NUMBER 10 IN 2009 ABOUT

THE STATE DEFENSE DEVELOPMENT PLANNING SYSTEM

WITH THE GRACE OF GOD ALMIGHTY THE DEFENSE OF THE REPUBLIC OF INDONESIA,

DRAW: a. that in accordance with the change and development of the organization as well as for the uniformity of the mindset and the pattern of action in the management of the program and the budget needs to be held in the reforms of the Regulation of Defense Minister Number PER/09/M/IX/2006 date 28 September 2006 on the State Defense Development Planning System;

b. that based on the consideration as intended on the letter a, it needs to establish the Defence Minister ' s Regulation on the State Defense Development Planning System;

DECIDED: Establits: THE DEFENSE MINISTER ' S REGULATION ON THE SYSTEM

PLANNING FOR THE DEVELOPMENT OF THE STATE DEFENSE.

THE CHAPTER I OF THE GENERAL PROVISION

Part Of The Understanding

Article 1 In This Defense Minister Regulation is referred to: 1. A Primary Document is a document of planning or policy created

by the planning element and used as a guideline in the preparation of planning documents or policies at the bottom strata.

2. A Supporting Program is a document created by an element outside of the planning element and used as a guideline or input in the composition of the primary document.

3. Function is the embodiment of government duties in a particular field that is exercised in order to achieve the national development goals.

4. An activity is a real action that has been programed to be executed in a given period to achieve the specified target and destination.

5. Institutions are non-ministerial organizations of the state and other agencies of the budget users that are set up to carry out certain tasks under the 1945 Constitution or other laws.

6. Planning is a process for determining the right future actions, through the order of choice, by taking into account the resources available.

7. The Defence of the State is all efforts to maintain the sovereignty of the state, the territorial integrity of the Republic of Indonesia and the safety of all nations from threats and interruption to the nation and state.

8. The Development of the State Defense is an effort implemented by the Department of Defense and the TNI as well as other components in order to achieve the purpose of the State Defense.

9. The Committee on the Committee of Dephan and the Indonesian Armed Forces is a committee appointed with the decision letter of the Minister of Defense, consisting of elements of the planning of the Dephan and the Indonesian military, tasked with drafting a plan for the annual budget.

10. The establishment of the State Defense is all activities to implement the country's defense policies which are an effort to build and foster capabilities, state and nation's undeniable power, and masterminde any threat that is being held. Cross-sectoral integrated with the Department and the LPND as well as other state organizers including the TNI.

11. A Program is a Policy Instrument that contains one or more activities performed by the Government's Instancy/Institution to achieve goals and objectives and obtain a budget allocation.

12. The Long Term Development Plan is a planning document for a period of 20 (twenty) years.

13. The Mid-Term Development Plan is a planning document for a period of 5 (five) years which is also called the Strategic Plan document for the Ministry/Institution level to the bottom.

14. The Short-term Development Plan is a Planning document for a period of 1 (one) year that is also called the Government Work Plan and the Annual Work Plan for the Ministry/Institute level to the bottom.

15. The design is an early concept as an input material in the preparation of long-term, medium-and short-term documents.

16. Sub functions are further definitions of function. 17. Satker is the second-level Unit of Kotama; and 18. The State Defense Development Planning System is one

Development Planning unit to produce plan-building plans in the long, medium-term and short term implemented by the organizer element the defense of the state in this matter the Department of Defense and the TNI

The intent, Purpose and Scope of Section 2

The intent of this Minister ' s Regulation to provide clues and explanations of the layout in the drafting, mechanism and schedule of drafting of construction planning documents defense of the country, with the aim of being able to be used as a guideline by any planning official in the drafting of the state defense planning documents of the entire unity within the ranks of Dephan and TNI.

The Third Part of the Asas-Asas

Article 4 In the formulation of the State Defense Development Planning needs to pay attention to the principles as follows:

a. asas attachment, that is the target unit, the attachment in policy, coordination and synchronization of planning horizontally and vertically from the bottom unit to the decision-making level. Allocation is required to optimize resource utilization and achievement of goals.

b. asas priority, i.e., the selection of the country's defense planning goals must be aimed at the achievement of the greater value of benefits for the interests of the State Defense and the national interest, given the limitations of the resources that available;

c. asas flexibility, i.e., the planning of state defense development must be luwes and restrained as well as continuous, considering the possible development of the future state and future threat, so that it can be tuned in to changes that arise without disturbing the consistency development;

d. asas "bottom up top down", i.e. drafting of the state defense planning building housing the aspirations of the lower units is then formulated into the State Defense field development policy and subsequent bending is on each strata;

e. The balance and development of the country's defense forces must be balanced and well-balanced with the needs of the operation as well as the resources provided. The balance and versatiness must be realized in the preparation of planning and formulation of the program;

f. asas division of authority and responsibility, i.e., the country's defense planning system differentiation between state-defense general policy determiners with political decision making and strategy, coaching and use. The strength and level and responsibility of its implementation are based on functions so that it can be prevented by any duplication or uncertainty of authority and responsibility; and

g. The principle of benefits, namely, the planning of development of the country's defense must benefit greatly for the improvement of the warrior's welfare and the need for operations in the sustainable development of development.

Fourth Quarter Process and Planning Method

Section 5 (1) Of Planning Process as follows:

a. Law No. 25 of 2004 on the National Development Planning System that was next outlined in Government Regulation No. 40 of 2006 on the Tata Way Drafting The National Development Plan, became the basis in drafting the planning of the country 's defense development, the country' s defense development planning process is based on procedures and mechanisms in the country ' s defense development planning system established with the Defense Minister Regulation;

b. The country's defense planning system is a periodic set of planning activities every 20 (twenty) years that results in the State Defense Long Term Development Plan document (RPJP Hanneg), the next one outlined to be a 5 (five) annual document called the Middle Term Development Plan document or the State Defense Development Strategic Plan (Renstra Bang Hanneg), as well as outlined to be a document of the annual (annual) development plan called the State Defense Development Work Plan (Renja Bang Hanneg);

c. The state defense planning document was compiled according to the strata of the agency that compiled the document namely Dephan, TNI, Unit Organization (UO) Dephan/Mabes TNI/Force and Kotama/Satker with a unified planning system, documents generated The higher agencies are outlined by lower institutions/agencies, instead the design of documents compiled by lower institutions/agencies, into input for the drafting of higher institution/agency documents; and

d. the process of compiling a document that has the same expiration of the different constituent strata can be implemented in parallel without having to wait until the document from the top level is set, after the top-level document is set, becomes the guideline. (2) Planning Method as follows: a. parallel, i.e., state defense development planning

executed simultaneously by two or more units of planners in compiling the same document as different strata, with an intensive record of accompanied coordination;

b. In a row, the planning of a state defense building is implemented following the order and the planning strata, where the passage of a new lower plan can be done after the strata planning document is passed by. Authorized officer; and

The State Defense Development Planning is compiled with the following term: a. planning for a long-term state defense development (RPJP Bang

Hanneg) with a period of 20 (twenty) years and a revision of every 5 (five) years;

b. The planning of a medium-term defense development (Renstra Bang Hanneg) with a period of 5 (five) years and revised every 2 (two) years; and

c. planning for the development of a short-term state defense (Renja Bang Hanneg) with 1 (one) year period and the revision is only in a very urgent situation.

CHAPTER III DRAFTING OF THE DOCUMENT

STATE DEFENSE DEVELOPMENT PLANNING

The Long Term Development Plan Document 12

(1) Design RPJP Hanneg and RPJP Hanneg: a. Compiler: General Renhan Dephan; b. defense: Secretary of Defense; and c. setup time:

1. The RPJP Hanneg design: 8 (eight) months before the RPJP Hanneg term the running period ends; and

2. RPJP Hanneg: 1 (one) months after RPJPN is set. (2) Design RPJP TNI and RPJP TNI:

a. Composer: Srenum TNI; b. The following: Commander of the Armed Forces; and c. time of preparation:

1. Design RPJP TNI: 10 (ten) months before the RPJP period TNI period runs ended; and

2. RPJP TNI: 1 (one) months after RPJP Hanneg is set.

(3) Design RPJP Unit Organization and RPJP Unit Organization: a. Compiler:

1. Staff planner Unit of the TNI Mabes; 2. Staff planning unit of the Organisation of the Force; and 3. The Department of Dephan's unit planner staff.

CHAPTER V OF THE PLANNING SYSTEM WORK PROCEDURE

STATE DEFENSE DEVELOPMENT Long-term Section

Paragraph 1 RPJP Design

Article 18 (1) Kotama/Satker/PTF Dephan provides an RTRW

Kotama defense and the concept of a Satker/PTF Dephan development plan on UO level Rakor in order to assemble the RPJP UO Design.

(2) UO Mabes TNI and UO Force provide the input of RPJP UO Mabes TNI and UO Force on Rakor level TNI in order to assemble the RPJP TNI Design.

(3) The TNI and UO Dephan provide input of the RPJP Design TNI and RPJP UO Dephan Design on the Dephan level Rakor in order to assemble the RPJP Hanneg Design.

(4) Dephan provides the input of the RPJP Hanneg Design in the National RPJP Design framework.

Paragraph 2 Drafting RPJP

Article 19 (1) Dephan compiled the RPJP Hanneg by perfecting the Design

RPJP Hanneg and guidelines on the National RPJP as well as Hanneg Strategic Products.

(2) TNI compiling RPJP TNI by perfecting the Design RPJP TNI and guidelines on RPJP "Hanneg" and "TNI Posture".

(3) UO Dephan compiled RPJP UO Dephan by perfecting the RPJP UO Dephan Design and guideline on RPJP Hanneg as well as Hanneg Strategic Products.

(4) UO Mabes TNI and UO Force composed RPJP UO Mabes TNI and UO Force by perfecting RPJP UO Mabes TNI and UO Force, guideline on RPJP TNI, TNI posture and UO postures.

Part Two Medium Term

Paragraph 1 Of The Design Of Renstra

Section 20 (1) Kotama/Satker/PTF Dephan compiled the Renstra Design

Kotama/Satker/PTF Dephan guidelines on RPJP UO to provide input to the UO level Rakor.

(2) UO Mabes TNI and UO Force composed Design Renstra UO Mabes TNI and UO Forces guidelines on RPJP UO Mabes TNI and UO Force to provide input on the Indonesian level of TNI Rakor.

(3) TNI and UO Dephan compiled the Renstra TNI Design and Design Renstra UO Dephan guidelines on RPJP Hanneg to provide input to the Dephan level Rakor.

(4) Dephan compiled the Renstra Bang Hanneg Design guideline on RPJP National as an input in the drafting of the National RPJM Design.

CHAPTER VI TRANSITIONAL PROVISIONS
