DECIDED: Establishing: REGULATION OF FINANCE MINISTERS ON THE GRAMMAR
APPOINTMENT OR APPOINTMENT OF EXECUTORS AND APPOINTMENTS THE DAILY EXECUTOR IN THE FINANCIAL MINISTRY ENVIRONMENT.
CHAPTER I OF THE GENERAL PROVISION
Article 1

4. A warrant is a service manuscript created by the Officer of the Employee of the Public or other appointed officer who is authorized to act as Plt. or Plh.
5. Authorization is the right and the obligation to execute the duties and to establish and or conduct decisions and/or routine actions that are authorized to be in office under the provisions of the laws.
6. Technical Competency ("Hard Competency") is the knowledge, ability, and other aspect of the term holder in managing the task and job in order to achieve the end result according to its functions and responsibilities.
7. Behavioral Competency (Soft Competency) is a set of behaviors that the person should demonstrate in order to perform the tasks and functions of a competent office.
8. Selection is the assessment process against one or more of the employees proposed to be appointed as Plt.
BAB II
SCOPE AND LAYOUT OF THE DESIGNATION OR
APPOINTMENT OF THE EXECUTOR (PIT.) AND THE DAILY MANAGING APPOINTMENT. (Plh.)
Article 2 To support and maintain the agility of the execution of tasks and the continuity of responsibility in the holding of government in the Ministry of Finance environment at a structural position in accordance with the duties and functions of the set in the Finance Minister ' s Regulation regarding the Organization and the Workforce Ministry of Finance, conducted appointment:
1. Executor (Plt.); or 2. Daily Executor (Plh.),

Section 5 (1) of the Acting Managing Director (Plt.) or the Managing Daily (Plh.)

directly; b. appointed from a level official;
c. appointed from an official one level below; or
d. was appointed from the executor. (2) In addition to the manner of Managing Acting (Plt.) as
referred to in paragraph (1), Acting (Plt.) can be lifted from the employees/officials who have the competence to occupy a structural position in the Ministry of Finance environment, but have not met the requirements of administration under the provisions of the laws.
(3) The Acting Execuer (Plt.) as referred to in paragraph (2) is carried out through selection as a Task Force (Plt.) as set forth in this Minister's Regulation.

Section 6 (1) The Governing Designation (Plt.) or the Acting Daily (Plh.)
officials of the eselon I as referred to in Article 5 of the paragraph are specified in the Decree of the Finance Minister governing the Appointment Executor (Plt.) or Daily Executor (Plh.) in the Ministry of Finance environment.

a. a direct or indirect officer who is captured as a Job Officer (Plt.) or Daily Execuer (Plh.), receiving a higher Performance allowance plus 20% (twenty-one hundred) of Performance improvement in the post as Executor (Plt.) or Daily Executor (Plh.) on the position of which he was built.
b. Official and Daily Execute (Plh.) officials receive higher Performance improvements plus 20% (twenty-one hundred) of lower Performance improvements in definitive or post-office positions. which is set up.

Terms and Conditions of Section 11

b. have the rank/space group at least 3 (three) level below the rank/space group required to occupy a structural position;
c. Employee Job Achievement Assessment for 2 (two) last year is at least well-valued; c.
d. Not in the state of disciplinary action/not in the process of examination of disciplinary punishment based on Government Regulation No. 53 of 2010 on Civil Servlet Discipline; and
e. has been ranked as lower as the Acting Managing position (Plt.) for 2 (two) years.

Second Section Selection Team
Article 12 (1) Selection as Task Acting (Plt.) as referred to in
Section 5 of the paragraph (2) and paragraph (3) are performed by:
a. The Central Selection Team for the charging of the Acting Managing Director (Plt.) Eselon II; dana.
b. The Unit Selection Team for the charging of the Acting Managing Director (Plt.) Eselon III.
(2) The Central Selection Team as referred to in paragraph (1) the letter a specified by the Secretary General with the membership arrangement consists of:
a. The Secretary-General as Chairman; b. Inspector General as Member;
c. The leadership of Unit Eselon I corresponds to the structural position to be filled by the Acting Officer (Plt.) as Member; and

(3) The Unit Selection Team as referred to in paragraph (1) the letter b is set by the Secretary of the Unit Eselon I with the membership arrangement consisting of: a. Secretary of Unit Eselon I as Chairman;
b. Eselon II official in accordance with the structural office to be filled by the Acting Acting (Plt.) as Member; and
c. Head of the Section that handles the workforce as a Member of the Member.
(4) The Central Selection Team or Unit Selection Team may be assisted by the Secretariat and/or the Assessor Team set by the Decision of the Chairman of the Selection Team.
Article 13
The Selection Team as referred to in Section 12 has the following task:
a. perform Selection; b. establish Selection results; and
c. submit the proposal of the official/employee to be appointed as Task Acting (Plt.) to be set by the official who is authorized to appoint the Acting Officer (Plt.).

Article 14 (1) The Selection Team Secretariat as referred to in Article 12 of the paragraph
(4) has the following tasks: a. exercised administrative selection;
b. reported the results of the administration selection to the Selection Team;
c. Planning, looking at and taking financial responsibility; c.
d. Perform other secretaryness tasks; and e. assisting the preparation and execution of assessments.
(2) The membership of the Team Secretariat is least composed of the Chairman, Vice Chairman and Member.
Section 15
(1) The Assessor Team as referred to in Article 12 of the paragraph (4) has a duty as follows:
a. preparing assessment material; b. perform assessments; and
c. report the results of the assessment to the Selection Team.
(2) The membership of the Assessor Team must amount to an odd number. (3) The Membership Team Membership is least composed of the Chairman, Secretary
and Member. Third Section
Tata Cara Proposal
Article 16 (1) Employee Proposal becomes Task Acting (Plt.) as
referred to in Article 5 of the paragraph (2) is performed by: a. Unit leader of Eselon I through the Secretary General to
Finance Minister for Acting (Plt.) Title of Eselon II; and
b. Secretary of the Eselon Unit I/Chairman of the Unit of Eselon II which oversees the Human Resources to the Chairman of the Unit of Eselon I is concerned for the Acting Eselon III of Eselon III.
(2) Employees who are from different units may be proposed to be appointed as Duty (Plt.) as referred to in Section 5 of the paragraph (2) after the recipient unit first gets the approval of the unit leader of origin. (2)

Fourth section of Appointment
section 17 (1) The employee may be appointed as Task Acting (Plt.) as
referred to in Section 5 of the paragraph (2) if it occupies a one-level structural position below The structural position of the Managing Task (Plt.) to be occupied is:
a. The executor (Plt.) as referred to in Article 5 of the paragraph (2) of the structural office of Eselon II can only be occupied by the definitive official of Eselon III; a.
b. The Executor (Plt.) as referred to in Article 5 of the paragraph (2) of the structural office of Eselon III can only be occupied by the definitive official of Eselon IV.
(2) The Execute (Plt.) as referred to in Section 5 of the paragraph (2) is not the definitive office so that the employee is appointed as the Acting Officer (Plt.):
a. was not sworn in and taken by his oath; and
b. was not released from its definitive office. (3) The officer as a Execute (Plt.) as referred to

(4) The authorized officer appoints the Acting Acting (Plt.) is:

Fifth Section
Lingkup Authorization, Rights and Liability
Section 18 Execute (Plt.) as referred to in Section 5 of the paragraph (2) has the authority to plan, coordinate, direct, monitor, and evaluate the execution of tasks and

the function of the position in which it is concerned is assigned as the Managing Director (Plt.).
Article 19 of the Acting Acting (Plt.) does not have the authority to take or establish binding decisions in the field of staffing:

Article 20 (1) Employee who is appointed as Acting (Plt.) as
referred to in Article 5 of the paragraph (2) does not receive a structural allowance on the Job Managing position (Plt.)
(2) Employees who are appointed as Acting (Plt.) as referred to in Section 5 of the paragraph are given the Performance Improvement in accordance with the position in which concerned is assigned as Acting (Plt.) and does not receive an improvement The performance of the term is defined.
Article 21
The Acting (Plt.) section referred to in Article 5 of the paragraph (2) is required to sign:

b. The Job Managing Performance contract (Plt.) is in accordance with the format specified in Annex III which is an inseparable part of this Minister's Regulation.

Pit Stop Section 22
Task Acting (Plt.) as referred to in Article 5 of the paragraph (2) is dismissed in terms of: a. Such structural posts have been filled definitively;
b. from the results of the direct superior assessment, the Task Force (Plt.) is inept;
c. does not meet the Integrity Pact as referred to in Article 21 of the letter a;
d. resigned as Task Acting (Plt.);
e. task of learning more than 6 (six) months;

f. Leave the country outside of the country; f. G. not to meet the physical and spiritual health; or
h. was sentenced to moderate level discipline and a severe level. BAB V
APPOINTMENT EXECUTOR (Plt.)
AS THE DEFINITIVE OFFICIAL Article 23
(1) The Acting (Plt.) Acting has met the requirements of the administration as a definitive official, could be proposed to be appointed in office Definitively referred to.
(2) The Acting Managing Force (Plt.) in the definitive office follows the provisions of the laws.

BAB VII CLOSING provisions
Article 26 At the time of the Minister's Ordinance came into effect:
1. Regulation of Finance Minister Number 117 /PMK.01/ 2009 on Appointment Acting in Structural Office in the Department of Finance Environment; and
2. Regulation of the Finance Minister Number 110 /PMK.01/ 2014 on Officials Change in the Environment Ministry Environment, revoked and declared not in effect.
Article 27 of the Minister ' s Regulation shall begin in effect on the promulgated date.
