No. 2 YEAR 2013
ABOUT
EDUCATION EVALUATION AND PASSWORD TRAINING GUIDELINES

WITH THE GRACE OF THE ALMIGHTY GOD

HEAD OF THE STATE PASSWORD AGENCY,

Weigh: a.  that evaluation is an important component that can be used as one of the tools or means to establish the level of success of education and training in achieving a set goal;
B.  that evaluation can be used as a feedback in the improvement of educational and training programs;
c. that on the basis of consideration as the letter a and b, need to establish the Rule of the Head of State Password on the Educational Evaluation Guidelines and the Password Training;

Given: 1.   Government Regulation No. 101 Year 2000 on Education and Training of the Office of Civil Servers (State Of The Republic Of Indonesia 2000 Number 198, Additional Gazette Republic of Indonesia Number 4019);
2. Rule of the Head of State Password Number HK.101/PERKA.137/2007 Year 2007 on the Guidelines of Governing Education and Functional Training Sandiman;
3. Rule of the Head of State Password Number HK.101/PERKA.289/2007 Year 2007 on Education and Password Training;
4. Rule of the Head of State Password Number 3 of 2010 on the Guidelines for Primary Training and Basic Sandiman Training;
5. State Code Head Regulation No. 4 of 2010 on the Guidelines for Training and Training Sandiman;
6. State Code Chief Regulation No. 5 of 2010 on the Guidelines for Training and Functional Training Operators of Password Transmission;
7. Country Code Head Regulation No. 8 of 2010 on the Accredited Hosting Guidelines and the Password Certification Guidelines in the Government Instancy Environment;
8. State Code Head Regulation No. 13 of 2012 on the Guidelines for Advanced Education and Advanced Sandiman Training;

DECIDED:

Set: A STATE PASSWORD AGENCY HEAD REGULATION ON EDUCATION EVALUATION GUIDELINES AND PASSWORD TRAINING.

BAB I
UMUM CONDITIONS
Section 1
In this Regulation, which is referred to:
1. Evaluation is a systematic process of assessment in gathering, analyzing, and interpreting information to know the success rate of execution.
2. Education and Password Training that is next called Diklat Password is the process of teaching teaching in the Persandian field in order to improve the ability of the Government's Instancy employees.
3. The Evaluation Instrument is a device to measure the results of an activity that includes aspects of knowledge, skills and attitudes.
4. Evaluation indicator is a fact that can be made a guide or description in the execution of evaluation activities.
5. Participants Diklat is a human resource that follows education and training.
6. Widyaiswara is a functional position given to civil servants with the task of educating, teaching and/or training in full on educational and training units.
7. The Fasilitator is a specific and functional structural or functional official that is given an additional task of educating, teaching and/or training fully in the hosting of education and training.
8. Organizing Diklat is the party that organizes educational and training activities.
9. Curriculum is a dilated eye device taught at the educational institution.
10.PembiEnriis is everything related to the cost of the holding of the dilat.

BAB II
INTENT AND PURPOSE
Section 2
(1) The laws of the Head of the State Password Institution are intended to provide guidelines for the organizers of the organizers of the Passcode in implementing the Passed Password evaluation.
(2) The organizer of the organizer Diklat Password as referred to in paragraph (1), has been accredited and complied with other terms under applicable law.

Article 3
The purpose of this regulation to provide the same understanding and as a reference to the mindset, pattern of attitude and pattern of action for the institution of the organizers of the organizer Diklat Password in performing the evaluation of the Passed Password for the sake of the dilation results optimal, effective and efficient.

BAB III
ASAS
Section 4
Every evaluation is implemented based on asas:
a. Eligibility, meaning all evaluation activities are concerned with the resources available, so that it can be properly executed and deserves to continue.
b. Clearly, the meaning of all evaluation activities is done in light, as a matter of fact, done with firm steps and does not produce anything ambiguous.
c. Significous, meaning that all evaluation activities are measured from important things and produce something important and meaningful.
d. Etis, meaning all evaluation activities are exercised by holding an ethics applicable and in accordance with the organizational culture.
e. Obyetivity, meaning the evaluation process is based on real facts and data and the method is clear.
f. Valid, meaning information or data used as an evaluation material may be responsible for the truth.

BAB IV
EVALUATION
Section 5
Evaluation of the Password is executed against:
a. Diklat Forming Sandiman;
b. Functional Diklat Password; and
c. Technical Diklat Password.

Section 6
The measures in the evaluation include:
a. preparing and compiling the evaluation design;
B. running an evaluation instrument;
c. collect and analyze the data; and
D. Compile a report.

Section 7
(1) The evaluation design consists of:
a. evaluation object;
B. evaluation purposes;
c. Evaluation instrument;
D. data analysis techniques;
e. evaluation of the evaluation report;
f.   data interpretation;
G. type and form a report; and
h. Reporting techniques.
(2) The design of the evaluation as referred to in paragraph (1), compiled the slowest 5 (five) days prior to the execution of the Password.
(3) The evaluation design as referred to in paragraph (1), is made in accordance with the format in Appendix I which is an inseparable part of the Rule of the Head of the State Code of the Nation.

Section 8
(1) Evaluation Instrument consists of:
a. The questionnaire;
B. Observations;
C. Interview; and/or
D. Triangulate.
(2) The evaluation instrument as referred to in paragraph (1) must have been approved by the authorized official in the evaluation field of the slowest 2 (two) days prior to the execution of the Password Execution.

Section 9
The report content is composed of:
a. Executive Summary;
b. Background;
c. Evaluation description;
d. Data Analysis; and
e. conclusions and Recommendations.

BAB V
EVALUATION OBJECT
Section 10
The Password evaluation object consists of:
a. Participate is at least;
b. Widyaiswara and/or the Fasilitator;
C. Host;
d. Curriculum; and
e. Financing.

Section 11
The dilate evaluation material consists of:
a. calendar dilates;
B. catalog dilates;
c. Module dilates;
d. Large outline of the Teaching Program (GBPP);
e. The Teaching Program Plan (RPP);
f.   teaching materials and airmaterials;
G. selection results are dilated;
h. Staging guidelines are dilated;
i.   letter of teaching statement of teaching;
J.   list the names of Widyaiswara and/or the Fasilitators and eyes dilate;
No, list of Widyaiswara and/or Fasilitators live history, the organizers of the dilates and the participants are dilated;
I.   list the organizers of the organizers of the dilate committee; and
m.another ingredient is adjusting to the type of dilat to be held.

BAB VI
EVALUATION OF THE PARTICIPANTS IN THE LAT
Section 12
(1) Evaluation of dilates covering aspect:
a. control of matter; and
B. Attitude and behavior.
(2) The evaluation of the participants is as referred to in paragraph (1), its assessment is expressed in percentages as set forth in Annex II which is an inseparable part of the Rule of the Head of the State Code of the Country.
(3) Evaluation of the participants in accordance with paragraph (1) in accordance with the format in Appendix III and Annex IV which is an inseparable part of the Rule of the Head of the State Code of the country.

BAB VII
WIDYAISWARA EVALUATION AND FACILITATOR
Section 13
(1) The evaluation of Widyaiswara and the Fasilitator covers the aspect:
a. knowledge;
B. skills; and
C. Attitude.
(2) Evaluation of the Widyaishvara and the Fasilitator as referred to in paragraph (1), its assessment is expressed in percentages as set forth in Annex V which is an inseparable part of the Rule of the Head of the Password This country.
(3) Evaluation of Widyaisvara and the Fasilitator as referred to in paragraph (1) as in the format in Appendix VI which is an inseparable part of the Rule of the Head of the State Code of the Country.

BAB VIII
STAGING EVALUATION
Section 14
(1) The implementation evaluation includes aspects:
a. facility dilates;
B. service; and
c. programs and activities.
(2) The evaluation of the staging as referred to in paragraph (1), as in the format in Appendix VII which is an inseparable part of the Rule of the Head of the State Code of the Country.

BAB IX
EVALUATION OF THE CURRICULUM
Section 15
(1) The curriculum evaluation is implemented as follows:
a.   preparing the curriculum-related materials;
B. conduct a thorough examination of the suitability of teaching activities between the curriculum, module, GBPP, RPP, teaching materials and timelines of dilate; and
c. perform final evaluation of dilates.
(1) The results of the curriculum evaluation as referred to in paragraph (1), reported to the Head of the Cq State Password Agency. Deputy Coaching and Control of Persandian.
BAB X
FINANCING EVALUATION
Section 16
The financing evaluation is carried out as follows:
a. preparing materials related materials;
B. conduct monitoring of financing the financing between planning with the use of the budget; and
c. perform periodic evaluations.

BAB XI
CLOSING PROVISIONS
Section 17
The Head of the State Passphrase Act is effective at the date of the invitation.
