ABOUT
SUBCLASSIFICATION AND SUBQUALIFICATIONS SHARING
CONSTRUCTION SERVICES ATTEMPT
WITH THE GRACE OF THE ALMIGHTY GOD
MINISTER FOR GENERAL EMPLOYMENT OF THE REPUBLIC OF INDONESIA,
Weighing: that to implement the provisions of Article 8A paragraph (5) and Section 8B paragraph (3) of the Government Regulation No. 04 of 2010 on the changes to Government Regulation No. 28 of 2000 concerning the Effort and Role of the Community of Construction Services need to be establish the General Works Minister Regulation on Subclassification and Subqualifying the Construction Services Effort;
Remembering: 1. Government Regulation No. 28 Year 2000 on the Effort and Role of the Community of Construction Services (State of the Republic of Indonesia 2000 Number 63 Additional Gazette State Number 3955), as amended last with Government Regulation No. 92 Years 2010 (sheet of State of the Republic of Indonesia in 2010 No. 157);
2. Government Regulation No. 29 Year 2000 on the Hosting Of Construction Services (sheet State of the Republic of Indonesia of 2000 Number 64 Additional State Gazette number 3957) as amended by Government Regulation No. 59 of 2010 (State of the Republic of Indonesia in 2010 No. 95);
3. Government Regulation No. 30 Year 2000 on the Hosting Of Construction Services (Sheet State Of The Republic Of Indonesia Year 2000 Number 65 Additional State Sheet Number 3957);
4. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State;

Establish: SUBCLASSIFICATION SHARING AND SUBQUALIFYING CONSTRUCTION SERVICES EFFORTS.
BAB I
UMUM PROVISIONS
Section 1
In Regulation of this Minister, referred to by:
1. construction services are the consultancy services of construction work planning, the service of the execution of construction work, and the consultancy services of the construction of construction work.
2. Registration is an activity to determine the competency of a particular skill and skill profession, individual persons and the business entity to determine the business permit in accordance with the classification and qualifications that are embodied in the certificate.
3. The construction plan is an individual person's service provider or an enterprise that is declared an expert professional in a construction service planning field capable of realizing the work in the form of a planning document or other physical form.
4. Construction is a provider of individual persons or entities that are declared professional experts in the field of construction services capable of organizing its activities to realize a planning outcome. the building or any other physical form.
5. The supervising of the construction is the service provider of individual persons or an enterprise which is declared a professional expert in the field of supervision of a construction service capable of carrying out construction surveillance work until it is completed and handed over.
6. Classification is part of the registration activities to establish the business group in the field of construction services by field and subfield of business or skill professions and the work expertise of individuals in the field of construction services. according to and/or certain skills and/or funccency and/or proficiency of each.
7. Qualification is a part of the registration activities to assign business classes in the field of construction services according to the depth level of competence and the ability of the business, or of the profession and the work expertise of individuals in the field of service. constructions according to the level/depth of competence and skill of the profession and expertise.
8. Clean wealth is a gross wealth minus all debts, land values and building value.
9. The fixed power is a certified expert power employed by the construction services business entity with a working agreement for a time not specified in accordance with employment related to employment.
(10.1) the following terms:
The 11.P Engineering Service (PJT) is a fixed expert force appointed PJBU to be responsible for the engineering aspects of the operation of the construction of the construction services.
The 12.2012 Classification (PJK) is a fixed expert power that is assigned the leadership of the entity to be responsible for the diligence aspect of one particular classification that the entity has in accordance with the expertise it possesses.
13.Limitation of the value of one job is the maximum amount of the value of one job package capable of being implemented by the Construction Services Managing Board.
The 14.The number of packages for a moment is the number of job packages executed by the construction services governing body at the same time.
The 15.Ability to carry out packages is the total number of job values that at the same time are capable of being done by the construction services entity.
16.The number of job packages (N) is the most number of job packages that can be handled at the same time during the last 5 (five) years.
17.1 High Experience (NPT) is the highest contractual value ever undertaken by a construction job provider on a type of subclassification over a given period of time and is calculated using the current job value method (present value).
18.1 The cumulative value of the job is the sum of all job values that have been worked out over a given period of time and are calculated using the current job value method (present value).
19.Minister is the Minister of Public Works.
BAB II
INTENT, PURPOSE AND SCOPE OF THE ARRANGEMENT
Section 2
(1) The Ordinance of this Minister ' s Regulation is to provide a reference in the implementation of the issuance of the construction of construction services.
(2) The Minister ' s Regulation aims to:
a. Realizing the requirements of the construction of a construction service certificate in accordance with the requirements of the construction of the construction services and the competencies of the construction workforce;
B. embody the subclassification of the subclassification of the field of national construction services with the subclassification of international applicable subclassification.
Section 3
This scope of the Minister ' s Regulation includes arrangements regarding subclassification and subqualifying divisions in the areas of planning services, supervision and construction execution.
BAB III
THE DIVISION OF CONSTRUCTION SERVICES CLASSIFICATION
Part I
Common
Section 4
(1) The type of construction services undertaking includes:
a. Planning services
B. execution services; and
c. surveillance services
(2) The area of planning services and construction supervision consists of a common and specialist effort.
(3) The construction of a construction implementation services consists of a particular business, specialist and skills.
Section 5
(1) Classification of the field of planning services and construction supervision include:
a. architecture;
B. engineering (engineering);
c. space alignment; and
D. Another consulting service.
(2) The Classification of the field of construction execution services include:
a. building building;
B. civilian building;
c. Mechanical and electrically installation; and
D. Another execution service.
Section 6
(1) The planning services business planning, execution and construction supervision services can be done integrated.
(2) An integrated business service that can be performed integrated as referred to in paragraph (1) consists of:
a. redesigning (
design and build);
B. planning, procurement, and implementation of the received so (engineering, procurement, and construction);
c. Host C (turn-key project); and/or
D. host performance based work (performance based).
(3) The services of the IBM International Program Agreement ("Agreement") are subject to the terms of this Agreement, and (2) the applicable IBM International Program Agreement ("Agreement").
The Second Part
Subclassification of Planning Services Subclassification and Construction Surveillance
Section 7
(1) Classification of the field of architectural planning services, as referred to in Article 5 of the paragraph (1) the letter a includes subclassification of the field of endeavor:
a. Architectural advice and pre-design services;
B. Architectural design services;
c. The treatment assessor services and the applicability of the building;
D. interior design services; and
e. Other architectural services.
(2) The classification of engineering planning services (engineering), as referred to in Section 5 of the paragraph (1) letter b includes the subclassification of the business field:
a. engineering engineering advice and engineering consultancy;
B. Engineering design services for foundation construction as well as building structures;
c. engineering design services for water civil engineering work;
D. the engineering design service for the civil engineering work of transport;
e. the engineering design services for mechanical and electrical work in the building;
f. the engineering design services for industrial and production processes;
G. the advice and consulting services of the construction engineering services; and
h. Other engineering design services.
(3) Classification of the spatial planning services field, as referred to in Section 5 of paragraph (1) of the letter c includes the subclassification of the field of endeavor:
a. urban planning and planning services;
B. region planning services;
c. The planning and design services of the building and landscaping; and
D. Utilization of space utilization.
Section 8
(1) Classification of the field of architectural supervision services, as referred to in Article 5 of the paragraph (1) letter a covering the subclassification of the contract administration of the contract administration.
(2) Classification of the business services business entity (engineering), as referred to in Section 5 of the paragraph (1) letter b includes the subclassification of the business field:
a. the construction of the building ' s construction work supervisor;
B. the construction of the transport civil engineering construction work supervisor;
c. service supervisors of the water civil engineering construction work; and
D. Construction job supervisors for construction and installation of industrial processes and facilities.
(3) Classification of the scope of space arrangement supervision services, as referred to in Article 5 of paragraph (1) of the letter c includes subclassification of the supervising of the supervising services and the control of the spatial arrangement.
Section 9
The classification of other consultancy services as referred to in Section 5 of the paragraph (1) of the letter d includes the subclassification of the business field:
a. environmental consultancy services;
B. the consultancy services estimate the value of land and building;
c. project management services related to building construction;
D. Project management services related to the construction of transport civil engineering work;
e. project management services related to the construction of the water civil engineering work;
f. project management services related to the construction of other civil engineering jobs;
G. Project management services related to construction work construction work and industrial facilities; and
h. Project management services related to the construction of traffic control systems work.
Section 10
The specialist classification of planning and specialist supervision services, as referred to in Section 4 of the paragraph (2) includes the subclassification of the field of endeavor:
a. the services of geological and geophysical prospectus makers;
B. Underground survey services;
c. land surface survey services;
D. map-making services;
e. the tester services and composition analysis and purity level;
f. the tester service and physical parameter analysis;
G. The evaporation and analysis of the mechanical and electrical systems; and
h. Technical inspection service.
The Third Part
Subclassification Of The Construction Implementation Services Of The Construction Service
Section 11
(1) Classification of the field of building construction services to the building as referred to in Section 5 of the paragraph (2) letter a includes subclassification of the business field:
a. The construction of a single residential building and a copy;
B. the construction services of multi or many hunian buildings;
c. The construction services of warehouse building and industry;
D. commercial building construction executor;
e. the construction of a public entertainment building construction service;
f. the construction services of the construction of hotel buildings, restaurants, and other similar buildings;
G. education building managing services;
h. health building construction managing services; and
i. The construction of another building.
(2) Classification of the field of civil building construction services, as referred to in Article 5 of the paragraph (2) letter b includes the subclassification of the field of endeavor:
a. the construction services of the aqueducts, ports, dam, and other water resource amenities;
B. the construction services of the construction installation of drinking water and waste water as well as the garbage processing building;
c. Managing the construction of a highway construction (excluding the flyway), roads, railway tracks, and airport runway;
D. Bridge construction, roadway, tunnel and subways;
e. the construction of a remote drinking water pipeline;
f. the construction of a remote waste water pipeline construction;
G. remote operating services of oil and gas pipeline construction;
h. the construction of a local drinking water pipeline;
i. the construction services of the local waste water pipeline;
J. Local oil and gas-based executor services;
No, the construction services of the stadium building for the sport outdoor; and
I. The construction of the construction services of indoor gym storage facilities and recreation facilities.
(3) Classification of the field of services for mechanical and electrically installation construction, as referred to in Section 5 of the paragraph (2) of the letter c includes subclassification of the field of endeavor:
a. the installation of air conditioning installation services (
Air Conditioner), heating and ventilation;
B. the construction of a plumbing construction service in its building and its channel;
c. Managing the construction of the installation of a gas pipeline in the building;
D. the services of the construction of insulation construction in the building;
e. the installation of the installation of the elevator and the walking ladder;
f. Mining and manufacturing managing services;
G. Thermal installation of thermal, pressurized, oil, gas, geothermal (engineering jobs) construction services;
h. Executor for installation of load and lifting tools;
i. the construction of the construction of the construction, gas, and energy installation (engineering jobs);
J. Managing services for the installation of production facilities, oil and gas storage (engineering jobs);

B. Operating services and installation of pre-fabricated construction for building construction;
c. Managing service of assembly and installation of prefabricated construction for construction of roads and bridges as well as railway tracks; and
D. Assembly and installation of prefabricated construction for the construction of water resources, irrigation, docks, ports, sections, beaches and clean water treatment buildings, waste and garbage (incinerators).
Section 12
The field of business services conducting a specialist construction implementation as referred to in Article 4 of the paragraph (3) includes:
a. field inquiry work;
B. Demolition work;
c. job preparation and tanah/loanation work;
D. ground work, ditches and stockpiles;
e. field preparation work for mining;
f. job scaffolding;
G. foundation work, including its view;
h. work drilling groundwater wells in;
i. roof and waterproofing jobs (
waterproofing);
J. concrete work;
No, steel work and its installer, including welding;
I. stone mounting work;
M. other special construction work;
N. employment of acidification with a special suite of equipment;
O. Landscape job/first; and
p. building care work building.
Section 13
The area of the services of a particular skill construction executor as referred to in Article 4 of the paragraph (3) includes:
a. glass work and window installation;
B. plesteran work;
c. foundry work;
D. Floor and wall ceramic installation work;
e. other floor installation work, wall closure and installation
wall paper;
f. wood work and or splicing of wood and other materials;
G. interior decoration and interior installation;
h. Work of Installation of Ornaments;
i. gypsum installation work;
J. Installation of acoustic plaphone work; and

The Fourth Part
The Subclassification Of Integrated Construction Services ' s Spheres Of Business
Section 14
Integrated planning, execution and monitoring services services include subclassification of the business field:
a. Integrated services for the tranportation infrastructure;
B. Integrated services for the construction of water mixing and sanitation work;
c. integrated services for manufacturing construction; and
D. Integrated services for the construction of oil and gas facilities.
BAB IV
THE DIVISION OF THE CONSTRUCTION SERVICES BUSINESS QUALIFICATION
The Kesatu section
Common
Section 15
A construction service effort can be either an individual or an enterprise entity.
Section 16
(1) The form of effort by individuals as defined in Article 15 as acting constructs can only carry out construction work at risk of small, low-cost, and small-cost construction.
(2) The form of an individual person as defined in Article 15 as a construction planner or construction supervisor can only carry out a construction job corresponding to the field of expertise.
Section 17
The qualifying services of the construction services entity as referred to in Article 15 include:
a. Large business qualifications;
B. Intermediate business qualifications; and
c. small business qualification.
Section 18
(1) The planning and supervision services business entity has a subqualifier:
a. small subqualifications 1;
B. small subqualifications 2;
c. Intermediate subqualifying 1;
D. middle subqualifications 2; and
e. Great subqualifications.
(2) The implementation services business agency has a subqualifier:
a. small subqualifications 1;
B. small subqualifications 2;
c. Small subqualifications 3;
D. middle subqualifier 1;
e. middle subqualifying 2;
f. major subqualifications 1; and
G. Major subqualifications 2.

The Division Of The Planning Effort Subqualifier And Construction Supervision
Section 19
The subqualifying division of the planning effort and construction supervision are determined based on the requirements and capabilities that include:
a. net worth;
B. the number and qualification of the expert power for the subclacification/clacifix;
C. experience;
D. classification in charge (PJK);
e. engineering performance (PJT);
f. enterprise handler (PJBU) in charge;
G. the ability to carry out work;
h. the value constraint of a job; and
i. maximum number of classification and subclassification
The third part
The Subqualifying Constructions Of The Construction Implementation Effort
Section 20
The subqualifying division of the construction executors is determined based on the requirements and capabilities that include:
a. net worth;
B. experience;
c. Classification of classification (PJK);
D. engineering performance (PJT);
e. enterprise handler (PJBU) in charge;
f. the ability to carry out work;
G. a momentary package count;
h. the value of the one job value; and
i. maximum number of classification and subclassification
BAB VI
THE TRANSITION PROVISION
Section 21
Since the promultable date, until 1 August 2012, the issuer and extension of the construction certificate of construction services refers to the provisions in the Circular Letter of the Minister of Public Works No. 05 /SE/M/2010, The Circular Letter of the Minister of Public Works Number 16/SE/M/2010, the head of the construction of the construction of the construction of construction of the IK.02.02-KK/112 as well as subclassification and subqualifications as set in Regulation of the Construction Services Development Services No. 11A Year 2008 and the Regulation of the Service Development Services Construction Number 12A Year 2008.

CLOSING PROVISIONS
Section 22
(1) The details of the subclassification and suqualifications of construction services efforts are listed in the following Attachment:
a. Attachment 1
Details of the subclassification of the field of planning and construction supervision of the construction work as set out in Section 7, Section 8, Section 9 and Section 10.
B. Attachment 2
Details of the subclassification of the construction of the construction services are organized in Section 11, Section 12 and Section 13 and subclassification of the integrated construction services subclassification as set out in Section 14.
C. Attachment 3
Details of the requirements and capabilities of the entity and persons of individuals for the undertaking of the planning and supervision services of construction as well as for the undertaking of the construction implementation services as set out in Section 16, Section 18, and Section 19, the method of the Counting Current job values and subclassification code-giving methods.
(2) The attachment as referred to in paragraph (1) is one unity and an inseparable part of the Regulation of this Minister.
Section 23
(1) The Regulation of the Minister comes into effect on the date of the promulctest.
(2) The implementation of the issuance of the construction services of the construction services should already be referred to the Minister ' s Regulation the slowest 1 August 2012.
