NATIONAL COORDINATION BODY OF DISASTER PREVENTION

PRESIDENT OF THE REPUBLIC OF INDONESIA,

DECIDED:

Establish: THE DECISION OF THE PRESIDENT OF THE REPUBLIC OF INDONESIA ON THE NATIONAL COORDINATION BODY OF DISASTER RELIEF.

BAB I
NATIONAL COORDINATION BODY
DISASTER RECOVERY

Section 1
(1) The National Coordinating Board of Disaster Relief (CIS), is a non-structural container for disaster countermeasures that are under and directly responsible to the President.
(2) The disaster recovery as referred to in paragraph (1) is an attempt to mitigate the disaster including prevarative, extraction, rescue, rehabilitation and reconstruction activities.

Section 2
The Disaster Response Bakornas task is:
a.  Formulating disaster relief policies and providing guidelines or briefings and coordinating disaster relief in the prior stages, during and after the disaster occurred in a unified way;
B.  provide policy-line guidance and guidance on disaster relief efforts, both repressive, repressive and rehabilitative including prevention, disposal, rescue, rehabilitation, and reconstruction.

Section 3
(1) The Disaster Response Bakornas arrangement consists of:
1. Coordinating Minister for the People ' s Welfare Field as the Speaker of the Member;

4. Health Minister as Member:
5. Public Works Minister as Member;
6. Minister of Transportation as Member;
7. Commander of the Armed Forces of the Republic of Indonesia as Member;

9. Director General Bina Social Assistance, Department of Social Affairs as a member of the Secretary-General;
(2) In carrying out its duties, the Speaker of the Bakornas Disaster Repellation can:

B. forming a working group according to the need.
(3) The working group as referred to in paragraph (2) of the letter b is led by the Chairman of the Working Group and is ordinated by the Secretary of the Bakornas Disaster Disorders.
(4) The Establishment, details of the task and work of the Working Group are set by the Chairman Bakornas Disaster Repellation.

Section 4
(1) To streamline the implementation of the Bakornas Disaster Relief Act, the Secretariat headed by the Secretary of State Bakornas Disaster and functionally executed Directorate in charge of disaster management in the United States. environment Directorate General Bina Social Assistance, Social Department.

Section 5

(2) The Secretariat in carrying out its duties is technically responsible to the Chairman of the Bakornas of Disaster Disorders.


BAB II
DISASTER COUNTERMEASURES

Section 6

(2) The Disaster Risk Service is directly responsible to the Chairman of the Bakornas Disaster Management Service through the Governor of the City of the Concern.


Section 7

Section 9
In carrying out the duties of the Disaster Relief Task Force:

Section 10
(1) The Disaster Penation of Disaster is obliged to immediately deliver a report on the disaster arising and is expected to arise in the region to the Chief of the Bakornas Disaster Management through the Governor of the Head of Regional Level I.
(2) In a very urgent state, the Disaster Relief Satlak may directly report to the Chairman of the Bakornas Disaster Relief and further inform the Governor of the Chief of Regions I.

BAB III
WORK LAYOUT

Section 11
(1) Disaster Repellation Bakornas convenes regularly at least 4 (four) in a year or time in accordance with the need for:
a.  formulating the national wisdom of disaster relief, including its implementation guide including the distribution/use of assistance and the oversight and accountability;
B.  establish policies and measures for the resolution of issues arising in the framework of disaster relief implementation;
c. discuss other issues related to disaster countermeasures;

(2) Disaster Relief Bakornas delivers a report to the President at least one time in a year or at any time if seen as necessary.

BAB IV
FINANCING AND ASSISTANCE

Section 12
(1) All administrative financing and the routine activities of the Bakornas Disaster Reduction is charged to the Office of the Office of the Coordinating Minister of the People's Welfare Field.
(2) The financing of operational technical activities in order to conduct disaster countermeasures is charged to the Department's Budget and each of its individual functions.

Section 13
(1) Any assistance provided by the public for disaster relief is received by the Regent/Walicocity of the Third Degree District as the Chairman of the Satlak concerned and immediately used for such disaster countermeasures as appropriate Disaster Disaster Relief policy.
(2) Any assistance from abroad given to the disaster relief received the Chairman Bakornas Disaster, and is directly handed over to the Regent/WalikoMunicipality of Level II Regional Chief as the Chairman of the Satlak concerned to be immediately used for such disaster countermeasures in accordance with the Disaster Disaster Relief ' Bakornas policy.

Section 14
The answers to the use of the assistance as referred to in Article 13 of the paragraph (1) and the verse (2) are given by the Regent/Walikomunicipalities of the Second Tier as Chairman of Satlak and the Chairman of the Bakornas Disaster Management to the President in accordance with the terms of this section. the provisions of Section 1.

BAB V
CLOSING CONDITIONS

Section 15
(1) By the enactment of this Presidential Decree, Presidential Decree No. 28 of 1979 on the National Coordinating Board of Natural Disaster Response is declared no longer valid.
(2) All regulations on the execution of Presidential Decree No. 28 of 1979 on the National Coordinating Board of Natural Disasters are declared to remain in effect as long as not contradictory or not being replaced with new rules based on The decision of the President.

Section 16
This President ' s decision comes into effect at the set date.
