REGULATION OF THE DEFENSE MINISTER OF THE REPUBLIC OF INDONESIA

NUMBER 29 IN 2011 ABOUT

GUIDELINES SET UP KEY PERFORMANCE INDICATORS IN THE MINISTRY OF DEFENSE ENVIRONMENT

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER THE DEFENSE OF THE REPUBLIC OF INDONESIA,

DRAW: that to implement the provisions of Article 3 of the Regulation of the State Minister of Personnel Number: PER/09/M. PAN/5/ 2007 on the General Guidelines Establishing A Key Performance Indicator In The Environment Of Government Agencies, Need To Set The Regulation Of The Minister Defense of the Main Performance Indicators Performance Guidelines in the Ministry of Defence Environment;

Given: 1. Presidential Decree No. 47 of 2009 on the Establishment and Organization of the Ministry of State;

2. Instruction of the President No. 7 of 1999 on the Accountability Performance Of Government Agencies;

3. Regulation of the Minister of Personnel Policy Number: PER/09/M. PAN/5/ 2007 about the General Guidelines of Primary Performance Indices in the Government Instancy environment;

4. Regulations Minister of Defense Number 10 of the Year 2009 on Development Planning System

DECIDED:

SET FORTH: THE DEFENSE MINISTER ' S REGULATION ON GUIDELINES SETTING UP KEY PERFORMANCE INDICATORS IN THE DEFENSE MINISTRY ENVIRONMENT.

BAB I

Provisions Of UMUM

Section Kesatu

Understanding

Article 1

In this Defense Minister Regulation, it is referred to:

1. The Minister is the Minister for organizing government affairs in the field of defense.

2. The Ministry is the Ministry of Defence as acting government functions in the field of Defense.

3. Performance is an overview that indicates the level of success or failure in the execution of activities according to the program, policies and objectives that have been established.

4. Performance measurement is a management activity in particular comparing the performance level achieved by standard, plan or target by using a set performance indicator.

5. Performance monitoring is a series of performance development activities performing performance of activities or programs using information: performance measurement results and indentification, analysis and anticipation of problems arising and/or will arise. to be taken action as early as possible.

6. Strategic objective is the result that the ministry will achieve in real, more specific, measurable and shorter formulas from the destination.

8. 11. The Key Performance Indicator (Key Performance Indicator) is a measure of the success of an organization's strategic objectives and objectives.

13. The Working Unit is a part of an Organization Unit in the Ministry of State/Institution that carries out one or more activities of a program.

SELECTION AND DEVELOPMENT OF KEY PERFORMANCE INDICATORS

Article 6

The characteristics of a good performance indicator must be met and reasonably sufficient to measure the performance of the Working Unit in the ministerial environment including:

a. specific;

b. can be reached;

c. relevant;

d. describe the success of something measured; and

e. can be quantified and measured.

Second Part of the Development

Section 7 (1) Mandatory principles are used in development and

the designation of Major Performance Indicators to generate reliable performance information covering: a. Be careful; b. Respect; c. openness; and d. transparency.

(2) In the event of this Key Performance Indicator poses a negative impact on the overall performance of the organization, the Chief of the Working Unit reported to the Head of the Organization Unit in order to be determined its development further for repair.

(3) Further arrangements regarding the development and designation of Key Performance Indicators are set by the Chief Unit of the Organization concerned by the guideline to this Minister Regulation.

BAB III IMPLEMENTATION OF THE PRIMARY PERFORMANCE INDICATOR

PART OF THE USABILITY

Section 8 of the Principal Performance Indicator is used in drafting: a. middle-term planning; b. annual planning; c. performance assignment document; d. reporting performance accountability; e. performance evaluation; and f. monitoring and performance control performance of the program and

activities. Second Part

(1) Key Performance Indicators must be aligned between the levels of the Organization Unit Working Unit.

(2) Key Performance Indicators at the Organization Unit level include the output performance indicator (output) and results (outcome) with the following order: a. Primary Performance Indicators at the Organization Unit level

(2) The form and manner of charging the Primary Performance Indicators as referred to in paragraph (1) are listed in the Attachment that is an inseparable part of this Minister's Regulation.

Fourth Quarter

Success, Analysis and Evaluation

Section 13

The success of the strategic objective of the Working Unit in the ministerial environment must be expressed with the Principal Performance Indicator.

Section 14

The Head of the Organization Unit The Ministry carries out performance analysis and evaluation with regard to the expansion of the Indicators Primary Performance to complete the information generated in performance measurement and be used for performance improvement and performance accountability improvement.

Section 15

The analysis and evaluation of performance as referred to in Section 14 is conducted periodically and continues by examining the existing facts, either of obstacles and obstacles, nor any other information.

Article 16
