THE FUNCTIONAL OFFICE OF POLICY ANALYSTS AND ITS CREDIT FIGURES

WITH THE GRACE OF THE ALMIGHTY GOD

THE MINISTER OF THE COUNTRY ' S MINISTER OF APPARATUS
AND THE REFORM OF THE REPUBLICAN BUREAUCRACY OF INDONESIA,

Weigh: a.  that in the course of the development of the Civil Servants Professionalism in carrying out tasks in the field of study and analysis of public policy and to improve the performance of the organization needs to be established a functional position of Policy Analyst;
B. that Regulation Minister of the State of Personnel and Bureaucratic Reform Number 5 of 2012 on the Functional Office of the Policy Analyst and its Credit Figures are seen as yet to meet the demands of quality and need so that it needs to be replaced;
c. that under consideration as referred to in letter a and letter b, need to establish the Ordinance of the State of Personnel Minister of Personnel and the Bureaucratic Reform of the Republic of Indonesia on the Functional Office of the Policy Analyst;

establish: RULES MINISTER OF THE STATE APPARATUS AND BUREAUCRATIC REFORM OF THE FUNCTIONAL OFFICE OF POLICY ANALYSTS AND CREDIT FIGURES.

BAB I
UMUM CONDITIONS
Section 1
In Regulation of this Minister referred to:
1. The Functional Office of the Policy Analyst is a specific functional position that has the scope of duty, responsibility, and authority to carry out policy and policy analysis in the Central and Regional instances.
2. Policy Analyst is the Civilian Civil Servant given the duty, responsibility, and authority to carry out the study and policy analysis in the Central and Regional instances.
3. Study and Policy Analysis is the activities of reviewing and analyzing policies by applying the principles of professionalism, accountability, integrity, efficiency and effectiveness to achieve a particular goal and/or resolve Public matters.
4. The scoring team of the functional office of the functional office of the Policy Analyst is the assessor team that is set up and established by the authorized officer and is tasked with assessing the work achievement and determining the credit rating of the Policy Analyst.
5. Credit figures are Assessor Team can lift the replacement Team Members.

Article 20
The work of the Team Assessor the functional office of the Policy Analyst and the layout of the way the credit rating of the Policy Analyst is specified for the Pembina Instancy.

Second Part
The Official Who Proposed The Credit Figure
Section 21
The determination of the Policy Analyst credit figure is submitted by:
a. Officer Eselon II who seers the staffing on each of the Central agencies and the Regional Secretary of the Province/District/City to the Head of State Administration Institution for the Madya Policy Analyst, the rank of Pembina Level I, the IV/b space group until with the Primary Policy Analyst, the Principal Pembina rank, the IV/e room group in the Central, Provincial, and County/City Instancy environments.
b. Officials Eselon II or other desigmost appointed eselon III who bred the employment of the Chief of the Agency or the echelon II appointed to the First Policy Analyst, the rank of the Young Penata, the III/a space group to the Madya Policy Analyst, the rank of Pembina, the IV/a space group that works in the environment of each Central Instancy.
(c. eselon III officials who led employees to the Regional Secretary of the Province/District/City or Officer of Eselon II appointed to the First Policy Analyst, the rank of Young Penata, the III/a space group up to the Madya Policy Analyst, the rank of Pembina, an IV/a space group in the Province/Kabupaten/ City environment.

Third Part
Officials Authorized To Establish Credit Figures
Section 22
Officials are authorized to set credit figures:
a. Head of the State Administration Agency or an eselon officer appointed to the First Policy Analyst, the rank of Young Penata, the III/a space group up to the Primary Policy Analyst, the rank of Primary Pembina, the IV/e room group in the Institution environment Administration of the State and for the Madya Policy Analyst, the rank of Pembina Level I, the IV/b space group up to the Primary Policy Analyst, the rank of Primary Pembina, the IV/e space group in the central instance and the provincial/Kabupaten/municipal agencies.
b. Central Instancy Chair or executive officer II appointed to the First Policy Analyst, the rank of Young Director, the III/a space group up to the Madya Policy Analyst, the rank of Pembina, the IV/a space group in the respective environment of Instancy.
c. Regional Secretary of the Provincial or echelon II officials appointed to the First Policy Analyst, the rank of Young Penata, the III/a space group up to the Madya Policy Analyst, the rank of Pembina, the IV/a space group in the Province environment.
d. District Secretary/City or Eselon II officials appointed to the First Policy Analyst, the rank of Young Penata, the III/a space group up to the Madya Policy Analyst, the rank of Pembina, the IV/a space group in the Regency/City environment.

Section 23
(1) Credit figures set by authorized officials set credit figures, used to consider rising rank and office of Policy Analyst in accordance with the laws.
(2) The results of the credit figures set forth by the Principal Secretary, the Regional Secretary of the Province, and the District Secretary/City are delivered to the Pembina Instancy.

BAB IX
APPOINTMENT IN OFFICE
Section 24
Officials who are authorized to appoint PNS in the post of Policy Analyst are Officer Pembina Keemployers in accordance with the laws.

Section 25
(1) Civil civil servants who are raised for the first time in the office of Policy Analyst must be eligible:
a. Bachelor's lower diploma (S1) /Diploma IV;
B. lower rank of Young Penata, space group III/a;
c. follow and pass the functional education and training for the Policy Analyst; and
D. the value of the most undervalued work achievement in 1 (one) last year.
(2) For Civil Servants for the first time in the post of Policy Analyst with the diploma of the Magister (S2) of the most underaccredited college B, can be appointed in the post of First Policy Analyst With the rank of junior high class III/b class.
(3) For Civil Servants for the first time in the post of Policy Analyst with a Doctoral degree (S3) of the most underaccredited B colleges, can be appointed in the post of Young Policy Analyst with The rank of the III/c space group.
(4) The first force as referred to in paragraph (1) is the appointment to fill the position of the functional position of the functional office of the Policy Analyst that has been established through the procurement of the Candidate of the civil servant.
(5) The prospective civil servants as referred to in paragraph (1) the longest 2 (two) of the year after being appointed to the Civil Servlet must be appointed in the Functional Office of the Policy Analyst.
(6) The terms of education and functional/technical training as referred to in paragraph (1) letter c, are further regulated by the Head of the State Administration Institution as the Governing Authority of the Functional Office of Functional Analyst Policy.

Section 26
(1) The Appointment Of Civil Servants from other posts to the office of Policy Analyst may be considered with the provisions as follows:
a. the lower master ' s (S2) diploma from the most underaccredited college B,
B. lower rank of Penata, space group III/c;
c. pass the competency test;
D. have a proven policy analysis competency of the post experience at least 5 years in cumulative;
e. available formation for the post of Policy Analyst;
f.   the value achievement value is most undervalued both in the last 2 (two) years; and
G. the highest age of 50 (fifty) years.
(2) Further provisions on the appointment of a Civil Servant of another rank into the office of Policy Analyst, are further regulated by the Pembina Instancy.

BAB X
COMPETENCE
Section 27
(1) PNS that occupies the functional position of Policy Analyst must meet the competency standards in accordance with the rank of office.
(2) Policy Analyst Competencies include:
a. Analysis capabilities;
B. Political skills;
(3) The warranty of fulfilment of the competency standards as referred to in paragraph (1) and (2) is conducted through a competency test.
(4) The standard details of the competency of each type of office and the execution of the competency test as referred to in verses (2) and (3) are further regulated by the enlarging instance.

BAB XI
EDUCATION AND TRAINING
Section 28
(1) To eam; and

Article 19
(1) The tenure of the Member of the Assessor Team is 3 (three) years and may be reappointed for the next term.
(2) Civil Servants who have been a member of the assessor team in 2 (two) consecutive terms, may be reappointed after surpassing the term of 1 (one) term.
(3) In the event that a member of the Assessor Team is to be assessed, then the Chairman of the

BAB XII
FORMATION
Section 29
(1) The policy of the Policy Analyst formation is based on the organization's needs obtained from the workload analysis.
(2) The guidelines of the calculation of the Policy Analyst position are set further by the Pembina instance.

BAB XIII
PROMOTION/POST PROMOTION
Section 30
(1) Policy Analyst can be raised to the rank, if eligible:
a. achieving the required credit number;
B. has at least 2 (two) years in the rank;
c. The lowest working achievement value is worth both in 2 (two) last year; and
D. other terms defined by the laws.
(2) Policy Analyst may be promoted to a higher level, if eligible:
a. achieving a credit number required in the last rank;
B. have a working term of 1 (one) year in office;
c. The lowest working achievement value is worth both in 2 (two) last year; and
D. There's a formation.
(3) Policy Analyst who will be promoted to Primary level, in addition to meeting the provisions of paragraph (2), is required to have a Doctoral or an equal degree.
(4) Policy analysts who are going up in office followed by a promotion, a rise in office is set before the promotion.

BAB XIV
TEMPORARY RELEASE AND REAPPOINTMENT

Temporary Release
Section 31
Policy analysts are exempt while from office, if:
a. temporarily dismissed as a civil servant;
B. undergo leave outside the country ' s dependents, except for the fourth child delivery and beyond;
c. undergo a study assignment of more than 6 (six) months; or
D. posted in full outside the post of Policy Analyst.

Second Part
Reappointment
Section 32
(1) Policy Analyst released temporarily as referred to in Article 31 of the letter a, may be reappointed in the post of Policy Analyst if based on a court decision which has a fixed legal force was found not guilty or sentenced to probation.
(2) Policy analysts who are temporarily released as referred to in Article 31 of the letter b, may be reappointed to the post of Policy Analyst if the concerned has been completed outside of the country's dependents.
(3) The policy analyst who was released temporarily as referred to in Article 31 of the letter c, must be reappointed to the post of Policy Analyst after the expiration of his studies.
(4) A temporary released Policy Analyst as referred to in Article 31 of the letter d, may be reappointed to the position of Policy Analyst if the concerned is reassigned to the unit that has led to the study and Policy analysis.
(5) Reteners in the post of Policy Analyst as referred to in paragraph (1), paragraph (2), and (3), using the last credit score that it has and may be added to the credit score of the policy Analyst. It was acquired during temporary release.
(6) Reteners in the post of Policy Analyst as referred to in paragraph (4) must meet as follows:
a. pass the competency test on the post of office in accordance with the last rank at its disposal;
B. the highest age of 54 (fifty-four) years.

Article 33
The interim release and the reappointment of the office of Policy Analyst as referred to in Article 31 and Section 32 are set forth by authorized officials in accordance with the applicable provisions.

Section 34
(1) policy analysts who cannot reach the target of a credit number specified in SKP under 50% are sentenced to discipline in accordance with the laws.
(2) Policy analysts who are sentenced to severe level of discipline in order to be transferred in order to decline in office, carrying out duties in accordance with the new rank of office.
(3) The assessment of the work achievement in the disciplinary term as referred to in paragraph (2), is assessed according to the new post.

BAB XIV
ADJUSTMENT (INPASSING) IN OFFICE AND CREDIT FIGURES
Section 35
(1) Civil Servants who at the time specified the Regulation of this Minister have and are still running duties in the field of study and policy analysis based on the decision of authorized officials can be adjusted (in-inpassing) to in the functional office of Policy Analyst based on this Minister ' s Regulation.
(2) Customized Civil Servant (in-inpassing) as referred to in paragraph (1), must be eligible as follows:
a. the lower master ' s (S2) diploma from the most underaccredited college B;
B. lower rank I level I, room type IV/a;
c. have a proven policy analysis competency of the post experience at least 5 years;
D. pass the competency test;
e. the value achievement value is most undervalued both in 1 (one) last year; and
f.   the highest of 50 (fifty) years
(3) Civil Servants who have met the requirements as referred to in paragraph (2), are given credit figures as set forth in an annex of V which is an inseparable part of this Minister's regulation.
(4) credit figures as such in Appendix V of this Minister Rule, valid only once during times of inpassing.
(5) Implementation of adjustments (inpassing) must be based on the formation of the Policy Analyst.
(6) The limit (inpassing) the slowest 2 (two) years after the Minister's Ordinance was promulred.
(7) The order of adjustment (inpassing) and the execution of the competency test in order of inpassing is further regulated by the Pembina Instancy.

BAB XVII
OTHER PROVISIONS
Section 36
For the sake of service and career development, Policy Analyst can be moved into a structural position or another functional post.

BAB XVIII
CLOSING PROVISIONS
Section 37
The provisions of the implementation of the Ministry of Personnel Regulations and the Bureaucratic Reforms are further regulated by the Head of State Administration Institution and the Head of the State Governing Body.

Section 38
By the enactment of the Ordinance of this Minister then Regulation Minister of State Personnel and Bureaucratic Reform Number 5 of 2012 on the Functional Office of the Policy Analyst and its Creditor Figures is revoked and declared to be not applicable.
