PRESIDENT OF THE REPUBLIC OF INDONESIA,

DRAW: that to implement the provisions of Article 66 of the paragraph (2) of the Law Number 12 of the Year 2012 on Higher Education needs to establish the Government Regulation on the Statute of the Ten Nopember Technology Institute;

Given: 1. Article 5 of the paragraph (2) of the Basic Law of the Republic of Indonesia in 1945;

2. Law Number 12 Of 2012 On Higher Education (sheet Of State Of The Republic Of Indonesia In 2012 Number 158, Additional Gazette Of The Republic Of Indonesia Number 5336);

Set: A Government Regulation On The Statuta Of The Ten-nopember Technology Institute.

BAB I

provisions of UMUM

Article 1

In this Government Regulation referred to:

1. The subsequent Ten-Nopember Institute of Technology, called ITS is a public institution of law.

2. The Statute ITS is a basic regulation of the ITS management which is used as the cornerstone of drafting regulations and operational procedures at ITS.

3. The later Assembly of the Guardians of Amanat (MWA) is the ITS organ which sets out, provides consideration for the implementation of public policy, and carries out the supervision of non-academic fields.

4. The rector is the ITS organ which leads the host and management of the ITS.

5. The next Indonesian Academic Senate is the ITS organ which sets out policies, gives consideration, and conducts supervision in academia.

6. The Audit Committee, which is next abbreviated as KA, is a MWA device that conducts surveillance in the non-academic field of the establishment of the ITS.

7. The Professor's next Council (DP) is a SA device that runs the functions of scientific development, ethics enforcement, and academic cultural development.

8. Faculty is a set of supporting resources that host and manage academic education, professional education, and/or vocational education in a single family of science and technology disciplines.

9. A school is an academic managing element of the Faculty that is responsible for organizing and/or coordinating a multidisciplinary graduate program.

10. The Department is an element of the Faculty which supports the holding of academic activities in one or more branches of science and technology in the type of academic education, vocational education, and/or profession education.

11. The Study Program is a unity of educational and learning activities that have a particular curriculum and learning methods in one type of academic education, vocational education, and/or profession education.

12. Lecturers are professional educators and scientists with the primary task of transforming, developing, and disseminating science and technology through education, research, and devotion to the community.

13. Students are educated participants in higher education in ITS.

14. Sivitas Akademika is an academic society composed of both the Dosen and the ITS Students.

15. The power of education is a devoted member of society and is appointed with the main task of supporting the host of higher education in ITS.

16. The Ministry is a central government device that handles government affairs in the field of higher education.

Article 2

The vision of the ITS being a college with an international reputation in science and technology is mainly the industry's most important. and environment-insightful marine.

Article 3

(1) The ITS mission contributes to the development of science and technology for the welfare of society through educational activities, research, devotion to the community, and management based information technology and communication.

(2) The Mission ITS in the field of education:

a. organizes a higher education based on information technology and communication with the curriculum, Lecturer, and international quality learning methods;

b. Produce a graduate who believes, and is righteous to the Almighty God, and has a virtuous moral and virtuous mind; and

(3) ITS mission in the field of research, is actively involved in the development of science and technology primarily in marine, environmental and residential, energy, and information technology and communication technologies. Environmental insight through international quality research activities.

(4) The ITS mission in the field of devotion to the community, leverages all the resources it has to take part in solving the problems faced by the public, industry, central government, and local government by depaning information and communication technology facilities.

(5) ITS Mission in management:

a. Its management is done with regard to the principles of good governance that is supported with information technology and communication;

b. create an atmosphere that is conducive and provide fully support to Students, Lecturer, Education to be able to develop and contribute maximum contribution to society, industry, science and technology; and

c. developing networks to be able to synergy with other colleges, industry, society, central government, and local governments in organizing educational, research, and devotion activities to the community.

Article 4

ITS has a goal:

a. Preach the life of the nation, cultivate, and strengthen the sense of unity and unity of the nation which is based on value, academic ethics, morals, faith, and the imposition of the Almighty God;

b. educate, develop the Student ' s ability, and produce a graduate who:

f. Embodied the ITS as a college that is a source of growth and education in the fields of science and technology in the development of industrialization, as well as an environmental-insightful marine development.

Article 5

ITS has a set of values:

a. ethics and integrity;

b. creativity and innovation;

c. ecselence;

d. strong leadership;

e. Synergies; and

f. social and social responsibility.

Article 6

The ITS development direction plan is carried out according to the strategic objective:

a. recognised internationally as measured from ITS ranking among Asian colleges or world colleges; and

b. can be able to make a real contribution in solving the problems facing society, nation, and country.

ITS resides in the City of Surabaya, East Java Province.

Article 9

Second Quarter

Emblem, Logo, Flag, Pataka, Himne, and Busana

Article 10

(1) ITS bears the emblem, logo, flag, Pataka, and hymns.

(2) The emblem, logo, flag, pataka, and hymn as referred to in the paragraph (1) listed in the Attachment which is an inseparable part of this Government Regulation.

(3) Further provisions on the use of the coat of arms, logos, flags, pataka, and hymns are governed by the Rector Ordinance.

Article 11

(1) ITS has an academic fashion and an almamater fashion.

(2) Further provisions Regarding academic fashion and the fashion almamater ITS is set up with the Rector Ordinance.

BAB III

HOSTING OF THE COLLEGE TRIDHARMA

SECTION OF DECENCY

EDUCATION

PARAGRAPH 1

HOSTING EDUCATION

Article 12

(1) ITS may open, change, and close the Study Program in accordance with the provisions of the laws.

(2) The provisions of opening, alteration, and the closing of the Study Program as referred to in paragraph (1) are governed by the Rector Ordinance after receiving the SA approval.

Article 13

(1) ITS organizes a higher education consisting of academic education, vocational education, and profession education.

(2) The education of ITS education is based on the standard ITS education which has international competuing refers to the National Standard of Higher Education.

(3) The education standards of ITS as referred to on verse (2) may refer to the international standards of higher education.

(4) Further provisions on the hosting of the ITS education are governed by the Rector Ordinance after receiving the SA consideration.

Section 14

(1) Education at ITS is organized with a curriculum compiled and developed based on educational purposes, the purpose of the Study Program, the scope of the Program of Study Program, competence, local, regional, and global challenges, and satisfy the provisions of the invite-invite rules.

(2) The evaluation and development of the curriculum is conducted periodically.

(3) Further provisions on the evaluation and development of the curriculum as well as graduation terms are set with Regulation Rector after receiving the SA's consideration.

Article 15

(1) ITS may have hosted a remote education in accordance with the provisions of the laws.

(2) Further provisions on long-distance education as referred to in paragraph (1) are governed by the Rector Ordinance after the SA consideration.

Article 16

(1) ITS may host an international class program.

(2) The further provisions of the international class program as referred to in paragraph (1) are governed by the Rector Ordinance with the SA consideration.

Article 17

(1) Introduction to education in ITS is Indonesian.

(2) A foreign language may be used as an introductory language in the holding of education in principle to improve. acceleration progress.

Paragraph 2

Student acceptance

Article 18

(1) ITS received Indonesian Students and/or foreign nationals as learers in accordance with regulatory provisions. It's

(2) ITS performing Student acceptance systems for all types of education objectively, transparent, accountable, undiscriminatory, and regard for educational structuring.

(3) ITS is required to search and filter Student candidates. Indonesian nationality which:

a. has academic potential but is less economically capable of; and/or

b. coming from the outermost, front-runner, and trailing area.

(4) ITS is required to receive a new Student as it is referred to in verse (3) at least 20% (twenty percent) of each Student 's admission to the Bachelor' s Program Studies Program.

(5) ITS is required to provide educational assistance for Students as referred to in paragraph (4).

(6) Further provisions on the new Student acceptance network and educational costs assistance for Students is set up with the Rector Ordinance.

Paragraph 3

Title, Ijazah, Certificate, and Award

Article 19

(1) ITS grants of degrees, diplomas, and/or certificates to graduates of the Study Program in accordance with the provisions of the invite-invite rules.

(2) The ITS Graduate is entitled to use an academic degree, a profession degree, or a degree vrelocate, in accordance with the certificate and/or the certificate provided by ITS.

(3) ITS may revoke the title, diploma, and/or certificate that has been granted to its ITS graduates if it violates the provisions in the academic field as set out in the provisions of the laws.

(4) More terms on the terms of the granting and revocation of title, diploma, and/or certificates as referred to in paragraph (1) and paragraph (3) are governed by the Rector Ordinance after obtaining the SA consideration.

Article 20

(1) ITS may give an honorary degree and/or award to a person or institution.

(2) The title of honor as referred to in paragraph (1) is a doctorate of honor (honoris causa) is given to a person who has outstanding work and services for science and technology, culture, society, humanity, and/or ITS development.

(3) The award as referred to in paragraph (1) is:

a. Ten Nopember awards are awarded to a person who has a work that has an exceptional impact for the nation and country;

b. The Nitisastro Figures award is given to a person or institution that contributes major contributions to the development of the ITS; and

c. other awards.

(4) ITS may revoke the title of honour which has been given for the cause. conflicting with the provisions of the invite-invitation rules.

(5) More terms on the terms of the granting and revocation of the honorary title and/or award as referred to in paragraph (1) up to the paragraph (4) is set with The Rector's Rule after receiving the SA's approval.

Second section of research

paragraph 1

Organing Research

Article 21

(1) ITS hosted basic research, applied research, development research, and/or industrial research directed to generate innovation that is beneficial to the education and excellence of the nation.

(2) Research as referred to in paragraph (1) is developed either independently by ITS or through cooperation with the institution, enterprise entity, and/or organization others both national and international.

(3) The research activities is executed in a monodisciplinary, multidisciplinary, interdisciplinary, or transdisciplinary form.

(4) The research activities as referred to in paragraph (1), paragraph (2), and paragraph (3) are executed by complying with norms and academic ethics in accordance with the principle of scientific autonomy referring to the vision, mission, and purpose of the study. ITS, as well as the provisions of the invite-invite rules.

Article 22

(1) The results of the study are required to be disseminated and/or published unless the results of the study are confidential, potentially disruptive, and/or jeopardised the general interest.

(2) Research results may be proposed to obtain the Protection of Rights Intellectual property in accordance with the provisions of the laws.

(3) The results of the research can be utilized to enrich the material of learning and devotion to the community.

(4) ITS obtained the benefit of the research results based on an agreement between ITS, researchers, and/or other parties accordingly with the provisions of the laws.

(5) Further provisions on the implementation, publication and utilization of research results are set up with the Rector Ordinance.

Article 23

(1) ITS develops and evaluates periodically the flagship research.

(2) The featured research as in verse (1) is translated in a research scheme organized by the laboratory and/or center of study.

Paragould 2

Research Award

Article 24

(1) ITS provides the award research on the results of the Research Sivitas Akademika which:

a. published in the recognized international journal Ministry;

b. obtain Intellectual Property Rights utilized by the industry;

c. produces innovative works;

d. Generating technology is appropriate; and/or

e. published as a reference book.

(2) Further provisions concerning the awarding of the research award as referred to in paragraph (1) are governed by the Rector Ordinance after the SA consideration.

Paragraph 3

Research funding

Article 25

(1) ITS is required to provide at least 10% research funds (ten percent) of the total ITS budget.

(2) ITS reserves the right to use the income obtained from research activities and the utilization of research results for the development of ITS.

Third Section

The devotion to the community

paragraph 1

The hosting of the Society

Section 26

(1) ITS host of service to the community in the form of service, empowerment, and/or cooperation with society in accordance with the norms, ethics, and in accordance with the academic competences that are owned.

(2) Engagement to the society as referred to in paragraph (1) is exercised by ITS individually and/or groups to apply science and technology and research results in Community empowerment, industrial development and region, advancing public intelligence, and promoting the life of the nation.

(3) The results of devotion to society are utilized for the enrichment of learning and research as well as development Science and Technology.

(4) Further provisions of the holding and utilization of the service results to the public are governed by the Rector Ordinance.

Paragraph 2

The Award of Excellence to the Society

Article 27

(1) ITS provides an award against the results of the service to the community of Sivitas Akademika who:

a. published in the recognized international journal Ministry;

b. acquire Intellectual Property Rights utilized by the industry;

c. produces the appropriate technology for the purpose of; and/or

d. published as a reference book.

(2) Further provisions on the award as referred to in paragraph (1) are governed by the Rector Ordinance after receiving SA consideration.

Fourth section

Academic Mimbar Academic, Academic Freedom,

and Scientific Autonomy

Article 28

ITS uphold the freedom of academic mimbar, academic freedom, and scholarship autonomy.

Paragraph 1

Academic Mimbar Academic

Article 29

(1) The freedom of academic mimbar constitutes the freedom of each member of the Sivitas Akademika in disseminating the results of research and passing on academic views through college activities, exams, trial, seminars, discussions, symposia, lectures, scientific publications, and scientific meetings other in accordance with the rules of scholarship.

(2) The Sivitas Akademika has and is obliged to seek the exercise of freedom of academic mimbar which supports the increased academic and intellectual excellence as well as beneficial to society, nation, country, and humanity.

(3) The Rector guarantees the Sivitas Akademika exercise the freedom of the academic pulpit responsively in accordance with the provisions of the laws, and is founded by the value of religion, cultural values, ethics, and the norms of scholarship.

(4) Further provisions on the exercise of the freedom of mimbar The academic is set with the Rector Ordinance after receiving SA approval.

Paragraph 2

Academic Freedom

Article 30

(1) Academic Freedom is the freedom to crave, maintain, and advance science and technology through the exercise of tridharma college.

(2) The Sivitas Akademika has and is obliged to seek the exercise of academic freedom in favor of increasing academic and intellectual excellence as well as beneficial to society, nation, country, and humanity.

(3) The rector guarantees the Sivitas Akademika carry out the academic freedom in charge answer in accordance with the provisions of the laws of religion, cultural values, ethical values, and scientific norms.

(4) Further provisions of the exercise of academic freedom are governed by the Rector Ordinance after the got SA approval.

Paragraph 3

Scientific Autonomy

Article 31

(1) The scientific autonomy is the responsibility and authority of the Martial Arts of academia in conducting scientific activities to master and develop science and technology. Innovative by means of academic norms and cultures as well as scientific rules.

(2) Academic Sivity in using the autonomy of scholarship should seek to increase academic and intellectual excellence as well as beneficial to society, nation, country, and humanity.

(3) The Rector guarantees the Sivitas Academia in It uses the autonomy of scholarship in a responsible state based on religious values, cultural values, ethical values, and scientific norms as well as in accordance with the provisions of laws.

(4) The further provisions of the implementation of the autonomy of scholarship are governed by the Rector Ordinance after receiving the SA approval.

BAB IV

MANAGEMENT SYSTEM

Part Kesatu

General

Section 32

(1) The ITS organs are composed of:

a. MWA;

b. Rector; and

c. SA.

(2) The interorgan working order as referred to in paragraph (1) is based on the spirit of collegiality.

(3) The interorgan coordinates are held at least 2 times a year and can be initiated by each organ.

Second Section

Assembly Wali Amanat

Article 33

(1) MWA has a duty and authority:

a. establish a general policy in nonacademic fields;

b. establish a set of values and norms;

c. set the requirements and grammar of the Rector selection;

d. establish a development master plan, a strategic plan, as well as a proposed Rector ' s proposed work and budget plan;

e. give the approval of a proposal change of the ITS Statute;

f. lift and dismiss Rector;

g. provide consideration for the nomenclature, formation, staging, alteration, and closing of the elements under the Rector;

h. carrying out supervision and general control over the management of its nonacademic ITS;

i. conduct a Rector's evaluation and performance assessment;

j. provide an annual report approval compiled by the Rector;

k. lift and dismiss the chairman as well as a member of the KA;

l. build and build networks with individuals as well as external institutions for development;

m. provide consideration and conduct oversight in order to develop wealth and maintain financial health;

n. make the highest decision on issues that are not solved by the Rector and SA; and

o. lift and dismiss honorary members.

(2) In terms of the MWA not being able to make a decision as referred to in paragraph (1) the letter n in the term of 3 (three) months, the settlement is submitted to the Minister.

(3) If in the term 3 (three) months as referred to in paragraph (2) the issue is not submitted, the Minister of authority takes control of the problem.

(4) The Minister of authority decides the resolution of the problem as referred to in paragraph (2) and the paragraph (3) in the term longer 3 (3) months.

(5) The Minister ' s Decision as referred to on paragraph (4) is binding.

(6) Further provisions on the manner of the trial and decision making of the MWA in the exercise of duties and functions are established with the MWA Regulation.

Article 34

Organ MWA consists of:

a. MWA administrator;

b. MWA members; and

c. KA.

Paragraph 1

Trustee Assembly Administrator

Section 35

(1) The MWA Administrator consists of:

a. 1 (one) of the chairperson;

b. 1 (one) the vice chairperson; and

c. 1 (one) executive secretary person.

(2) The Deposition as referred to in paragraph (1), selected from and by the MWA members.

(3) MWA control is prohibited from multiple positions as:

a. leadership or officials on the structural office in ITS and/or at other colleges;

b. the leadership or the official to the structural office of the institution or the local government agencies and the local government; and/or

c. officials in other posts that may lead to conflicts of interest in carrying out MWA duties.

(4) The term of the MWA caretaker is 5 (five) years and may be re-elected for only one (one) time term.

(5) Further provisions on the manner of the MWA caretaker election are governed by the Regulation of the MWA. MWA.

Paragraph 2

Member of MWA

Article 36

(1) MWA members number 17 (seventeen) people, consisting of:

a. Minister;

b. Governor of East Java Province;

c. Rector;

d. Chairman of SA;

e. The lecturer is not a member of the senate as much as 6 (six) people;

f. A representative of a community of 4 (four) people;

g. Education is one of the people;

h. Student representatives are 1 (one) people; and

i. One person.

(2) The Minister or Governor of East Java Province as referred to in paragraph (1) letter a and letter b may appoint officials who represent in the exercise of duty as members of the MWA.

(3) The MWA members are set by the Minister.

(4) the Terms for being a member of MWA as follows:

a. And believe and fear Allah, the All-Knowing.

c. have an insight on higher education and ITS;

d. have a good track record in correctional and academic life;

e. have a commitment to maintain and build ITS, as well as improve synergistic relations between ITS with the central government, local government and society;

f. is not affiliated to a political party, except for the Minister and Governor of East Java Province,

g. not being a member of SA except the SA chairman; and

h. does not have conflicts of interest.

(5) Further provisions on the manner of appointment of MWA members are governed by the MWA Regulation.

Article 37

(1) MWA can lift the honorary member tasked with providing input for the development of ITS.

(2) Honorary Members as referred to in paragraph (1) have no voting rights in the MWA decision making.

(3) Honorary Members are appointed and dismissed by MWA by considering input from SA and Rector.

(4) Further provisions of the membership of the MWA honor member as referred to in paragraph (1) are governed by MWA rules.

Article 38

(1) The MWA members are appointed for a term of 5 (five) years and may be re-elected for only 1 (one) term times, except for MWA members who are from the Vice Student.

(2) the MWA members who are from of the Vice Student is appointed to a term of 1 (one) year and cannot be reelected.

(3) The MWA Membership expires if:

a. dead of the world;

b. end of tenure;

c. blocking stays continuously more than 6 (six) months;

d. was appointed in another country office;

e. is being convicted of a prison criminal for committing a criminal offence based on a court ruling that has had a fixed legal force;

f. violates the ITS code of conduct; or

g. resigned.

Article 39

(1) The MWA members have the same voting rights except in the selection and dismissal of the Rector.

(2) The Rector has no voting rights in the election and the dismissal of the Rector.

(3) The selection process and the Rector stops are conducted with deliberations for the mufakat.

(4) In terms of the election process and the dismissal of the Rector as referred to in paragraph (3) is not reached, done vote with the Minister provision has a voting right of 35% (thirty-five percent) of the number of voting rights votes.

Paragraf 3

Audit Committee

Article 40

(1) In carrying out the duties of MWA form a KA.

(2) the KA is led by a MWA member, who is appointed and responsible to MWA.

a. oversee and/or conduct a supervision of internal and external audit processes over the management of ITS in non-academic fields;

b. carry out risk management functions; and

c. deliver the annual report to MWA.

(4) The members of the KA include the most number 5 (five) persons.

(5) The KA member must have the expertise in the field:

a. record and financial reporting;

b. Collegiate governance;

c. laws in the field of higher education; and/or

d. State owned goods management.

(6) The board members and leaders are appointed and dismissed by the MWA.

(7) Further provisions on duty, governance, and membership of the KA are governed by the MWA Regulation.

The Third Section

Rector

Section 41

(1) Rector execues its management function of ITS.

(2) In running the management function as referred to in paragraph (1), the Rector is assisted:

a. Vice Rector at least 2 (two) people;

b. institute secretary;

c. an academic managing element;

d. internal supervising element;

e. Quality assurance element;

f. Strategic and Managing Director elements;

g. administration executor element;

h. academic support element;

i. the unit manager of the enterprise; and

j. other elements deemed necessary.

(3) The provisions of nomenclature, formation, assignment of duty and authority, staging, alteration, and the closing of the elements under the Rector are governed by the Rector Ordinance after being considered MWA.

Article 42

(1) Rector as the ITS leader exercises the function of ITS management autonomy.

(2) Management as referred to in paragraph (1) includes:

a. the event of a college tridharma as well as all other support and support activities to ensure the continuous improvement of the academic quality of the ITS; and

b. Hosting, finance, human resources, as well as means and infrastructure.

(3) The Rector is selected, appointed, inducted, and dismissed by the MWA.

(4) The Rector in carrying out the duties of responsibility to MWA.

(5) Rector tenure is 5 (five) years, and may be re-elected for only one (one) term term.

l. not currently undergoing a study assignment of more than 6 (six) months or study permission in the course of advanced studies that leave the college tridharma task; and

m. never been convicted of a prison criminal based on a court ruling that has had the power of the law fixed.

(8) The Rector is barred from the position of leadership at:

a. other organs in the ITS environment;

b. other educational legal bodies or other colleges;

c. the central government agency or local government;

d. venture entity inside and outside of its ITS; or

e. Another institution that can cause conflict of interest in the interests of the ITS.

(9) Further provisions on the requirements and grammar of the Rector selection are set up with the MWA Regulation.

Article 43

(1) Rector is dismissed from office if:

a. dead of the world;

b. end of tenure;

c. obstructest stays continuously for more than 6 (six) months;

d. resign;

e. violates the ITS code of conduct;

f. I've got a double post;

g. unable to perform task; or

h. (2) The Rector Pit Stop before his term ends in the MWA after obtaining the SA's consideration.

(3) In terms of the Rector dismissed before his term expires and the remainder of his term 1 (one) year, the deputy Rector handling the academic field is appointed to the new Rector by MWA until the end of the Rector's term which is dismissed.

(4) In the event the Rector is dismissed as referred to in paragraph (3) and the remainder of his term of more than 1 (one) year, then the new Rector election is done.

Article 44

In case the Rector is hindrous not fixed, a Rector task is temporarily executed by one of the Vice Rectors.

Article 45

(1) The authorized Rector is acting out for and on behalf of ITS.

(2) The Rector is not authorized to act out representing ITS if:

a. A case in front of a court between the ITS and the Rector;

b. have interests that are in conflict with ITS;

c. committing acts that violate the rules of the statute of negotiations; and/or

d. Committing an act that harms ITS.

(3) In the event of circumstances as referred to in paragraph (2), the MWA appoints someone to represent the interests of ITS.

Section 46

Rector has the task and authority:

a. constructing ITS development master plan alongside SA;

b. assemble and propose to obtain MWA considerations regarding the nomenclature, formation, staging, alteration, and removal of the Rector device;

c. opened and closed the Faculty and/or School, Department, and Program Studies with SA considerations;

d. assemble and establish the operational policy of the college tridharma;

e. Drafting a policy of academic holding in accordance with the direction specified by SA;

f. assemble and propose the norms, policies, and direction of academic development to SA;

g. Drafting rules for academic freedom, academic freedom, academic autonomy, and scientific autonomy;

h. put together a change of Statute ITS alongside SA and propose to the Minister after obtaining the MWA ' s approval;

i. propose and provide an academic degree, honorary degree, and an award;

j. proposed the appointment of the Professor to the Minister in accordance with the provisions of the laws of the law;

k. Drafting a code of conduct for Dosen, Education, and Student;

l. assemble and change strategic plans as well as work plans and budgets based on ITS strategic plan to be proposed and passed by MWA;

m. compose, deliver, and account for the annual performance and report report to MWA;

n. manage community college tridharma supported management information systems in the field of assistance, alumnities, accounting and finance, human resources, as well as the means and infrastructure in accordance with the work and budget plan -ITS.

o. conducting the formation, change, and removal of the Study Program as per SA Regulation;

v. Lift, move, build, develop, and dismiss the Dosen and ITS Education Power;

w. receive, nurture, develop, pass, and dismiss Students;

x. host transparent and accountable financial bookkeeping and reporting in accordance with applicable accounting standards;

y. fostering and developing ITS good relationships with alumni, central governments, local governments, the business world, and the public as well as developing national and international networks;

z. carry out other duties and authority deemed necessary to be governed by the MWA Regulation.

Fourth Quarter

Academic Senate

Article 47

(1) SA has the duty and authority:

a. Drafting the ITS development master plan with the Rector;

b. assemble the ITS Statute ITS along with the Rector;

c. sets the norm, policy and direction of academic development that includes:

1. curriculum Program curriculum;

2. academic achievement assessment;

3. the development of science and technology families related to the opening and closing of the Faculty, School, Department, and/or Study Program;

4. granting academic degrees;

5. an honorary degree grant;

6. awards; and

7. Academic freedom, academic freedom mimbar, and scientific autonomy.

d. conduct surveillance and evaluation of the hosting of academic activities including:

1. academic quality assurance;

2. the college tridharma performance; and

3. implementation of academic regulations.

e. provide consideration and/or recommendations to the Rector regarding:

1. professor's proposal;

2. revocation revocation;

3. granting or revocation of honorary titles;

4. revocation of academic degrees;

5. sanctions against violations of norms, ethics, and academic regulations by the Sivitas Akademika ITS; and

6. opening and closing of the Faculty and/or School, Department, and Study Program.

f. provide consideration to MWA regarding:

1. strategic plan, as well as the work plan and the budget of the ITS proposed academic field Rector; and

2. evaluation of Rector performance in the academic field.

g. Filter and pay attention to the views of academia and the general public proactively; and

h. Draw up the annual surveillance results and present to the Rector for follow up.

(2) In carrying out its duties, SA may form a commission.

(3) Further provisions on the manner of the proceedings and decision making SA in the run of duties and its functions are set with the SA Regulation.

Article 48

(1) In order to carry out the task as referred to in Article 47 of the paragraph (1), SA may form the DP.

(2) The formation of the DP as referred to in paragraph (1) is governed in the SA Regulation.

Article 49

(1) The SA Member consists of:

a. Rector;

b. Lecturers who represent the field of scholarship and are seen as capable of carrying out duties and authority as a member of SA; and

c. other elements established by Regulation SA.

(2) SA member tenure is 5 (five) years and can be re-elected only for 1 (one) times term.

(3) SA Membership expires if:

a. dead of the world;

b. end of tenure;

c. obstructest stays for 6 (six) months;

d. assigned as a state official;

e. resign;

f. violates the ITS code of conduct; or

g. (4) A member of the SA appointed and dismissed by the MWA on behalf of the SA.

(5) Further provisions concerning membership of SA members are set up in SA Regulation.

Article 50

(1) The SA leadership consists of a speaker and a member of the team.

(2) The leadership as referred to in paragraph (1) is chosen from and by SA members.

(3) Members of SA as referred to in Section 49 of the paragraph (1) letter a cannot be selected as the leadership of SA.

(4) The SA leadership term is 5 (five) years and can be re-elected only for 1 (one) times term.

(5) The SA leadership is appointed by MWA.

(6) SA leadership should not be conserved as a member of the KA and/or structural office of ITS.

(7) Further provisions on selection, appointment, dismissal, SA-led replacement, and decision-making methods are set up with SA Regulation.

Fifth Quarter

Fame

Article 51

(1) Employees consist of Lecturer and Power Education.

a. civil servants; and

b. non-civil servants.

(3) The rights and obligations of ITS employees who are non-civil servants are provided with the rights and obligations of the ITS employees in the country of civil servants.

Section 55

(1) ITS is required to build and develop a staffing system that includes the management and institutional workforce.

(2) The system of staffing as in paragraph (1) is open, based on performance, without differentiating ethnicity, religion, race, and intergroup.

(3) Further provisions of the employment system are set up with the Rector Ordinance under the terms of the invite-invite rule.

Article 56

(1) The Employee the civil lands of other ministries/agencies can be lifted as the Dosen ITS based on the proposal of the ITS in accordance with the provisions of laws.

(2) Dosen functional career coaching as referred to in paragraph (1) is performed by ITS in accordance with the provisions of the invite-invite rule.

Section 57

(1) Employees as referred to in Section 51 of the paragraph (2) of the letter a have the right to obtain a salary, a pension guarantee, an old day guarantee, and a guarantee of protection in accordance with the provisions of the laws.

Students And Alumni

Article 60

(1) Students have academic freedom to develop through the process of education and social interaction in the ITS academic community.

(2) Students become part of the ITS academic community with other components carrying out the college tridharma.

(3) Students are taking care of academic values, moving change in the public life, and continue the nation ' s struggle.

Article 61

(1) Each Student has the same rights to obtain educational services as well as supporting facilities to guarantee the agility of the learning process.

(2) Each Student is required comply with all applicable laws, regulations, and conditions.

(3) Further provisions regarding Student rights and obligations are governed by the Rector Ordinance.

Article 62

(1) ITS facilitates and carries out the efforts of assistance and services of the student activities in the framework of development talent, interest, skills, and personality through curricular, cocurricular, or extracurricular activities.

(2) Students can form an organization and student activities that are from, by, and to Students who are part of the ITS academic community.

(3) Further provisions concerning the organization and activities of the ITS student activities are set up with the Rector Ordinance.

Article 63

(1) Alumni are any person who has followed and passed an education at ITS.

(2) Alumni are in charge of keeping the best name ITS and actively instrumental in advancing ITS.

(3) The relationship between ITS and alumni is based on mutual respect, partnership, and family.

(4) Alumni can form an organization called ITS Alumni Association (ITS) abbreviated IF ITS.

The Seventh Section

The following cooperation

Section 64

(1) The cooperation is an agreement between ITS with another college, the business world, or any other party, both within and abroad in accordance with the provisions of the Agreement. Laws.

(6) In terms of cooperation agreements with other parties based on the results of the MWA evaluation could potentially harm ITS, the cooperation agreement must be reviewed.

(7) Further provisions regarding Cooperation is governed by the Rector Ordinance.

INTERNAL QUALITY ASSURANCE SYSTEM

(5) The purpose of the ITS internal quality summation system:

a. ensuring each academic service to the Students is performed according to standard;

Third Part

Accountability and Reporting

Paragraph 1

Accountability

Article 69

(1) Accountability The ITS public is composed of academic accountability and nonacademic accountability.

a. provide educational services that meet and exceed the National Standards of Higher Education;

Reporting

Article 70

(1) ITS annual financial statements are audited by public accountants.

CODE OF CONDUCT

Section 72

(1) The Code of Conduct in effect on ITS consists of:

a. ITS code of conduct;

b. Dosen ITS code of conduct;

c. the Ministry of Education ' s code of conduct; and

d. The Student Code of Conduct.

(2) The ITS Code of Ethics contains the norm that binds all parties under and/or acting on behalf of ITS specified by the MWA Regulation on behalf of SA.

(3) The ITS Code of Conduct contains the norm that binds the Dosen individually in the holding of academic activities.

(4) The Education Code of Power contains the norm that binds the education of the individual to the education of the individual person. Hosting of ITS

PLANNING

Section 74

(1) The ITS planning system is a single, medium-term, medium-term, and short term development planning entity.

(2) The ITS planning system is the basis for each of the ITS organs and the entire Academic Sivitas in the creation of the program.

a. 25 (twenty-five) years for the long term;

Article 75

(1) The ITS development master plan was drafted by the Rector alongside SA and passed by MWA.

(2) The ITS development master plan as referred to in paragraph (1) becomes the direction and reference for the ITS organs in the achievement of ITS long-term goals.

(3) The ITS strategic plan is the definition of the ITS development master plan created by the Rector in the early term of office and elaborates thoroughly the plan to achieve the ITS medium-term goals.

(4) ITS job plan and budget is the annual work and budget plan to execute ITS annual work program as a summation of the ITS strategic plan.

(5) Further provisions on the mechanism of drafting development master plan, strategic plans, and ITS budget and budget plans are set up with the MWA Regulation.

Article 76

(1) ITS annual work plan and budget is the definition of the least loading strategic plan:

a. ITS job plan;

b. ITS budget; and

c. The underlying financial projection.

(2) The annual work and budget plan is submitted to MWA at least 60 (sixty) days prior to the budget year beginning.

(3) the annual work and budget plan as referred to the paragraph (2) authorized by MWA the slowest date of December 31.

(1) The central government provides funds for the hosting of higher education by ITS allocated in revenue budgets and state shopping.

c. management of perpetual funds;

(3) The ITS acceptance of the source of the funds as referred to in paragraph (2) is an autonoously managed, non-taxable, state income.

(4) Further provisions on loan as referred to in paragraph (2) the letter h refers to the terms of the loan specified by the Minister.

(5) Further provisions regarding the management of the ITS funds as referred to in paragraph (3) are governed by the Rector Ordinance.

Part Second

Wealth

Article 78

(1) ITS wealth can be sourced from wealth the beginning, the results of ITS revenue, assistance or grants from other parties, and/or other authorized sources in accordance with the provisions of the laws.

(2) The entire wealth of ITS including intellectual property, facilities, objects, and other forms is recorded as a wealth of ITS.

Article 79

Article 80

(1) The property of the land acquired by ITS after the establishment of initial wealth was sourced from:

Article 82

Section 83

The Acquisition of Goods and Services

Section 84

Investment

Article 85

(6) The gains obtained from investment activities constitute the revenue of ITS.

Fifth Section

Accounting, Surveillance, and Reporting

Article 86

(1) Rector organizes a financial management information system in accordance with the needs, supervision, and business practices of a healthy.

BAB X

TRANSITIONAL provisions

Article 88

Article 89

Article 93
