BAB II

Article 2

BAB III

THE PROGRAM AND FINANCED ACTIVITIES OF

AREA RESERVE FUNDS

Article 3

(1) The Regional Reserve Fund is the cost used for the Election activities of the Governor and the Deputy Governor of the Round The first will be used in the 2013 budget year, covering:

a. the execution stage of the General Election of the Governor and the Deputy Governor; and

b. The inauguration stage of the Governor and Vice-Governor of the 2013-2018 term.

BAB IV

THE QUANTITY AND DETAILS OF THE AREA RESERVE FUND ALLOCATION

Article 4

(1) The Regional Reserve Fund set up for the program and activities as referred to in Section 3 is as large as Rp. 666.000.680.645,-(six hundred sixty-six billion six hundred and eighty thousand six hundred and forty-five rupiah).

(2) The Regional Reserve Fund as referred to in paragraph (1) is for the provision of the Governor General Election fund and the First Deputy Governor of the Round, which will be used in the 2013 budget year.

(3) The fulfillment of the Regional reserve funds as referred to in paragraph (1) is referred to in the APBD that the allocation of funds provision is divided over:

a. Change of APBD of Budget Year 2011, amounting to Rp. 200,000,000,000,-(two hundred billion rupiah);

b. APBD of Budget Year 2012, amounting to Rp. 300,000,000,000,-(three hundred billion rupiah);

c. Changes to the APBD of the Budget Year 2012, amounting to Rp. 166,000.680.645,-(one hundred sixty-six billion six hundred and eighty-five hundred and forty-five rupiah); and

(4) The allocation of the provision of reserve funds can be changed and specified. in the Regional Regulation on the Budget and Regional Shopping of the year in question, as per the Regional financial capability.

REGIONAL RESERVE FUND SOURCE

Article 6

Article 10

SUPERVISION AND CONTROL

Article 11

The supervision and examination of the management and accountability of the Regional reserve funds are conducted by both internal and external supervising apparatus, as per the provisions of the laws.

Article 12

The control over the use of Regional Reserve funds is conducted by the Governor as per authority under the provisions of the laws.

BAB X

Article 13

ESTABLISHMENT OF REGIONAL RESERVE FUNDS FOR THE WEST JAVA GOVERNOR ' S GENERAL ELECTION AND DEPUTY GOVERNOR OF WEST JAVA

I. UMUM

The General Election of the Governor and the Deputy Governor is a judicial consequence of the democratization process in accordance with the laws of the Regional Head Elections and the Deputy Chief of Regions. Under the provisions of the Regulation of the Interior Minister No. 44 of the Year 2007 jo. No. 57 of 2009 on the National Assembly's Election Shopping Management Guidelines and the Deputy Regional Chief, the Budget and Deputy Governor's Budget Office is charged in the Provincial APBD.

To execute the Governor's General Election and Vice President, the Governor and Vice President are charged with the Governor's Election.

The Governor, the required funding is required not to be charged in 1 (one) year of the budget. Therefore, the limited budgeting period for the financing of relatively large needs such as the Governor's General Election and the Deputy Governor, requires a strategy through the establishment of the Regional Reserve Fund.
