ORGANIZATION, TASK AND FUNCTION TPKN
Section 2
(1) The TPKN Organization Structure is made up of:
a.   The chairman who is ex officio is held by the Secretary General;
B.   The Vice Chairman I who is ex officio is held by the Inspector General;
C.   The Vice Chairman II who is ex officio is served by the Expert Staff of the Management Field Minister;
D.   The secretary who is ex officio is served by the Chief Financial Bureau;
e.   The member that is ex officio is held by:
1) General Secretary of the General Inspectorate;
2) Head of the Planning and Organization Bureau;
3) Head of the Workforce Bureau;
4) The Head of the Supplies Bureau;
5) Head of the Ministry of Ministry Administration and Representative;
6) Area Inspector I;
7) Region Inspector II;
8) Area Inspector III;
9) Area Inspector IV;
10) Director of Law.
f.    The Secretariat is composed of the Kesetjenan elements, the Inspectorate General, and the Directorate of Law.

Article 3

9. Composed the concept of the state loss report and delivered to the Foreign Minister;
10.Report the results of the execution of the duties to the Minister of Foreign Affairs.

BAB III
TPKN ' S TASK DETAILS
Section 5
The chairman has a task:
1. Lead and direct TPKN in carrying out the country ' s loss of loss at the Ministry of Foreign Affairs;

3. Conduct supervision and evaluation of the execution of team tasks;

Section 6
(1) Vice Chairman I has the task:
a. Assist the Chairman in the lead and direct TPKN to carry out the resolution of the country ' s losses on the Ministry of Foreign Affairs;
B. Execute the Chairman's direction to divide the tasks and direct further implementation of the verification, research and conclusions of elements of state loss to cases of country loss on TPKN to Members in particular who are derived from the country. of the results of the BPK or APIP examination, or of the cases handled by the General Inspectorate;
C.   Under the Chairman's assignment may replace the Chair if it is hindrous;
D.   Conduct internal supervision over the performance of Team performance in the country ' s loss settlement;

(2) Vice Chairman II has the task:

Section 7
(1) The Secretary has the task of leading the secretariat in terms of:
a.   Implementation of the country's enterprise security settlement document and the distribution of TPKN Decision Letters;
B.   Account/inventory of State Loss Case Report and supporting documents of state loss cases;
C.   Examination of the completeness of the State Loss Report file;
D. The author of the Treatise on the State of the Loss Report file to further the subject matter of the completion of the state's loss by the Member.
e.   Storage of State Loss Report files, list books, evidence letters and other letters;
f.    Invitation of invitation, materials, agenda and meeting results;
G. Notification of the TPKN issued notice/decree for the implementation of state losses in the Ministry of Foreign Affairs;
h.   Drafting of TPKN periodic reports to the Minister of Foreign Affairs.

Section 15

Article 16
(1) TPKN addresses the information case information of the country received, as referred to in Section 11 of the paragraph (1), (2) and (3) in the TPKN Rutin Meeting based on the documents obtained and the results of verification of the country's loss documents performed by the TPKN Secretariat as referred to in Article 13 of the paragraph (3).

Article 17
(1) The Secretariat distributes the subject matter to the slowest 5 (five) working days prior to the implementation of the meeting meeting in question.
(2) The case of state loss by TPKN includes:

D. Exit settlement of the stalled and unsettled state loss case;

Section 18
(1) The completion of the resolution of a country loss by TPKN is conducted by the Chairman, Vice Chairman and Member by using the verification results report delivered by the Secretariat as referred to in the provisions of Article 14 of the paragraph (3).
(2) The discharges and decision making on the country ' s loss case are carried out in a TPKN meeting.

BAB V
STATE LOSS CASE CHECK
Section 19
(1) If in a discussion meeting not to be deduced the subject of the discussion as referred to in Article 17 paragraph (2), the Chairman and or Vice Chairman of TPKN may decide to assign a Member or several TPKN Members to perform Follow-up steps are checking the state's loss of the country.
(2) Further review of state loss cases as referred to in paragraph 1:

C.   Conduct coordination and or consultation with the related agencies/ministries;
D.   Conducting data extracts against the warranty property or heirs to the loss of the State;
e.   Other matters for the purpose of settlement of state losses in accordance with the decision of the TPKN meeting.

Article 20
(1) Further Assignment as mentioned in paragraph (1) is exercised under the TPKN Chairman's Task Force.
(2) The assignment to the Members or Members of the TPKN as referred to in Article 19 of the (1) most days is 30 (thirty) days.
(3) The slowest 7 (seven) days after the end of its term, the Team as referred to in paragraph (1) is required to report its work to the TPKN Chairman.

Section 21
(1) In case there is a case of a loss of state in the Indonesian Representative or the Foreign Ministry Working Unit whose research, verification and examination of the case cannot be performed by TPKN because of its relative value small, consideration of budget efficiency, task execution speed, resource deficient, Chairman of TPKN can form Team Ad Hoc.

Section 22
(1) Execution of Team Ad Hoc tasks based on the Assignment Letter of Secretary General.

Section 23
(1) TPKN delivers the results of the research and verification of the case of the country ' s loss as referred to in Article 20 paragraph (5) and Article 22 of the paragraph (3) to the Minister of Foreign Affairs through /> B. Job execution progress;
C. Proof of receipt of payment for the progress of the work already implemented;
D. The handover is a job;
e. Proof of physical examination of the work.

Section 14
(1) Secretariat meregister cases that enter as per law.
(2) The Secretariat is verifying and making a report on the completeness of the country ' s loss report file that TPKN received.
(3) The Secretariat is compiling a report of verifica results of the research as referred to in the letter a above to the Minister of Foreign Affairs through the Secretary-General in order to be asked for his arlings.
(2) In terms of the results of the study referred to be approved by the Minister of Foreign Affairs, the Secretary of State or the Secretary General on behalf of the Minister of Foreign Affairs conveying the results of the research and the request to the Financial Examiner ' s Agency and/or the Ministry of Finance pursuant to the claim of the country ' s loss as referred to in the provisions of Article 31 of the paragraph (2) and the paragraph (3).
(3) In the BPK declaring a State loss case against the treasurer has expired or consideration of the BPK and the Minister of Finance stated that the case of the State's loss against civil servants is not treasurer/other officials can recommended its removal due to expiry, the Minister of Foreign Affairs may ask the Finance Minister to publish a Decree on the Elimination of the State ' s loss case due to expiry.
(4) Foreign Ministers report the completion of the State's loss due to the loss of the deadline (expiry) to the Financial Examiner's Agency no later than 60 (sixty) days after the completion of the country's loss in question.

Article 33
The removal of the State Debt that comes from the conditional or absolute Rugi Recharges is exercised under applicable law.

BAB IX
TPKN MEETING
Section 34
(1) TPKN holds a state loss case meeting at least 1 (one) times every 3 (three) months.
(2) TPKN meeting is led by the Chairman or Vice Chairman if the Chairman is impeded.

Section 35
(1) The meeting quorum is stated to be reached when attended by 50% + 1 Member.
(2) In the event of a TPKN meeting that is the decision to make a decision to resolve the resolution of a country's loss but not quorum, the meeting is postponed to no later than 5 (5) business days.
(3) If the second meeting after the delay as contemplated in verse (2) also does not reach the quorum, the opinion of the TPKN member is written in writing.

Section 36
TPKN meeting agenda includes:
1. Coordination and evaluation of TPKN performance;
2. Discontinue the case of the resolution of the country ' s loss;
3. The charge of the objection or appeal of the country ' s loss in charge;
4. Other matters according to the Foreign Minister 's instructions along relating to the country' s loss case.

Section 37
(1) Based on the Secretary ' s direction, the Secretariat prepares the entire completeness and the administration of the meeting.
(2) The invitation and meeting agenda is delivered to a meeting of at least 3 (3) business days prior to the performance of the meeting.

Section 38
(1) The Secretary is a meeting node who is obliged to record all talks in a TPKN meeting.
(2) The Secretariat helps the Secretary prepare documentation and meeting notulen.
(3) Notulen meeting is delivered to TPKN meeting participants at the next meeting time.

Section 39
(1) It is essentially a decision making in TPKN based on deliberations and mufakat.
(2) If the agreement is not reached in a TPKN meeting, the decision is made on the basis of the votes (votes).
(3) The decisions taken by TPKN in meeting both with deliberations and mufakat and voting (the most votes) are Team Decision and performed under the provisions of laws, obyektifity and Compliance.

BAB X
OTHER PROVISIONS
Section 40
If in the settlement of loss of State there are matters related to the discipline of the Ministry of Foreign Affairs in the Ministry of Foreign Affairs, then TPKN can forward the issue to the officials of the employment of the Public Service.

Section 41
(1) In terms of settlement of the case of the loss of the country unactionable, the Secretary reported to the Chairman/Vice Chairman and proposed to bestow the affairs of the case of the country's loss to the Committee on Foreign Affairs of the State (PUPN) through the State Wealth Services Office and Lelang Jakarta I (KPKNL) as per the applicable provisions.

BAB XI
CLOSING PROVISIONS
Section 42
At the time the Ordinance of the Minister came into effect, the Foreign Minister Regulation No. 03 /A/KU/VII/2007/o2 BAB IV which set about the State Loss Settlement Team (TPKN) was declared revoked and does not apply anymore

Section 43

a.   Reexamine the supporting documents to ensure it returns:
1) The time of occurrence and or time of known loss of State meets the terms as set forth in the laws of the laws;
2) The terms of the prosecution process, including logging, billing, assignment, and other State loss settlement processes;
(3) The absence of any acts against the law either intentionally or negligand that the resulting loss of a State's loss is intended.
4) The completion of supporting documents against the State ' s loss case is referred to.
