REGULATION of the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA NUMBER 46 2013 ABOUT the ORGANIZATION and the WORK of PADJADJARAN UNIVERSITY with the GRACE of GOD ALMIGHTY the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA, Considering: a. that in order to improve its services and organization of education, research, and service to the community, need to do the setup of the Organization and the work of Padjadjaran University;
 b. that based on considerations as referred to in letter a, the need to set a regulation of the Minister of education and culture of the Organization and the work of Padjadjaran University;

Decide: define: REGULATION of the MINISTER of EDUCATION and CULTURE of the ORGANIZATION and the WORK of PADJADJARAN UNIVERSITY.

CHAPTER I the POSITION, duties, and FUNCTIONS of article 1 (1) the Padjadjaran University next in this ministerial regulation called UNPAD is a college which is organized by the Ministry of education and culture.
(2) SERVED as intended in paragraph (1) are at the bottom and is responsible to the Minister of education and culture and functionally built by the Director General of higher education of the Ministry of education and culture.
Article 2 (1) and SERVED AS the organ having consists of: a. the Rector as an organ that is running the management functions and SERVED;
b. the Board of Trustees as an organ that is running against the oversight functions of the Agency's financial management public service and SERVED; c. the Senate as an organ that runs the function of academic scrutiny and consideration;

d. Surveillance Unit as an organ that is running a non-academic oversight functions;

e. Advisory Council as an organ that is running a non-academic considerations function; and f. the Tribunal as an organ Professor who runs the function the giving of advice and input on academic field to the Senate.
(2) the Board of Trustees as referred to in paragraph (1) letter b are fixed by the Minister after obtaining the approval of the Minister of finance.

CHAPTER II ORGANIZATION article 3 Rector as an organ of maintainers consists of: a. the Rector and Vice Rector;

c. implementation of community services;

d. fostering not only academic and its relationship with the environment; and e. the implementation of governance and SERVED.

The second Vice-Chancellor of article 6 (1) the Vice-chancellor as referred to in article 3 a is below and is responsible to the Rector.
(2) the Vice-chancellor as referred to in subsection (1) consists of: a. the Deputy Rector of the field of study and Student Affairs;

b. Vice Rector of the areas of planning, information systems, and finance;

c. the Vice Rector of the field of research, community services, and cooperation; and d. the Vice Rector of the field of human resources, infrastructure, and governance.
(3) the Vice-chancellor Learning and Student Affairs has the task of representing the President in the lead management of activities in the field of learning, Student Center, and alumni.
(4) the Vice-Chancellor of the areas of planning, financial and information systems, has a duty to represent the President in leading the management of activities in the areas of planning, development, information systems, communications, and finance.
(5) the Vice-Chancellor of the fields of research, community services, and cooperation has a duty to represent the President in leading the management of activities in the field of research, community services, and cooperation.
(6) the Vice-Chancellor of the field of human resources, infrastructure, and governance has a duty to represent the President in leading the management of activities in the field of human resource development, infrastructure, and governance.
The third section of the Bureau of article 7 (1) of the Bureau referred to in article 3 letter b is implementing elements of the Administration and SERVED AS the administrative and technical service conducts to all elements in the neighborhood SERVED.

Article 8 the Bureau of learning and Student Affairs as stipulated in article 7 paragraph (2) letter a has the task of providing services in the field of learning and Student Affairs.

Article 9 in carrying out the tasks referred to in article 8, the Bureau of Student Learning and organizing functions: a. implementation of selection and registration;

b. implementation of the learning services;

c. implementation of the evaluation of learning; and d. the implementation of student services.

Article 10 learning and Student Affairs Bureau consists of: a. Part of learning and Registration;

b. Part of Student Affairs; and c. a functional Office Group.

Article 11 Registration and Learning Section has the task of carrying out the grant of services and evaluation of learning, student registration, and utilization of the means of instruction.

Article 12 in carrying out the tasks referred to in article 11, part of learning and organizing Registration functions: a. implementing service learning;

b. implementation of the selection and registration of students;

c. implementation of the efficient means of learning; and d. the implementation evaluation of the learning activities.

Article 13 Registration and Learning Part consists of: a. Subsections learning; and b. Subsections selection and registration.

Article 14 (1) Subsections Learning has the task of conducting the evaluation of learning, service learning activities, and utilization of the means of instruction.
(2) Subsections Registration has the task of conducting the Affairs of the registration, selection, admission, student registration and.
Article 15 Section Student Affairs has the task of implementing the activities of the student affairs service.

Article 16 in carrying out the tasks referred to in Article 15, Part of Student Affairs organizes functions: a. implementation of services in the field of interest, aptitude, and reasoning of Student Affairs;

b. implementation of the service activities of Student Affairs;

c. implementation of the student welfare services and scholarships; and d. the student information management implementation.

Article 17 Part of student affairs consists of: a. Subsections interest, reasoning, and student information; and b. Subsections welfare and scholarships.

Article 18

(1) Subsections interest, reasoning, and student information had the task of implementing the service in areas of interest, aptitude, reasoning, and student information.
(2) Subsections welfare and Scholarship has the task of carrying out a service activity and the welfare of the students Affairs and scholarships.
Article 19 the Bureau of planning and information system referred to in article 7 paragraph (1) letter b has the task of carrying out the Affairs of the planning, development, and information systems.

Article 20 in carrying out the tasks referred to in article 19, the Bureau of planning and organizing information system functions: a. implementation of the preparation of the development plan and SERVED;

b. implementation of the preparation of the program and budget;

c. management of information systems; and d. implementation monitoring and evalusi implementation of plans, programs, and budget.

Article 21 the Bureau of planning and information system consists of: a. Part of planning and Budgeting;

b. Section information systems and reporting; and c. a functional Office Group.

Article 22 part planning and budgeting has the task of carrying out the preparation of the institutional development plans, programs, and budget.

Article 23 in carrying out the tasks referred to in Article 22, part planning and budgeting organizes functions: a. the preparation of development plans and SERVED;

b. preparation of the program and budget; and c. the evaluation of the implementation of plans, programs, and budget.

Article 24 part planning and budgeting consists of: a. Subsections Planning; and b. the Program implementation and evaluation of the Subsection of the budget.

Article 25 (1) Subsections Planning has the task of conducting the Affairs of the preparation of the programs, activities, and the institutional development plan.
(2) Subsections evaluation of the implementation of the programme and budget has the task of conducting an evaluation of the implementation of plans, programs, and budget.
Article 26 information systems and reporting Section has the task of carrying out the update collection, processing, and presentation of data as well as the granting of information services.

Article 27 in carrying out the tasks referred to in Article 26, Section information systems and reporting organizes functions: a. the collection and processing of data;

b. updating data;

c. presentation of data and information services; and d. the preparation of the report.

Article 28 information systems and reporting Part consists of: a. the Subsections of the Data; and b. Subsections information and reporting.

Article 29 (1) Subsections have a job doing Data collection, processing and presentation of data.

Article 30 of the Bureau of human resources, law, and governance as stipulated in article 7 paragraph (3) the letter c has the task of carrying out the Affairs of the human resources, legal, administration, ketatalaksanaan, and kerumahtanggaan.

Article 31 in carrying out the tasks referred to in article 30, the Bureau of human resources, law, and governance organizes functions a. implementation of human resources Affairs;

b. implementation of Legal Affairs;

c. implementation of ketatalaksanaan Affairs;

d. implementation of the Affairs of the Administration; and e. the execution of the Affairs of the kerumahtanggaan.

Article 32 of the Bureau of human resources, law, and governance consists of: a. the staffing Section;

b. the legal and Governance;

c. the Administrative Part and households; and d. the functional Position of the group.

Article 33 the staffing Section had the task of implementing human resources Affairs.

Article 34 in carrying out the tasks referred to in Article 33, the section organizes the Staffing function: a. implementation of management educators; and b. implementation of the management of produce educators.

Article 35 Section Staffing consists of: a. Subsections Educators; and b. Subsections produce educators.

Article 36 (1) Subsections Educators have the task of doing the preparation of formation and development plan as well as procurement, adoption, mutation, development, discipline, termination, and staffing administration educators and academic support personnel.
(2) subsection of produce educators have the task of doing the preparation of formation and development plan as well as procurement, adoption, mutation, development, discipline, dismissal, and administration of educational personnel staffing.
Article 37 Section of law and Governance has the task of implementing the Legal Affairs and ketatalaksanaan.

Article 38 in carrying out the tasks referred to in Article 37, section of legal and Governance functions: a. organizes the execution of the Affairs of the regulations;

b. implementation of Legal Affairs;

c. implementation of the institutional affairs;

d. implementation of the Affairs of the system and work procedures;

e. implementation of the Affairs of the Office of analysis; and f. the execution of the Affairs of the measurement of the workload.

Article 39 the legal and Governance consists of: a. Subsections law; and b. Subsections Governance.

Article 40 (1) Subsections Law has the task of conducting the Affairs of the law and regulations.
(2) Subsections Governance has the task of conducting the Affairs of the institutional system and work procedures, analysis, and measurement of the workload.
Article 41 Section Administrative and household affairs administration is carrying out the task and kerumahtanggaan.

Article 42 in carrying out the tasks referred to in Article 41, part of The Household and organizing functions: a. implementation of Administration Affairs; and b. the execution of the Affairs of the kerumahtanggaan.

Article 43 Section Administrative and household consists of: a. The Subsections; and b. Subsections households.

Article 44 (1) Subsections Administrative task conduct correspondence, keprotokolan, and service management.
(2) Subsections Households have the task of conducting the Affairs of the beauty, hygiene, use of setting means Office, maintenance and care of the State-owned goods and services meeting the service and solemnization.
Article 45 of the financial Bureau and the State-owned Goods referred to in article 7 paragraph (3) the letter d has the task of carrying out financial affairs and management of the State-owned goods.

Article 46 in carrying out the tasks referred to in Article 45, the Finance Bureau and the State-owned Goods organizes functions: a. implementation of financial affairs and accounting; and b. the implementation management of State-owned goods.

Article 47 of the financial Bureau and the State-owned Goods consist of: a. the financial section;

b. the Part State-owned Goods; and c. a functional Office Group.

Article 48 the financial section has the task of implementing the financial management.

Article 49 in carrying out the tasks referred to in Article 48, the financial section organizes functions: a. Implementation Affairs financing;

b. implementation of Treasury Affairs; and c. the implementation of accounting and financial reporting.

Article 50 of the financial Part consists of: a. Subsections Repertory; and b. Subsections financial accounting.

Article 51 (1) Subsections Repertory has the task of conducting the Affairs of the financing, acceptance, storage, payment, and accountability of the budget.
(2) Subsections financial accounting has the task of conducting the Affairs of the accounting and financial reporting.
Article 52 the part State-owned Goods had the task of implementing the management of State-owned goods.

Article 53 in carrying out the tasks referred to in Article 52, the part State-owned Goods organizes functions: a. implementation of planning Affairs needs State-owned goods;
b. implementation of the Affairs of the procurement, storage, distribution, and elimination of the State-owned goods; c. implementation of the Affairs of the State-owned goods inventory; and d. the implementation of accounting and reporting Affairs State-owned goods.

Article 54 the part State-owned Goods consist of: a. the provision of Subsections and removal; and b. the accounting and reporting of goods Subsection belongs to the State.

Article 55 (1) Subsections Procurement has the task of conducting the Affairs of the planning requirements, procurement, storage, distribution, and elimination of the State-owned goods.
(2) Subsections accounting and reporting State-owned Goods had the task of conducting the Affairs of an inventory, accounting, and reporting of goods belonging to the State.
Article 56 Term Functional Group as mentioned in letter c of article 10, article 21 the letter c, letter d, of article 32 and article 47 subparagraph c has the task of carrying out the activities in accordance with the tasks of each functional term in accordance with the legislation.

Article 58 Faculty consists of: a. the Faculty of law;

c. Faculty of medicine;

d. Faculty of mathematics and natural sciences;

f. Faculty of dentistry;

g. School of social and political sciences;

h. cultural studies;

i. Faculty of psychology;

j. Faculty of animal husbandry;

k. Faculty of communication;

b. Faculty of nursing;

m. Faculty of fisheries and marine sciences;

n. industrial technology Faculty of agriculture;

o. Faculty of Pharmacy; and p. Faculty of Engineering Geology.

Article 59 of the Faculty has the task of coordinating and implementing education in one or a number of science, technology, art and/or sports.

Article 60 in carrying out the tasks referred to in Article 59, the Faculty hosted a function: a. implementation and development of environmental education at the Faculty;

b. implementation of the research to the development of science, technology, art and/or sports;

c. implementation of community services;

d. implementation of the construction of the civitas Academica; and e. implementation of administrative affairs.

Article 61 (1) Faculty consists of: a. the Dean and Vice Dean;

b. Faculty Senate;

c. the Administrative Section;

d. Course;

e. Laboratory/Studio; and


f. Office of the Functional Groups.
(2) the Department may establish UNPAD/Department or other similar designations in accordance with the needs of the Faculty.
(3) the establishment of a Department/Department or other similar designation as referred to in paragraph (2) is conducted in accordance with the provisions of the legislation.
Article 62 (1) of the Faculty is headed by a Dean.

(2) the Dean is assisted by 2 (two) Vice Dean.

(3) the Deputy Dean responsible to the Dean.

Article 63 Vice Dean consists of: a. the Vice Dean of academics, Student Affairs, and cooperation; and b. the Vice Dean of the areas of planning, resources, and governance.

Article 64 (1) Academia, Vice Dean of Student Affairs, and cooperation has the task of assisting the Dean in leading the implementation of education, research, community, cooperation, and Student Affairs.
(2) the Deputy Dean of the areas of planning, resources, and governance has the task of assisting the Dean in leading the implementation of activities in the field of public administration, planning, finance, resources, infrastructure, and governance.
Article 65 (1) of the Senate of the faculty have a job doing the giving consideration and scrutiny against Dean in the execution of academic Faculty in the neighborhood.

d. implementation of ketatalaksanaan Affairs and employment in an environment of Faculty;

e. implementation of the administration of affairs, kerumahtanggaan, and State-owned goods in an environment of Faculty; and f. the implementation of data and reporting of Faculty Affairs.

Article 69 Section at The Faculty of law, Faculty of Economics and business, Faculty of medicine, Faculty of mathematics and natural sciences, Faculty of agriculture, Faculty of dentistry, Faculty of social and Political Science, cultural studies, Faculty of psychology, the Faculty of animal husbandry and the Faculty of communication science consists of: a. Subsections learning and Student Affairs;

b. Subsection Data and reporting;

c. Subsection finance and Infrastructure; and d. Subsections Staffing and governance.

Article 70 (1) Subsections learning and Student Affairs has the task of conducting the Affairs of the education, research, community services, and Student Affairs.
(2) Subsections Data reporting and has duties do the collection, processing, presentation of data, and reporting.
(3) Subsections finance and Infrastructure has the task of conducting financial affairs and management of the State-owned goods.
(4) Subsections Staffing and governance has the task of conducting the Affairs of the staffing, administration, ketatalaksanaan, and kerumahtanggaan.
Article 71 Administrative Section at the Faculty of nursing, Faculty of fisheries and marine science, Faculty of industrial technology, Faculty of pharmacy, and the Faculty of Engineering Geology consists of: a. Subsections learning, Student Affairs, and Data; and b. Subsections Resources and governance.

Article 72 (1) Subsections learning, Student Affairs, and the Data has the task of conducting the Affairs of the education, research, community services, and Student Affairs as well as the preparation of data and reporting.
(2) Subsections Resources and governance has the task of conducting the Affairs of the planning, finance, personnel, administration, ketatalaksanaan, kerumahtanggaan, and management of State-owned goods.

Article 81 development institution of learning and Quality Assurance as referred to in article 80 paragraph (5) the letter a has the task of carrying out, coordinate, monitor, and evaluate the activities of the development of learning and quality assurance.

Article 82 in carrying out the tasks referred to in Article 81, the development of Quality Assurance of learning and organizing functions: a. the preparation of plans, programs, and budget of the Institute;

b. implementation of the learning system development;

c. implementation of the increase in the quality of the learning process;

d. implementation of the quality assurance system development education;

e. implementation of the guarantee the quality of education;

f. implementation of the monitoring and evaluation of development and guarantee the quality of education; and g. the execution of the Affairs of the administration of the institution.

Article 83 the institution of learning and Quality Assurance Development consist of: a. the Chair;

b. the Secretary;

c. The Subsections;

d. Center; and e. the functional Position of the group.

Article 84 (1) Subsections has a duty of carrying out Administrative Affairs of planning, finance, personnel, administration, ketatalaksanaan, kerumahtanggaan, and State-owned goods as well as the preparation of data and information quality assurance of learning and development.
(2) Subsections Tata Venture headed by a Chief who is accountable to the head of learning and Development Institutes Quality Assurance through the Secretary of the Agency for Quality Assurance of learning and Development.

Article 94 (1) The unit is part of the Ministry of the environment the administration of the institution.
(2) The Section headed by a Chief who is accountable to the Chairman of the Institute for research and community services through the Secretary of the institution.
Article 95 Administrative Section has the task of carrying out the Affairs of planning, finance, personnel, administration, ketatalaksanaan, kerumahtanggaan, and State-owned goods as well as the preparation of data and information research and service to the community.

Article 96 in carrying out the tasks referred to in Article 95, The Section organizes functions: a. the collection and processing of data for research and community services;

b. implementation of the preparation of plans, programmes, activities, and budget;

c. implementation of the Affairs of the documentation and publication of results of research and community services;

d. granting information services in the field of research and community services;

e. implementation of the Affairs of the acquisition of intellectual property rights (HKI) research results; and f. the implementation of financial affairs, personnel, administration, ketatalaksanaan, kerumahtanggaan, and State environmental agencies.
Article 97 Administrative Part consists of: a. a common Subsections;

b. Subsection Program; and c. the subsection Data and information.

Article 99 (1) the Centre has the task of carrying out research activities/study of and devotion to the community in accordance with their fields.

Article 105 in carrying out the tasks referred to in Article 104, the UPT Library organizes functions: a. the preparation of plans and the provision of library material needs;

b. processing materials libraries;

c. the granting of services and utilization of library materials;

d. maintenance of library materials; and e. Administrative Affairs implementation library.

Article 106 UPT Library consists of: a. the head;

b. The Subsections; and c. Group Term Functional/Technical Personnel.

Article 107 (1) Subsections have a job doing Administrative Affairs of the drafting of the plan needs, supplying, processing and administering library services as well as planning Affairs, finance, employment, ketatalaksanaan, administration, State-owned goods, kerumahtanggaan and UPT library.
(2) Subsections Tata Venture headed by a Chief who is accountable to the head of the UPT library.
Article 108 (1) is the information technology unit UPT implementers in the field of technical service and development of information technology.

c. integrating information systems for the learning process, research, community services, and management of the College; and d. the UPT Affairs implementation of information technology.

Article 125 in carrying out the tasks referred to in Article 124, the UPT the cooperation organises functions: a. implementation of the preparation of plans, programs, and budget;

b. coordination of the implementation of the programme of national and international cooperation and SERVED;

c. control program of national and international cooperation and SERVED;

d. evaluation and reporting program in national and international cooperation and SERVED; and e. the execution of the Affairs of the Administration Center.

Article 126 Cooperative consisting of UPT: a. head;

b. The Subsections; and c. a functional Office Group.

Article 127 (1) Subsections Administrative task conduct planning, finance, personnel, administration, ketatalaksanaan, State-owned goods, and UPT kerumahtanggaan cooperation.

Article 128 (1) of the management of the campus environment is UPT implementing technical management of campus environment.

Article 131 UPT management of campus environment consists of: a. the head;

Article 132 (1) Subsections Administrative task conduct planning, finance, personnel, administration, ketatalaksanaan, State-owned goods, and UPT kerumahtanggaan environmental management campus.

Article 140 Vice Rector, Dean, Postgraduate Director, Chairman of the Agency, Bureau Chief, head of Unit, Technical Implementers, and head of the property management Business delivered a report to the President with a copy to the law firm and governance and other organizational units are functionally have a working relationship with UNPAD.

Article 144 the Office of Vice-chancellor as referred to in article 6 and the Office of the Vice Dean as stipulated in article 63 is the same position with the Office of the Provost and the Dean of presidential Regulations as set forth in Number 65 in 2007 about the allowance of a lecturer.

CHAPTER VII PROVISIONS COVER Article 145 with the introduction of this Ministerial Regulation, a decision of the Minister of education and culture the number 0203/O/1995 concerning the Organization of Work and the University of Padjadjaran as amended by decision of the Minister of education and culture Number 282/O/1999 concerning changes to the decision of the Minister of education and culture the number 0203/O/1995 concerning the Organization of Work and the Padjadjaran University revoked and declared inapplicable.

Article 146 of this Ministerial Regulation comes into force on the date of promulgation.
