Section 4
The completeness of the requirements as referred to in Article (3) includes:
a.   photocopy of the resident tag card (KTP) which still applies;
B.   The last photocopy of the certificate is legalized by the authorized officer;
c. letter of loyal statement to Pancasila as the basis of the State, the Basic Law of the State of the Republic of Indonesia in 1945, and the ideals of the Proclamation of 17 August 1945;
D.   statement of statement not to be a member of the political party at least 5 (five) years;
e. Health Care Letter from the Puskesmas or local Hospital;
f. The letter of the affidavit is sufficient to have been criminalised in accordance with a court ruling that has obtained a legal force for committing a criminal offence under a prison criminal 5 (five) years or more;

BAB III
FORMATION AND POSITION
Section 5
(1) To carry out elections of members of the DPR in the constituency of the Special Region of Jakarta Capital include the Municipality of Central Jakarta, Foreign Affairs, and the Municipality of South Jakarta, abroad formed PPLN in any Republican Representative. Indonesia.

BAB IV
DUTIES, AUTHORITY, AND OBLIGATIONS
Section 7
The duty, authority, and obligations of PPLN are:

c. announce a provisional voter list, perform an improvement of voter data on the basis of input from Indonesian society abroad, announce a list of voter improvement results, as well as set a permanent voter list;

e.   execute the election stage of the Election set by the KPU;
f.   conduct the recapitulation of the sound counting results of the entire TPSLN in its work area and the result of the vote by post;
G.   announces the results of the counting votes of the entire TPSLN in its work region;
h.   submitted event news and certificate of results counting votes to the KPU;
i.    keeping and securing sound box integrity;
J.    conduct an evaluation and make a report of each stage of the Election in its work area;

Section 8
The task, authority, and obligations of the KPPSLN are:
a.   announces a fixed voter list on TPSLN;
B.   submitted a fixed list of voters to the witnesses of the Election participants present and the Foreign Election Supervisor;
c. carrying out voting and voting counting on TPSLN;
D.   announces the results of a vote count on TPSLN;
e. followed up with the immediate findings and reports delivered by witnesses, the Regents of Foreign Elections, Election participants and the public on the day of the vote;
f.    secure the ballot box after the counting of the vote;
G. make news of the voting event and vote count, as well as make a sound counting certificate and be obliged to hand it over to the witnesses, Election participants present and the Regents of the Foreign Elections;
h.   submitted the results of the counting votes and the certificate of results counting votes to PPLN;
i.   carry out the duties, authority, and other obligations provided by the KPU in accordance with the laws of the laws; and
J.    carry out the duties, authority and other obligations provided by the legislation.

BAB V
Membership
Section 9
(1) PPLN membership of 5 (five) persons is from the representatives of the Indonesian public, which consists of:
a. 1 (one) the member of the co-chair; and
B. 4 (4) member people.
(2) The Chair of PPLN is selected from and by members of the PPLN.
(3) Members of PPLN are appointed and dismissed by the KPU on the proposal of the Chief Representative of the Republic of Indonesia in accordance with its work area.
(4) PPLN is assisted by the PPLN Secretariat.

Article 10
(1) The Secretariat of PPLN as referred to in Article 9 of the paragraph (4), consists of 2 (two) persons chosen from the Civil Service of the Representative Office of the Republic of Indonesia in Foreign Affairs.
(2) 2 (two) of the PPLN Secretariat people as referred to in paragraph (1) have the task:

Section 11

REQUIREMENTS
MEMBERS PPLN AND KPPSLN
Section 3
The condition for being a member of PPLN and KPPSLN is as follows:
a.   the citizen of the Republic of Indonesia;
B.   at least 25 (twenty-five) years old;
c. faithful to Pancasila as the basis of the State, the Basic Law of the State of the Republic of Indonesia in 1945, and the ideals of Proclamation 17 August 1945; Member of the KPPSLN as referred to in Article 11 paragraph (1), 2 (two) persons are selected from the personnel of the Representative Office of the Republic of Indonesia in Foreign Affairs for the handling of security and order at TPSLN.

Section 13
The condition for being a member of PPLN and KPPSLN is as follows:
a.   nationals of Indonesia;
B.   at least 25 (twenty-five) years old;
c. faithful to Pancasila as the basis of the state, the Basic Law of the State of the Republic of Indonesia in 1945, and the ideals of the Proclamation 17 August 1945;
D.   have integrity, strong personal, honest, and fair;
e. not to be a member of a political party declared by a valid waiver or at least 5 (five) years no longer a member of the political party as evidenced by a letter of testimony from the political party administrator. in question;
f.    Domiciled in the work area of PPLN and KPPSLN;
G.   healthy physical and spiritual;
h.   can read and write in the Indonesian language; and
i. never been convicted of a prison sentence based on a court ruling that has obtained the force of a fixed law for committing a criminal offence threatened with a prison criminal 5 (five) years or more.

Section 14
The PPLN task begins at least 6 (six) months before polling day, and ends 2 (two) months after the polling day.

Section 15
The KPPSLN ' s task begins at least 1 (one) months before polling day and ends 1 (one) months after the polling day.

BAB VI
WORK LAYOUT
The First Part
Foreign Election Committee
Section 16
(1) The PPLN chairperson task is:
a.   lead the activities of PPLN;
B.   invited members to hold a PPLN meeting;
c. oversees KPPSLN activities;
D.   conduct coordination with the parties that are viewed as necessary for the smooth execution of the task;
e.   report on voter registration results and the number of residents to the KPU;
f.    report results of provisional voice counting activities regularly to the KPU;
G. signing event news and recapitulation certificate together with at least 2 (two) members of the PPLN member;
h. to speed up the vote count, send the event news results, sound counting certificates, and resurrender the results of the vote counting via fax or email, or electronic mail to the KPU; and
i. carrying out other activities seen as necessary for the agility of the Election of Elections in accordance with the policies determined by the KPU among others to facilitate the 2014 election participants ' campaign.
(2) If the chairman of PPLN is impeded, his duties may be exercised by one of the members on the basis of an intermember agreement.
(3) The PPLN member task is:
a. assist the PPLN chairman in carrying out the task;
B. exercised duties prescribed by the PPLN chairman;
c. Carry out tasks in accordance with the applicable perinvitation rules; and
D. provide an opinion and advice to the PPLN chairman as a matter of consideration.
(4) In carrying out the task, PPLN member is responsible to PPLN through the chairman of PPLN.

Article 17
(1) The task as referred to in Article 13, executed in the PPLN meeting.
(2) The meeting as referred to in paragraph (1) is exercised in accordance with the purposes of the PPLN chairman's invitation.
(3) The meeting materials/materials are already delivered to the members 1 (one) days before the meeting execution.

Section 18
(1) The PPLN meeting is organized over the member agreement.
(2) Each member is obliged to perform consequent and be responsible for all PPLN meeting results as referred to in paragraph (1).

Article 19
Each PPLN member has the same rights and opportunities to give opinions and suggestions in the meeting.

Article 20
(1) The decision making is essentially done in a deliberation for the mufakat.
(2) If in a meeting of PPLN cannot be taken a decision in deliberation of the assembly, the PPLN chairman takes the decision of the most votes.

Section 21
(1) The PPLN Secretariat task is:
a. assist the execution of PPLN tasks;
B. lead and supervise the activities of the PPLN secretariat;
c. carry out the tasks defined by PPLN; and
D. provide an opinion and advice to the PPLN chairman.
(2) In carrying out the duties of Head of the PPLN Secretariat is responsible to PPLN through the chairman of PPLN.

Section 22
(1) Staff of the PPLN secretariat of technical affairs have the task of preparing the technical staging of the general election of the House of Representatives abroad.
(2) PPLN secretariat staff business, finance, and logistics have the task of setting up all business order, financing, administration, PPLN and financial accountability and the logistics of the Election.
(3) In carrying out the duties of the PPLN secretariat staff are responsible to the Head of the PPLN Secretariat.

Second Part
Foreign Polling Group Organizers
Section 23
(1) KPPSLN chairperson duties in the preparation of holding of the vote and the counting of votes are:
a. provide an explanation of the tasks that should be implemented to KPPSLN members and TPSLN security officers;
B. announces the place and time of staging of the voting;
c. signed a notice/call letter to give the vote to the permanent voters; and
D. lead the activities of the TPSLN setup;
(2) The KPPSLN chairperson duties in the vote on TPSLN are:
a.   lead the activities of KPPSLN;
B.   lead the execution of the voting activities;
c. set the selectors entering the TPSLN;
D.   opening a voting meeting right at 0800 local time;
e.   take the oath/promise of the KPPSLN members and the witnesses present;
f.   make event news and sign additional ballots as much as 2% (two percent), together at least 2 (two) members of the KPPSLN member;
G.   signing the ballot; and
h.   terminate the voting activity at 14:00 local time.
(3) The KPPSLN chairperson duties in the vote counting meeting on TPSLN are:

B.   lead the execution of the vote counting and finish at the TPSLN as well as can be attended by witnesses of the Election participants, Election monitors, election monitors and citizens; and
