THE GOVERNOR OF WEST JAVA,

SET: THE REGIONAL REGULATIONS ON PRODUCTION CONTROL AND SALT CIRCULATION.

BAB I

provisions of UMUM

Article 1

In this Region Regulation, it is referred to:

1. The area is the province of West Java.

2. The Regional Government is the Governor and the Regional Devices as an organizer of the Regional Government.

3. The Governor is the Governor of West Java.

4. The District/City Government is the Regent/Mayor and the area device as an element of the regional government organizer.

5. District/City is District/City in West Java.

6. Bupati/Mayor is Regent/Mayor in West Java.

7. The Ministry of Industry and Trade was the Ministry of Industry and Trade of West Java Province.

8. The Health Service is the Provincial Health Service of West Java.

9. The Regional Device Organization, which is then called OPD, is a Regional Device Organization in the Government of West Java Government environment associated with salt.

12. Non-Beryodium salts are industrial raw materials that do not go through the yodisation process and do not comply with the Indonesian National Standard Number 01-3556-2000.

13. Beryodium salts are the curai-shaped consumption salts and contain the Iodat Kalium (KIO3) of 30 ppm to 80 ppm as well as other compounds according to the Indonesian National Standard Number 01-3556-2000.

14. The Indonesian National Standard (SNI) is the standard established by the National Standardization Board, and is valid nationally.

15. Salt production is the manufacture of iodine salts by means of washing, wetter, yodization and packaging and labeling.

16. A circulation is any activity or series of activities in order of sale or purchase of salt including offers to sell salt and other activities associated with the transfer of salt in return.

17. Prohibition is an act of law given to producers and salt dealers who violate the provisions of the laws.

18. Control is an attempt to organize and crucify the production and circulation of salt in West Java by restricting, banning, regulating and performing acts against the production and distribution of consumption salts that do not comply with the provisions of the law. Laws.

BAB II

INTENT AND PURPOSE

Article 2

The intention of controlling the production and circulation of the salt in the Regions is to improve the quality and quantity of the beryodium salts to protect the people from the risk of disruption due to the shortage of iodine (GAKY).

Article 3

The purpose of production control and salt circulation in the Region is:

a. improving the quality and quantity of the yodium salt for community consumption;

b. coaching on saline perajins, manufacturers, distributors and merchants as well as consumer societies;

c. the supervision of salt industry and the circulation of salt in the market; and

d. the restriction of the circulation of consumption salts that does not meet the requirements of SNI and is listed at the Bandung Food and Drug Administration.

BAB III

SCOPE

Article 4

The scope of production control and the circulation of salt in the Regions, including:

a. production, processing, packaging and saline labeling;

b. Salt circulation;

c. permissions in the production and salt circulation;

d. coaching, supervision, planning, facilitation, mentoring, supervision and consulting, coordination, education and training as well as monitoring and evaluation;

e. salt circulation control; and

f. institutional in order to coordinate, coaching, supervision and control as well as socialization and law enforcement.

BAB IV

RESPONSIBILITY

Section 5

The Regional Government is responsible in production control and salt circulation, covering:

a. the setting up of the availability of beryodium salts that meet the SNI requirements in the Regions;

b. Prohibition on the production and circulation of salt is not iodine for consumption;

c. coordinate activities in ensuring the production and circulation of the salt that meets SNI multiplicity;

d. increased salt quality for the productivity and well-being of salt farmers;

f. advocacy to the District/City Government regarding control and banning of production as well as non-iodine salt circulation.

BAB V

PLANNING

Article 6

(1) In order of coordination, integration, synergity and Synchronization control and salt circulation, the Regional Government composed the strategic plan of achieving the production and distribution of the yodium salts consumed by the public and the salt is not iodine for the industry in the Regions, which includes aspects of the coaching, supervision, control, monitoring, evaluation, institutional and socialization.

Paragraph 1

Quality Control

Article 7

(1) The salt manufacturer is required to produce and control the quality of the yodium salt and the non-iodine salt.

Article 9

Paragraph 3

The packaging and Pelabelan

Article 10

(1) beryodium salts and non-iodine salts circulating in the Regions are required to be packaged and labeled.

(2) The provisions of packaging and labeling as set forth in paragraph (1) is governed by the Governor's Rule, under the terms of the laws.

Article 11

The packaging and labeling of the yodium and/or salt is not iodine as referred to in Article 10, exercised by individuals, enterprise and cooperative bodies, under the provisions of the laws.

Second Section

Standard Mutu

Article 12

(1) Salt Business Offenders for the public consumption, are required to circulate salt that meets the standard of iodine consumption salts according to SNI requirements.

(2) In terms of the iodine salt for the consumption of the public does not meet the quality standards, hence the withdrawal, seizure and destruction according to the provisions of the laws.

(3) The withdrawal, seizure and extermination of the salt as referred to in paragraph (2) is exercised by the Government of Regency/City under the authority under the provisions of the laws.

BAB VII

PERIZSE

Article 13

(1) Individual persons, business and cooperative bodies that produce and distribute the beryodium salt must have permissions, as per the provisions of the laws.

(2) Perizinan as referred to in paragraph (1), includes:

a. Industrial Business Permits, Enlargement and Industrial List Tags; and

b. Food Quality Certification.

(3) Permission as referred to in paragraph (2) letter a issued by the Governor or Regent/Mayor, under the authority under the provisions of the laws.

(4) Certification as referred to in paragraph (2) letter b is published by the Indonesian Republic of Indonesia Drug and Drug Administration or the certification institution that has been accredited.

BAB VIII

DISTRIBUTION

Article 14

The default salt is only traded to the individual and/or the agency that performs salt yodisation and/or to the industry is not food.

Article 15

(1) The Local Government is conducting surveillance on the distribution of incoming and outgoing salt.

(2) The order of salt distribution supervision as referred to in paragraph (1) is governed by the Governor's Rule.

BAB IX

COACHING AGAINST

FARMERS AND THE SALT PERAJINS

Article 16

Local Government doing coaching to farmers and salt perajins in the form:

a. policy assignment to provide protection to farmers and salt perajins;

b. price stabilization;

c. training to farmers and saline perajine for the products it has to satisfy SNI;

d. accommodate salt yield of the farmer ' s production and salt perajine to be treated to be a yodium salt according to SNI; and

e. Salt and iodine production assistance.

BAB X

THE AVAILABILITY OF SALT AVAILABILITY

Section 17

Article 18

(3) Further provisions on facilitation as referred to in paragraph (1) are governed by the Governor Rule.

Third Section

Guidance, Supervision and Consultation

section 19

(1) Guidance, supervision and the consultancy is done by the Local Government in the form:

a. Providing the technical guidelines of salt making to saline perajine and the salt producer of beryodium;

b. Direction of the manufacturer's use of salt production control tools;

c. Socialization of the perudders regulations related to the beryodium salt in accordance with the SNI requirements to the business offender; and

d. the application of the monitoring of the local region of salt through the Family Welfare Empowerment.

(2) Guidance, supervision and consultancy as referred to in paragraph (1) are conducted by the Industry and Commerce Service and Health Service as well as OPD, pursuant to authority under the provisions of the laws.

(3) Further provisions of guidance, supervision and consultancy as referred to in paragraph (1) are governed by the Governor Regulation.

Fourth Section of Education and Training

Article 20 (1) In order improving the quality and quantity of the yodium salt

(2) Education and training as referred to in paragraph (1) conducted by the Industry and Commerce Service and Health Service as well as OPD, accordingly authority under the provisions of the laws.

(3) Further provisions regarding education and training as referred to in paragraph (1) are governed by the Governor Regulation.

Fifth Section Monitoring and Evaluation

Article 21 (1) The Local Government does monitoring and evaluation in

production control and saline circulation, coordinating with the District/City Government.

(2) Monitoring and evaluation as referred to in paragraph (1) is conducted by the Industry and Commerce Service and Health Service and OPD, under the authority under the provisions of the laws.

(3) Further provisions on monitoring and evaluation as referred to in paragraph (1) are governed by the Governor Regulation.

BAB XI

INSTITUTIONAL Section 22

(1) In order of coordination, coaching, supervision and Production control and salt circulation, the Coordination Team established by the Governor.

(2) The Coordination Team in the framework of production control and salt circulation in the District/City is formed by the Regent/Mayor, as per authority under the terms of the laws.

(3) The Coordinating Team as referred to in paragraph (1) consists of an element: a. Commerce and Trade; b. Health Services; c. The Great Hall of Drug Control and Food Bandung; d. Association Of Salt Entrepreneurs; e. The Swadaya Society of the Society; f. Family Welfare Enablement Team; and g. elements of society as needed.

BAB XII

COOPERATION AND PARTNERSHIP Section

Cooperation Article 23

(1) The Regional Government develops a pattern of cooperation in the framework of coaching, supervision and control of production and Salt circulation, as per the provisions of the laws.

(2) Cooperation as referred to in paragraph (1) is conducted between the Local Government with: a. Government; b. other provincial governments; and c. The District/City Government.

(3) Cooperation as referred to in paragraph (2) can be shaped: a. Funding help; b. help with science and technology; c. expert power assistance; d. help of means and infrastructure; e. education and training; and f. other cooperation in accordance with the parties ' agreement.

The Second Section

The Section 24 Partnership

(1) The Local Government forms a partnership with the business, college and/or other agencies in the framework of production control and Salt circulation.

(2) The partnership referred to in paragraph (1) is performed in

form: a. education; b. science and technology; c. research and development; d. increased capacity of human resources/services

efforts; e. help of the means and the infrastructure; and f. other activities by agreement.

BAB XIII ROLE AS WELL AS SOCIETY AND THE BUSINESS

Article 25 (1) The business and world of business as a partner of the Regional Government has

BAB XIV

BAB XV SANCTION

(2) Further provisions of the administration sanction as

are referred to in paragraph (1), governed by the Governor's Regulation, under the provisions of the laws.

Second Section of Criminal Sanction

Article 28 (1) Of which anyone commits a violation of the provisions of Article 26,

Article 32

(1) The Local Government is coordinating with the District/City Government and other provincial governments in the supervision of the production and circulation of the uniodine salt and/or uniodine salt.

(2) Supervision, as referred to in verse (1), can be done through a point check on the provincial border.

Second Section Subject

Article 33 The subject of coaching, supervision and control is any person or body of effort that performs production and/or salt circulation in the Regions.

BAB XVIII provisions CLOSURE

Article 34 Regulation of the implementation of these Regional Regulations should be established in the slowest time of 1 (one) year since the enactment of this Regional Regulation.
