THE STATUTES OF MAKASSAR SEAFARER POLITICS


WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF PERRELATIONS REPUBLIC OF INDONESIA,

Weighing: that in order to carry out the provisions of Government Regulation No. 17 of 2010 on Management and Hosting Education as amended by Government Regulation No. 66 of 2010, it needs to be specified Statute. Makassar Polytechnic School of Science;

DECIDED:

Establishing: REGULATION OF THE MINISTER OF RELATIONS ON THE STATUTES OF THE MAKASSARESE OF THE MAKASSAR SEAFARERS.

MUKADIMAH

For the purpose of performing the task, it must be supported by qualified, competent and professional human resources so that the role of educational institutions becomes very important and strategic.

The Polytechnic of Shipping Science (PIP) as a higher education institution that organizes vocational education is directed to produce professional and reliable graduates in the field of shipping, which meets national standards. and international as well as being able to compete in global markets. Therefore, to the learnant is equipped with the ability, expertise, and discipline in accordance with national and international standards.

Realizing how great the amanat is embed in carrying out education, it needs to be compiled Statute of PIP Makassar which refers to the provisions of the laws.

To host such duties and obligations above, with the Grace of the Almighty God, this Statute is hereby intended as the basic guideline for the Polytechnic of the Voyage of Science (PIP) of Makassar.

BAB I
UMUM PROVISIONS

Section 1
In Regulation of the Minister this is referred to:
1. Makassar School of Shipping Makassar, subsequently abbreviated as PIP Makassar, is a higher education after secondary education that organizes vocational education in the scope of the Shipping Fields.

10. Curriculum is a set of plans and arrangements regarding purpose, content, and subject matter, as well as the way that is used as the guiding guidelines of learning activities to achieve educational objectives.
11. The certificate is an authentic proof as a graduation sign has followed the education and training in the form of Diploma, Certificates Competence, STTPP, and STTPK.
12. The Makassar PIP Organ is all of the elements as a single unit within the organization structure of the Makassar PIP organization as set out in the Regulation of Minister of Transportation.
13. Senate Academic PIP Makassar, later abbreviated to the Senate PIP Makassar, is the highest normative organ of the Makassar PIP in the academic field.

15. Academic Mimbar Academic is the freedom of every member of the academic civitas in disseminating the results of research and delivering academic views through college activities, trial exams, seminars, discussions, symposia, lectures, publications scientific, and other scientific meetings that conform to the rules of scholarship.
22. Scientific Autonomy is the independence and freedom of the academia of a branch of science, technology, art, and/or sport attached to the uniqueness/uniqueness of the branches of science, technology, art, and/or sport concerned, In finding, developing, disclosing, and/or maintaining the truth according to its scientific rule to ensure continuity of the development of the branch of science, technology, art, and/or sport.

VISI, MISI, and PURPOSE

The purpose of Makassar PIP, consists of:
a. Prepare the Taruna and the Student Officers to become members of the community in the field of shipping which has professional skills in the fields of Nautika, Teknika and Ketatalakia Marine Transport and Kepelabuhanan;
B. Disseminate science in sub-sector naval relations and sought its application to improve the welfare of society and enrich the national culture;
c. develop the application of science within the sub-sector of marine relations.

BAB III
THE IDENTITY

Section 6
(1) PIP Makassar which is next in this Statute is called PIP, based on the Pelajar Army Number 173, Makassar 90172, South Sulawesi, Indonesia.

(1) PIP Makassar has an inscribed identity emblem in a round form with a white base color with a Garuda Bird on the top, buoy, anchor, rice and cotton.

B. Garuda Bird;
C. The buoy, symbolised the salvation of the soul, the white color on the buoy symbolised the sanctity and color of the red on the buoy symbolised courage in the ocean, preserved the truth;
D. Red in the chest of a garuda, symbolised the flag of the State of the Republic of Indonesia;
e. The color of the sea blue anchors, the yellow anchors and the red colour on the buoy symbolised courage in maintaining justice;

G. The wavy lines on the left and right represent the seven oceans;
h. Bhineka Eka Bhakti Ocean means that it is different but united in a wading of the ocean.

Section 8
(1) Pataka PIP Makassar in the form of 4 (four) rectangles which are 2/3 of its length with the bottom half of the lancip.
(2) Pataka PIP Makassar red base which symbolised PIP ' s ability to reach out to the overall element of cruise components around the world.

Section 9
Hymne and Mars PIP are set up by the PIP Director after getting approval from the Makassar PIP Senate.

Section 10

HOSTING EDUCATION

Section 13
(1) Curriculum for the hosting of vocational and academic education programs are arranged in accordance with the purpose of each program and education level.

Assessment Results Learn

Section 16

The Introduction Language

Section 18
(1) Bahasa Indonesia as the language of the State to be the medium of instruction in PIP Makassar.
(2) Foreign languages can be used as a preface language in PIP Makassar to support the foreign language skills of learners.

The Seventh Part
Program Management

Section 19
(1) PIP Makassar establishes and performs a standard quality management system in the management of the entire program.
(2) The quality management system includes the input aspect, process, output, and outcome of the program.
(3) The organization and the mechanism of quality disposal are of the level ranging from the smallest unit to the highest level.

The Eighth Part
Education Program

Section 20
The education program at PIP is a diploma education.

The Ninth Part
Study Program

Section 21
(1) The Study Program type is made up of the vocational education program.
(2) The educational vocational program is exercised by the majors.
(3) Other programs can be held as needed.

Section 22
(1) Load of cumulative studies of Diploma I Program, minimum 40 SKS maximum 50 SKS.
(2) Load the cumulative study of the Diploma II Program, a minimum of 80 SKS maximal 90 SKS.
(3) Load the cumulative study of the Diploma III Program, a minimum of 110 SKS maximum 120 SKS.

Section 23
(1) The period of Diploma I Study is held in 2 (two) semesters up to 4 (four) semesters.
(2) The Study of Diploma II is organized in 4 (four) semesters up to 6 (six) semesters.
(3) The Study of Diploma III is held in 6 (six) semesters up to 10 (ten) semesters.
(4) Diploma of Diploma IV Studies in 8 (eight) semesters up to 14 (fourteen) semesters

The Tenth Part
The certificate and the Certificate

Section 24
(1) To an educated participant who has completed a graduate diploma educational program, granted a diploma and/or certificate as a recognition and proof of his graduation, signed by Director PIP Makassar.

Section 25
For the graduates of the Diploma I, Diploma II, Diploma III and Diploma IV courses which have acquired diplomas and have passed competency tests can be certified.

Section 26
The order of the granting of certificates as referred to in Article 24 and Section 25 is decided in a judiciary hearing and is governed by the Director of PIP Makassar.

The Eleventh Part
Graduation and Inauguration

Section 27
(1) PIP Makassar may host an academic ceremony in the ceremony of the inaugural ceremony of the educated participants, Graduation, Dies Natalis, and awarding awards.
(2) Further provisions on the academic ceremony set are arranged by Director PIP Makassar.

The Twelfth Part
Admission of Educants

Section 28
(1) The acceptance of the student candidate is organized through a selection set up with the Head of the Body Decision.
(2) Taruna loggers as well as the admission of student officers and trainees through a selection set up further by the Director of PIP Makassar.
(3) Foreign nationals may be educated participants if it meets the requirements under the provisions of the laws.

The Thirteenth Part

(1) In order to implement the Tri Dharma College, PIP Makassar is obliged to organize research and devotion to the community.

ACADEMIC FREEDOM AND SCHOLARSHIP AUTONOMY

Section 30
(1) In the holding of education and the development of science in the Makassar PIP applies academic freedom and freedom of academic mimbar as well as the autonomy of scholarship.
(2) Academic freedom is the freedom that the lecturers and learers have to take responsibility for and independently carry out academic activities related to education and development of science and technology.
(3) The freedom of academic mimbar applies as part of academic freedom that allows lecturers to convey thoughts and opinions in PIP Makassar according to the norms and rules of scholarship.

Section 31
(1) In carrying out academic freedom and the freedom of academic mimbar each lecturer and taruna must be personally responsible for the norms and rules of scholarship.
(2) In carrying out academic freedom, lecturers, and taruna must strive for such activities and the results do not harm the Makassar PIP both directly and indirectly.
(3) In carrying out academic activities related to education and development of science and technology, the leadership of PIP Makassar may permit the use of Makassar PIP resources throughout such activities is beneficial.
(4) The freedom of academic mimbar can be exercised through scientific meetings in the form of seminars, lectures, panel discussions, and examinations in order for the implementation of vocational education.
(5) The freedom of academic mimbar can be carried out outside of PIP Makassar with certain considerations issued by the PIP Senate.
(6) In implementing the arrangement of the implementation of academic freedom and the freedom of academic pulpit the Senate PIP Makassar can guide the norms and rules of scholarship to establish the development of science and technology and development National.

Section 32
(1) PIP Makassar may invite outside experts to convey thoughts and opinions according to the norms and rules of scholarship in order to perform academic activities.

Section 33
(1) Autonomy of scholarship is a scientific activity that guides the norms and rules of scholarship which must be obeyed by the faculty, the cadets and the student officers.
(2) The embodiment of scholarly autonomy in the Makassar PIP is governed by the decision of the Senate PIP Makassar.

BAB VI
TITLE AND AWARD

(1) The Graduate of the Diploma education program may be given the right to use the title.
(2) The type of title as referred to in paragraph (1) includes:
a. Cruise Preview Expert (A.P. Pel) for Diploma I Program graduates;
B. Youth Shipping expert (A. Ma.Pel) for the graduates of the Diploma II Program;
C. The Sailing Madya Expert (A. Md. Pel) for the graduates of the III Diploma Programme; and
D. The Scholar Applied Sciences Cruise (S.S.T. pel) for a graduate of the IV Diploma Program.

The Second Part
The award

Section 35
(1) PIP Makassar may provide awards to students, alumni, and members of a dedicated and dedicated community both in academic and non academic fields.

PIP MAKASSAR ' S ORGANIZATION AND LAYOUT

Section 37

The Library and Publishing units have the task of planning the provision or management of books and other library materials and serving library and visual audio users as well as documentation.

a. provide library service services for lecturers, cadets or student officers, employees, and the public;

In performing the duties as referred to in Section 113, the Goods and Services Acquisition Unit organizes functions:
a. the planning of procurement of goods and services;
B. the implementation of the procurement of goods and services; and
c. deliver a report on the implementation of the procurement of goods and services through the Associate Director II to the Power of the Budget User.

The Functional Office Group

Section 115
The Functional Position Group has the task of performing activities according to their respective functional positions under the terms of the laws.

(1) The quorum requirement of a meeting or the trial of the Makassar PIP organ in decision making based on the most votes is set by each organ PIP Makassar.

(3) The Associate Director as referred to in paragraph (2), is responsible to the Director of PIP Makassar.
(4) The Director of PIP Makassar and Associate Director is appointed for a term of 4 (four) years and may be re-elected on the same post for 1 (one) times the next term and the highest age of 60 (sixty) years.
(5) The manner of election, appointment, dismissal, and replacement of the appointment of Associate Director PIP Makassar is further regulated by the Senate Decree of PIP Makassar.

The prospective PIP Director should meet the requirements as follows:

D. Committing acts of moral, ethics, and manners decided by a Senate PIP Makassar Senate meeting;
e. stop at its own request for the reasons acceptable to the Senate PIP Makassar and the Head of the Agency;
f. be appointed in another country post; and
G. hitch remained for 6 (six) months or die of the world.

Section 133
Makassar Director's helper may be terminated if:
a. have aged 65 (sixty-five) years;
B. not to meet and perform the duties well based on the judgment and consideration of the Head of the Agency and set by the Minister;

Section 134.
The fixed impediation as referred to in Article 132 and Article 133, is:

a. The Vice-Department consists of 1 (1) people from each of the Business;
B. The Vice-Lecturer who does not represent the majors, is selected in a meeting of the JBUSINESS Lecturers by step as follows:
1) each lecturer group nominates 8 (eight) a candidate person; and

Membership Replacement

Section 139.
(1) The membership of the Makassar PIP Senate shall be reimbursed if:
a. no longer hold office as referred to in Article 138 paragraph (1);
B. set to act in violation of the law by the court; and
c. set to conduct an act of violating the Makassar PIP rules on ethics and discipline by the PIP Makassar Senate plenary meeting.
(2) The membership of the PIP Makassar Senate which is derived from the election results will be lost to its membership when:
a. serve a structural position outside of PIP Makassar and or be assigned outside of PIP Makassar for 6 (six) months or more;
B. set to act in violation of the law by the court;
c. set to conduct an act of violating the Makassar PIP rules on ethics and discipline by a plenary session of the Makassar PIP Senate;
D. stop at your own request in writing to the Senate Director of PIP Makassar on acceptable grounds; and
e. Stop it from PIP Makassar.

Paragraph 4

The Electoral and Governing Board Methods of the Board of Directors

(3) The Head of the Academic and Statutory Administrative Sections and the Chief of the General Administration Section are appointed and dismissed under the provisions of the laws.

(1) The head of the Unit was appointed and dismissed by the Director of PIP Makassar after the deliberation of the Senate PIP Makassar meeting.

Appointment, Coaching, Career Development,

Section 154
(1) The condition to be a lecturer in Makassar PIP as follows:
a. believe and taqwa to the Almighty, the Esa;
B. insightful Pancasila and UUD 1945;
c. healthy physical and spiritual;
D. have a qualification as a lecturer with consideration of a degree related to a minimum of S2 for a general college eye or D-IV that has a ANT II/ATT II certificate for the field of shipping in the field of shipping;
e. have a high moral, dedication, and integrity; and
f. have a great sense of responsibility towards the future of the nation and the country.
(2) The order of requirements, proposals, and appointment of a lecturer is governed by the Director of the Makassar PIP based on the consideration of the Senate PIP Makassar in accordance with the provisions of the laws.

Director PIP Makassar is responsible for the development and coaching career of the Makassar PIP lecturer.

Requirements and methods of appointment, coaching, career development, and termination of the supporting element are governed by the Director of PIP Makassar with guidelines on the provisions of the laws.

BAB XI
EDUCATED AND ALUMNI PARTICIPANT

The Participant ' s Rights and Obligability

Section 157
(1) Each educated participant has the right:
a. using academic freedom responsively to prosecute and review the science in accordance with the norms and susila applicable in the Makassar PIP environment;
B. obtaining the best of teaching in accordance with the interests, talents, passions and abilities;
c. obtain service in the administrative and academic fields;
D. utilize the Makassar PIP facility in the framework of a learning process;
e. got guidance from the lecturer in charge of the study program he was following as well as his study;
f. obtaining information services related to the study programs that are involved in calling for their study;
G. obtaining welfare services in accordance with the provisions of the laws of the laws;
h. leverage the Makassar PIP resources through representation or an organizational organization to take care and manage the welfare, interest and community of the public; and
i. Take part in the activities of the PIP Makassar dance organization.
(2) Each educated participant has an obligation:
a. comply with all regulations or provisions applicable to the Makassar PIP;

The Second Part
The Educated Participant Organization

Article 158.
(1) The PIP Didik Participant organization is a vehicle and a means of development of self-improvement in the direction of expanding insights and the improvement of the censure as well as the integrity of the Indonesian personality.
(2) The organizational structure and structure of the learnable organization as referred to in paragraph (1), consists of:
a. Honorary Board of Taruna (DKT); and
B. The Corps of the Taruna Regiment (KBT).
(3) Occupation:
a. Honorary Board of Educants is the representative council of the taruna representing all the Didik Participants; and
B. The Corps of the Taruna Regiment is an organizational organization in the Makassar PIP which is carried out from, by, and to the Didik Participant.
(4) The principal task:
a. The Taruna Honorary Board has a principal task representing the taruna PIP Makassar, to provide advice and advice to the Director of PIP Makassar especially with regard to activities and achievements of vision, mission, and purpose of PIP; and

a. The Taruna Honor Council serves as:

B. The Corps of the Taruna Regiment serves as a planning vehicle and the implementation of extra college activities and development at the PIP Makassar level of scholarship, interest, penchant, welfare and devotion to the community.
(6) Membership and Management:
a. Taruna Honor Board (DKT):
1) The membership of DKT PIP Makassar consists of the Chairman, Vice Chairman, and several members representing the entire taruna;
2) The management system is set in the base budget and the DKT PIP Makassar household budget;
3) DKT management proposed by cadets raised and dismissed by the Chairman; and
4) In carrying out the principal task and function of the pegurus DKT is responsible to the Director of PIP Makassar through the Associate Director of the Tardinous and day-to-day operations by the Centre for Mental Coaching, Moral and Disputed.
B. Taruna Regiment Corps (KRT):
1) The membership of KRT consists of a registered taruna following an education in PIP Makassar;
2) The Basic Budget and Household Budget of the Taruna PIP Battalion is governed by the Director of PIP Makassar;
3) The work order of the Taruna Battalion Corps is set in the Basic Household Budget; and
4) In carrying out the task of pokokdan functions, the KBT administrator is responsible to the Director of PIP Makassar through the Associate Director III.
C. The details of the tasks and functions and order of the PIP Didik Participant are set up in the Disciplinary Participant's order regulations arranged by the Director of PIP Makassar.

Section 159.
The provisions of the group of educated participants will be further set up by the Decision of the Director of PIP Makassar after obtaining the consideration of the Makassar Senate PIP Makassar.

The Third Part
Alumni

Section 160
(1) Alumni are a person who passed the education of PIP Makassar, which is governed by the Director of PIP Makassar on consideration of the Senate.
(2) PIP Alumni may form an organization aimed at fostering a relationship with PIP Makassar in an effort to support the achievement of the established educational objectives.

BAB XII
COOPERATION

Section 161.
(1) In order to increase the implementation of the academic activities of PIP Makassar may establish cooperation with the college and/or other institutions both within and abroad.
(2) Cooperation as referred to in verse (1), based on azas mutually beneficial and mutual respect and not interfering with the principal task or other important task of PIP Makassar.
(3) The cooperation as referred to in paragraph (1) and paragraph (2), can be shaped:
a. exchange lecturers and educate participants in organizing academic activities;
B. utilization alongside resources in carrying out academic activities;
c. Marine work practice or internship;
D. publishing alongside scientific work;
e. hosting with seminars or other scientific activities;
f. implementation and development together a specific study program; and
G. other forms of cooperation that are deemed necessary to the extent do not conflict with the provisions of the laws.
(4) The implementation of the provisions as referred to in paragraph (1), specifically with regard to cooperation with universities and other institutions abroad, is governed by the Minister.
(5) The implementation of cooperation with college institutions and other agencies must be reported to the Head of the Agency.

BAB XIII
MEANS AND PRASARANA

Section 162.
The means and infrastructure of Makassar PIP obtained from Government funds, communities, and other parties including overseas assistance is entirely registered in the State-owned Goods Acprofitable Management System.

Section 163
(1) The management of the means and infrastructure acquired through funds originating from the Government, the public, and other parties including overseas assistance as well as the use of means and infrastructure outside of the interests of PIP Makassar are organized by the provisions of the laws.
(2) The academia of academia has an obligation to maintain and use the means and infrastructure responsively, effectively, and efficiently.

THE FINANCING

Cost Management and Investment Spending

Section 164
The cost budget required for the execution of the duties and functions of the Makassar PIP is charged on the PIP Makassar charge budget in accordance with the needs and agenda of the Makassar PIP activities and the financial capability of Makassar PIP.

Section 165
(1) The management of Makassar PIP charges is carried out on the basis of the General Services Agency system.

Section 166

(2) Any head of an organization unit in the Makassar PIP is required to report all the revenue obtained to the PIP Makassar leadership in the manner of reporting that is determined by the Director of PIP Makassar.
(3) Alocation of funds to an organization unit within PIP Makassar is governed by the Director of PIP Makassar after obtaining the approval of the Head of the Agency.

The Second Part
The revenue from the Society

Section 167
(1) Revenue derived from the public is the receipt of PIP Makassar which includes:
a. Education-coaching contributions or educational coaching funds;
B. selection fee entry PIP Makassar;
c. outcome of the work contract corresponding to the role and function of the college;
D. the product sales results obtained from the host of higher education;
e. donations or grants from individuals, government agencies or non-governmental, domestic and non-binding institutions;
f. savings interest, giro services, flowers, deposits;
G. commercial enterprise results;
h. the result of the utilization of human facilities and resources;
i. HAKI royalty; and
J. Other reception from the public.
(2) Revenue planning is poured in the activities plan and annual budget in accordance with the Makassar PIP budget system.

The Third Part
The funding from the Government

Section 168
The funds originating from the Government are organized in an integrated way with the management of funds obtained by PIP Makassar in accordance with the provisions of the invite-invite regulations.

The Fourth Part
Loan and Hibah

Section 169
(1) The loan is a fund obtained from the party outside of PIP Makassar and contains the obligation of PIP Makassar to pay back, both with and without interest.
(2) The loan or credit of an outside PIP Makassar party may become a source of funds to finance the activities or procuring of a PIP Makassar asset.
(3) Director of PIP Makassar on behalf of PIP Makassar, may receive a loan or credit from outside PIP Makassar after receiving the Head of the Agency's approval.
(4) In terms of loan or credit as referred to in paragraph (3), whose use for hosting or increased academic activities, it also required the approval of the Senate PIP Makassar.
(5) All parties in the Makassar PIP, except for the Director of Makassar PIP, may not receive a loan from outside PIP Makassar as referred to in paragraph (2);
(6) The leadership of a legal entity in the form of a legal entity may receive a loan on behalf of the legal entity under the provisions of laws and with the approval of the Director of PIP Makassar.
(7) Hibah or donation is a grant without a reward given by the party outside PIP Makassar to PIP Makassar, both conditional and uncondor.
(8) In terms of grants or conditional donations then the terms of such grants should not be detrired to PIP Makassar.

BAB XV
COACHING, OVERSIGHT, AND ACCREDITATION

Section 170
(1) The coaching and supervision is conducted by the Secretary-General of the Sea Relations through periodic assessments that include systems and procedures and processes of education and training including curriculum, quality and the amount of education power, The state of the taruna, the exercise of education, the means and the infrastructure, the academic administration.
(2) Coaching and supervision as referred to in paragraph (1), aimed at meeting national and international requirements.

Section 171
(1) Accreditation of the majors by the National Accreditation Board of Colleges.
(2) The concern of the dilate program is exercised by Administration in this case the Directorate General of Marine Relations

BAB XVI
OTHER LAIN-CONDITIONS

Section 172.
(1) Assistant Director, Chairman of the Department, Head of the Center, Head of the Division, Head of the Unit, Secretary of the Department, the Central Secretary and the Head of Subdivision is the non-Eselon post.
(2) To reward the posts as referred to in verse (1), it is given Eselon's equalization to the posts, as follows:
a. Assistant Director is expected with Eselon III.b;
B. Representative of Quality Management, Chairman of the Department, Head of the Center and Head of the Division is tuned with the Eselon lV.b; and
C. Head of the Unit, Secretary of State, Central Secretary, and Head of the Sub-division are in place with Eselon V b.

BAB XVII
THE TRANSITION PROVISION

Section 173.
At the time of the Ordinance of the Minister, all regulations of the Law of Ministers Act Number SK.28/DL.002/DIKLAT 2001 on the Statute of the Polytechnic of the Science of Makassar, are stated to remain in effect as long as not contradictory or not. replaced with a new one based on this Minister ' s Rule.

BAB XVIII
CLOSING PROVISIONS

Section 174.
By the time the Ordinance of the Minister came into effect, the Decree of the Minister of Transportation Number SK.28/DL.002/DIKLAT 2001 on the Statute of the Makassar High School of Shipping Science, was revoked and declared not valid.

Section 175
This rule is set to apply at the specified date.
