REGULATION of the MINISTER of STATE for ADMINISTRATIVE REFORM and REFORM of the BUREAUCRACY of the REPUBLIC of INDONESIA NUMBER 45 2013 ABOUT FUNCTIONAL OFFICE POLICY ANALYST and FIGURES HIS CREDIT with the GRACE of GOD ALMIGHTY the MINISTER FOR ADMINISTRATIVE REFORM of the STATE APPARATUS and the BUREAUCRACY of the REPUBLIC of INDONESIA, Considering: a. that in order the development of professionalism of civil servants in the performance of tasks in the field of research and analysis of public policies and for improving the performance of the Organization will need to set the position of a functional policy analyst;

CHAPTER I GENERAL PROVISIONS article 1 In this ministerial regulation is: 1. 3. Research and Policy Analysis is activities of reviewing and analyzing policy by applying the principles of professionalism, accountability, integrity, efficiency and effectiveness to achieve specific objectives and/or resolve the problems of the public.

f. develop a guidebook about policy;

(2) total number of credits should be collected for promotion/tenure higher level Policy Analysts come from: a. the main elements, the lowest 80% of the amount of the credit allowed the numerals;

b. supporting element, at most 20% of the total number of credits required.

Article 17 (1) a team of Assessors Office functional policy analyst consists of officials of technical elements come from: policy analyst, elements of staffing, functional and policy analyst.

b. a Secretary concurrently members; and c. at least 3 (three) members.

(4) a member of a team of Assessors provincial/district/city on paragraph (2) Letter c, at least 1 (one) person of BKD provincial/district/city. (5) the Secretary of the Assessment Teams as referred to in paragraph (2) letter b, must come from staffing elements.
(6) the conditions for becoming a member of the judging Team, namely: a. held the lowest rank/position/rank in the same policy analyst who assessed;

b. have the expertise and the capacity to assess work achievement policy analyst; and c. can actively do assessments.
(7) if the number of members of the team Evaluator referred to in subsection (2) cannot be met from policy analyst, then team member Appraisers can be lifted from other civil servants who have the competence to assess work achievement policy analyst.
Article 18 (1) When a team Evaluator Instance has not yet been formed, the assessment of credit policy analyst figures can be requested to the team Assessment Center.
(2) if the Assessment Team of the province has not been formed, the assessment of credit policy analyst figures can be requested to the team closest to other Provincial Assessors or Appraisers Center Team.
(3) When a team of Assessors Kabupaten/Kota are not yet formed, assessment of credit policy analyst figures can be requested to the team Evaluator district/city nearby, other provinces nearby, or a team of Assessors.
(4) establishment and Assessment Team members determined by: a. the Penitentiary Administration of State or official Echelon I appointed to the judging Team Center;

b. Central Agency Leadership or officials of the Echelon II designated for Team Evaluator Instance;

c. the provincial Secretary for the provincial team of Appraisers; and d. Secretary Region district/city Assessor for the district/city.
Article 19 (1) the term of a member of a team of Assessors is 3 (three) years and may be reappointed for the next term.

(2) civil servant who has been a member of the judging team in two (2) consecutive terms, can be removed again after going beyond the grace period of 1 (one) time period.
(3) in the event of a member of a team of Appraisers who participated judged, then Chairman of the team of Assessors can lift the team member Appraisers replacement.

Article 26 (1) the appointment of civil servants from other Office into the Office of Policy Analysts may be considered with the following conditions: a. the most suitably low master (S2) of the College at least accredited B, b. the lowest rank of the Stylist, the space III/c;

c. pass the competency test;

d. policy analysis competencies as evidenced from working experience at least 5 years cumulatively;

e. available lineups for the post of policy analyst;

(4) policy analyst who was freed while as stipulated in article 31 of the letter d, can be lifted back into the position of policy analyst in question was reassigned to the unit for research and analysis wing policy.
(5) the appointment back in the position of policy analyst as referred to in paragraph (1), subsection (2), and (3), using the number of the last credit assets and can credit figures plus basic tasks of policy analyst obtained during the liberation.
(6) the appointment back in the position of policy analyst as referred to in paragraph (4) should meet as follows: a. pass the competency test at the level of the position in accordance with its own rank;

b. the highest age 54 (fifty-four) years.
Article 33 temporary Exemption and appointment policy analyst position back as referred to in article 31 and article 32 set by the competent authority in accordance with the applicable provisions.

Article 34 (1) policy analyst who could not reach the target numbers of credit set out in the SKP under 50% sentenced to appropriate discipline and regulations.

CHAPTER XIV ADJUSTMENT (INPASSING) in TERM of CREDIT and NUMBER of article 35 (1) a civil servant at the time of this ministerial regulation has defined and still perform tasks in the field of study and analysis of policies based on the decision of the competent authority can be adjusted (inpassing) into a functional Office policy analyst based on ministerial regulation.
(2) civil servants are adjusted (inpassing) as referred to in paragraph (1), should be qualified as follows: a. the most suitably low master (S2) of College accredited most under B;

b. the lowest rank of level I, the Builder space IV/a;

c. have the competence analysis of policy evidenced from working experience at least 5 years;

d. pass the competency test;

e. the value of work achievement well worth at least within 1 (one) year; and f.  best high old 50 (fifty) years (3) civil servant who has met the requirements referred to in subsection (2), granted credit figures as listed in annex V which are part an integral part of the regulation of the Minister. (4) credit Figures as such in annex V of this regulation of the Minister, apply only once during inpassing.

(5) the implementation of adjustments (inpassing) should be based on the formation of the Office of policy analyst.

(6) the deadline for the implementation of the adjustment (inpassing) at least 2 (two) years after the ministerial regulation is enacted.
(7) the adjustment (inpassing) and the implementation of competence in order to be further regulated by inpassing Instance Constructor.
CHAPTER XVII miscellaneous PROVISIONS Article 36 for the purpose of service of the career and development, policy analyst can be moved into the position of other structural or functional position.

CHAPTER XVIII the CLOSING PROVISIONS Article 37 exercise of the provisions of the regulation of the Minister of State for Administrative Reform and reform of the Bureaucracy is governed more by the head of State and head of the Administrative Agency Bkn.

Article 38 With the enactment of the Ordinance of the Minister of the regulation of the Minister of State for Administrative Reform and reform of the bureaucracy is number 5 in 2012 about Functional Office policy analyst and figures her credit was revoked and declared inapplicable.

Article 39 this Ministerial Regulation comes into force on the date of promulgation.
