ABOUT
THE FAMILY ' S EMPOWERMENT AND WELFARE GUIDELINES
IN HELPING TO IMPROVE AND REALIZE
THE ORDERLY ADMINISTRATION OF THE POPULATION

WITH THE GRACE OF THE ALMIGHTY GOD

THE INTERIOR MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a.   that in order to improve and realize the orderly administration of the population, it needs to involve the Team of the Empowerment and Family Welfare to encourage public awareness to report the events of the historical events and important events. experienced by the population;
B.   That the Law of the Interior Minister Number 8 of 2005 on the Guidelines for Empowerment and Family Welfare in the Rangka Increase and Embodied The Orderly Administration Of The Occupation Administration is no longer in compliance with the development, so that it needs to be replaced;
c. that under consideration as intended in letter a and letter b, need to establish the Home Minister ' s Regulation on the Guidelines of Empowerment And Family Welfare In Helping Improve And Realize Administrative Order Fullness;

2. Law No. 23 Year 2006 on the Administration of Occupation (State Sheet of the Republic of Indonesia Year 2006 Number 124, Additional Sheet of the Republic of Indonesia Number 4674);

DECIDED:

SET: THE DOMESTIC MINISTER ' S REGULATION ON THE GUIDELINES OF EMPOWERMENT AND FAMILY WELFARE IN HELPING TO IMPROVE AND REALIZE THE ORDERLY ADMINISTRATION OF THE POPULATION.

BAB I
UMUM PROVISIONS

Section 1
In Regulation of the Minister this is referred to:
1. Population administration is a series of structuring and publishing activities in the issuer of document and population data through population registration, civil registration, management of the administration of the population and the results of the results. for public service and the construction of other sectors.
2. Order the administration of the population is the awareness of the members of the public to report themselves upon its existence and the changes or events of the important events of the population and have the document of the population as well as use the That's what you want.
3. The occupation document is an official document published by a executor, which has a legal force as an autentic evidence tool resulting from the service of the population registration and civil records.
4. Movement of Empowerment and Family Welfare is a national movement in the building of a growing society from below that of its traveler from, by and for the community towards its being the family of the faith and the trust of God. Maha Esa, noble and virtuous, healthy, prosperous, advanced and independent, gender equality and fairness and awareness of the law and the environment.
5. Team Empowerment and Family Welfare that is next abbreviated TP PKK is a government working partner and other civic organization, which serves as a facilitator, planner, executor, controller and driver on Each government's level of governance for the Family's Empowerment and Welfare program, includes it as a working partner of the government in the area of the administration of the population.

BAB II
NOMENKLATUR

Section 2
(1) Nomenclature of Empowerment and Family Welfare is transformed into a Movement of Family Empowerment and Family Welfare.
(2) The PKK is the official designation of the Empowerment movement and Family Welfare.
BAB III
PURPOSE

Section 3
The PKK in helping to improve and realize the orderly administration of the occupation aims to:
a.   provide the same insights against the need for the fullness documents; and
B.   the similarity of activities to encourage the public the need for the fullness document.

BAB IV
Activity

Section 4
(1) the PKK in helping to improve and realize the orderly administration of the population is carried out through activities:
a.   Counseling and socialization;
B.   communication, information and education; and
c. facilitation and assistance.
(2) The activities as referred to in paragraph (1) are executed:
a.   province;
B.   district/kota;
C.   subdistrict; and
D.   -What?-A lot.

Section 5
(1) The mercy and socialization as referred to in Article 4 of the paragraph (1) of the letter a, among others through:
a.   lect/debriefing;
B.   simulation; and
C.   Sarasehan.
(2) Communication, information and education as referred to in Article 4 of the paragraph (1) letter b, among others through:
a.   posyandu;
B.   dasa wisma;
c. national family day; and
D.   The day of the PKK motion
(3) Facilitation and assistance as referred to in Article 4 of the paragraph (1) letter c, among others through:
a.   coordinate the caretaker/cadre;
B.   moves the public to play an active role in the orderly administration of the population; and
c. monitor the scope of the completeness and the ownership of the population documents.

BAB V
THE EXECUTION

Section 6
(1) The PKK in carrying out the nationwide orderly conduct of the administration as referred to in Article 4 of the paragraph (1) may form the National Population Office of the National Population Office of Orderly Conduct.
(2) The National Population Order of the National Population Administrative Order Work Group as referred to in paragraph (1) with a membership arrangement.

(3) The National Population Office of the Order of the National Population Administration as referred to in verse (2), is defined by the Decree of the Minister of the Interior.

Section 7
The National Population Order Working Group team as referred to in Article 6, carrying out the task:
a.   Compiling programs and plans for national population order administrative activities;
B.   conduct coordination with the related Ministry/Ministry of Non-Ministry; and
c. compiled a report of the implementation of the orderly administration of the population.
Section 8
(1) The PKK in carrying out the orderly conduct of the occupation administration in the province as referred to in Article 4 of the paragraph (1) may form the Provincial Office of the Provincial Occupation of Administrative Functions.
(2) The Provincial Order of the Provincial Occupation Working Group as referred to in paragraph (1) with a membership arrangement.

B.   Responsible: Chairman of the PKK ' s TP Province
C.   Speaker: Regional Secretary
D.   Secretary: The head of the Bureau/Head of the Service that has led to the occupation of the Occupation and Civil Service
e.   Member: Working Unit of the Regional Device of the Province and the Enforcement of the PKK's TP.
(3) The Provincial Office of Provincial Occupation Work Group as referred to in paragraph (2), is established with the Governor's Decision.

Section 9
The Provincial Order of the Provincial Occupation Working Group, as referred to in Article 8, carries out the task:
a.   Compiling the program and plan of the provincial administration orderly conduct activities;
B.   Perform coordination with the associated Regional Device Work Unit, and the Instancy/Vertical Institution in the Province; and
c. compiled a report on the implementation of the Population administration orderly activities.

Section 10
(1) The PKK in carrying out the orderly conduct of the administration of the population in the district/city as referred to in Article 4 of the paragraph (1) may form the District/City Council of Administrative Functions Of The Population.
(2) The District/City Council of Population Order of the Administrative Order Work Group as referred to in paragraph (1) with the membership arrangement.

B.   Responsible: Chairperson of the District/City ' s TP of the City
C.   Speaker: Regional Secretary
D.   Secretary: Head of the Ministry of Occupation and Civil Seekers
e.   Member: Working Unit of the District/City-related Area and Governing Body of PKK District/City.
(3) The City/City Council of Occupation Working Group (s) as referred to in paragraph (2) are defined by the Regent/Mayor Decision.

Section 11
The District/City Council of the City/City Council of the Order of the Administrative Order Work as referred to in Article 10, carrying out the task:
a.   Compiling programs and plans for administration of the Regency/Kota; s Population administration orderly conduct;
B.   conduct coordination with the associated Regional Device Workforce in the District/Kota;
c. performing monitoring and evaluation in subdistrict and agility/desa; and
D.   Compiling reports of implementation of the population administration orderly activities.

Section 12
(1) In carrying out activities as referred to in Section 4, the National Population Office of Orderly Labour Administration, Team of the Provincial Occupation Working Group, and the Population Orderly Labor Group Team District/City guidelines on the PKK's Kader Manual in order to order the administration of the Population.
(2) The PKK Cadre Guide Book In The Order Of The Administration Of The Population as referred to in paragraph (1) is issued by the Ministry of the Interior.

BAB VI
COACHING

Section 13
(1) The Minister of the Interior through the Director General of the Occupation and Civil Service conducts the coaching of the orderly conduct of the administration to the Governor and the Regent/Mayor.
(2) The governor conducts the coaching of the orderly conduct of the administration of the population to the Regent/Mayor.
(3) The coaching of the Home Minister and the Governor as referred to in paragraph (1) and paragraph (2) are general coaching.

Section 14

(1) The Chief General of the TP PKK conducts the coaching of the orderly conduct of the population administration to the Chairman of the PKK's TP Province and the Chairman of the PKK/City TP.
(2) The Chairman of the TP of PKK Province conducts the coaching of the orderly conduct of the population administration to the Chairperson of the District/City TP.
(3) The coaching of the General Chairman of the PKK TP and the Chairman of the Provincial PKK ' s TP as referred to in paragraph (1) and paragraph (2) are operational coaching.

BAB VII
REPORTING

Section 15
(1) The Chairperson of the Law of the PKK District/City reports the results of the implementation of the orderly administration of the population to the Regent/Mayor and Chairman of the PKK ' s TP Province with a gust to the General Chairman of the PKK TP.
(2) The Chairperson of the Law of PKK Province reports the results of the implementation of the orderly administration of the population to the Governor and General Chairman of the PKK TP
(3) The General Chairman of the TP PKK reports the results of the implementation of the orderly conduct of the occupation administration to the Minister of the Interior through the Director-General of the Occupation and Civil Seekers.

BAB VIII
THE FINANCING

Section 16
(1) Financing in the exercise of the orderly conduct of the national fullness administration is charged in the State Ministry of Internal Revenue and Shopping Budget and/or other legally binding and non-binding sources.
(2) The financing in the implementation of the provincial occupation administration is charged in the Provincial Regional Shopping Revenue Budget and/or other authorized and non-binding sources.
(3) Financing in the implementation of the county/city occupation administration orderly conduct is charged in the District/City Regional Shopping Revenue Budget and/or other authorized and non-binding sources.

BAB IX
CLOSING PROVISIONS

Section 17
At the time of the enactment of the Minister's Regulation in the country, the Regulation of the Home Minister Number 8 of 2005 on the Guidelines of Empowerment And Family Welfare In Rangka Increases and Embodied The Orderly Administration Of The Occupation Administration revoked and declared not applicable.

Section 18
The Minister ' s rules are beginning to apply at the set date.
