The third part of article 3 Scope the scope of the Regulations the Minister includes programs and activities, the mechanism of channeling, coaching, monitoring and evaluation, and reporting the implementation of the STATE BUDGET-P KP BLM in 2011. CHAPTER II the PROGRAMS and ACTIVITIES of the BLM KP P-in 2011 STATE BUDGET article 4 (1) in order to accelerate the achievement of the targets of the priority program pro-people in accordance with the objectives of the national development priorities, as well as the vision and mission of marine and fisheries development, implemented BLM KP P-STATE BUDGET in 2011. (2) the BLM KP P-STATE BUDGET in 2011 as mentioned in subsection (1) is transmitted in the form of goods. Article 6 BLM KP P-STATE BUDGET in 2011 as stipulated in article 4 and article 5 provided for subfields: a. capture fisheries; b. fish farms; c. results of the processing and marketing of fisheries; and d. Marine, coastal and small islands. Article 7 (1) BLM KP P-in 2011 STATE BUDGET on capture fisheries subfields as stipulated in article 5 and the letter a in the form of the means of capture fisheries to increase productivity and efficiency as well as the quality of the results of the efforts of small-scale capture fisheries. CHAPTER IV CONSTRUCTION of Article 15 in order to improve implementation of the optimization of BLM KP P-in 2011 STATE BUDGET, local government is doing the construction to community groups recipient BLM KP P-STATE BUDGET in 2011. Chapter V MONITORING and EVALUATION article 16 (1) the Monitoring and evaluation of the implementation of the activities of the distribution of direct assistance society of marine and fishery areas is carried out by a team monitoring and evaluation in each work unit Echelon I, and by the Secretariat-General of the Ministry.
