ABOUT
DATA MANAGEMENT GUIDELINES AND TRANSMIGRATION INFORMATION
WITH THE GRACE OF THE ALMIGHTY GOD
MINISTER OF LABOR AND TRANSMIGRATION OF THE REPUBLIC OF INDONESIA,
Weigh: a. that with the changes to the management of the implementation of transmigration under the Law No. 29 of 2009 on the Changes to the Law No. 15 Year 1997 on Transmigration, then the Regulation of the Minister of Labour and Transmigration Number PER. 08 /MEN/IV/2009 on the Data Management and Transmigration Information Guidelines, need to be replaced;
B. that as a follow-up to Section 9 of the paragraph (1) of the Government Regulation No. 38 of 2007 on the Partition of Government Affairs between the Government, Provincial Local Government and the District/City Local Government, then it needs to establish the Governing Guidelines Transmigration Data and Information;
c. that under consideration as intended in the letter a and the letter b need to specify the Minister Rule on the Data Management and Transmigration Information Guidelines;
Given: 1. Act No. 15 of 1997 on Transmigration (State Sheet of the Republic of Indonesia in 1997 No. 37, Additional Gazette of the Republic of Indonesia Number 3682) as amended by the Act of Year 2009 Number 29 about Ketransmigration (Indonesian Republic of Indonesia Year 2009 Number 131, Additional Gazette of the Republic of Indonesia No. 5050);
2. Government Regulation Number 38 Year 2007 on the Partition of Government Affairs between the Government, Provincial Local Government, and the District/City Local Government (Indonesian Republic of 2007) number 82, additional sheet of state Republic of Indonesia No. 4737);

Establish: LABOR MINISTER REGULATION AND TRANSMIGRATION OF DATA MANAGEMENT GUIDELINES AND TRANSMIGRATION INFORMATION.
BAB I
UMUM PROVISIONS
Section 1
In Regulation of the Minister this is referred to:
1. Data management and information is the process of preparing information ranging from collecting data, processing, and analyzing data into ready information presented to support the establishment of public management and management policies.
2. Transmigration is all related to the implementation of transmigration.
3. Transmigration is a voluntary displacement of the population to improve welfare and settle in the transmigration region comprising the transmigration development area and the location of transmigration settlements.
4. Transmigrant is a citizen of the Republic of Indonesia who converts voluntarily to the transmigration development region or the location of the transmigration settlement through government arrangements and services.
5. Transmigration Development Area is a potential area designated as the development of transmigration settlements that are the region's development unit to realize the new region's growth center in accordance with the spatial plan. Territory.
6. The location of the Transmigration Settlement is a potential location designated as a transmigration settlement in order to support the growth center of the existing or developing region in accordance with the region's spatial plan.
7. Development Area units are one area consisting of several units of settlements that are one of the few settlements that are prepared to be the main village or the center of the new urban area.
8. Transmigration settlement is a unit of settlement or part of a community of settlements that is reserved for shelter and a place of transmigrant ventures.
9. General Transmigration is the kind of transmigration implemented by the government and/or local governments for residents who experience limitations in getting job opportunities and efforts.
10. Transmigration Swakarsa Berassisted is a type of transmigration designed by the government and/or local government by incorporating the business entity as a partner of transmigrant efforts for a potentially developing population to advance.
11. Swakarsa Mandiri Transmigration is a type of transmigration which is the premigrant initiative of concerned over the direction, service, and help of government and/or local governments for the residents who have had the ability.
12. Transmigration Data is a raw material for information that is a regular group of symbols that represent quantity, occurrence/events, objects, and so on about transmigration.
13. Transmigration Information is the details and analysis of data that has been processed into a meaningful and beneficial form in current or upcoming decision making regarding the transmigration.
14. Data and Information Transmigration of the Transmigration is further abbreviated as Datin-Pertanahan is a group of data and land availability information of transmigration and serypical.
15. Data and Technical Planning Information of the Transmigration Area and the Implementation of the Transmigration Area and the subsequent Transmigration Area Infrastructure, abbreviated Datin-Rentek Bang are data groups and technical planning information The construction of the transmigration area and the implementation of settlement and infrastructure development.
16. Data and Information Placement Transmigration and Participation of the Community which are subsequently abbreviated to Datin-Patan Parmas are data groups and implementation information facilitation of the placement of transmigration and community participation.
17. Data and Information Planning Technical and Community Development Planning (Datin-Bang Was and Datin-Bang PP) are data groups and community development information, regional development and growth center development.
18. Data and Community Empowerment Information, which is further shortened to Datin-Daya is a data group and information implementation information of transmigration societies as well as transmigration training, covering the increase in human resources (SDM) and communities, business development, development of means and infrastructure, environmental inclusion, transmigration training.
19. Data and Information Development Settlement and the subsequent Transmigration Society (Datin-Kembang) are a group of data and information used as the basis for evaluation of the performance of transmigration.
20. Security Information Systems is a unit of components consisting of institutions, human resources, hardware, software, substance data and information related to one another in a single working mechanism for managing the data and Information.
21. Information Technology is a technique for collecting, preparing, storing, processing, announcing, analyzing, and/or disseminating information.
22. The county/city service is an instance responsible for the field of transmigrations of the district/city.
23. The provincial service is an agency responsible in the field of transmigration of the province.
24. The Ministry is the Ministry of Labour and Transmigration.
25. The Minister is the Minister of Labour and Transmigration.
Section 2
Data management and information transmigration information is used as a guideline for the apparatus that carries out tasks and functions in data management and transmigration information on ministries, provincial services, and county/city services.
BAB II
DATA AND TRANSMIGRATION INFORMATION
Section 3
(1) The data and information of transmigration consists of data and information about:
a. construction of the transmigration region; and
B. Community and region development.
(2) The data and development information of the Transmigration Area as referred to in paragraph (1) of the letter a, including:
a. Datin-Pertans;
B. Datin-Rentek Bang; and
C. Datin-Patan Parmas.
(3) The Data and Community Development information and Regions as referred to in paragraph (1) letter b, include:
a. Datin-Bang Was and Datin-Bang PP;
B. Datin-Daya; and
C. Datin-Kembang.
Section 4
(1) Datin-Pertanahan as referred to in Section 3 of the paragraph (2) of the letter a, including data and information about:
a. provision of the land; and
B. The sertiallure of property.
(2) Datin Proprietary Rights and Datin Sertilured Property as referred to in paragraph (1), the format and layout of its commissioners using Datin Pertanahan 01 and Datin Pertanahan 02, listed in the Attachment which is an inseparable part of The rules of this minister.
Section 5
(1) Datin-Rentek Bang as referred to in Section 3 of the paragraph (2) letter b, covering data and information about:
a. technical planning of the transmigration region; and
B. The construction of settlements and transmigration areas.
(2) Datin Technical Planning of Transmigration Area and the Development of Settlement and Transmigration Areas as referred to in paragraph (1), the format and layout of its commissioning using Datin-Rentek Bang 01 and Datin-Rentek Bang 02, listed in the Attachment which is an integral part of the Minister ' s Regulation.
Section 6
(1) Datin-Patan Parmas as referred to in Section 3 of the paragraph (2) of the letter c, including data and information about:
a. assignment of transmigration; and
B. Community participation.
(2) Datin Placement Transmigration and Community Participation Datin as referred to in paragraph (1), the format and layout of its commissioning using Datin-Patan Parmas 01 and Datin-Patan Parmas 02, listed in the Attachment which is the part not From the Minister's Rules.
Section 7
(1) Datin-Bang Was and Datin-Bang PP as referred to in Section 3 of the paragraph (3) letter a, covering data and information about:
a. region development; and
B. Growth center development.
(2) Datin Community Development and Datin Development Centre Growth as referred to in verse (1), format and layout of the commissioning using Datin-Rentek Kembang 01, Datin-Rentek Kembang 02, and Datin-Rentek Kembang 03, listed in An attachment that is an inseparable part of the Minister ' s Regulation.
Section 8
(1) Datin-Daya as referred to in Section 3 paragraph (3) of the letter b, including data and information about:
a. increased SDM and community;
B. effort development;
c. development of means and infrastructure;
D. environmental pollination;
e. Transmigration training.
(2) Datin Increases the SDM and Community, Datin Development, Datin Development of Sarana and Prasarana, The Environmental Inclusion and Datin Training Transmigration as referred to in paragraph (1), the format and layout of the charge using the Datin-Daya 01, Datin-Daya 02, Datin-Daya 03, Datin-Daya 04 and Datin-Daya 05, listed in an Attachment that is an inseparable part of the Minister ' s Regulation.
Section 9
(1) Datin-Kembang as referred to in Section 3 of the paragraph (3) of the letter c, including data and information about:
a. the development of transmigration settlements;
B. transmigrant welfare;
c. transmigration settlement problem;
D. settlement of bina transmigration and handover.
(2) The development of Transmigration, Datin of Transmigration, and the Bina Transmigration Settlement, as referred to in paragraph (1), the format and layout of its contents. use Datin-Kembang 01, Datin-Kembang 02, Datin-Kembang 03, and Datin-Kembang 04, listed in an Attachment that is an inseparable part of the Ministerial Ordinance.
BAB III
DATA MANAGEMENT AND TRANSMIGRATION INFORMATION
Section 10
Data management and transmigration information, including:
a. Collection, processing, analysis, and presentation of data and transmigration information;
B. the means and infrastructure of data management and transmigration information;
c. Recharge of data management and transmigration information.
Section 11
(1) The collection, processing, analysis and presentation of data and tranmigration information as referred to in Article 10 of the letter a, using the means and infrastructure of the transmigration information of the software and hardware.
(2) The presentation of data and transmigration information as referred to in paragraph (1), may be done manually and/or use the information technology.
Section 12
(1) Sarana and the data management and information management infrastructure as referred to in Article 10 of the letter b, executed by utilizing the available communication networks.
(2) Sarana and the infrastructure management and data management information as referred to in paragraph (1), conducted via the information service locket and/or intranet and internet data communication network provided by the ministry, service province, and county/city service.
Section 13
(1) The charge of data management and the information of transmigration as referred to in Article 10 of the letter c, performed by the center and the area.
(2) The charge of data management and transmigration information for the central level, exercised by the Research, Development and Information Agency (Balitfo) through the Center for Data and Transmigration Information (Pusdatintrans).
(3) Technical unit in this case the Directorate General of Development of Transmigration Area (P2KT) and the Directorate General of Development of Community Development and Transmigration Area (P2MKT) carrying out data management and related information Technical detail. Details.
(4) The charge of data management and transmigration information for the regional level, exercised by:
a. Head of provincial services at the provincial level; and
B. The head of the county/city service at the county/city level

DATA MANAGEMENT AND INFORMATION
Section 14
Data management procedures and transmigration information are executed under the following conditions:
a. data management systems and transmigration information are executed in accordance with the scope of the responsibility of each working unit at the county/city, province, and the Government level;
B. Data management systems and transmigration information are included in the letter a, executed by each working unit that handles the transmigration of county/city service, provincial services, and ministries, including:
1) data management and information in accordance with the scope of its authority;
2) the procurement and maintenance of the means and infrastructure;
3) The operation and/or maintenance of the transmigration information system.
c. Data management systems and transmigration information use centralized and dispersed patterns. The central pattern is carried out by Balitfo in meeting the needs of cooperation information systems between agencies/related agencies. The pattern is spread out by each work unit related to the task, function, and authority.
BAB V
DATA AND INFORMATION REPORTING
Section 15
(1) The data reporting procedures and transmigration information are executed periodically with the following terms:
A. Development of Transmigration Area
1. Datin-Pertanahan is delivered every year: the longest Datin-Pertanahan March of March and the longest-lasting Datin-Pertanahan 02 of December.
2. Datin-Rentek Bang is delivered every year and every month: Datin-Rentek Bang 01 most long in March and Datin-Rentek Bang 02 longest date of 5.
3. Datin-Patan Parmas is delivered every month: Datin-Patan Parmas 01 longest date of 5 and Datin-Patan Parmas 02 each July and December.
B. Community Development and Region
1. Datin-Bang Was and Datin-Bang PP delivered every year and most of August the year running;
2. Datin-Daya delivered per semester and longest date of the next 10 months;
3. Datin-Kembang is delivered annually and longest in August of the year running, with the exception of the transmigration settlement data delivered every 3 months in April, July, October the year runs and January the following year.
(2) The data reporting mechanism and the transmigration information are executed under the following terms:
a. Datin-Pertanahan, Datin-Rentek Bang and Datin-Patan Parmas are composed by the county/city service and are delivered to the regent/mayor by busan to the head of the provincial service;
B. Datin-Pertanahan, Datin-Rentek Bang and Datin-Patan Parmas are compiled by the provincial service and delivered to the governor with the Minister's gust through Director General P2KT and the Chief of Balitfo's Head;
C. Datin-Bang Was and Datin-Bang PP are drafted by the county/city service and delivered to the regent/mayor with a gust to the provincial Service Head;
D. Datin-Bang Was and Datin-Bang PP were drafted by the provincial service and delivered to the governor with the Minister ' s gust through Director General P2MKT and a Chief Balitfo stew through the Directorate of P2MKT;
e. The Datin-Daya are compiled by the county/city service and are delivered to the regent/mayor with a gust to the provincial service chief;
f. Datin-Daya is composed by provincial service and delivered to the governor with the Minister's gust through Director General of P2MKT and Busan Chief Balitfo, the Datin-Daya 05 special delivered also to the Great Hall of the Development of the Transmigration Exercise;
G. The datin-Kembang is composed by the county/city service and is delivered to the regent/mayor by stews to the head of the provincial service;
h. The datin-Kembang was composed by provincial service and delivered to the Governor by the Minister's gust through the Chief Balitfo.
BAB VI
THE FINANCING
Section 16
The cost of data management and transmigration information is charged in the State and/or Regional Revenue and Revenue Budget and Regional Shopping Budget.
BAB VII
CLOSING PROVISIONS
Section 17
Under the terms of this Ministerial Regulation, the Regulation of the Minister of Labour and Transmigration Number PER. 08 /MEN/IV/2009 of the Data Management Guidelines and the Transmigration Information, revoked and stated are not applicable.
Section 18
