ABOUT

GUIDELINES OF MONITORING, REPORTING AND EVALUATION

POLITICAL DEVELOPMENTS IN THE AREA

WITH THE GRACE OF THE ALMIGHTY GOD

THE INTERIOR MINISTER OF THE REPUBLIC OF INDONESIA,

DRAWS: A. that to know the political developments in the area and create the political stability of the government that is conducive in the area, it needs to conduct monitoring, reporting and evalusi of political situations in an orderly, coordinated and continuous manner;

b. that based on the consideration as referred to in the letter a, it needs to establish the Home Minister ' s Regulation on Monitoring, Reporting and Evaluation of Political Development in the Regions;

DECIDED:

ESTABLISH: THE INTERIOR MINISTER ' S REGULATION ON THE MONITORING GUIDELINES, REPORTING AND EVALUATION OF POLITICAL DEVELOPMENTS IN THE AREA

BAB I

provisions Of UMUM

Article 1

In this Minister's Regulation, which is referred to:

1. Monitoring is an activity to observe/observation of political developments in the area.

2. Reporting is the activity of the political development information that occurs in the area.

3. Evaluation is the activity assessment activity of the political developments delivered by the area.

4. Political development is the dynamic that occurs in the process of holding a political life.

5. The central government, subsequently called the Government, is the President of the Republic of Indonesia which holds the power of government of the Republic of Indonesia as referred to in the Basic Law of the Republic of Indonesia in 1945.

6. The regional government is the establishment of government affairs by local governments and the DPRD according to the principle of autonomy and the duty of enlarging with the principle of autonomy within the system and principles of the Republic of Indonesia as it is. referred to in the Basic Law of the Republic of Indonesia Year of 1945.

7. The local government is the Governor, the Regent, or the Mayor, and the area's device as an element of the regional government's organizer.

8. The next General Election is a means of the exercise of the sovereignty of the people held directly, general, free, secret, honest and fair in the Unity State of the Republic of Indonesia based on Pancasila and Invite- The Constitution of the Republic of Indonesia in 1945.

9. The President and the Vice President's election are the elections to elect the President and Vice President in the Union of the Republic of Indonesia based on Pancasila and the Constitution of the Republic of Indonesia in 1945.

10.Elections Members of the People's Representative Council, Regional Representative Council, and the Regional People's Representative Council are the elections to elect members of the House of Representatives, the Regional Representative Council, the provincial and Council Regional People's Representative Council. BAB II

MONITORING

Article 2

(1) Interior Minister via Director General of the Union of Nations and Politics conducts the monitoring and evaluation of political developments in the Regions.

(2) The Governor conducts the monitoring and evaluation of political developments in the Province.

(3) The Regent/Mayor conducts monitoring and evaluation of political developments in the District/City.

Article 3

The monitoring of political developments as referred to in Article 2 is conducted against:

a. Elections to the People's Representative Council, the Regional Representative Council, and the Regional People's Representative Council;

b.implementation of the Presidential Election and Vice President;

c. implementation of the Election of the Governor, Deputy Governor, Regent, Vice Regent, Mayor, and Deputy Mayor;

d. other political situations; and

e. public order and public order.

Article 4

Implementation Of The Elections of the People's Representative Council, the Regional Representative Council, and the Regional People's Representative Council, the Presidential Election and the Vice President, the Election of the Governor, the Vice President. The Governor, the Regent, the Deputy Regent, the Mayor, and the Deputy Mayor as referred to in Article 3 of the letter a, the letter b and the letter c are performed every 5 (five) years.

Article 5

(1) Other political situations as referred to in Article 3 The d is a political development that occurs in areas other than the implementation of elections. as referred to in Article 4.

a. Public dissatisfaction with local government policy;

b. Sharmonization between regional heads with DPRD; and

Section 6

The public order and public order as referred to in Article 3 of the letter e constitute a dynamic state that allows the Government, the local government, and the public can conduct its activities with tenteram, orderly, and orderly.

Article 7

(1) In conducting the monitoring as referred to in Article 2 of the paragraph (1), may be set up the Political Development Monitoring Team in the Area.

(2) The team referred to in paragraph (1) is chaired by the Director United Nations and Political Corps.

(3) The monitoring team as referred to in paragraph (2) is specified with the Minister's Decision.

Section 8

(1) In conducting the monitoring as referred to in Article 2 of the paragraph (2) and the paragraph (3), The Governor and the Regent/mayor can form the Political Development Monitoring Team in the area.

(2) The team as referred to in paragraph (1) is chaired by the head of the SKPD which is led by the unity of the unity of the nation and politics and the members are composed of SKPD related.

(3) The monitoring team as referred to in paragraph (2) is specified with the regional head decision.

(4) The team referred to in paragraph (3) is responsible to the head of the area through the regional secretary.

BAB III

EVALUATION AND REPORT

Article 9

(1) The Minister through the Director General of the Union of Nations and Politics conducts an evaluation of the implementation of the monitoring of political developments in the area nationally.

(2) The Governor and the The regent/Mayor conducts an evaluation of the implementation of the political developments monitoring in the area.

Article 10

The results of the evaluation as referred to in Article 9 of the paragraph (2), reported to the Minister through the Director General of the Union and Politics to be a material consideration in taking development handling policies politics in the area.

Article 11

(1) The governor reports the results of the monitoring of political developments in the province and district/city on his territory to the Minister of the Interior through the Director General of the Union of Nations and Politics.

(2) Bupati/Mayor reports on the results of the monitoring of political developments in County/City to Governor.

Article 12

(1) The report of the results of the political development monitoring as referred to in Article 3 of the letter a, letter b, and the letter c is delivered every stage of the election and election implementation.

(2) The monitoring results The political developments referred to in Article 3 of the letter d and the letter e delivered the slowest of every 3 (three) months.

Article 13

In terms of political developments in the area and need immediate handling, the governor and bupati/mayor passing report to the Minister through Director General of the Union Nation and Politics is the slowest 1 (one) times 24 (twenty-four) hours.

BAB V

FUNDING

Article 15

(1) The funding of the monitoring, reporting and evaluation of political developments in the area is placed on the State Shopping Revenue Budget.

(2) the Funding relating to the monitoring and reporting of political developments in the province and district/city is charged in the provincial and county Shopping Revenue Budget of the province/city.
