DECIDED:

Establits: STATE MINISTER REGULATION OF NATIONAL DEVELOPMENT PLANNING OR NATIONAL DEVELOPMENT PLANNING AGENCY NATIONAL DEVELOPMENT PLANNING AGENCY ON THE DEVOLUTION OF GOVERNMENT AFFAIRS MINISTRY OF NATIONAL DEVELOPMENT PLANNING /NATIONAL DEVELOPMENT PLANNING BODY TO THE GOVERNOR AS THE DEPUTY GOVERNMENT IN ORDER TO HOST THE DECONCENTRATION OF THE 2012 BUDGET YEAR.

BAB I

provisions of UMUM

Article 1

In this Ministerial Regulation referred to:

1. Deconcentration is the devolution of authority from the government to the Governor as a representative of the government and/or to the vertical instance of a particular region.

2. The Deconcentration Fund is a fund derived from the State Budget and Shopping Budget, which is administered by the Governor as a government representative that includes all the receipts and expenses in order to exercise Deconcentration, not including funds. that is allocated to the central vertical instance in the area.

3. The Provincial Regional Works Unit, which is next abbreviated as SKPD Province, is the organization/agency of the local government responsible for the implementation of Deconcentrations in certain areas of the Provincial area.

4. The State Revenue and Shopping Budget, which is next abbreviated as APBN, is the annual financial plan of the State Government approved by the People's Representative Council, and is set by law.

5. The Government ' s Work Plan, which is next abbreviated to RKP, is a national planning document for a period of 1 (one) year.

6. The National Development Planning Ministry/National Development Planning Office (PPN/Bappenas), is the planning document of the Ministry of Planning/National Development Planning/Planning Board of the Planning Board of the National Development Planning/Planning Board of the Ministry of Planning. 7. 9. The Minister of State of National Development Planning, later called the Minister, is the minister who organizes government affairs in the field of national development planning.

10. National Development Planning Ministry/National Development Planning Agency, which is next called the Ministry of PPN/Bappenas is the acting element of the government that is below and is responsible for the President in carrying out the duties governance in the field of national development planning in accordance with the provisions of the laws.

BAB II

INTENT, PURPOSE, AND STAGING PRINCIPLE

Article 2

(1) The Alignment of the Governor as a representative of the Government in the area is intended to improve Central and regional planning synergies.

(2) The Deconcentration of Deconcentrations as referred to in paragraph (1) aims:

a. strengthen the coordination of central and regional planning in order to achieve national development priority goals; and

b. strengthen the coordination of development priority planning between the Central and Regional Governments in order to increase the quality of the National Musrenbang.

Article 3

The current deconcentration as referred to in Article 2 is implemented with the principle:

a. order;

b. efficient;

c. economic;

d. effective;

e. transparent;

f. be responsible; and

g. comply with the laws.

BAB III

DEVOLVE GOVERNMENT AFFAIRS

Article 4

(1) Government affairs which became the authority of the Ministry of PPN/Bappenas in 2012, may be devolve to the Governor as the representative of the Government in the area through Deconcentrate.

(2) The administration of the government that is the authority of the Ministry of PPN/Bappenas devolve to the Governor as the representative of the government in the area through deconcentration is:

a. coordinate planning of the Central Government and Local Government in order to achieve national development priority goals;

b. coordination of development priority planning between the Central Government and the Regional Government in order to increase the quality of the National Musrenbang.

(3) The devolve government affairs as referred to in paragraph (2) are outlined in the form program, activities, and deconcentration budgets.

(4) The scope of the devolve government affairs as referred to in paragraph (1) is as set forth in the RKP, Renja-Ministry of PPN/Bappenas of 2012 and RKA-Ministry of PPN/Bappenas In 2012.

(5) The scope of the devolve government affairs as referred to in paragraph (2) is contained in the Management Support Program and the Implementation of Other Technical tasks.

Section 5

(1) Program Plans, activities and budgets as referred to in Article 4 of the paragraph (3) poured in the RKA-Ministry of PPN/Bappenas of 2012 and DIPA-Ministry of PPN/Bappenas of 2012.

(2) PPN/Bappenas Ministry and DIPA-Ministry of PPN/Bappenas ministry as well as the designation or arrangement of guidelines in the laws.

Article 6

The Deconcentration budget Alocation for each province is listed in the Order of the Regulation of this Minister which is one unity and an inseparable part of the Regulation of this Minister.

BAB IV

COORDINATION PROGRAM AND DECONCENTRATION ACTIVITIES

Article 7

(1) Minister through the Secretary of the Ministry of National Development Planning/Principal Secretary of the National Development Planning Board coordinates the formulation of policy and forwarding The program and activities deconcentrate with Eselon I Pembina.

(2) The program and deconcentration activities as referred to in paragraph (1) are delegated to the Governor as a representative of the government.

(3) Eselon I Pembina coordinates the technical policy and the establishment of the program and activities deconcentrate with Eselon II Pembina; and

(4) Eselon II Pembina coordinates the technical and entrepreneurial policy of the program and activities deconcentration with Bappeda Province.

Article 8

(1) In hosting the program plan, activities and budgets as referred to in Article 5, the Governor is mandatory:

a. Synchronize with local government affairs;

b. establish Bappeda Province to carry out programs and activities;

c. deliver the data and information required by the PPN/Bappenas Ministry related to the drafting of the planning document; and

d. execute programs, activities, and budgets effectively and efficiently in accordance with the implementation guidelines compiled by the PPN/Bappenas Ministry.

(2) The Governor delivered the program plan, activities and budget Deconcentration of the Year 2012 to the Regional People ' s Representative Council under the provisions of the laws.

BAB V

EXECUTION

Article 9

(1) Deconcentration activities are carried out by Bappeda Province based on the designation of the Governor.

(2) The designation of the Provincial Father as the executor of DeConcentration as referred to in paragraph (1) following the provisions of the laws.

Article 10

In the implementation of the activities Deconcentration set up a financial managing officer in the area that includes:

a. Budgeted User Power;

b. Official Commitment;

c. The Signatory Officer's Signatory Will Pay;

d. Treasury of the Spend; and

e. Employment Level Accounting Officer.

Article 11

(1) The Budget User referred to in Article 11 of the letter a specified by the Governor with the Governor's Decision.

(2) Officials that can be specified as the Power of the Budget User as referred to in paragraph (1) is the Head of Bappeda of the Province or other Officer with an eselonering one level under the Head of Bappeda Province.

Article 12

The Governor may delegate the appointment and designation of the Acting Officer Commitment, Signatory Officer Letters Pay Orders, Treasurer Spending, and Officials Employment Level accounting as referred to in Section 10 to the Budget User Power.

Section 13

Commitment Management Officials, Acting Signatory Letters Pay, Treasurer, and Level Accounting Officer The Working Unit as referred to in Article 10 of the letter b, the letter c, the letter d, and the letter e are the civil servants in the scope of the Province of Bappeda.

Article 14

(1) The Deconcentration Funds Alignment is performed by the General Treasurer of the State or Its power is through the State Public Cash Account.

(2) Tata DeConcentration method exercised under the provisions of the laws.

Article 15

(1) The Deconcentration Fund as referred to in Article 14 is used for the shopping determined in the Guidelines prescribed by the PPN/Bappenas Ministry.

(2) The DeConcentration Fund as referred to in paragraph (1) is not allowed for capital expenditure.

Article 16

(1) In the execution of DIPA deconcentration, it may be a budget revision.

(2) Budget Revision as referred to in paragraph (1) of the changes in the budget details including the addition or reduction of the shopping budget details in terms of the budget pagu change.

(3) The budget revision as referred to in paragraph (1) may be a change or shift of the shopping budget details in terms of fixed budget pagu.

(4) Tata method of implementation of the budget revision as referred to in paragraph (2) and paragraph (3) is performed under the terms of the laws.

BAB VI

LIABILITY AND REPORTING

Article 17

(1) The Concentration Of Concentration Fund Users are required to compile periodic performance reports every 3 (three) months.

(2) Report of the periodic performance as contemplated on verse (1) contains:

a. the development of the budget absorption realization;

b. target achievement of output;

c. constraints encountered; and

d. follow-up plan.

(3) The periodic performance report as referred to in paragraph (1) is delivered to the Secretary of the National Development Planning Ministry/Principal Secretary of the National Development Planning Agency as per the rules provisions Invite-Invitation.

Article 18

(1) The User of the Budget User is required to compose a government agency accounting report.

(2) The government agency accounting report as referred to in paragraph (1) consists of:

a. balance sheet;

b. budget realization; and

c. records of financial statements.

(3) The drafting and delivery of government agencies accounting reports as referred to paragraph (1) is conducted under the provisions of the laws.

Article 19

(1) The governor relayed the annual report of the implementation of Deconcentration to the Minister the slowest on 31 December 2012.

(2) The annual report as referred to in paragraph (1) may be delivered to the Regional People's Representative Council jointly or separately with the account of the responsibility of the Revenue Budget and the Area shopping.

(3) The annual report as referred to in paragraph (1) is not part of the Regional Revenue and Shopping Budget implementation report.

BAB VII

COACHING AND SUPERVISION

Article 20

(1) Secretary of the Ministry of National Development Planning/Secretary The main National Development Planning Agency together with Eselon I Pembina performs the management of DeConcentration.

(2) The coaching as referred to in paragraph (1) includes:

a. Guideline:

b. Facilitation;

c. training;

d. technical guidance; and

e. monitoring and evaluation.

Section 21

(1) The Major Inspectorate of Bappenas performs a Deconcentration management supervisor.

(2) Oversight as referred to in paragraph (1) is intended to increase efficiency and effectiveness Deconcentrate management.

(3) Surveillance as referred to in paragraph (1) includes:

a. financial supervision; and

b. Performance oversight.

(4) In carrying out supervising duties as referred to in paragraph (1), the Primary Inspectorate of Bappenas can cooperate with the relevant Government's internal oversight apparatus.

BAB VIII

Article 22

The rules of the Minister are in effect on the date of the promulcings.
