ABOUT THE PROGRAM ACCELERATION (QUICK WINS) BUREAUCRATIC REFORM

THE METEOROLOGICAL AGENCY, CLIMATOLOGY, AND GEOPHYSICS

WITH THE GRACE OF GOD ALMIGHTY THE HEAD OF THE METEOROLOGY, CLIMATOLOGY, AND GEOPHYSICS,

THE DRAW: THE that in order to build community confidence in the implementation of the bureaucratic reforms of the Meteorological Agency, Climatology, and Geophysics, it needs to establish the Acceleration Program (Quick Wins) Reform of the Meteorological Agency of Meteorology, Climatology, and Geophysics of the Republic of Indonesia with the Regulation of the Head of the Meteorological Agency, Climatology, and Geophysics;

3. President's Law Number 81 of 2010 on Grand Design Reform of the bureaucracy 2010-2025;

4. Decision of the Head of the Meteorological and Geophysics Board Number KEP.005 of 2004 on the Organization and Works of the Great Hall of Meteorology and Geophysics,

Meteorological Station, Climatological Station, and Geophysical Station as amended with the Regulation of the Chief of Meteorology and Geophysics Number: 007/PKBMG.01/2006;

5. Law of the Head of Meteorology, Climatology, and Geophysics Number KEP.03 Year 2009 on the Organization and Work of the Bureau of Meteorology, Climatology, and Geophysics;

6. Regulation of State Minister of State Aparatur and bureaucratic Reform Number 20 of 2010 on the Road Map Reform of the bureaucracy 2010-2014;

7. Ordinance of the State Minister of Personnel and Bureaucratic Reform of the Number 13 Year 2011 on the Implementation Guidelines quick wins;

DECIDED: Establishing: REGULATION OF THE CHIEF METEOROLOGICAL AGENCY,

CLIMATOLOGY, AND GEOPHYSICS ABOUT THE ACCELERATION PROGRAM (QUICK WINS) REFORM OF THE BUREAUCRACY OF METEOROLOGICAL BODIES, CLIMATOLOGY, AND GEOPHYSICS.

Section 1

The next Fast Wins program called Quick Wins is an easy and fast accomplished initiative initiating a large and difficult program, which is beneficial to gain positive initial momentum and confidence to do something heavy.

Article 2

The penetration and execution of Quick Wins aims to improve the system and the work mechanism as well as the main product (core bussiness), so that its benefits are felt quickly by stakeholders (stakeholders) The Meteorological Agency, Climatology, and Geophysics.

Article 3

(1) Quick Wins Reform of the Bureaucratic Body of Meteorology, Climatology, and Geophysics include: a. improving the quality of the information and services of Meteorology, Climatology,

and Geophysics; b. improving public access ease for information and

services of Meteorology, Climatology, and Geophysics; c. awarding early warning services directly to the community;

d. construction of a public information service facility Meteorology, Climatology, and One-door Geophysics; and

e. the improvement of the human resources professionalism of the Meteorological Agency, Climatology, and Geophysics.

(2) Quick Wins as referred to in paragraph (1) is exercised by the unit of organization in accordance with the tasks and functions of each.

Article 4 (1) For the management of the management of Quick Wins formed the Manager Team

quick wins bureaucratic reforms, the next one called Tim. (2) Team on duty:

a. coordinate the implementation of Quick Wins; b. Monitor the progress and evaluate the implementation constraints

Quick Wins; c. provide advice and input on issues that

found in the implementation of Quick Wins in the Environment Meteorological, Climatology, and Geophysics to the Governing Team and the Reform Board of Meteorological Agency, Climatology, and Geophysics to get a settlement ruling;

d. reported the results of Quick Wins to the Bureaucratic Board, Climatology, and Geophysics Reform Team.

Article 5 Of The Team Membership consists of: 1. The Principal Secretary, as the Speaker of the Member; 2. The head of the General Bureau, as the Secretary to the Members; 3. Deputy Meteorological Department, as Member; 4. Deputy Field of Climatology, as Member; 5. Deputy Field of Geophysics, as Member; 6. Deputy field of instrumentation, calibration, Engineering and Network

Communication, as a Member; and 7. Inspector, as a Member.

Article 6 (1) The team is assisted by the Team Secretariat consisting of:

1. Head of the Human Resources Section; 2. Head of the Sub-Planning and Resource Development

Human Power; 3. Chief Sub-Administration and Resource Welfare

Man;

4. Head Subsection Drafting and Arrangement Ordinance;

5. Statutory staff and Legal Aid; and

6. Staff Section Human Resources. (2) Changes, including additions, Team Secretariat members as

referred to paragraph (1) are specified with the decision of Team Leader Manager Quick Wins.

Section 7

To the Chairman, Secretary, Member, and Member Team Secretariat, granted an honorarium in accordance with the provisions of the laws.

Article 8

All costs required for the execution of Team duties and the Team Secretariat are charged on the Budget Office of Meteorology, Climatology, and Geophysics in accordance with the laws.

Article 9

The Regulation of the Head of the Agency begins to apply at the specified date. In order for everyone to know, ordered the invitational of the Chief of the Agency with its placement in the News of the Republic of Indonesia.
