BAB IV
STAGING STATISTICS

The First Part
Base Statistics

Section 11
(1) Basic statistics are organized by the Agency.
(2) In hosting basic statistics as referred to in paragraph (1), the Agency obtained the data in a manner:
a. census;
B. survey;
c. Compilation of administration products; and
D. other ways in accordance with the development of science and technology.

The Second Part
Sectoral Statistics

Section 12
(1) The sectoral statistics are organized by government agencies according to the scope of the task and function, independently or together with the Agency.
(2) In hosting statistics, sectoral government agencies obtain data in a way:
a. survey;
B. compilation of administration products; and
c. Other ways in accordance with the development of science and technology.
(3) The sectoral statistics must be held together with the Agency if such statistics can only be obtained by the way of the census and with the national sectoral range.
(4) The results of the sectoral statistics held alone by the government agencies are required to be handed over to the Agency.

The Third Part
Special Statistics

Section 13
(1) Special statistics are organized by a society of both institutions, organizations, individuals and other elements of society independently or together with the Agency.
(2) In hosting special statistics as referred to in paragraph (1), the public obtained data in a way:
a. survey;
B. compilation of administration products; and
c. Other ways in accordance with the development of science and technology.

Section 14
(1) In the framework of the development of the National Statistical System, the society as referred to in Article 13 of the paragraph (1) is required to notify the synopsis of the completed statistical activities that it is held to the Agency.
(2) The synopsis as referred to in paragraph (1) contains:
a. title;
B. field of statistical activity;
c. Population object;
D. the number of respondents;
e. execution time;
f. statistical method;
G. name and address of the organizer; and
h. Abstract.
(3) The delivery of a synopsis notice may be performed via a data communication post, or other manner of delivery which is considered easy for the organizers of statistical activities.
(4) The obligation of informing the synopsis as referred to in paragraph (1), does not apply to the statistics used to meet an internal need.

BAB V
ANNOUNCEMENT AND DISSEMINATION

Section 15
(1) The authorities announce the results of the statistics that are held.
(2) The announcement of the statistical results is contained in the Official News of Statistics.

Section 16

The body is disseminating the results of the statistics that it is organizing.

BAB VI
CO-ORDINATION AND COOPERATION

Section 17
(1) The coordination and cooperation of the holding of statistics is carried out by the Agency with government and community agencies, at the central and regional level.
(2) In order to realize and develop the National Statistical System, the Agency cooperates with government agencies and the public to establish the concept system, defenisi, classification and size-size.
(3) The Coordination and cooperation as referred to in paragraph (1) is exercised on the basis of the partnership and by staying anticipating as well as implementing the development of science and technology.
(4) The provisions of the manner and scope of coordination and cooperation of the implementation of statistics between the Agency, government agencies, and the public are further regulated by the Presidential Decree.

Section 18
(1) The cooperation of hosting statistics may also be carried out by the Agency, government agencies, and or society with international institutions, foreign countries, or foreign private institutions in accordance with applicable laws.
(2) The statistical organizer ' s cooperation as referred to in paragraph (1) is based on the principle that the main organizer is the Agency, the government agency or the Indonesian public.

BAB VII
RIGHTS AND OBLIGATIONS

The First Part
Event Statistics

Section 19
The hosting of statistical activities is required to obtain a description of the respondent regarding the characteristics of each population unit being an object.

Section 20

The organizers of the statistical activity provide the same opportunity to the public to know and be
(1) The basic statistics and sectoral statistics are open for the general public, unless otherwise specified by applicable law.
(2) Each person has the same opportunity to know and create special statistics by staying on the attention of a person ' s right or a law-protected institution.

The Second Part
The Way of Data Collection

Section 7
Statistics are organized through the collection of data carried out by the way:
a. census;
B. survey;
c. Compilation of administration products; and
D. other ways in accordance with the development of science and technology.

Section 8
(1) The census as referred to in Section 7 of the letter a is held at least once in 10 (ten) years by the Agnefit from the statistics available, in accordance with the provisions of the applicable laws.

Section 21

Organizers of the statistical activity are required to guarantee the confidentiality of the information obtained from the respondents.

The Second Part
The Statistics Officer

Section 22
Every Agency statistician is entitled to enter the predetermined workspace to obtain the required caption.

Section 23

Each statistical officer is required to deliver the results of the statistical execution as it is.

Section 24

The provisions of the secrecy guarantee of the information as referred to in Article 21 apply also to the statistician.

Section 25

Every statistician must show a letter of duty and or identification, as well as compulsory attention to religious values, local customs, manners and public order.

The Third Part
The respondent

Section 26
(1) Each person has the right to refuse to be used as a respondent, except in the holding of basic statistics by the Agency.
(2) Any reponden reserves the right to reject a statistic officer who cannot fulfill the provisions as referred to in Article 25.
Section 27

Each respondent is required to provide the necessary information in the staging of basic statistics by the Agency.

BAB VIII
INSTITUTIONAL

Section 28
(1) The government forms the Agency that is below and is directly responsible to the President.
(2) The Agency has a representative of the region in the Region which is a vertical instance.
(3) The provisions of the task, function, organizational arrangement and governance of the Agency as referred to in paragraph (1) and paragraph (2), are further set up by the Presidential Decree.

Section 29
(1) The Government forms the Community Forum of Statistics tasked with providing the means and consideration in the field of statistics to the Agency.
(2) The Forum as referred to in paragraph (1) is nonstructural and independent, whose members are composed of elements of government, pundits, practical and public figures.

Section 30
(1) The government ' s Instancy can form an organizational unit in its environment to carry out sectoral statistics.
(2) The terms of the task, function, organizational structure and organizational unit structure as referred to in paragraph (1) are governed by the relevant agency under applicable law.
(3) In hosting sectoral statistics, the unit of organization as referred to in paragraph (1) must hold coordination with the Agency to implement the use of concepts, definitions, classifications and sizes that have been standardized in order development of the National Statistical System.

BAB IX
COACHING

Section 31
The agency cooperates with government agencies and the elements of society conduct coaching on the organizers of statistical and community activities, in order to further enhance the contribution and appreciation of the community to the statistics, develop the System National Statistics, and support for national development.

Section 32
In the coaching framework as referred to in Article 31, the Agency conducts efforts as follows:
a. improving the ability of human resources in the hosting of statistics;
B. expand statistics as science;
c. enhance the mastery of science and technology that can support the holding of statistics;
D. embody the conditions that support the formation and development of concepts, definitions, classifications and sizes in the framework of cooperation with the organizers of other statistical activities;
e. developing a statistical information system;
f. enhancing the dissemination of statistical information;
G. improving the use capabilities and utilization of statistical results to support national development; and
h. raising public awareness of the meaning and usability of statistics.
Article 33

The execution of coaching as referred to in Article 31 is further set up with the Government Regulation.

BAB X
CRIMINAL PROVISIONS

Section 34
Each person without the right to host a census as referred to in Article 11 of the paragraph (2) of the letter a, is penalised with the longest prison 2 (two) years and the most fine of Rp. 50,000.000.00 (fifty million rupiah).


Section 35

Any person who intentionally violates the terms referred to in Article 14 of the paragraph (1), is penalised with the penultimate confinement of 1 (one) year or the most fines of the Rp. 25,000.000.00 (twenty-five million rupiah).

Section 36
(1) The organizers of the statistical activity on purpose and without any legitimate reason do not fulfill the obligations as referred to in Article 20, being convicted of criminal confinement at most 1 (one) year or the most fines of Rp. 25.000.000.00 (twenty five million rupiah).
(2) Organizing statistical activities purposefully violating the provisions as referred to in Article 21 of the penal penal for the longest 5 (five) years and the most fines of Rp. 100.000.00 (one hundred million rupiah).

Section 37
The statistician, who intentionally violates the terms of Article 24, is convicted of a prison sentence of at least one year 6 (six) of the prison month and the most fine of Rp. 15,000.000.00 (fifteen million rupiah).

Section 38

Respondents who intentionally violated the terms as referred to in Article 27, were convicted of the longest prison criminal 1 (one) year 6 (six) months and the most fine of Rp. 25.000.000.00 (twenty-five million rupiah).


Section 39

Any person who is intentionally and without a legitimate reason prevents, obstruting, or thwarting the course of the staging of statistics performed by the organizers of basic statistical and or sectoral activities, being convicted of felon. the longest 5 (five) years and fines at most Rp. 100.000.000.00 (one hundred million rupiah).

Section 40
(1) Criminal Tindak as referred to in Article 34, Article 36 of the paragraph (2), Article 37, Article 38, and Article 39 is a crime.
(2) The criminal Tindak as referred to in Article 35 and Article 36 of the paragraph (1) is a violation.

BAB XI
THE TRANSITION PROVISION

Section 41
All regulations on the implementation of Act No. 6 of 1960 on Census and Law No. 7 of 1960 on Statistics are stated to remain in effect as long as not contradictory or not replaced with new ones under the Act of Law. this.
