RULE OF THE INTERIOR MINISTER OF THE REPUBLIC OF INDONESIA
THE 70 YEAR NUMBER 2011
ABOUT
COMMON FUNCTIONAL OFFICE GUIDELINES IN THE LOCAL GOVERNMENT ENVIRONMENT

WITH THE GRACE OF THE ALMIGHTY GOD,

THE INTERIOR MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a. that under Article 17 of the paragraph (1) of the Law No. 43 of 1999 on the Change of the Law No. 8 of the Year of the Year of the Public Service, each civil servant is appointed in a particular position and rank;
B. that to support the performance of the task force task force of the area, in addition to structural offices and functional positions as referred to in the letter a, need to be developed a common functional office;

DECIDED:

Establish: REGULATION OF THE INTERIOR MINISTER OF THE REPUBLIC OF INDONESIA ON THE GUIDELINES OF GENERAL FUNCTIONAL OFFICE IN LOCAL GOVERNMENT ENVIRONMENTS.

BAB I
UMUM PROVISIONS

Section 1
In Regulation of the Minister this is referred to:
1. Prospective Civil Servants, subsequently called CPNS, are Indonesian Citizens who apply, pass the selection and are appointed to be prepared to be a civil servant in accordance with the provisions of the applicable laws.
2. Civil Servants, further abbreviated PNS, are any eligible citizens of the Republic of Indonesia who have qualified, are appointed by authorized officers and a duty of duty in a state office or a duty of duty. other countries, and underpaid under applicable laws.
3. The General Functional Office is the position that demonstrates the task, responsibility, authority and right of a civil servant in order to perform the underlying tasks and functions of the expertise and/or skills to achieve the organization's objectives.
4. Certain Functional positions are the positions that show the task, responsibility, authority and right of a civil servant in a unit of organization that is in the conduct of its duties based on certain skills and/or skills as well as the nature of the organization. Self-suss and the ascension of the rank is required by credit.
5. Structural Office is a position that indicates the duty of responsibility, authority, and the right of a civil servant in order to lead a unit of state organization.
6. Task Details-is an exposures or fortification of all office tasks that are the principal tasks that are performed by the holder in processing work materials into a specific condition.
7. Officials and supervisors management of the PNS area are the Minister of the Interior.
8. The Local Government is the governor, regent, or mayor, and the area ' s device as an element of the organizing government of the area.
9. Regional Device Working Unit, next abbreviated SKPD, is an area device consisting of the Regional Secretariat, DPRD Secretariat, Regional Service, Technical Institution of Regions, Subdistrict, Kelurahan and Village,
10. The names of the common functional office are desigcountries that are the naming identities of posts under the eselon IV.

Section 2
(1) Any CPNS in the Provincial Government environment or County/City are appointed in general functional office.
(2) The CPNS force in general functional office as referred to in paragraph (1) is defined by the Decree of the Governor or the Regent/Mayor.

Section 3
The general functional post as referred to in Article 2 aims for:
a. provide clarity of CPNS duties and functions in assisting the execution of the lowest eselon tasks and functions in each SKPD; and
B. provide clarity of the task and function of the CPNS according to the educational background
