MINISTER OF FORESTRY,

.,, weighed: a. that under Article 22, Article 23, Section 24 and Article 25 of the Government Regulation No. 45 of 2004 on the Protection of the Forest, it needs to be regulated for the implementation of forest fire control programs that include prevention, outages and handling through coordination in institutional form;
., b. that based on consideration as intended on the letter a, it needs to be set by the Minister of Forestry Regulation on the Control of the Forest Fire;

.,, Setting: A FORESTRY MINISTER ' S REGULATION ON THE CONTROL OF FOREST FIRES.

BAB I
UMUM PROVISIONS

Section 1
In this Forest Minister Regulation referred to by:
., 1. The forest is an ecosystem of land expanses, containing a predominantly tree-dominated natural resource in the natural communion of its environment that one with the other cannot be separated.
., 2. A forest fire is a state in which a forest is ravaged by a fire, resulting in forest damage and forest products that pose economic and environmental losses.
., 3. Forest fire control is all efforts, prevention, outages, post-forest fire and rescue efforts.
., 4. Forest fire prevention is all efforts, actions or activities undertaken to prevent or reduce the possibility of a forest fire.
. .5. A forest fire blackout is all efforts, actions or activities carried out to remove or turn off the fire that burns the forest.
., 6. Post-fire handling is all efforts, actions or activities that include inventory, monitoring and evaluation as well as coordination in order to handle an areal after burning.
., 7. Evacuation and rescue is an attempt to deliver and rescue lives and property losses due to the occurrence of wildfires and other natural disasters.
., 8. The Manggala Agni is a forest fire control team whose personnel are derived from civil servants and the public who have been given forest fire control training.
., 9. Hotspot (hotspot) is a forest fire indicator that detects a location that has a relatively higher temperature than the surrounding temperature.
., 10. Forest Fire Danger Ranking System (SPBK) is a rank used to determine the risk of forest fires, in a region by taking into account weather conditions, burning materials and natural conditions. Others are affected by the fire behavior.
., 11. The means and infrastructure are equipment and facilities that are used to support forest fire control.
., 12. The so-called MPA is a society that is voluntarily concerned with the fire control of the forest and the land that has been trained.
., 13. The next Central Government is called the Government of the Republic of Indonesia which holds the power of government of the Republic of Indonesia as referred to in the Constitution of the Republic of Indonesia in 1945.
., 14. The Regional Government is the Governor, the Regent or the Mayor and the area's device as an organizer of the local government.
., 15. A permit is an entity that is granted a permit in the forest area by an authorized official under the laws of the law.
., 16. The Forest Fire Control Brigade, also known as Brigdalkarhut, is an agency that has duties and functions, prevention, outages, and handling of forest fires, as well as rescue (rescue) which is equipped with a Human resources, funds and infrastructure facilities.
., 17. The patrol is a surveillance activity conducted by Manggala Agni and all parties in the prevention and fire of forest fires and land.
., 18. Mobilization is a resource hardening that is owned by the parties to carry out wildfires and land fires.
., 19. The Operations Team is a team formed by the Director General whose membership is composed of elements related to the activities of the forest fires through the air.
., 20. A working relationship is a set of work procedures and work systems that govern the working relationships, tasks, points and functions of the Working Unit in order to realize coordination, synchronization and synergity of forest fire control implementation.
., 21. A working unit is an instance that has links to both vertical and horizontal relationships in the practice of coordination, synchronization and synergicity of forest fire control.
., 22. The Minister is a minister for duty and in charge of forestry.
., 23. The Director General is the Director General of the Board of Service and responsibility in the area of Forest Protection and Conservation of Nature.

Section 2
The intent of this regulation is to provide guidelines and directives in forest fire control activities, so that it can run effectively and efficiently.

BAB II
SCOPE

Section 3
The scope of this Ministerial Regulation includes:
a. Prevention;
B. Blackouts; and
C. Post handling.

The Kesatu section
Prevention

Section 4
Forest fire prevention is carried out at:
a. National level;
B. Provincial level;
C. District/cota;
., d. The level of conservation forest management units, the level of force management of forest production, the level of forest management of the protected forests; and
., e. The level of forest utilization permit holders, the level of permit holders of the use of forest areas, the level of conservation of forest rights and conservation forests.

Section 5
Forest fire prevention at the National Level as referred to in Article 4 of the letter a, covering activities:
a. Create a forest fire swarm map;
B. Developing a forest fire information system;
C. Partnership with the public;
D. Drafting the standard of forest fire control equipment;
e. Drafting a forest fire control and campaign control program; and
f. Compiling a forest fire prevention training pattern.

Section 6
.,, (1) The creation of a National Level wildfire map of forest fires as referred to in Article 5 of the letter a is performed every year once.
.,, (1) The development of forest fire information systems as referred to in Article 5 of the letter b includes monitoring, desemination and checking of hotspots, SPBK and preventive patrols.
.,, (2) The partnership activities with the public as referred to in Article 5 of the letter c are done through the monitoring of prevention coordination, the construction of a non-fuel land preparation model (PLTB), the formation and coaching of the Fire Care Society (MPA).
.,, (3) The drafting of the forest fire control equipment standard as referred to in Article 5 of the letter d is further regulated by the rules of the Director General.
.,, (4) The bribery program and fire control campaign as referred to in Article 5 of the letter e include campaign activities, lectured and apple on standby.
.,, (5) The drafting of forest fire prevention training patterns as referred to in Article 5 of the letter f is governed by the rules of the Director General.

Section 7
Forest fire prevention at the Provincial Level as referred to in Article 4 of the letter b, covering activities:
a. Creation of a province forest fire map;
B. Counseling model creation;
C. Forest fire prevention training;
D. Creation of a forest fire prevention and fire implementation guide;
e. Procurement of the means and infrastructure of forest fires;
f. Executing coaching; and
G. Carry out the surveillance.

Section 8
.,, (1) The creation of a provincial fire map of forest fires as referred to in Article 7 of the letter a performed every 6 (six) months.
.,, (2) The creation of a counseling model as in Section 7 of the letter b refers to the laws.
.,, (3) Forest fire prevention training as referred to in Article 7 of the letter c among others is carried out through the hosting of the Burned Earth Evaporation Training, the manner of fuel reduction in the cause of fire and gladi posko.

Section 9
The mechanism of procurement of prevention equipment and forest fire outages as referred to in Article 8 of the paragraph (5) is performed in accordance with the laws.

Section 10
Forest fire prevention at the Regency/City level as referred to in Article 4 of the letter c, covering activities:
a. Evaluation of forest fire-prone locations;
B. Counseling;
C. Creation of technical clues to the execution of forest fires;
D. Procurement of forest fire control infrastructure facilities;
e. Execution of coaching; and
f. Supervision.

Section 11
.,, (1) Evaluation of a forest fire-prone location carried out as referred to in Article 10 of the letter a, performed every 3 (three) months.
.,, (2) The execution of the counseling as referred to in Article 10 of the letter b refers to the laws.
.,, (3) The creation of a technical clue of the execution of a forest fire blackout as referred to in Article 10 of the letter c refers to the Operational Standard of the Provincial Procedure by considering the conditions of the local area.
.,, (4) The existence of the forest fire control infrastructure as referred to in Article 10 of the letter d consists of:
., a., a. Hand tools;
B. Individual equipment;
C. The water pump and its equipment;
D. Telecommunication equipment;
e. High pressure pump;
f. mechanical equipment;
G. Transport equipment;
h. Logistics, medical and SAR equipment;
i. The building.
.,, (5) The coaching of as referred to in Article 10 of the letter e is performed through activities among others:
., a., a. The socialization of the laws of the laws;
B. Counseling model creation; and
C. Prevention training, outages and postings;
.,, (6) The supervision of what is referred to in Article 10 of the letter f is done through activities among other the making of reports and evaluations of the accountability of the performance of the Regent and the Mayor.

Section 12
Forest fire prevention at the level of conservation forest management units, production forest management units, protected forest management units as referred to in Section 4 of the d, include activities:
a. Inventory of forest fire-prone locations;
B. Inventory the cause of the fire cause;
C. Fire squad setup;
D. Fixed procedure creation;
e. Procurement of means and infrastructure; and
f. Burn-build.

Section 13
.,, (1) The inventory of forest fire-prone locations as referred to in Article 12 of the letter a is performed at least once in a year.
.,, (2) The inventory of the cause of the fire cause as referred to in Article 12 of the letter b is performed at least once in a year.
.,, (3) The evaporation of forest fire control squads as referred to in Article 12 of the letter c is performed on any management unity under the laws.
.,, (4) The number of squads and personnel of each team as referred to in paragraph (3) is set further by the General Director Ordinance.
.,, (5) The creation of a forest fire control procedure as referred to in Article 12 of the letter d refers to the Provincial Fixed Procedure and the District/City Fixed Procedure with regard to the local state conditions.
.,, (6) The absence of forest fire control infrastructure as referred to in Article 12 of the letter e consists of:
., a., a. Hand tools;
B. Individual equipment;
C. The water pump and its equipment;
D. Telecommunication equipment;
e. High pressure pump; and
f. mechanical equipment;
G. Transport equipment;
h. Logistics, medical and SAR equipment;
i. The building.
.,, (7) The making of the burn as referred to in Article 12 of the letter f is performed on any fire-prone area.
.,, (8) The making of the burn as referred to in paragraph (7) is performed based on further regulated technical instructions with the Director General.

Section 14
(1) The forest fire Prevention carried out by:
., a., a. forest utilization permit,
B. forest area use permit,
., c. the holder of the d-rights forest permit. Utilization permit holders in conservation forests include activities as referred to in Article 12.
.,, (2) the forest fire prevention activities by the permit holder as referred to in paragraph (1) are conducted under the provisions of Article 13.

The Second Part
The outage

Section 15
The execution of forest fire outages in each region is carried out through the stages of activities:
a. Initial blackouts;
B. Advanced outages;
C. Independent blackouts;
D. Combined outages; and
e. The outages of the air.

Section 16
.,, (1) The initial outage as referred to in Article 15 of the letter a was performed in order to prevent a larger fire when found a fire point (the fire incident) by the patrol squad on duty and or who was assigned to perform the field checks against hot spots through instantaneous outages without waiting for orders from the local operating area ' s posko (Daops).

., (4) The combined outage as referred to in Section 15 of the letter d is performed in order of fire outages executed using personnel, means of infrastructure and logistic support located on local daops and or squads of Other daops and or other related agencies.

The Third Part
The Responsibility

Section 17
.,, (1) the Minister, Governor, Bupati/Mayor, Head of the Management Unit and the permit holder, are responsible for the forest fire outages according to its authority.

.,, (3) The governor is responsible and co-ordinates a fire blackout that occurs in two areas or more districts/cities.
.,, (4) The Regent/Mayor is responsible and coordinates a fire blackout that occurs on its territory.
.,, (5) The head of the Conservation Forest Management Service, the head of the Production Forest Management Service, the head of the Protected Forest Management Unit is responsible for the forest fire outages in the area that are responsible.
.,, (6) The use of forest utilization, permit holders of forest area, forest permit holders and conservation forest permit holders are responsible for forest fire outages in the region that is its responsibility.

The Fourth Part
Post-Post Handling

Section 18
Post-forest fire handling is carried out through activities:
a. The collection of captions (Pulbaket);
B. Identification;
C. Monitoring and evaluation;
D. Rehabilitation; and
e. Law enforcement.

Section 19
.,, (1) The collection of the captions as referred to in Article 18 of the letter a, performed through the field checking of the burned areal by using the observed hot dot data, collection of examples of soil, plants, and other evidence in the The area's on fire.

INSTITUTIONAL

Empowerment

Section 34

e. supporting forest fire control efforts.

Section 35
Community empowerment as referred to in Article 34, carried out through activities:
a. Education and Exercise;
B. Institutional Reinforcement;
C. Facilitation; and
D. Counseling.

Section 36
., (1) Education and exercise as referred to in Article 35 of the letter a, conducted through activities among others:
., a., a. Forest fire control basic training; and
., b. The Opening Training of the Unburned Land (PLTB) through the Making of Briket Arang and Compost.

The Second Part
The Peranas and Society

Section 37
.,, (1) The government is redeveloping peranation and society in order to control forest fires to actively participate in the process of prevention, outages and post-care activities.
.,, (2) To subvert the peranation and society in forest fire control activities as referred to in paragraph (1), carried out in form:
., a., a. Education and exercise;
B. Institutional reinforcement;
C. Facilitation; and
D. Counseling.

Section 38
.,, (1) Peranas and society in forest fire control activities are performed together with Brigdalkarhut on each single-level as referred to in Article 20 verse (3).
., (2) The shape of the society as it is referred to in verse (1) is done through increased capability and independence in forest fire control activities.

BAB V
REPORTING

Section 39
.,, (1) Head of the Forest Management Unit, Licensee's Protection of Forest Service, Licensee's Use of Forest Area, Owner of the Rights Forest, and the public is required to report the incidence of forest fires in its work area.
., (2) The report of a forest fire as intended on verse (1) is carried out as soon as possible by using the available equipment.
.,, (3) The reporting order as referred to in paragraph (1) and paragraph (2) is further set up with the Regulation of the Director General.

BAB VI
THE FINANCING

Section 40
.,, (1) The costs of carrying out forest fire control activities are charged on the State Revenue and Shopping Budget, Regional Revenue and Shopping Budget and other non-binding sources of funds in accordance with the perinvitation regulations.
.,, (2) The Forestry Deappointment is required to allocate funds from the State Budget and Shopping Budget and other sources of funds in accordance with the regulations of the invitation to forest fire control conducted by Brigdalkarhut Manggala Agni.
.,, (3) Provincial and County/City Governments whose administrative areas are required to allocate funds from the Regional Revenue and Shopping Budget and other funds in accordance with the rules of the invitation for fire control. It was conducted by the local government apparatus, the associated parties and the communities of its territory.
.,, (4) Forest Enterprise Enterprise Entitlements/Holdholders Subsidiaries Of Timber Forest Products, Enterprise of Plant Safety Industry/Timber Forest Products/Heating Forest Products of Wood Forest Results and Forest Users Others are required to allocate funds for forest fire control in the area of work.

BAB VII
ADDITIONAL PROVISIONS

Section 41
Rescue (Rescue) (1) Brigdalkarhut assists humanitarian duty through rescue operations and social activities.
., (2) The rescue and social activities as referred to in verse (1) include soul saving, property, and wildlife on the occurrence of wildfires and other natural disasters.
.,, (3) The rosy and mobilization of Brigdalkarhut on the task of the rescue operation as referred to in paragraph (1) was exercised at the instructions of the Director General.

BAB VIII
THE TRANSITION PROVISION

Section 42
By the enactment of the Regulation of this Minister, the Decree of the Minister of Forestry Number 260 /Kpts-II/95 on the Directive on the Prevention and Disaster Relief Expiration of the Forest Fire is declared to be unapplicable.

BAB IX
CLOSING PROVISIONS

Section 43
This rule applies since the set date.

In order for everyone to know, the Ordinance of the Minister of Forestry is promulred by its placement in the News of the Republic of Indonesia.
