BAB I
provisions of UMUM
Article 1
In Regulation of this Minister referred to:
1. Deconcentration is the devolution of authority from
Government to the Governor as a representative of the government
and/or to the vertical instance of a particular region.
2. The Deconcentration Fund is a fund that comes from
The State Shopping and Shopping Budget
implemented by the Governor as a representative of the government
which includes all receipts and expenses

the authority of the Ministry of PPN/Bappenas that
is devolve to the Governor as a government representative

the area corresponds to its authority to support
the achievement of the national development priority agenda.
(3) the governance of the be cast as
referred to in paragraph (2) is outlined in the form
program, activities, and DeConcentration budget.
(4) The scope of the devolve government affairs
as referred to in paragraph (1) is
as set forth in RKP, Renja Ministry
PPN/Bappenas of 2016 and RKA Ministry
PPN/Bappenas of 2016.
(5) The scope of devolve government affairs
as referred to in paragraph (2) is in
the National Development Planning Program.
Section 5
(1) Program plans, activities and budgets as
referred to in Article 4 of the paragraph (3) is poured in the RKA
Ministry of PPN/Bappenas of the Year of 2016 and DIPA
Ministry of PPN/Bappenas of 2016.
(2) The PPN/Bappenas Ministry's drafting method
and DIPA Ministry of PPN/Bappenas as well as the designation
or its binding of guidelines on the regulations
legislation.
BAB IV
STAGING DECONCENTRATION
Section 6
(1) Minister through the Secretary of the Ministry of PPN/Secretary
Main Bappenas coordinates the formulation
the policy and forwarding of the program
and DeConcentration activities with Eselon I Pembina.
(2) Eselon I Pembina directs and coordinates
program policies and activities Deconcentration with
Eselon II Pembina.

(3) Eselon II Pembina coordinates the technical policy
and the founder of the program and
Deconcentration activities with Bappeda Province.
(4) DeConcentration Programs and activities as
referred to paragraph (1) is delegated to the Governor
as a representative of the government.
Section 7
(1) In hosting the program plan, activities and
the budget as referred to in Article 5,
The governor is mandatory:
a. synchronize with the staging
area government affairs, and guarantee

and efficiently;
b. establish Bappeda Province to implement
programs and activities;
c. guarantees the execution of programs, activities, and
budgets in accordance with the implementation guidelines
compiled by the PPN/Bappenate Ministry; and

coaching, supervision, and reporting.
(2) The Governor delivers program plans, activities and

BAB V
ASSIGNMENT AND RESPONSIBILITY FOR ACTIVITIES
Section 8
(1) Deconcentration activities are performed by Bappeda

Article 9

e. Working Unit Accounting Officer.
Article 10
(1) The Budget User power as referred to in
Article 10 of the letter a specified by the Governor with
Governor's decision.
(2) Officials can be specified as the User Power
The Budget as referred to in paragraph (1) is
Head of Bappeda or other Officer with eselonering
one level under Chief Bappeda.
Article 11
The governor can delegate appointment and designation
Official Commitment Officer, Acting Handler Officer
Pay orders, Treasurer, and officials
Working Unit Level Accounting as referred to
in Section 9 of the letter b up to the letter e to the Power
Budget User.
Article 12
Officials Commitment Makers, Letter Signatures Officials
Pay Orders, Revenue Treasurer, and Officials
The Working Unit Level Accounting as referred
in Section 9 of the letter b up to the letter e is Employee
Country Civil in the scope of Bappeda.

BAB VI
FUNDING
Article 13
(1) The Government Affairs is devolve to
The governor as referred to in Section 4,
the funding is financed from the budget section
The Ministry of PPN/Bappenas through the Fund
Deconcentration.
(2) Deconcentration budget location for each
province listed in the Attachment that is
the inseparable part of this Minister Regulation.
Article 14
(1) The Deconcentration Funds Alignment is conducted by
The General Treasurer of the State or its power through
The State Public Cash Account.
(2) The order of the DeConcentration Fund is implemented
in accordance with the provisions of the perinvite regulations-
the invitation.
Section 15
(1) The DeConcentration Fund is used for the shopping
specified in the Guidelines specified by
The PPN/Bappenas Ministry.
(2) The Deconcentration Funds as referred to in paragraph
(1) are not allowed for capital shopping purposes.
Article 16
(1) In the implementation of DIPA Deconcentration, can
be done on budget revision.
(2) The budget revision as referred to in paragraph (1)
may be a shift in the details of the shopping budget that
is done in accordance with the provisions of the regulations
laws.

(3) Budget Revision as referred to in paragraph (1)
may be a change or shift of details
The shopping budget in terms of the budget pagu remains.
(4) Tata method of execution revision budget as
referred to paragraph (2) and paragraph (3) is performed accordingly
with the provisions of the laws.
BAB VII
LIABILITY AND REPORTING
Article 17
(1) The Compulsory Concentration Fund (1) Power Budgeting Fund
compiled:
a. managerial report; and
b. Accountability Reports.
(2) The managerial statements referred to in paragraph (1)
letter a, loading:
a. the development of the budget absorption realization;
b. target achievement of output;
c. constraints encountered; and
d. follow-up plan.
(3) The accountability report as referred to in paragraph
(1) the letter b, includes:
a. Financial Report; and
b. The Goods Report.
(4) The Financial Report as referred to in paragraph (3)
the letter a consists of:
a. balance sheet;
b. budget realization report; and
c. records of financial statements.
(5) Reports of the Goods as referred to in paragraph (3)
letter b guidelines on Finance Minister Regulation
governing the company's enterprise. Belongs to
Country.
(6) Drafting and deliverable of managerial statements and
accountability as referred to in paragraph (1)

Article 18
(1) The governor delivered the annual report of the implementation

(2) The annual report as referred to on verse (1)
may be delivered to the People's Representative Council
Regions jointly or separately with
Budget implementation report
Regional Revenue and Shopping.
(3) Annual Report as referred to in paragraph (1)
is not part of the report
accountability for the implementation of the Revenue Budget
and Regional Shopping.
BAB VIII
WITHDRAWAL OF DEVOLUTION
Article 19
(1) Rewithdrawal of government affairs that
is devolve to the Governor being able to do if
government affairs cannot be resumed because

BAB IX
COACHING AND SUPERVISION
Article 20
(1) Eselon II Pembina carries out coaching management

a. Guideline:
b. Facilitation;
c. training;
d. technical guidance; and

Article 21
(1) The Main Inspectorate of Bappenas performs the supervision
Deconcentration management.
(2) Surveillance as referred to in paragraph (1)
is aimed at improving efficiency, Effectiveness, and
Deconcentration management compliance.
(3) Surveillance as referred to in paragraph (1)
includes:
a. financial supervision; and
b. Performance oversight.
(4) In carrying out supervising duties as
referred to paragraph (1), the Major Inspectorate of Bappenas
may cooperate with the Internal Surveillance Apparatus

BAB X
SANCTION
Article 22
(1) Bappeda that is purposefully and/or negligently in
conveying the Deconcentration report can be imposed
the sanction is:
a. The Deconcentration Funds delay is for
next quarter; or
b. The Deconcentration Fund allocation outage for
the next budget year.
(2) The introduction of the sanction as referred to in paragraph (1)
does not release Bappeda from the obligation to
deliver the DeConcentration report.
(3) The provisions of the manner of sanction-giving
as referred to in paragraph (1) are conducted pursuant to
with the provisions of the laws.
BAB XI

Article 23
The Regulation of the Minister goes into effect on the date
