THE CODE-EVENT GUIDELINES FOR THE GENERAL ELECTION ORGANIZERS

WITH THE GRACE OF THE ALMIGHTY GOD

CHAIRMAN OF THE HONORARY BOARD OF THE GENERAL ELECTION ORGANIZERS
REPUBLIC OF INDONESIA,

Weigh: a.  that to implement the provisions of Section 114 of the Law Number 15 Year 2011 on the Organizing of the General Election;
B.  That the Law of Honor Organizing of the General Election of the Republic of Indonesia Number 2 of 2012 on the Organizing Code of the Organizing Code of Elections is still lacking and has not yet housed the need for arrangements regarding the event General Election Organizing code violation checks in the area, so it needs to be replaced;
c. Based on the consideration as referred to in the letter a and the letter b, need to establish the General Election Organizing Honor Council Regulation on the General Election Organizing Code of Conduct Guidelines;

Remembering: 1.   Law No. 32 of the Year 2004 on Local Government (Indonesian Republic Year 2004 Number 125, Additional Gazette Republic of Indonesia Number 4437) as amended last several times with Act No. 12 In 2008 about the Second Amendment to the Law No. 32 of 2004 on the Government of the State (the State Sheet of the Republic of Indonesia 2008 No. 59, Additional Gazette of the Republic of Indonesia No. 4844);
2. Act No. 42 of 2008 on the Presidential Election of the President and Vice President (Gazette of the Republic of Indonesia 2008 No. 176, Additional Gazette of the Republic of Indonesia Number 4924);
3. Act No. 15 Year 2011 on Organizing General Elections (Sheets Of State Republic Of Indonesia Year 2011 Number 101, Supplementary Sheet Republic Indonesia Number 5246);
4. Act No. 8 of 2012 on Election of the Members of the People's Representative Council, Regional Representative Council, and the Regional People's Representative Council (State Gazette Indonesia number 117 in 2012, Additional Gazette of the Republic of Indonesia) Number 5316);
5. General Election Commission, General Election Supervising Board, and Honorary Board of Elections Organizing Number 13 Year 2012, Number 11 Year 2012, and Number 1 2012 on Election Organizing Code of Conduct (Republican State News) Indonesia 2012 Number 906);

DECIDED:

Establish: HONORARY BOARD RULES OF THE GENERAL ELECTION ON THE GUIDELINES OF THE CODE OF CONDUCT OF THE GENERAL ELECTION ORGANIZERS.

BAB I
UMUM CONDITIONS
Section 1
In the Rules of the Organizing Honor Council this General Election is referred to by:
1. The General Election, next abbreviated Election, is a means of the exercise of the sovereignty of the people held directly, general, free, secret, honest, and fair in the Unity State of the Republic of Indonesia based on Pancasila and the Act The Constitution of the Republic of Indonesia in 1945.
2. The Election Organizing Code of Conduct, hereafter called the Code of Conduct, is one of the cornerstone unity of moral, ethical and philosophical norms that are guidelines for the conduct of mandatory, prohibited, exemplary, or non-exemplary election organizers. in all actions and utyday.
3. The complaint and/or the report is a complaint and/or report on the alleged violation of the Election Conduct code of conduct submitted in writing by Election organizers, Election participants, campaign teams, society, voters, and the Speaker ' s recommendation.
4. The complainant and/or the Report are the organizers of the Election, Election participants, campaign teams, communities, voters, and/or the House recommendations which address the complaint about the alleged violation of the Election Organizing ethics code.
5. Teradu and/or Report are members of the KPU, member of the KPU Province, KIP Aceh, member of KPU Regency/City, KIP Regency/City, PPS member, member of PPLN, member of KPPS, member of KPPSLN, member Bawaslu, member Bawaslu Province, member of the KPPS, member of the KPPS, member of the PPS, member of the KPPS, member of the PJs, District/City, members of Panwaslu District, Field Election Supervising members, and/or members of the Foreign Election Supervising are suspected of violating the Election Organizing ethics code.

7. Materiil verification is an examination of the violation of the Code of Conduct violation of the complaint and/or report.
8. The trial is a trial conducted by the DKPP to examine, prosecute, and discontinue the alleged violation of the Code of Conduct that was denounced or reported to the DKPP.
9. Election participants are Election Participants of the members of the People's Representative Council, the Regional Representative Council, the Regional People's Representative Council, the Political Party and the individual.
10. The Presidential Election Participant and the Vice President are the spouses of the Presidential Candidates and the Vice President proposed by the Political Party and/or the combined Political Party.
11. The Regional Chief Election Participant and the Deputy Head of the Regions are the Prospective Spouses of the Regional Head and Deputy Head of the proposed Political Party and/or joint Political or Individual Party.
12. Voters are Indonesian Citizens who at the time of voting age 17 (seventeen) years or already/have been married.
13. The Campaign Team is a team formed by a team of candidates alongside a political party or a joint political party that proposes a spouse of a candidate or by a spouse of an individual candidate, who is in charge of and has the authority to assist in the campaign. And is responsible for the technical conduct of the campaign.
14. Society is every Indonesian Citizen who is qualified as a voter or a community group.
15. The recommendation of the House of Representatives is a recommendation published by the Chairman of the People's Representative Council.
16. Election organizers are an institution that organizes an election that consists of the Electoral Commission and the Board of Supervising the Election as a single function of the election function to elect a member of the House of Representatives, the House of Representatives. The area, the Regional Representative Council, the President and the Vice President directly by the people, as well as to elect governors, regents, and mayors democratically.
17. The Electoral Commission, further abbreviated to the KPU, is the national, permanent, and independent Election Organizing institution in charge of implementing the elections.
18. The Provincial Electoral Commission, subsequently abbreviated as KPU Province, is the Election Organizer in charge of conducting elections in the province.
19. The next Independent Election Commission (KIP) is KIP Aceh and KIPkabupaten/city which is part of the General Election Commission (KPU) authorized by the Act to host the election of the President/Vice President, Members of the House of Representatives, members of the House of Representatives, members of the House of Representatives, members of the House of Representatives, the election of the Governor/Deputy Governor, the regent/deputy regent, and the mayor/deputy mayor.
20. District/City Elections Commission, further abbreviated as KPU Regency/Kota, is an Election Organizer in charge of conducting elections in the district/city.

22. The voting committee, further abbreviated to PPS, is a committee formed by the Regency/City Commission to conduct elections at the village level or another name/agility.
23. Foreign Election Committee, further abbreviated PPLN, is a committee formed by the KPU to conduct elections abroad.
24. The Organizing Group of Voting, subsequently abbreviated as KPPS, is a group formed by the PPS to carry out voting at polling places.
25. The Organizing Group of Foreign Voices, further abbreviated KPPSLN, is a group formed by PPLN to carry out voting on the site of overseas voting.
26. Election Supervising Board, further abbreviated as Bawaslu, is an Election Organizing institution responsible for overseeing the elections in all areas of the Republic of Indonesia.
27. Provincial Election Supervising Board, further abbreviated as Bawaslu Province, is a body formed by Bawaslu which is responsible for overseeing the elections in the province area.
28. District/City Election Supervising Committee, next abbreviated Panwaslu regency/Kota, is a committee formed by the Bawaslu Province which is in charge of supervising the elections in the county/city area.
29. The supervising supervising committee, next shortened to Panwaslu District, is a committee formed by the Panwaslu District/City in charge of overseeing the elections in the district or another name.
30. Field Election Supervisor is an officer formed by Panwaslu District who is in charge of supervising the elections in the village or any other name/agility.
31. The Foreign Election Superintendent is an officer formed by Bawaslu who is in charge of overseeing the election of an overseas election.
32. The Election Organizing Honor Council, further abbreviated to the DKPP, is an agency responsible for the violation of the Election Organizing Code of Conduct and is a single function of the organizing function of the elections.
33. The Torture Team is a team formed by the DKPP to conduct an examination of alleged violations of the Election Organizing ethics code in the area.
34. Examination is the activity examining the alleged violation of the code of conduct by the Examiner Team in the area.
35. Examination is the final opinion or conclusion of each member of the examiner's team against the results of the examination of alleged violations of the Election Organizing code of conduct.
36. The Secretariat is the Bureau of DKPP Administration attached to the General Secretariat of Bawaslu.
37. Day is a work day.

Section 2
The Code of Conduct trial is organized with quick and simple principles.

BAB II
THE COMPLAINT AND/OR REPORT
The First Part
General
Section 3
(1) Each Election Organizer is required to comply with the Code of Conduct.
(2) The enforcement of the Code of Conduct is exercised by the DKPP.

Section 4
(1) The alleged violation of the Code of Conduct may be submitted to the DKPP of the Pengaduan and/or the Report and/or the House Recommendation.
(2) The complaint and/or the Report as referred to in paragraph (1) is submitted by:
a.   Election Organiser;
B.   Election Participant;
c. campaign team;
D.   communities; and/or
e.   
(3) The Speaker of the House as referred to in paragraph (1) is delivered by the DPR to the DKPP in accordance with the Regulation of the House of Representatives.

The Second Part
Requirements and Tata Cara
Section 5
(1) The complaint and/or the report of the alleged violation of the Code of Conduct is written in the Indonesian Language of 8 (eight) of the double.
(2) The complaint and/or report as referred to in verse (1) may be delivered by the power of the complainer and/or the Report.
(3) The complaint and/or the Report as referred to in the verse (1) at least contains:
a.   complete identity of Pengadu and/or Pereporting;
B.   Teradu and/or Report identities;
c. The reason for the complaint and/or report; and
D.   the request to the DKPP to examine and discontinue the alleged violation of the Code of Conduct.
(4) The identity of the Teradu and/or the Report as referred to in paragraph (3) the least contained b letter:
a.   full name;
B.   post; and
c. office address.
(5) The reason for the complaint and/or the Report as referred to in paragraph (3) of the letter c contains a clear description of the action or attitude of Teradu and/or the report included:
a.   time the deed is done;
B.   place of work done;
c. actions performed; and
D.   The way things do.

Section 6
(1) The complaint and/or Report as referred to in Section 5 is submitted by filling out the form and attaching it:
a.   photocopy of the Population Card or other identity of the complain/or PeDispatch;
B.   statement letter signed by Pengadu and/or Peaffidavit; and
c. Evidence.
(2) In addition to attaching the completeness as referred to in paragraph (1), the Pengaduan and/or the Report delivered through the legal power of the Pengadu and/or the Complaint Authorities are required to attach a special power letter.
(3) The Complaint Forms and/or Reports, letters of statements and special letters of power as set forth in Appendix I which are an inseparable part of this Regulation.

Section 7
(1) The complaint and/or the Report may be delivered:
a.   directly; or
B.   Not directly.
(2) The complaint and/or direct report as referred to in paragraph (1) of the letter a delivered via the Complaint Recipient officer.
(3) The complaint and/or the indirect Report as referred to the paragraph (1) letter b is delivered through:
a.   electronic media; and/or
B.   Non-electronic media.

Section 8
(1) The complaint and/or the Report is submitted with at least 2 (two) evidence tools.
(2) The evidence tool as referred to in paragraph (1) shall be:
a.   witness description;
B.   expert description;
c. letter or writing;
D.   hint;
e.   The parties ' description; or
f.    data or information that may be viewed, read, and/or heard which may be issued with or without the assistance of a means, whether written on paper, any physical object other than paper, or recorded electronically or an optical that is otherwise recorded. It's written, sound, images, maps, designs, photographs, letters, signs, numbers, or perforations that have meaning.

The Third Part
The Complaint Submission and/or Report
Section 9
If the Teradu and/or the Report are the Election Organizers that serve as:
a.   KPU member;
B.   Members of your company;
c. member of the Provincial KPU or Aceh KIP;
D.   Provincial Subordinate members;
e.   member of the Foreign Election Committee; or
f.   Foreign election supervisor,
The complaint and/or Report is submitted directly to the DKPP.

Section 10
If the Teradu and/or the Report are the Election Organizers that serve as:
a.   member of KPU District/City or KIP Regency/Kota;
B.   District/Kota; member
c. PPK members;
D.   Members of Panwaslu Subdistrict;
e.   PPS member;
f.   member of the Field Election Supervisor; or
G.   KPPS member,
The complaint and/or the Report is submitted to the DKPP through Bawaslu Province.

Section 11
In the case of the KPU, Provincial KPU or Aceh KIP, the District/City KPU or the District/City KIP found the alleged violation of the Code of Conduct, Pengaduan and/or Report delivered to the DKPP.

BAB III
EXAMINATION OF THE COMPLAINT AND/OR REPORT
The Kesatu section
Administration verification
Section 12
(1) Any complaint and/or violation report of the Code of Conduct as referred to in Section 9 of the Complaint Administration's completeness and/or report by the DKPP.
(2) In the event of the complaint and/or the Report as referred to in Section 5 and Section 6 is not yet complete, the DKPP is required to notify the complainate and/or report to supplement or repair the complaint and/or Report.
(3) Notice as referred to in paragraph (2) is delivered in writing by DKPP at least 10 (ten) days since the date of the complaint and/or the Report is received.
(4) The complacency and/or the Recall is required to complete or correct the complaint and/or Report in at least 5 (five) Days after receiving the notice as referred to in paragraph (3).
(5) In the event of the Raping and/or the Report does not supplement or correct the complaint and/or the Report within the time limit as referred to in paragraph (4), the DKPP states the complaint and/or the Report is not acceptable.

Section 13
(1) Any Pengaduan and/or violation of the Code of Conduct as referred to in Article 10, conducted research of the administration of Pengaduan and/or Reports by Bawaslu Province.
(2) Bawaslu Province delivered the complaint form and/or Report received to the DKPP as a report, in the most prolonged time 3 (three) days since the receipt and/or Report as referred to in Section 5 and Section 6.
(3) In the event of the complaint and/or the Report as referred to in Section 5 and Section 6 is not complete, Bawaslu Province is required to notify the Pengadu and/or Report to complete and/or correct the Pengaduan and/or Report.
(4) Notice as referred to in paragraph (2) is delivered by Bawaslu Province in writing at least 3 (three) Days since the date of the complaint and/or the Report is received.
(5) The complacency and/or the Report must complete and/or correct the Complaint and/or Report in at least 3 (three) Days after the notice as contemplated in paragraph (3) is accepted.

Section 14
(1) The complaint and/or the Report as referred to in Section 9 and Section 10, which has been declared complete and met the requirements, to the Pengadu and/or its REPORT or its power to be provided with the receipt of the complaint and/or the Report.
(2) The Complaint Letter and/or Report Form as referred to paragraph (1) is set forth in this Regulation Attachment.

Section 15
The complaint and/or the Code of Conduct violation report is not charged.

The Second Part
Materiile Verification, Registration, and Session Scheduled
Section 16
(1) The complaint and/or report that has met the administration verification is done with a material verification by DKPP.
(2) The material verification as referred to in paragraph (1), to determine the complaint and/or report of the breach of the Code of Conduct violations.

Section 17
(1) The Materiil Verification results as referred to Section 16 may be:
a.   there is an alleged violation of Code of Conduct; or
B.   There are no alleged violations of the Code.
(2) In the event of Materiil ' s Verification results as referred to in paragraph (1) the letter b DKPP convex the notice to the Pengadu and/or Penotified in the longest 5 (five) Days.

Section 18
The complaint and/or report that has met the Administration Verification and Verification of Materiil is recorded in the case registration by DKPP.

Section 19
(1) The DKPP may form a breach of the Code of Conduct breach to the area to conduct an inspection and research alleged violation of the Code of Conduct as referred to in Article 9, Section 10, and Section 11.
(2) The Code of Conduct breach of the Code of Conduct as referred to in paragraph (1) may be lifted for 1 (one) years and may be extended based on the need.
(3) The Code of Conduct breach of the Code of Conduct as referred to in paragraph (1) consists of:
a.   1 (one) DKPP member people who are arrested as chairman;
B.   1 (one) of the Provincial KPU (s);
C.   1 (one) of the Provincial Bawaslu; and
D.   2 (two) people of society that are from academia, public persons, or practitioners who have knowledge of leadership and ethics, one of whom is domiciled in the work area of the Torture Team.
(4) The results of examination and research as referred to in paragraph (1) are reported to DKPP to be snapped up in the DKPP plenary meeting.
(5) To complete the report as referred to in paragraph (4) the Code of Conduct breach team may present Teradu and/or Report, Pengadu and/or the Report, witness, and/or related parties.
(6) The further provisions of the Code of Conduct infringement check team are set up with the DKPP Regulation.

Section 20
The DKPP delivers a written notice of the presence of the complaint and/or the Report to Teradu and/or Report.

Section 21
In the case of the complaint and/or the Report that has been recorded in the case registration revoked by the Pengadu and/or PeReporting, the DKPP is not bound to the revocation of Pengaduan and/or Report.

Section 22
(1) The DKPP sets the trial schedule in the slowest of 2 (two) Days after the complaint and/or the Report is verified and is recorded in the case registration.
(2) The meeting of the day of trial as referred to in verse (1) is notified to the Penadu and/or to the Report and to be announced to the public.

BAB IV
TRIAL/EXAMINATION EVENT
The Kesatu section
Preparation of the Trial/Event Examination
Section 23
(1) The DKPP Secretariat provides the budget, means and infrastructure as well as other purposes in support of the implementation of the trial/Examination event.
(2) In terms of Teradu and/or reported are members of the KPU and/or KPU Province or KIP Aceh, the Trial/Event Examination is conducted with the support of the KPU.
(3) In terms of Teradu and/or Registered are the members of Bawaslu and/or Bawaslu Province, the Trial/Event Examination is conducted with the support of Bawaslu.

Section 24
(1) Against the Adu And/Or Report, Teradu and/or report, the Secretariat convees the call to the Pengadu And/Or Report, Teradu and/or report to at least 5 (5) Days prior to the execution of the Examination/Examination Event.
(2) In terms of the Pengadu And/Or Reporting and/or Teradu and/or the Report does not meet the first call as referred to in paragraph (1), the Secretariat delivered a second call in the longest time 5 (five) Days prior to implementation -Trial.-Check.
(3) In terms of the Pengadu And/Or Reporting and/or Teradu are not present in the Trial as referred to in paragraph (2), the DKPP may immediately discuss and establish a ruling without the presence of the complainer and/or the Report and/or Complacations And/or reporting.
(4) In terms of the Pengadu and/or Petting and/or Teradu and/or Reporting are not present in the Examination Event after the second call is referred to in paragraph (2), the Examination Team can still carry out the Examination and create Resumes Examination.

Section 25
Under certain circumstances the DKPP could host a long-distance hearing.

Section 26
The protest organizers are not able to authorize others to represent in the Trial/Examination Event.

The Second Part
Order of Trial/Event Examination
Section 27
(1) The trial/Event Examination is conducted in an orderly, solemn, safe, smooth and authoring manner.
(2) The trial/exam event must maintain order, composure, and propriety in the Trial/Examination Event.
(3) The complainers and/or PeDispatch, Teradu and/or Reported, Witnesses, experts and related parties as well as the trial visitors/Examination are prohibited:
a.   carrying weapons and/or other objects that can harm or interfere in the course of the Trial/Examination Event;
B.   perform acts or acts that may interfere with the trial/Event of the Examination and/or denigration of the Court of Honor and the Accuracy of the Examination; and
c. damages and/or disrupts the functions of the Program, infrastructure, or other Examination/Examination functions.

Section 28
The complainants and/or Report, Pitted and/or reported, witnesses, experts and related parties as well as the trial visitors/Examination Ceremony:
a.   maintaining order, tranquility, and civility.
B.   It occupies a seat that has been provided; and
c. show respect to the Assembly/Torture Team.

Section 29
(1) In the event of a complainate and/or to report, Adu and/or report, witnesses, experts and related parties and visitors to the breach as referred to in Article 27 and/or not carrying out the obligations as referred to in Article 28, Chairman The Assembly/Chairman of the Torture Team gives a reprimand to the parties committing the offence and/or not carrying out the obligations.

Section 30
(1) Each member of the Assembly/Examination Team signs a list of attendance before the start of the Trial/Examination Event.

(3) The Chairman of the Assembly and Member of the Assembly/Chairman and Member of the Torture Team enters the room.
(4) Sing the song of Great Indonesia.
(5) Before the Trial/Event Examination begins, the Chairman/Chairman of the Examination Team declares the Trial/The Examination is open and open to the public.
(6) The Chairman of the Assembly/Chairman of the Torture Team outperforms the hammer 3 (three) times to open the Trial/Examination Event.
(7) Any trial/event of inspection, assembly speaker/Chairman of the Inspector Team asking the parties whether to be asked or giving the money either to the Assembly/Staff Team or the Board of Staff of the Trial and the Staff of the Examiners Team.

(11) Witnesses and experts pronounce the oath/promise in accordance with their respective religions or beliefs before conveying the description and opinion guided by the Assembly/Torture Team.
(12) The Chairman of the Assembly/Speaker of the Torture Team provides the opportunity to the Pengadu and/or the Report to explain the points of the matter.
(13) The Chairman of the Assembly/Chairman of the Torture Team provides the opportunity to Teradu and/or report to deliver the caption, the response and/or the answer to the complaint and/or the Report of the parties to the Complainers and/or to the People of the Report.
(14) The Chairman of the Assembly/Chairman of the Torture Team provides the opportunity to witness and the related party to deliver the caption, and the expert to address the opinion according to the subject matter and/or the Report.
(15) The Chairman of the Assembly/Chairman of the Torture Team provides the opportunity to Pengadu and/or Report And/Or Report to ask each other questions and/or responses to the witness and/or expert opinion.
(16) The Chairman/Chairman of the Examiner Team provides the opportunity to the Members of the Assembly/Members of the Torture Team to ask questions to the Complain/or Reporting, Teradu and/or Reporting, Witnesses, experts and related parties.

The Fourth Part
The Implementation of the Trial
Section 31
(1) The trial is exercised by the Chairman and Member of the DKPP.
(2) In particular case the trial may be exercised by a panel of 2 (two) DKPP members.

Section 32
(1) The DKPP Session is headed by the Speaker of the Assembly.
(2) The Assembly Assembly cannot ask questions beyond the subject of the complaint filed in the subject matter.
(3) The implementation of the trial includes:
a.   examine the legal position of the Raping and/or Report laws;
B.   listen to the caption of the complain/or/or the Report under oath;
c. listen to the caption and defense of Teradu and/or Registered;
D.   listen to witness statements under oath;
e.   listen to expert captions under oath;
f.   listening to other related parties; and
G.   Checking and passing evidence and evidence.
(4) The complainers and/or Calling, Teradu And/Or Report, and Witnesses may deliver additional evidence in the Trial.
(5) In terms of the hearing is considered sufficient, the Speaker of the Assembly declared the Trial was completed and declared closed.
(6) The Assembly convenes the news of the proceedings to the plenary meeting.
(7) The hearing can be reopened based on the decision of the plenary meeting.

BAB V
EXAMINATION EVENT IN THE AREA

Section 33
The Examination Event is carried out in the Provincial Bawaslu Office or in the Provincial KPU Office or elsewhere in the working area of the Examiner Team.

Section 34
Examination shows include:
a.   examine the legal position of the Raping and/or the Report;
B.   listen to the subject of the complaint and/or the report submitted by the Raper and/or the PeDispatch;
c. Listen to the description and/or the answer to Teradu and/or to report;
D.   Listen to the witness.
e.   listen to expert opinions;
f.    listening to the related parties ' description; and
G.   Checking and passing evidence and evidence.

The Third Part
Execution of the Examination
Section 35
(1) The Examination Event is carried out by the Chairman and Member of the Examiner Team.
(2) The Examination Event is led by the Chairman of the Examination Team.

Section 36
(1) In the case of the Chief Inspector Team as referred to as Article 35 paragraph (2) impeded, the Chairman of the DKPP may assign another Member of the DKPP to replace the impedicrous Chairman of the Torture Team.
(2) In the case of certain circumstances the Chairman of the DKPP cannot assign another Member of DKPP as referred to in paragraph (1), the Examination Event is pending.
(3) The event of the Examination postponed its execution as referred to in verse (2), is scheduled at a later determined time.

Section 37
In the case of the Members of the Torture Team who are from the Provincial KPU Member/KIP Aceh and/or Subordinate Members of the Province, the Examination Event is carried out without being followed by the Members of the Torture Team in question.

Section 38
In the case of a member of the community's Torture Team as referred to in Article 19 of the paragraph (3) the letter d is hindrous, the DKPP can assign members of the Torture Team of the public element of the other workspace to replace the Members of the Team The examiners are concerned.

Section 39
In the event that the Members of the Torture Team may not be present, the Examination Team can be performed by the Chief Inspector Team and 2 (two) Members of the Torture Team.

Section 40
(1) In the event the Examination Event is considered sufficient, Chairman of the Examiner ' s Team stated the Examination Event was completed and declared closed.
(2) The event of the Examination as referred to in paragraph (1) can be reopened based on the DKPP ' s plenary meeting decision.

BAB VI
RULING ASSIGNMENT
Section 41
(1) The verdict of the verdict is performed at least seven (seven) days after the hearing is declared complete.
(2) The hearing of the ruling is conducted at least 30 (thirty) days since the plenary meeting of the ruling.
(3) The DKPP plenary meeting was done in a private way which was followed by all the members of the DKPP with at least 5 (five) members of the DKPP.
(4) The DKPP ' s plenary meeting listened to the news delivery of the event of the trial.
(5) The DKPP listens to the written considerations or opinions of the DKPP members to further establish the ruling.
(6) The determination of the decision in the DKPP plenary meeting is conducted in deliberation for the assemblies.
(7) In the event of no deliberation for the assemblies in the designation of the decision as referred to in verse (5) it is performed on the basis of the most votes directly or by electronic voting.
(8) In terms of differences in decision making regarding the outstanding of the ikhwal, each member of the assembly who argues differently can write down a different opinion as the appendix to the ruling.

Section 42
(1) The termination set in the DKPP plenary meeting is said in the Trial by calling the parties to the Teradu and/or the Commissioners and the parties to the complainers and/or the Report.
(2) Amar ruling DKPP may declare:
a.   The complaint and/or the Report is not acceptable;
B.   Pitted and/or reported to be in violation of; or
C.   The complacary and/or the report did not prove to be in violation.
(3) In the event of amar the DKPP ruling states Teradu and/or Registered to be proven in violation, the DKPP provides the following sanctions:
a.   written reprimand;
B.   temporary stop; or
c. fixed stops.
(4) In the case of amar the DKPP ruling states the complaint and/or the Report is not acceptable or Teradu and/or the Report is not proven to be in violation, the DKPP is conducting rehabilitation to Teradu and/or Reported.
(5) The DKPP may provide a recommendation of a conduct action based on the results of the breach of the Code of Conduct to the employees of the Secretariat General KPU, Secretariat KPU Province, Secretariat KIP Aceh, Secretariat of KPU District/City, KIP Secretariat District/City, the Secretariat of PPK, as well as the PPS Secretariat or the Secretariat General Bawaslu and the Provincial Secretariat of the Province to the Officials of Workforce Secretariat of the KPU Secretariat and/or Secretariat of the Bawaslu.

Section 43
(1) The DKPP ' s termination is final and binding.
(2) The organizers of the Election are required to perform the DKPP ' s longest 7 (seven) day ruling since the verdict is read.
(3) Bawaslu has a duty to oversee the implementation of the DKPP Putermination.

Section 44
(1) The DKPP ' s termination is delivered to Teradu and/or Reporting And Complainers and/or other related parties for follow up.
(2) In terms of research or examination done DKPP finds an alleged violation outside of the Code of Conduct violation, the DKPP delivered a recommendation to the agency and/or related agencies for follow up.

BAB VII
TRANSITION PROVISIONS
Section 45
The completion of the breach of the Code of Conduct which is still processed and has not been broken up before the enactment of this Regulation, executed under the Rules of Honor Council of the General Election Number 2 of 2012 on the Conduct of the Code of Conduct General Election Organiser (State News of the Republic of Indonesia 2012 Number 907).

BAB VIII
CLOSING PROVISIONS
Section 46
At the time this Regulation came into force, the 2012 General Election Organizing Council Regulation (2012) of the Organizing Code of Conduct Organizing the Organizing Code of Elections (the Republic of the Republic of Indonesia 2012 Number 907) was repealed and It's not valid.

Section 47
The rules of the Organizing Honor Board of the General Election are in effect on the date of the promulcity.
