THE MINISTRY OF ENERGY AND THE MINERAL RESOURCES

WITH THE GRACE OF THE ALMIGHTY GOD

THE MINISTER OF ENERGY AND MINERAL RESOURCES OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that in order to increase the effectiveness of the implementation of the duties and functions of the Ministry of Energy and Mineral Resources, it needs to fine-tune the Regulation of the Minister of Energy and Mineral Resources No. 18 of 2010 on the Organization and the Ministry of Work Energy and Mineral Resources;
B.   that under consideration as intended in the letter a, it is necessary to establish the Regulation of the Minister of Energy and Mineral Resources on the Changes to the Regulation of the Minister of Energy and Mineral Resources No. 18 of 2010 on the Organization and the Tata Work of the Ministry of Energy and Mineral Resources;
Remembering: 1.   Law No. 39 of 2008 on the Ministry of State (State of the Republic of Indonesia 2008 No. 166, Additional leaf of the Republic of Indonesia Indonesia Number 4916);
2. Presidential Regulation No. 47 of 2009 dated November 3, 2009 on the Establishment and Organization of the Ministry of State as amended last several times with the Presidential Regulation No. 91 of 2011 (State Sheet of the Republic of Indonesia) 2011 No. 141);
3. Presidential Regulation No. 24 of 2010 dated 14 April 2010 on Occupation, Duty, and Functions of the Ministry of State as well as Susunan Organization, Tasting, and Functions of the Ministry of State as it has been several times amended by Presidential Decree Number 38 Of 2013 (sheet Of State Of The Republic Of Indonesia Year 2013 Number 90);

5. Regulation of the Minister of Energy and Mineral Resources No. 18 of 2010 on the Organization and the Working Governance of the Ministry of Energy and Mineral Resources (State News of the Republic of Indonesia 2010 No. 552);

Note: Minister of Personnel Minister of Personnel and Bureaucratic Reform Number B/2160/M. PAN-RB/6/ 2013 dated June 25, 2013, the arrangement of the Organization and the Working System as well as the establishment of UPT in the environment of the Ministry of ESDM;

DECIDED:
SET: THE REGULATION OF THE MINISTER OF ENERGY AND MINERAL RESOURCES ON CHANGES TO THE REGULATION OF ENERGY MINISTER AND MINERAL RESOURCES NUMBER 18 OF 2010 ON THE ORGANIZATION AND THE WORKING ORDER OF THE MINISTRY OF ENERGY AND MINERAL RESOURCES.

Section 1
Some of the provisions in the Regulation of the Minister of Energy and Mineral Resources No. 18 of 2010 on the Organization and the Working Governance of the Ministry of Energy and Mineral Resources (State News Indonesia 2010 Number 552), were changed as following:
1. In between Section 1 and Section 2 of the following section 1 (one) section, Section 1A thus reads as follows:
Section 1A
In leading the Ministry of Energy and Mineral Resources, the Minister of Energy and Mineral Resources as referred to in Article 1 of the paragraph (2) is assisted by the Deputy Minister of Energy and Mineral Resources.

2. In between BAB I and BAB II are inserted 1 (one) BAB, which is BAB IA so it reads as follows:

DEPUTY MINISTER OF ENERGY AND MINERAL RESOURCES
Section 3A
The Deputy Minister of Energy and Mineral Resources as referred to in Article 1A is below and is responsible to the Minister of Energy and Mineral Resources.

Section 3B
The Deputy Minister of Energy and Mineral Resources has the task of assisting the Minister of Energy and Mineral Resources to lead the implementation of the task of the Ministry of Energy and Mineral Resources.

Section 3C
The scope of the field of the Vice Minister of Energy and Mineral Resources as referred to in Article 3B, namely:
a.   assisting the Minister of Energy and Mineral Resources in the formulation and/or implementation of the policies of the Ministry of Energy and Mineral Resources; and
B.   assist the Minister of Energy and Mineral Resources in coordinating the achievement of cross-unit strategic policy of eselon I organizations in the Ministry of Energy and Mineral Resources environment.

3D section
The details of the task as referred to in Section 3C, include:
a.   assisting the Minister of Energy and Mineral Resources in the decision-making process of the Ministry of Energy and Mineral Resources;
B.   assist the Minister of Energy and Mineral Resources in carrying out work programs and performance contracts;
c. provide a recommendation and consideration to the Minister of Energy and Mineral Resources related to the execution of the duties and functions of the Ministry of Energy and Mineral Resources;
D.   carrying out the control and monitoring of the execution of the duties and functions of the Ministry of Energy and Mineral Resources;
e.   assist the Minister of Energy and Mineral Resources in assessment and assignment of office in the Environment of the Ministry of Energy and Mineral Resources;
f.   carrying out bureaucratic reform control in the environment of the Ministry of Energy and Mineral Resources;
G.   representing the Minister of Energy and Mineral Resources at specific events and/or lead the meeting in accordance with the assignment of the Minister of Energy and Mineral Resources;
h.   carry out other tasks provided by the Minister of Energy and Mineral Resources; and
i.   in certain matters, the Deputy Minister of Energy and Mineral Resources carries out a special task given directly by the President or through the Minister of Energy and Mineral Resources.

3. The provisions of Section 4 are amended so that the following reads as follows:

The Ministry of Energy and Mineral Resources consists of:
a.   General Secretariat;
B.   The General Directorate of Petroleum and Earth Gas;
C.   The Directorate General of Fame is tricalized;
D.   Directorate General of Mineral and Coal;
e.   Directorate General of New Energy, Renewable Energy, and Energy Conservation;
f.   Inspectorate General;
G.   Geologic Body;
h.   Energy Research and Development Agency and Mineral Resources;
i.   Body of Education and Energy Training and Mineral Resources;
J.   Expert Staff of Institutional and Strategic Planning;

4. The provisions of Article 8 are changed so that it reads as follows:

D.   Legal Bureau; and
e.   General Bureau.

The Sixth Part
Law Bureau
Section 66
The Bureau of Law has the task of carrying out coordination and drafting of laws, legal suppressors, and legal aid.
Section 67
In performing the duties as referred to in Article 66, the Bureau of Law organizes functions:
a.   coordination of the execution of laws, suppressors and legal considerations, and legal assistance;
B.   the drafting of the laws, as well as the management of legal documentation and information;
c. implementation of the suppressor and legal considerations; and
D.   execution of legal aid.

Section 68
The Legal Bureau is comprised of:
a.   Section I:
B.   Section II of Laws II;
C.   Legal Willingness:
D.   Legal Assistance section; and
e.   Functional Office Groups.

Section 69
The Drafting Section of Laws I has the task of carrying out the preparation of coordination and drafting of laws in the fields of petroleum and gas, fame, new energy, renewable energy, and energy conservation.

Section 70
In performing the tasks referred to in Section 69, the Governing Section of the Law organates functions:
a.   the preparation of the coordination materials and the drafting of the laws in the field of petroleum and gas;
B.   the preparation of coordination materials and the preparation of laws in the field of composure; and
c. The preparation of coordination materials and the drafting of laws in new, renewable, energy and energy conservation fields.

Section 71
The Applicable I will consist of:

Section 72

(2) The subpart of the drafting of the Provisions Laws has the task of conducting the preparation of coordination materials and the drafting of laws in the field of notoriality.
(3) The subpart of the drafting of New, Renewable Energy, and Energy Conservation laws has the task of conducting the preparation of coordination materials and the drafting of laws in new, renewable, and conservation areas of energy energy.

Section 73
The Drafting Section of Law II has the task of carrying out the preparation of coordination and drafting of the laws in the fields of minerals and coal, geology, and support and the management of documentation and legal information.
Article 74
In performing the tasks referred to in Section 73, the Governing Section of the Law II organizes functions:
a.   the preparation of coordination materials and the drafting of the laws in the fields of minerals and coal, as well as the management of legal documentation and information; and
B.   the preparation of coordination materials and the preparation of laws in the field of geology and scope of the duties of the General Secretariat, the Inspectorate General, the Agency for Energy and Mineral Resources and Mineral Resources, and the Research and Development Agency Energy and Mineral Resources.

Section 75
The section of the order of the Law will consist of:
a.   Subsections Drafting Mineral and Batubara laws; and
B.   Subsections Drafting Geologic And Pensuction Laws.

Section 76
(1) Subsection of the drafting of Mineral and Coal laws has the task of conducting the preparation of coordination materials and the preparation of laws in the fields of minerals and coal, as well as management of documentation and information laws.
(2) The subsection of the drafting of the Geology and the Alignment has the task of the preparation of coordination materials and the drafting of laws in the field of geology and the scope of the duties of the General Secretariat, Inspectorate General, Agency Education and Energy Training and Mineral Resources, and the Energy and Energy Development and Mineral Resources Research and Resource Agency.

Section 77
The Law of the Law has the task of carrying out the preparation of coordination, suppressant, and legal considerations.
Section 78
In performing the duties as referred to in Section 77, the Legal Penelaahan Section organizes functions:

Section 80
(1) The Sub-section of Petroleum and Gas Law Enforcement has the task of conducting co-ordination, suppressor and legal considerations in the field of petroleum and gas.
(2) Subsection of the Suppression Law of the Law, New Energy, Renewable Energy, and Conservation of Energy have the task of conducting coordination, suppressor and legal considerations in the field of calm, new, renewable energy, and conservation. energy.
(3) Subsection of Mineral Law, Batubara, and Geology have the task of conducting co-ordination, suppressor and legal considerations in the fields of minerals, coal, and geology.

Section 81
The Legal Aid section has the task of carrying out the coordination of coordination and the granting of legal aid.
Article 82
In carrying out the duties as referred to in Article 81, the Legal Assistance Section organizes functions:
a.   the preparation of coordination materials and the granting of legal assistance in the field of petroleum and gas;

(1) The Subsection of Petroleum and Gas Law Assistance has the task of conducting the preparation of coordination materials and the granting of legal assistance in the field of petroleum and gas.
(2) Sub-sections of the aid of the Law, New Energy, Renewable Energy, and Conservation of Energy have the task of conducting the preparation of coordination materials and the granting of legal assistance in the field of notoriality, new energy, renewable energy, and energy conservation. as well as the Bureau's business plan.

(3) Subpart of the Order of the Secretary General has the task of conducting the preparation of the coaching materials and the management of the business of the Ministry of Energy and Mineral Resources, as well as the management of the business of governance of the Secretary General.
(4) Subsection of the Expert Staff Tata Business has the task of managing the business governance of the Expert Staff.
(5) The Kearsipan Subsection has a task of conducting the preparation of the construction materials and the maintenance of the Ministry of Energy and Mineral Resources.

7. The provisions of Article 93, Section 94, Section 95 are amended so that it reads as follows:

a.   implementation of the Minister of Energy and Mineral Resources;
B.   Implementation of the Ministry of Energy and Mineral Resources, the Secretariat General, and the Expert Staff, as well as the investigation of the development materials of the Ministry of Energy and Mineral Resources; and

The Protocol part consists of:
a.   Subsections of the Minister Protocol;

Section 95
(1) The Subsection of the Protocol of the Minister has the task of committing to the protocolts of the Minister of Energy and Mineral Resources.
(2) Subsection of the Deputy Minister Protocol and the General Secretariat have the task of conducting the administration of the Deputy Minister of Energy and Mineral Resources, the General Secretariat, and the Expert Staff, as well as the preparation of the Ministry for the Development of the Ministry Energy and Mineral Resources.

(2) Subfields of Management of Mineral Data, Coal, New Energy and Renewable Energy, Electricity, and Geology have the task of conducting the preparation of mineral data, coal, new energy, renewable energy, energy conservation, electricity, and geology.

Section 900.
Analysis and Evaluation of Strategic Data has the task of carrying out the investigation and evaluation of the strategic data of oil and gas and gas, minerals, coal, new energy, renewable energy, energy conservation, electricity, and geology.

Section 901
In carrying out the task as referred to in Section 900, the Strategic Data Analysis and Evaluation Fields host functions:

(2) Subfield of Analysis and Evaluation of the Strategic Data Minerals, Coal, New Energy and Renewable Energy, Electricity, and Geology have the task of conducting the investigation of the analytical materials and evaluation of the strategic data of minerals, coal, new energy, renewable energy, Conservation of energy, electricity, and geology.

Section 904
The field of Information Technology has the task of carrying out the utilization and application of, as well as the management of energy information systems and mineral resources.

Section 905
In carrying out the task as referred to in Section 904, the Information Technology Field organizes functions:
a.   the preparation of the development and utilization study materials, plan formulas and management programs, implementation of the application and utilization of information systems technology, and communication networks; and
B.   The preparation of the maintenance, evaluation and preparation of the technical policy of the application and the integration of the management information system, as well as the communication network system.

Section 906
The Information Technology consists of:
a.   Subfields of Planning and Information Technology Information; and
B.   Subfield of Control and Evaluation of Information Technology.

Section 907
(1) The Subfield of Planning and Information Technology Information has the task of conducting development and utilization studies, plan formulas and management programs, implementation of the application and utilization of information technology, as well as communication networks.
(2) The Subfield of Control and Evaluation of Information Technology has the task of conducting the maintenance, evaluation and preparation of norms, standards, application criteria and integration of the management information technology, as well as the communication network system.

The Third Part
Functional Position
Section 908
(1) Functional Office Group on the Data Center and Energy Information Technology and Mineral Resources consists of Computer Pranata, Statistisi, and other specific functional positions.
(2) The Functional Position Group as referred to in paragraph (1) has the task of performing activities under the functional office of each according to the provisions of the laws.

Section 909
(1) The Functional Position Group consisting of a specific Functional Position is divided into a variety of groups according to the field of expertise.
(2) Each Functional Position group as referred to in paragraph (1) is coordinated by a Functional Officer appointed by the Head of the Center.
(3) The number of Functional Officials as referred to in paragraph (1) is determined in accordance with the needs and workload.
(4) The type and type of Functional Title as referred to in paragraph (1) are specified in accordance with the provisions of the laws.

Article 931A
(1) The Public Communication Center is below and is responsible to the Minister of Energy and Mineral Resources through the Secretary General.
(2) Coaching administrative and functional technical to the execution of the duties and functions of the Center for Public Communication is conducted by the Secretary General.
(3) The Public Communication Center is headed by the Head of the Centre.

Paragraph 931B
The Center for Public Communication has the task of carrying out information dissemination of information and publications, agency and media relations, documentation and analysis of energy field news and mineral resources.

Article 931C
In carrying out the duties as referred to in Article 931B, the Public Communication Center organizes functions:
a.   coordination of the public communications of the Ministry of Energy and Mineral Resources;
B.   Drafting of the technical policies, plans and public communications programs of the Ministry of Energy and Mineral Resources;
c. The delivery of public policy, strategy and program as well as explanation and respond to issues and public issues as a spokesperson for the Ministry of Energy and Mineral Resources;
D.   implementation of information services, publications, and exhibitions;
e.   The execution, the relationship of the agency and the media;
f.   management of documentation, and analysis of news, public opinion, and strategic issues of the energy sector and mineral resources, as well as library management; and
G.   The administration of the Public Communication Center.

The Public Communication Center consists of:
a.   Parts of Business; and
B.   Functional Position Group.

Section 1E
The Tata Business Administration has the task of carrying out the preparation of coordination and drafting of plans, programs, budgets, financial administration, and the implementation of employment, household, firm, legal, and kearsipan.
Article 931F
In carrying out the task as referred to in Section 1E, Section of the Effort organizes functions:
a.   coordinate and setup of planning, programs, and budgeting, execution of financial administration, and the preparation of monitoring materials, evaluation and reporting of activities of the activities of the Public Communication Center; and
B.   Employment, household, entrepreneurship, law, and kearsipan.

(1) The Business and Plan (s) for the purpose of evaluating the Program, including, without, the following: Public Communication Center.

(1) Functional Office Group on Public Communication Center consists of Pranata Humas, Libraries, and other specific Functional Posts.
(2) The Functional Position Group as referred to in paragraph (1) has the task of performing activities under the functional office of each according to the provisions of the laws.

(1) The Functional Position Group consisting of a specific Functional Position is divided into a variety of groups according to the field of expertise.

12. The provisions of Article 948 are changed so that it reads as follows:

(1) The organizational structure of the Ministry of Energy and Mineral Resources and organizational units under the Ministry of Energy and Mineral Resources are listed in Appendix I to the Attachment of XII, and are an inseparable part of The rules of this minister.
