THE TASK OF LEARNING FOR THE EMPLOYEE
NATIONAL NUCLEAR POWER AGENCY

WITH THE GRACE OF THE ALMIGHTY GOD

HEAD OF THE NATIONAL NUCLEAR POWER AGENCY,


Weigh: a.  that it has established the Regulation of the Head of the National Nuclear Power Agency Number 137 /KA/VIII/2008 on the Study Duty in the Environment of the National Nuclear Power Agency;
B.  that the National Nuclear Power Agency ' s Regulation as referred to in the letter a is no longer compatible with the development of the state, so it needs to be refined;
c. that based on consideration as referred to in the letter a, and the letter b, need to establish the National Nuclear Power Agency (s) of the National Nuclear Power Agency (s) for the National Nuclear Power Agency (s);

Given: 1.  Law No. 8 of 1974 on the PoyPokok Keemployers (State of the Republic of Indonesia 1974 No. 55, Additional Gazette of the Republic of Indonesia Number 3041), as amended by Law No. 43 of 1999 (Sheet) State of the Republic of Indonesia in 1999 No. 169, Additional Gazette of the Republic of Indonesia Number 3890);
2. Government Regulation Number 100 Year 2000 on Appointment Of Civil Servants In Structural Office as amended by Government Regulation No. 13 Year 2002 (State Sheet of the Republic of Indonesia Year 2000 Number 197, Additional Sheet of State of Indonesia No. 4018);
3. Presidential Regulation Number 12 Prps In 1961 On Granting Assignment To Study (leaf Of State Of The Republic Of Indonesia In 1961 Number 234, Additional Gazette Of The Republic Of Indonesia Number 2278);
4. The Presidential Decree Number 103 of 2001 on the Position, Duties, Functions, Authority, Organizational Arrangement, and the Working Governance of the Non-Department Government as it has been last modified by the Presidential Regulation No. 3 of 2013;
5. Presidential Decree Number 72 /M of 2012;

7. Decision of the Head of the National Nuclear Power Agency Number 360 /KA/VII/2001 on the Organization and the High School Workforce of Nuclear Technology;
8. Regulation of the Head of the National Nuclear Power Agency Number 392/KA/XI/2005 on the Organization and the Working Tata National Nuclear Power Agency;
9. National Nuclear Power Agency Regulation Number 393 /KA/XI/2005 concerning the Organization and the Workforce Hall Workspace;

establish: The National Nuclear Power Agency ' s Rule Regulation on the Learning Task For National Nuclear Power Employees.

Article 1

In this Regulation, which is referred to:
1. Employee is the National Nuclear Power Agency (PNS) National Nuclear Power Agency (BATAN) who works in full at BATAN.
2. Tasting tasks are tasks assigned to an employee to attend an education in or abroad by obtaining a scholarship, including a training program abroad with a term of more than 3 (three) months.
3. IBM Third Party Service Administrators are not available to the IBM Cloud Service.
4. Scholarships are fees and/or alimony in order to perform study tasks issued by the State Government of Indonesia, other state governments, bodies or international organizations, private bodies inside or abroad.
5. Worklight is the duty of a employee who has followed the study job to work in the BATAN or other Government Instances during a given period of time.
6. The Learning Task Agreement is a written agreement between the Learning Duty Officer with the Principal Secretary containing the rights and obligations of the parties under the provisions of the laws.

Article 2

(1) The intent of granting learning tasks to improve the skills and professionalism of the PNS based competency.
(2) The purpose of granting the task of learning to improve the knowledge, expertise, and skill of employees in order to perform the tasks and functions of the BATAN.

Article 3

The terms to follow the study task as follows:
a. has at least one (one) year count since being installed as a PNS;
B. any of the last year's (one) work achievement rating elements is at least good;
c. The selected field of education or training must be in accordance with the terms of the term expressed in the recommendation of the Bureau of Human Resources (BSDM), with the format in accordance with Appendix A's Attachment of this Regulation;
D. not being nominated or following an education program or other training program;
e. not undergo moderate level discipline, severe level, or in the process of vetting regarding moderate or moderate level discipline violations;
f. is not currently serving a temporary stop as a PNS;
G. be nominated in writing by the Head of the Master of Eselon, or nominated in writing by the Officer Eselon I directly superior, in the case of the Employee of the Study Task Force is the Head of the Eselon Works Unit;
h. the highest age as follows:
1) education in the country:
a) 35 years for the Diploma III body of SLTA;
b) 37 years for the IV Diploma IV or Bachelor of SLTA levels;
c) 40 years for the IV Diploma IV or Bachelor of Diploma III program;
d) 42 years for the master of Magister and specialist I;
e) 45 years for the Doctor of Doctor and specialist II;
2) overseas education:
a) 35 years for the Bachelor ' s level;
b) 40 years for the type of Magister;
c) 42 years for the Doctor ' s level; or
d) 50 years for a Doctoral Post-type or with a Head of BATAN permission for those aged over 50.
3) training abroad 52 years.
i. have permission to be recognized by the BATAN with the same level as the task of learning to be found;
J. has an English language proficiency expressed with the highest Institutional TOEFL Pusdiklat value of 450 for education and training programs abroad;
No, meets the requirements/qualifications determined by the scholarship and the college concerned; and
I. pass the selection performed by Pusdiklat;

Section 4

(1) The employee who passed the mandatory learning task selection sign:
a. The Order of the Order of Duty Learned by format in accordance with Appendix B of this Regulation, prior to the determination of the study duty.
B. The Statement of Statement is willing to be dismissed from the structural office and/or temporarily released from certain functional positions in accordance with the rules of the invitation, by signing a waiver with the format in accordance with the C-letter Attachment. This rule.
(2) For Employees obtaining a scholarship not from the State Government of the Republic of Indonesia is mandatory:
a. submitted the Letter of Interest from the scholarship provider, which specifies the amount and term of the grant of the scholarship;
B. sign the Statement of Statement that all charges and allowances are deemed to be charges and allowances issued by the Government of the Republic of Indonesia, with the format in accordance with Appendix D of this Regulation (s); and
c. signed a Letter of Statement not demanding any costs from the Government of the Republic of Indonesia, with the format in accordance with Appendix E of this Regulation.

Section 5

Provisioning, extension, and termination of the Study Task Service are set by:
a. Head of the Head of the BNOTE for education programs;
b. The decision of the Head of the Center for Education and Training (Pusdiklat) for the training program.
Section 6

(1) The Study Task Service is entitled to obtain a scholarship in accordance with the provisions of the scholarship giver and the provisions of the laws.
(2) The Learning Task Officer remains a civil servant in accordance with the provisions of the laws.



Section 7

(1) The term of the study task is as follows:
a. 3 (three) years for the Diploma III window of SLTA;
B. 4 (four) years for the IV Diploma IV of SLTA;
C. 4 (four) years 6 (six) months for the Bachelor's bachelor of the SLTA;
D. 2 (two) years for the IV Diploma or Bachelor of Diploma III or an equal;
e. 2 (two) years for the Magister window and the profession;
f. 3 (three) years for specialist I and specialist II;
G. Four (four) years for the Doctor of the Year.
(2) The term of the study task for the post doctoral level and the longest training program 1 (one) year.
(3) The term of the study task as referred to in paragraph (1) and paragraph (2) may be adjusted for the term specified by the scholarship provider.

Section 8

(1) At the request of the Study Task Officer, the term of the learning task may be extended 1 (one) times or more.
(2) the term of extension as referred to in paragraph (1) at the most length of 1 (one) year.
(3) the extension of the study task term as referred to in paragraph (1) is submitted in writing to the Head of the Pusdiklat to the Head of the Working Unit, at least 3 (three) months prior to the term of the task. Learn to end
(4) The costs required during the extension of the learner ' s task can be borne by the scholarship giver.
(5) In terms of charges as referred to in paragraph (4) is not available, then the cost of the study tasks during the extension is personally borne by the Learnable Task Employee.

Section 9

Application extension as referred to in Section 8 must attach:
a. recommendations from the Dean/Chairman of the Study Program/Supervisor; and
B. approval of the Head of the Work Unit.

Article 10

(1) Compulsory Learning Tasks are required to perform studies in the field of study as specified in the Decree Decision as a Learning Assignment Employee.
(2) In the event of a change in the field of study, the Learning Task Employee proposes in writing to the Head of the Pusdiklat with busan to the Head of the Working Unit and Head of BSDM.
(3) The request for the study field as referred to in paragraph (2) must attach:
a. recommendations from the Dean/Chairman of the Study Program/Supervisor;
B. approval letter from the Head of the Work Unit; and
c. recommendation of the BSDM Chief.
(4) In the event of a change in the field of study as referred to in paragraph (2), the term of the scholarship remains in accordance with the designation Decision as a Learning Task Officer.
(5) The change in the field of study as referred to in paragraph (2) is specified with the Head of the BATAN Decision

Section 11

(1) The Compulsory Learning Tasks Employee delivers a written report on the progress of learning every 6 (six) months to the Chief Pusdiklat and the Head of the Eselon II Work Unit, as per the format as in the Order of this Order F.
(2) The study progress report as referred to in paragraph (1) is sent the slowest at:
a. the first week of March for an odd semester period;
B. First week of September for even-term periods.
(3) The study progress report may be sent by post or in electronic mail form by using the email address of the registered/authorized Study Task Officer.

Article 12

The head of Pusdiklat gives the sanction to the Study Task Service that does not address the learning progress report as referred to in Article 11 of the paragraph (1) and the paragraph (2) shall be:
a. written warning I, one month after the semester report period ends;
B. a written warning II, one month later if it does not heed the warning I;
c. A written warning of III, one month after the II warning is not inhospitable;
D. dismissed from the study assignment one month after warning III not to be taken.

Section 13

(1) The slowest Study Task Officer 1 (one) of the month after the termination of mandatory learning tasks:
a. signed a Statement of Completed Assignment with the format in accordance with the terms of this Regulation G; and
B. Sign a Statement of Work Statement of Work with the format in accordance with the terms of this Regulation.
(2) The Compulsory Workforce is required to deliver the final report of the study to the Head of the Pusdiklate (two) months after the end of the learning task with the format in accordance with the Attachment of this Regulation.
(3) The final report as referred to in verse (2) is attached to the scripsi/thesis/dissertation, the certificate of the diploma, and the academic transcript for those who succeed in the study task.

Section 14

(1) Head of the Pusdilat Restore Learning Task Force to the Work Unit to be reactivated with written notice made out to the Chief of BSDM and the slowest Inspector 2 (two) weeks since the Assignment Employee Learning to sign a statement is completed in order to work on the study.
(2) The Head of the Working Unit publishes the Reactivation of the Learning Task Force in its work unit at least 2 (two) weeks since the receipt of an active notification letter as referred to in paragraph (1).

Section 15

(1) Compulsory Learning Tasks are mandatory at least 1 (1) months after the end of the study task.
(2) The work Wajib as referred to in paragraph (1) counts starting the active date of work.
(3) The mandatory term of work as referred to in paragraph (1) is as follows:
a. 1 (one) time of the study to be used for internal learning tasks;
B. 2 (two) times the learnable task that has been used for overseas learning tasks plus 1 (1) year.
(4) In the case of a Learning Assignment Employee does not undergo mandatory work as it is referred to in paragraph (1) then it may be subject to the punitive discipline of the employee in accordance with the provisions of the laws.

Article 16

(1) Employees who have not yet executed or completed the mandatory work may follow other learning tasks, along according to the calculation of the remainder of the workforce as PNS is still sufficient to complete the entire mandatory period of work.
(2) A learning task as referred to in paragraph (1) does not count as a mandatory term for the prior study task.
(3) The mandatory or unsettled term of work as referred to in paragraph (1), mandatory or completed at the next time in addition to the next mandatory period of work.

Article 17

(1) The learning task ends because:
a. have graduated before the learning task term ends; or
B. dismissed from the study task program.
(2) The Learning Task Service is dismissed from the learning task program as referred to in paragraph (1) letter b, because:
a. at its own request;
B. A court ruling that has a legal force remains to be convicted of a prison sentence with a maximum of six (six) months in prison.
c. sentenced to moderate level discipline or severe level during the following study tasks program;
D. does not report the development of his study duties despite having been given a warning and not heeding the final warning;
e. dismissed by the college as a result of the omission/disseriity of the Study Task Service;
f. undergo a temporary stop as a PNS;
G. Not able to complete a learning task program followed based on a progress report stated in writing by the University Leadership where the employee is performing a study assignment or by other parties appointed to perform the monitoring. and evaluations;
h. cannot perform a learning task due to events beyond its ability/force majure; or
i. unsanitary and spiritual health expressed by the competent physician that results in student employees is not likely to complete a learning task program in accordance with the specified time.

Section 18

(1) The employee who is dismissed from the study assignment as referred to in Section 17 of the paragraph (2) of the letter a up to the letter e shall be required to pay damages in accordance with the provisions of the laws of the law of 2 (two) times the scholarship. and is determined by the decision of the Head of BATAN
(2) Learning Duty Employees who do not undergo mandatory work or do not complete the mandatory term due to being discharged with respect of your own request, dismissed with no respect at your own request, pension expedited, or dishonorable discharge as a civil servant, is required to pay damages in accordance with the provisions of the rules of the law of 2 (two) times the scholarship, by taking into account the mandatory work period, and specified With the Chief's Decision.

Article 19

The mandatory provisions as referred to in Section 15 of the paragraph (1) apply to both successful and successful studies in the study, except those imposed by the sanctions pay damages as referred to in the Agreement. Article 18 of the paragraph (1).

Article 20

(1) damages as referred to in Section 18 of the Country's slowest country (three) months from the termination of the Decree of the Indemnation

Section 21

At the time the Rules of the Head of BATAN is in effect, then:
a. Learning Assignment Employee who has not completed a mandatory learning task is to conform to the provisions of this Regulation.
(b) IBM may not use the IBM Cloud Service for any other use of the IBM Cloud Service, and (ii) the following:

Section 22

At the time the Chief of BATAN Regulation is in effect, the Chief Regulation Number 137 /KA/VIII/2008 on the Study Task in the BATAN Environment, revoked and declared no longer applicable.

Section 23

This rule is entered into effect on the date of the invitation.
