REGULATION of the MINISTER of DEFENCE of the REPUBLIC of INDONESIA number 06 2013 ABOUT ORGANIZATIONAL GUIDELINES and the WORK of the MINISTRY of DEFENSE with the GRACE of GOD ALMIGHTY the DEFENSE MINISTER of the REPUBLIC of INDONESIA, Considering: a. that the setup of the Organization to carry out the work and the effective and efficient, in keeping with the development of the strategic environment required guidelines and the Organization of the work of the Ministry of Defense b.  that based on considerations as referred to in letter a, the need to set a regulation of the Minister of defence about the Guidelines of the Organization and the work of the Ministry of Defense;
Remember: 1. Act No. 8 of 1974 about Staffing issues (State Gazette of the Republic of Indonesia Number 55 in 1974, an additional Sheet of the Republic of Indonesia Number 3041) as amended by Act No. 43 of 1999 regarding Staffing issues (State Gazette of the Republic of Indonesia year 1999 Number 169, additional sheets of the Republic of Indonesia Number 3890);
2. Act No. 3 of 2002 on State Defense (Gazette of the Republic of Indonesia Year 2002 number 3, an additional Sheet of the Republic of Indonesia Number 4169);
3. Act No. 39 of 2008 of the Ministry of State (State Gazette of the Republic of Indonesia Number 166 in 2008, an additional Sheet of the Republic of Indonesia Number 4916);
4. Presidential regulation Number 47 in 2009 about the formation and organization of the Ministries that have been changed by presidential regulation Number 91 in 2011 Changes third top presidential regulation Number 47 in 2009 about the formation and organization of the Ministries;
5. Presidential regulation Number 24 of 2010 about the position, duties, and functions of the Ministries as well as the Organization, duties, and functions of the Echelon I Ministries that have been changed by presidential regulation Number 92 in 2011 about the second amendment above presidential regulation Number 24 of 2010 about the position, duties, and functions of the Ministries as well as the Organization, duties, and functions of the Echelon I Ministries;
Decide: define: REGULATION of the MINISTER of DEFENCE ABOUT the GUIDELINES and the ORGANIZATION OF WORK of the MINISTRY of Defense.
CHAPTER I GENERAL PROVISIONS Section I of article 1 In the sense of the regulation of the Minister, which is: 1. Structuring the organisation and governance of the working process is the determination of the new organization, the refinement of the nomenclature, titelatur, position, duties, functions, organizational structure, increase and decrease of the class, eselonisasi, changes the location and work areas, as well as the Elimination of the Organization to achieve maximum efficiency and effectiveness.
2. The task is a job that must be implemented by the Satker/Subsatker and/or civil servants.

6. Map position is the arrangement of the Office reflected vertically or horizontally according to the structure of the authority, duties and responsibilities of the Office as well as the requirements of the position. Map of Office describing the whole existing Office and its position within the work unit.
7. The vision is an objective organizations that want to be embodied in the strategic plan five annual up to twenty-five or more yearly.
8. The mission is one of the stages or steps that must be performed to achieve the vision that has been set.
9. Academic Manuscript is a manuscript can be justified scientifically about the conception that contains the background, objectives, organization's current condition, the aspects of legality, that wants to be realized, and the impact of the Organization's Setup.
10. The Ministry of Defence of the Republic of Indonesia Kemhan hereinafter referred to as the Ministry is implementing the Government's functions in the field of Defense.
11. the Minister is the Minister of the organizing Affairs of the Government in the field of Defense.
The second part Mean and purpose of article 2 of the ministerial regulation is intended as a guide in the structuring of the Organization and the work Kemhan.

Article 3 this Ministerial Regulation aims to improve the effectiveness and efficiency in drawing up the work and the Organization Setup Kemhan.

CHAPTER II PRINCIPLES of STRUCTURING the ORGANIZATION Part One Principles article 4 Organisational Structuring the Organization exercised having regard to the principles of the Organization are as follows: a. the vision and mission of the Organization;

b. the Division runs out;

c. formulation of basic tasks and functions are evident;

d. engineering;

e. coordination, integration and synchronization;

f. continuity;

g. line and staff;

h. simple;

i. flexibility;

j. a clear delegation of authority;

k. a homogenous grouping;

b. range control; and m. accordions.

Article 5 principles of the vision and mission of the organization referred to in article 4 a, formulated so that the determination of goals and objectives to be accomplished within an organization is clear and measurable.

Article 6 principle of Division runs out tasks referred to in article 4 of the letter b, Division of basic tasks, functions, and descriptions of types of activities the Organization divided hierarchical exhausted in accordance with the term of Office of the structural and functional.

Article 7 principles of formulation of the basic tasks and functions which are clearly referred to in article 4 of the letter c, basic tasks and functions in detail and clearly formulated, in order to avoid possible duplication and overlap occurs.

Article 8 principles of engineering, as stipulated in article 4 letter d, a particular work unit that works functionally and are responsible for compliance with its duties.

Article 9 the principle of coordination, integration and synchronization as referred to in article 4 of the letter e, the duties and functions carried out in teamwork, aligned and integrated, both internal and external.

Article 10 the principle of continuity as mentioned in article 4 letter f, preparation of infrastructure repair facilities to support operational activities can be carried out continuously and does not depend entirely on the figure of the leadership of superiors.

Article 11 principle of line and staff as referred to in article 4 of the letter g, the Division of authority and tasks formulated in a balanced way between the tasks and responsibilities, as well as the structure of the Organization complement each other between implementing and supporting elements.

Article 12 simple principle as referred to in article 4 of the letter h, the organizational structure is simple, clear and easily understood, so the basic tasks and functions are implemented effectively and efficiently.

Article 13 principle of flexibility referred to in article 4 of the letter i, organizations are able to adapt the tasks and functions, as well as adapt to changes in the strategic environment dynamics.

Article 14 the principle of delegation of authority is clearly referred to in article 4 of the letter j, any assignment, the grant of authority and responsibility to subordinates must be transparent and accountable as well as easily understood and implemented.

Article 15 principle of homogeneous groupings as referred to in article 4 of the letter k, duties, functions and powers within the Organization are grouped in units of family duties, in accordance with their fields, respectively.

Article 16 the principle of span of control referred to in article 4 of the letter l, the distance control of the duties and functions of the organization may be controlled by superiors towards subordinates effectively and efficiently in accordance with the scope.

Accordion Principle article 17 referred to in article 4 of the letter m, the duties and functions of the Organization could be developed or scaled down to fit the demands of tasks and workload.

CHAPTER III ORGANIZATION SETUP REQUIREMENTS Article 18 environmental organizations in the Kemhan Setup pays attention to and anticipate the development of the strategic environment, both internal and external, in order to create an organization that is able to reflect and transforming the duties and functions that are run by the organization.

Article 19 the Setup Requirements of the Organization as follows: a. as a mandate and regulations that affect the execution of the duties and functions of the Organization;
b. scope of the nonprofit organization tasks and strategic national, regional, and international influence the execution of the duties and functions of the Organization;
c. availability of resources which include employees, financing and infrastructure;
d. the results of the analysis of the workload; and e.  has the operational standards and procedures in carrying out the duties and functions of the Organization, as well as operational and technical duties or tasks of technical support.
CHAPTER IV the MECHANISM and ORGANIZATION STRUCTURING measures article 20 mechanisms of structuring the Organization in an environment Ministry implemented through the following stages: a. phase proposals;

b. internal discussion stage Ministry;

c. the stage of discussion of antarkementerian; and d. phase designation.

Article 21 steps performed on the stage of the proposals referred to in article 20 letter a consists of: a. Kasatker/Kasubsatker identifying the existence of problems in the Organization include: vision, mission, basic tasks and functions, work plan, work programme, work load, and or work organization;
b. the above issues need to be discussed and formulated, evaluated and analysed, as well as prepared by the Satker/Subsatker as a problem-solving organization;

c. based on the results of the discussion and formulation of the problem solving, structured design issues preliminary draft Regulation thoughts and Defense Minister about the Organization and the work, as a proposal of structuring the Organization; and d.  Kasatker/Kasubsatker proposed structuring the Organization to Head the Planning Bureau Secretariat Kemhan, submitted to the Minister.
Article 22 the measures undertaken at the stage of discussion of the problems referred to in article 20 letter b consists of: a. the Minister gave directives to the Secretary General of the Kemhan and I Kemhan, Echelon officials associated with the proposed organizational arrangement of Satker/Subsatker proposers;
b. Secretariat-General Kemhan gives the direction to the Planning Bureau Secretariat Kemhan as the official responsible for the management of organization and governance to review proposals submitted Satker/Subsatker proposers;
c. the head of the Planning Bureau Secretariat Kemhan formed a team of working groups to discuss the issue of the proposed organisation of the Satker/Subsatker in Kemhan environment;
d. Planning Bureau Secretariat Kemhan, will deliver the fine points of the draft regulations of the Secretary of Defense's thoughts about the Organization and governance of work Kemhan and draft regulations of the Secretary of Defense about the Organization and governance of work Kemhan based on the results of the deliberations of the Working Group to the team's Secretary General Kemhan;
e. Working Group team Results in the form of points of the draft regulations of the Secretary of Defense's thoughts about the Organization and governance of work Kemhan and draft regulations of the Secretary of Defense about the Organization and the Work Kemhan by the Secretary General of the Kemhan to the Minister;
f. the Minister delivering proposed structuring the Organization to the Minister for Administrative Reform and the bureaucratic State apparatus, attaching points of the draft regulations of the Secretary of Defense's thoughts about the Organization and the work of Kemhan, and the draft ministerial regulation about the Organization and the work of Kemhan;
g. Format of the fine points of the draft regulations of the Secretary of Defense's thoughts about the Organization and governance of the working Kemhan as mentioned in the letter d, listed in the annex which is part an integral part of this Ministerial Regulation; and h.  The method of writing a draft ministerial regulation about the Organization and the work of the Ministry of Defense referred to in the regulation of the Minister of Defence No. 4 in 2012 about the General Administration Ministry of defence Guidelines.
Article 23 the measures undertaken at the stage of discussion of antarkementerian referred to in article 20 subparagraph c consists of: a. a discussion antarkementerian carried out by the Ministry of Kemhan utilization of State apparatus and Bureaucratic Reforms; and b.  the discussion was conducted to deepen, problems and proposed organizational Setup, with a pengharmonisasian proposal with regulations, pengharmonisasian titelatur, eselonisasi, nomenclature, and the outline of the duties and functions of the organization.
Article 24 the steps performed on the stage of the determination referred to in article 20 d consists of: a. the Planning Bureau Secretariat Kemhan as responsible in the field of institutional and governance prepared the draft ministerial regulation about the Organization and the Work of the Ministry of Defense.
b. Kasatker/the associated Kasubsatker, corrected Draft ministerial regulation about the Organization and the work of the Ministry of Defense, as well as applying the mark of approval on the final page of paraf, in the following order: 1) Planning Bureau Secretariat Head Kemhan who is responsible for the management of institutional structuring and governance;
2) Director of the law and the Strategy of Defense Ditjen Strahan Kemhan responsible for policy formulation in the field of legislation;
3) Kasatker/Kasubsatker, and/or the proposed structuring the Organization; and 4) Secretary General Kemhan responsible in the field of construction and organization of organization and governance.
c. after getting approval from the related officials paraf, Secretary General Kemhan filed a draft Ministerial Regulation, to set out by the Minister.
d. Regulation of the Minister of defence about the Organization and the work of the Ministry of Defense established by the Minister, presented to the Minister of Law and human rights to be enacted in the news of the Republic of Indonesia.
e. Regulation of the Minister of defence about the Organization and governance of work distributed by the Bureau of Ministry of Defence Planning Secretariat Kemhan to Kasatker/Kasubsatker in the Kemhan environment to be implemented.
f. apply the coordination, integration, synchronization, and socialization, either inward or outward Kemhan according the duties and functions of the organization.
Chapter V Article 25 FINANCING financing of the implementation of the Organizational Setup and work Kemhan charged to the budget of the State Expenditures and Revenues.

The CONCLUDING CHAPTER VI Article 26 this Ministerial Regulation comes into force on the date of promulgation.

In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
