

c. help or grants from other parties; and/or

d. Other resources are authorized to use the Cloud Service.

(2) All Undip wealth including intellectual property, facilities, objects, and other forms is noted as Undip's wealth.

(3) The entire Undip richness is managed independently, transparent, and accountable for The interests of the college tridharma, the management, and the development of Undip.

(4) Further provisions on the utilization of Undip wealth are governed by the MWA Regulation.

Article 82

(1) Undip's initial wealth is the wealth of the separated country, except the land.

(2) The land as referred to in verse (1) is the property of the state that the Minister is trying to provide.

BAB X

TRANSITIONAL provisions

Article 91

At the time the Government Regulation is in effect:

a. The rector who has been selected and appointed before this Government Regulation is in effect, remains in charge until the end of the term;

b. The existing University Senate before the Regulation of this Government came into effect, remaining functioning until the formation of the SA under this Government Regulation;

c. all Undip's organs and officials have been formed before the Ordinance. The government is in effect, keeping its duties and functions up to the maintenance of organs and managing officials under this Government Regulation;

d. the financial management pattern of public service bodies on Undip remains applied most slowly to the end of the 2016 budget year; and

e. the agreement that has been done with the other party before it is designated as a legal public college, remains in effect until the agreement is terminated.

BAB XI

PROVISIONS

Section 92

At the time of Regulation This government is in effect, the Decree of the Minister of National Education No. 186 /O/2002 on the Statute of the University of Diponegoro was revoked and stated to be not applicable.

Article 93

At the time the Government Regulation came into force:

a. for the first time the current senate of universities makes up the SA in the slowest 2 (two) months since the Government ' s Regulation is promulred; and
