BAB I

provisions of UMUM

Article 1

In this Region Regulation, it is referred to:

BAB IV

RESPONSIBILITY AND AUTHORITY

Section 5

DISASTER RELIEF AGENCY

Article 7

Second Part

Pokok task and Function

Section 8

Section 10

e. the determination of the disaster recovery mechanism and countermeasures; and

(3) The drafting of the disaster countermeasures plan as referred to in paragraph (1) and (2) is coordinated by the Agency, based on the guidelines set by the BNPB.

(4) Disaster mitigation plans are compiled for a term of 5 (five) years and are evaluated periodically every 2 (two) years or at any time in the event of a disaster.

(5) The disaster countermeasures plan as referred to in the verse (2) is specified by the Governor.

Article 17

(1) The reduction of the disaster risk as referred to Section 15 of the letter b, is an activity to reduce threat and vulnerability as well as improve people's ability in the face of disaster.

(1) The Local Government prepares general and specialized facilities in disaster relief in the Regions in an effort to prevent, address and mitigate disaster, as per the provisions of the laws.

Article 29

(1) Early warning as referred to in Article 24 of the letter b, is a quick and appropriate action in order to reduce the risk of being affected by the disaster and prepare for emergency response action.

b. data analysis of the observations data;

a. flood plain setting;

b. utilization of floodplains for green open spaces and building control of public facilities with low densities;

c. provisions of the prohibition of activities for public facilities; and

d. control of residential activities.

Article 34

The disaster prevention caused by water damage is done through:

a. Physical activities, in the course of disaster prevention are conducted through the construction of the means and infrastructure intended to prevent damage and/or disaster resulting from water damaged power;

b. non-physical activities, in the course of disaster prevention are conducted through:

Article 65

(1) The maintenance of the common means and infrastructure is performed to meet the needs of transportation, the agility of economic activity and the social needs of culture The public, including infrastructure improvements and public facilities and facilities.

a. psychological intervention;

b. help counseling and family consulting;

c. recovery recovery assistance;

e. psychosocial activity.

(2) The psychological social services as referred to in paragraph (1) are exercised by the associated OPD, coordinated with the Agency.

Article 68

(1) In order to help restore the health conditions of the affected public disaster impact, the Local Government carries out health care delivery through the health center/post specified by the OPD and/or related agencies coordinated by the Agency, covering the effort:

a. assist the treatment of a sick and sustained disaster victim;

b. assist the care of the deceased disaster victim;

c. provide a cure;

d. providing health equipment;

e. provide medical and paramedic power; and

f. refer to the nearest hospital.

(2) The implementation of the public health condition recovery activities as referred to in paragraph (1), exercised by reference to the standard of emergency services in accordance with the provisions of the invite-invited regulations.

Article 69

(1) In order to restore government functions aimed at assisting the public in restoring governmental functions in the disaster region, implemented the restoration activities of government functions through efforts:

The policy underlying the implementation of reconstruction is as follows:

a. Disaster relief is a joint responsibility between the Government, Local Government, District/City Government and the community;

b. The Government is obligated to prepare programs and budget allocations for post-planning reconstruction;

Paragraph 4

Security Recovery and order

(1) In order for the recovery of security and order aimed at assisting the public in restoring security and public order conditions in areas affected by the disaster,

HELP MANAGEMENT

Funding Source

Article 101

(1) The disaster relief implementation fund is sourced from:

a. APBN;

b. APBD;

c. communities; and

d. other authorized and non-binding sources.

(2) The Local Government allocates disaster relief budget in APBD adequately, which is used to mitigate disaster at the prabencana stage, when emergency response, immediate recovery (early recovery), and pascabencana.

(3) The Regional Government provides ready funds in the disaster relief budget derived from

APBD placed in the Agency budget and must always be available according to the need at the time of emergency response.

Article 102

(1) The Local Government encourages community participation in the provision of assistance that sourced the community, by the way:

c. raise public awareness to participate in the provision of assistance.

(2) The assistance sourced from domestic communities as it is referred to in paragraph (1) received by the Local Government reported and accounted for to the DPRD.

The use of the Fund

Section 105

I. UMUM
