RULES MINISTER ATONEMENT OF THE STATE APPARATUS AND THE REFORM OF THE REPUBLICAN BUREAUCRACY OF INDONESIA

THE FUNCTIONAL POSITION OF THE FEED QUALITY SUPERVISOR AND ITS CREDIT NUMBER

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF THE MINISTER OF STATE APPARATUS AND THE REFORM OF THE BUREAUCRACY OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that in order to meet the demands of progress in the field of surveillance and quality of feed quality, it needs to rearrange the Decree of the Minister of Personnel of Personnel Number KEP/31/M. PAN/3/ 2004 on the Functional Office of the Feed Quality Supervisor and the Number His credit;
B.  that based on consideration as intended in the letter a, it is necessary to establish the Ordinance of the State of Personnel Minister of Personnel and the Bureaucratic Reforms on the Functional Office of the Feed Quality Watchdog and its Credit Number;

establish: REGULATION OF THE MINISTER ' S MINISTER OF STATE AND BUREAUCRATIC REFORM OF THE FUNCTIONAL OFFICE OF FEED QUALITY SUPERVISORS AND CREDIT NUMBERS.

BAB I
UMUM PROVISIONS

Section 1

In Regulation of this Minister, referred to by:
1. The functional position of the Feed Functional Supervisor is a position that has the scope of the task, responsibility, authority to perform the monitoring activities and test quality of the feed in accordance with the laws occupied by the Employee. Civil Country.
2. The Feed Quality Supervisor is a civil servant who is given the duty, responsibility, authority and rights in full by the authorized officials to carry out the monitoring activities and test quality of the feed according to the laws.
3. The Quality Feed Quality Supervisor is a functional official who is in the exercise of his work using certain procedures and work techniques.
4. Expert Level Feed Quality Supervisor is a functional official who is in the exercise of his work based on the discipline, methodology and technique of certain analysis.
5. Feed quality control is an activity that is done to oversee the manufacture and circulation of feed raw materials and feed with the aim of the feed made and circulated meeting the established quality standards.
6. The product development and method of feed quality supervision are activities in the framework of system development and fodder quality supervising methods that include the drafting of the plan and or the concept of guidelines and or the concept of the concept of surveillance methods and or The formulation of the system development and thereferred to in verse (4) and verse (5) are determined based on the number of credit figures specified.

(4) Sub element the principal task of feed the quality of the feed as referred to in paragraph (2) the letter b, consists of:
a. supervision and testing of the feed quality, consisting of:
1) supervision preparation/tester;
2) surveillance;
3) testing;
4) The drafting of the surveillance and testing results report;
5) the application of the Mutu Management System; and
6) perform other activities related to the quality of the feed quality.
B. system development and method, consisting of:
1) system development and supervising methods;
2) system development and testing methods;
3) evaluation of system and monitoring methods and testing;
4) the development of the feed formula; and
5) development of feed/feed material quality standards.
(5) The subelement development of the profession as referred to in paragraph (2) of the letter c, consists of:
a. creation of writing/scientific work in the field of feed quality supervision;
B. translation/distribution of books and other materials in the field of feed quality supervision; and
c. The creation and preparation of information materials in the field of feed quality supervision.
(6) The supporting element as referred to in paragraph (1) letter b, consists of:
a. role as well as in the seminar/workshop in the field of feed quality supervision;
B. educator/trainer in the field of feed quality supervision;
c. Pmgiven consulting/guidance in the field of feed quality supervision, which is concept;
D. membership in the Team Assessor functional office Assessor Quality of the Feed Quality;
e. Award-winning/service mark;
f. membership in the profession organization; and
G. Another acquisition of the title.
(7) The details of the activities and credit numbers of each element as referred to in paragraph (1) for the Supervising Quality Feed Quality as set forth in Appendix I and to the Supervising Quality of the Expert Level listed in Annex II which is an inseparable part of the Regulation of this Minister.

BAB VI
THE DETAILS OF THE ACTIVITIES AND THE ELEMENTS ASSESSED IN THE GIVING OF CREDIT FIGURES

Section 8

(1) Details of the Skilled Level Feed of Feed Quality activities in accordance with the level of office, as follows:
a. Beginners ' Managing Quality Supervisor:
1. compiling the supervising work plan and the feed/package materials test;
2. prepare sampling equipment according to the specified method;

B. Executor Quality Supervisor:
1. compiling the supervising work plan and the feed/package materials test;
2. oversee the production process/packaging of feed/feed materials (concentrates);
3. perform selection and spawn of green seed/seed;
4. Keep an eye on and guide the worker on the soil processing process;
5. Keep an eye on and guide the worker on the planting process, cutting, and bleaching of feed greening;
6. overseeing the feed production process (preparation, removal, and casting of the green particle size);
7. perform mechanically abusive fat extrusion in order to test water levels/rough/gray-fat levels/ Acid Detergent Fiber (ADF)/Neutral Detergent Fiber (NDF);
8. perform a crude fiber extraction/Acid Detergent Fiber (ADF)/Neutral Detergent Fiber (NDF) in order to test rough water/rugged fat/fat fibers/ Acid Detergent Fiber (ADF)/Neutral Fiber detergent (NDF);
9. perform destruction in order for free protein levels/nitrogen/nitrogen/total volatile nitrogen base;
10. Manually distilled in order for free protein levels/nitrogen/free nitrogen/total nitrogen base nitrogen;
11. create a titran solution in order for free protein/nitrogen/free protein levels/totals volatile nitrogen base;
12. perform titration in order of free protein levels/nitrogen/free nitrogen/total volatile nitrogen base;
13. plan the application of the quality management system;
14. compiling a quality management system document;
15. Review the quality of the quality management system document;
16. do management rework;
17. Fix management rework results;

21. perform a feasibility assessment of the data calculation of the test results;
22. conduct a feasibility assessment of the overall feed analysis results;
23. conduct an arbitration testing/appeal testing evaluation;
24. conduct estimation of uncertainty measurements in testing;
25. perform the interpretation of the sample test results (from the field);
26. compiling a test result recommendation;
27. create quarterly report of surveillance results or testing;
28. create annual report of surveillance results or testing;
29. plan the application of the quality management system;
30. compiling a quality management system document;
31. Review the quality of the quality management system document;
32. do management rework;
33. Fix management rework results;
34. carry out an internal audit;
35. Fix internal audit results;
36. Fix the survailen results;
37. act as auditee (audited);
38. analyze the internal calibration results of the laboratory equipment;
39. make recommendation of the lab equipment calibration results;
40. perform inventory inventory report in order of investigation activities;
41. report the results of the report 's inventories to the inquiry' s superiors;

Section 9

Section 10

The assessment of the task execution credit figures as referred to in Article 9 is set as follows:
a. Feed Quality Supervisors werform validation of heavy mineral/heavy metal testing methods;

14. Analysing sample test results in order of mikotoxsin screening/ Meat Bone Meal (MBM)/ salmonella/ material risk using Elisa Reader;
15. perform the validation of the mikotoxsin testing method/ feed additive/feed suplement/amino acids/residu;
16. perform a ity, the rank of Class I, the space group. III/d and for the Superintendent of the First Feed Quality, the rank of Young Penata, class III/a to the Superintendent of Feed Quality Madya, the rank of Pembina, the IV/a space group in the Ministry of Agriculture environment.
C. Section 18

Section 19

(5) The terms to be a Member of the Assessor Team, are:
a. The highest rank in the position/rank of the Supervising Quality of the Feed Quality is available.

c. active performing judgment.
(6) If the number of members of the Assessor Team as referred to in paragraph (4) cannot be met with the Supervising Quality Supervisor, may be appointed from other Civil Servers who have the competence to assess the performance achievement of the Supervising Quality of the Quality of the Service.

Section 20

(1) If the Provincial Assessor Team has not been formed, the assessment of the Feed Quality Supervising work achievement may be requested to the nearest Provincial Assessor Team or the Ministry Assessor Team.
(2) If the District/City Assessor Team cannot be formed, the assessment of the Feed Quality Control figures can be asked to the nearest other City/City Assessor Team, the Provincial Assessor Team in question, or the Ministry of Agriculture Assessor Team.
(3) The formation and arrangement of Team Members of the Assessor are set by:
a. Secretary General of the Ministry of Agriculture for the Central Assessor Team.
B. Echelon II officials are aiming at the quality of feed quality in the Ministry of Agriculture for the Ministry's Assessor.
C. Echelon II officials are leading the provincial feed quality control to the Provincial Assessor Team.
D. Echelon II officials are leading the county/City feed quality oversight to the Kabupaten/ City Assessor Team.

Section 21

(1) The term of a member of the Team of Assessor for 3 (three) years and may be reappointed for the next term.
(2) Civil Servants who have been a member of the Assessor Team in 2 (two) consecutive terms, can be reappointed after surpassing the term of 1 (one) term.
(3) In the event that there is a Member of the Assessor Team to be assessed, the Chairman of the Assessor Team can lift the replacement Member Team Members.

Section 22

The layout of the Assessor Team and the layout of the assessment are set by the Minister of Agriculture as the Chairman of the Functional Office of the Functional Office Supervisor.

The Third Part

Section 23

The Feed Quality Supervisor ' s Assignment Proposal is submitted by:
a. Section 33

a. 25% (twenty-five percent) of credit rates required for higher rank increases and are recognized as the principal task of the PAK, for the Exemplary I National award.
B. 15% (fifteen percent) credit numbers are required for higher rank increases and are recognized as the principal task in the PAK, for the Provincial I Award of the Province award.

CLOSING

Section 38

The provisions of the implementation of the Regulation of the Minister are further set up by the Minister of Agriculture and the Head of the State Personnel Agency.

Section 39
