THIRTEENTH MONTH SALARY/PENSION IN
2013 BUDGET YEAR TO CIVIL SERVANTS, STATE OFFICIALS,
AND RECIPIENTS OF PENSION/BENEFITS

WITH THE GRACE OF THE ALMIGHTY GOD

PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that the Government is obligated to improve the welfare of public servants, state officials, and pension recipients/benefits as a form of Government appreciation for their achievements and devotion to the nation and country;
b .that the third month's granting of salary/pension is one of the Government's efforts in improving the welfare of civil servants, state officials, and pension/support recipients;
c. That under consideration as intended in the letter a and the letter b and in order to carry out the No. 19 Act 2012 on the State Budget and Budget of the Year of Budget 2013, it needs to establish the Government Regulation. about the third month's salary/retirees in the 2013 Budget Year to the Public Service, State Officials, and Retirement Recipients/Tunjangan;

DECIDED:
SET: GOVERNMENT REGULATION OF THE THIRTI/PENSI/PENSION OF THE THIRTEENTH MONTH IN THE 2013 BUDGET YEAR TO CIVIL SERVANTS, STATE OFFICIALS, AND PENSION/ALLOWANCE RECIPIENTS.

Section 1
In this Government Regulation referred to by:
1. Civil Servants are the Civil Servants (PNS), Member of the Indonesian National Armed Forces (TNI), and Member of the Indonesian National Police (POLRI).
2. State officials are:
a.   President and Vice President;
B.   The Chairman, Vice Chairman, and Member of the People ' s Consultative Assembly;
C.   Chairman, Vice Chairman, and Member of the People ' s Representative Council;
D.   Chairman and Vice Chairman of the Constitutional Court as well as Constitutional Justice;
e.   Chairman, Vice Chairman, Young Chairman, and Chief Justice on the Supreme Court;
f.   Judges on the Public Judicial Agency, the Judicial Court of the State, Religious Justice, Military Justice and Judge employed for judicial duties (yusticial);
G.   Chairman, Vice Chairman, and Tax Court Judge;
h.   Chairman, Vice Chairman, and Member of the Financial Examiner Agency;
i.   Chairman and Vice Chairman of the Corruption Eradication Commission;
J.   Chairman, Vice Chairman, and Member of the Judicial Commission;
No,   Minister and a post that is as level as Minister;
I.   The Chief Representative of the Republic of Indonesia is the Ambassador Extraordinary and Full-Power of the Republic of Indonesia;
M.   Governor and Deputy Governor; and
N.   Regent/Mayor and Deputy Regent/Deputy Mayor.
3. The retired recipient is:
a.   Retired Civil Servant;
B.   Retired State Officials;
C.   Widow/Duda/Child pension recipient/Child of the pension recipient as referred to in letter a and letter b; and
D.   The retired Old Man from the civil servant who died.
4. The recipient of the allowance is:
a.   Veteran Allowance Recipient;
B.   Honorary Recipient Of National Committee Member of the Central Indonesia National Committee;
C.   Recipient Of The Recipient Of The Pioneering Award For The National Movement/independence Movement;
D.   Recipient of the Widows/Duda Allowance of Beneficiaries as referred to in letter a, letter b, and letter c;
e.   Ex-Army Allowance Recipient of Koninklijk Nederland Indonesisch Leger/Koninklijk Marine (KNIL/KM);
f.   TNI/POLRI;
ORPHAN CHILD BENEFITS RECIPIENT
G.   Recipients of the TNI/POLRI member allowance for being discharged with respect for which their officers are from 5 (five) years up to less than 15 (fifteen) years;
h.   The Allowance of the pension is TNI/POLRI for those who are discharged with respect for the service of their servicemen between 15 (fifteen) years up to less than 20 (twenty) years;
i.   Recipient of an older person for TNI/POLRI members; and
J.   Recipient Of Disability Benefits.

Section 2
(1) Civil Servants, State Officials, and Retirement Recipients were granted the thirteenth month's salary/pension in the 2013 Budget Year.
(2) Civil Servants as referred to in paragraph (1) include:
a.   Civil servants who are stationed or posted abroad;
B.   State employees who are employed outside of Government agencies whose salary is paid by their parent agencies;
C.   State employees who are temporarily suspended;
D.   State employees are the recipient of the waiting money; and
e.   Prospective civil servants.
(3) Civil Servants as referred to in verse (1) do not include State Employees who are on leave outside of the country's dependents or who are secondhand outside of the Government.

Section 3
(1) The third month's salary/pension as referred to in Section 2 is as much as a month's earnings received in June 2013.
(2) In terms of earnings a month received in June 2013 as contemplated (1) is not paid as much as the right to be received, to the concerned it is given a third-month salary shortfall. -No.
(3) Earnings as referred to in paragraph (1) for:
a.   Civil servants and State Officials include principal pay, family benefits, public office benefits/benefits, and the State Financial Development (TKPKN) Special Support/Performance allowance (TKPKN);
B.   The retired recipients include principal retirees, family benefits, and income supplemental benefits; and
C.   The recipient of the allowance only received the allowance according to the laws.

Section 5

Section 6

Section 7
(1) The recipient of the channel pension of a retired civil servant/State official who died given a thirteenth month pension of a canal pension which was accepted in June 2013.
(2) The retired recipient of a retired civil servant/State Official who was declared missing was granted a thirteenth-month pension of the pension income received in June 2013.

Section 8
The provisions of this Government Regulation apply also to the Chairman, Vice Chairman, and Member of the Regional Representative Council, other officials whose financial/administrative rights are appointed/as level of Minister, and the Deputy Minister.

Section 9
The budget required for the implementation of this Government Regulation is charged at:
a.   State Revenue and Shopping Budget for:
1. Central PNS;
2. TNI Members;
3. Members of the POLRI;
4. The recipient is retired;
5. recipients of the allowance;
6. State officials other than the Governor and Deputy Governor, Regent/Mayor, and Deputy Mayor/Deputy Mayor;
7. Chairman, Vice Chairman, Member of the Regional Representative Council;
8. Other officials whose financial/administrative rights are within the Minister ' s/s-level; and
9. Vice Minister.
B.   Income and Regional Shopping Budget for:
1. Regional PNS;
2. The Governor and the Deputy Governor; and
3. Regent/Deputy Regent and Mayor/Deputy Mayor.

Section 10
Further provisions on the technical implementation of the Regulation of this Government are governed by ministers who are organizing government affairs in the financial field.

Section 11
This Government Regulation shall begin in effect on the date of the promulctest.
