ABOUT
STATE INTELLIGENCE COORDINATION
BY THE GRACE OF THE ALMIGHTY GOD
PRESIDENT OF THE REPUBLIC OF INDONESIA,

Weighing: that to carry out the provisions of Article 38 paragraph (3) of the Law No. 17 Year 2011 on State Intelligence, it needs to establish the President ' s Regulation on the Coordination of State Intelligence;

Remembering: 1 .Article 4 paragraph (1) of the Basic Law of the Republic of Indonesia Year of 1945;
2. Act No. 17 Year 2011 on State Intelligence (Sheet State Republic Indonesia Year 2011 Number 105, Additional Sheet Of State Republic Of Indonesia Number 5249);

DECIDED:

SET THE PRESIDENT ' S REGULATIONS ON THE COORDINATION OF STATE INTELLIGENCE.

BAB I
UMUM CONDITIONS
Section 1
In this Presidential Regulation referred to:
1. The next State Intelligence Agency called BIN is the coordinator of the State Intelligence organizer.
2. BIN in the area that is next called Binda is the BIN structural unit in the province region, which is the coordinator of State Intelligence organizers in the area.
3. The Coordination of State Intelligence is the process of harmonizing functional relationships and synchronization efforts and synergy of the implementation of Intelligence activities in order of the task and function of State Intelligence.
4. The next Central Intelligence Committee called Kominpus is the coordinating forum of the leaders of the State Intelligence organizers at the center.
5. The next Regional Intelligence Committee called Kominda is the coordinating forum of the leaders of State Intelligence organizers in the area.

BAB II
POSITION, TASK, AND AUTHORITY
The Kesatu section
Position
Section 2
(1) BIN is based as the coordinator of the State Intelligence organizer.
(2) The Holding Of State Intelligence Coordination at the center is coordinated by the Chief BIN.
(3) The Holding Of State Intelligence Coordination in the area is coordinated by the Chief Binda.
(4) In the holding of the Coordination of State Intelligence, the Head of BIN forms Kominpus and Kominda.
(5) The Coordination of Intelligence, either by Kominpus and Kominda, as referred to in verse (2) and verse (3) is an inseparable unity.

The Second Part
Task
Section 3
BIN as the State Intelligence organizer coordinator served:
a. coordinate the host of State Intelligence;
B. Blending Intelligence products;
c. report the holding of State Intelligence coordination to the President; and
D. organize and coordinate national leadership security intelligence.

The Third Part
Authorization
Section 4
To carry out the task as referred to in Article 3, BIN authorized:
a. coordinate policies in the Intelligence field;
B. coordinate the implementation of the Intelligence functions to the State Intelligence organizers;
c. organizes and organizes the State Intelligence system;
D. set the Intelligence secret classification; and
e. fostering the use of Intelligence tools and materials.

BAB III
ACTING MEMBER OF THE COUNTRY ' S INTELLIGENCE COORDINATION
Section 5
(1) To assist in the implementation of the BIN task as the coordinator of the State Intelligence organizers as referred to in Article 2 of the paragraph (2), Chief BIN is assisted by the Daily Acting Chief who is next called Kalakhar.
(2) Kalakhar as referred to in verse (1) in ex officio held by the echelon of the eselon level he in the BIN environment is set by the Head of BIN.
(3) Kalakhar as referred to in paragraph (1) is responsible to the Head of BIN.

Section 6
(1) For the agility of the execution of the task as referred to in Article 5 of the paragraph (1), Kalakhar is assisted by the secretariat.
(2) The Secretariat as referred to in paragraph (1) is executed by the working unit in the BIN environment specified by the Head of BIN.

BAB IV
COUNTRY INTELLIGENCE COORDINATION MEMBERSHIP
Section 7
Membership of Kominpus consists of:
a.   Speaker: Head of the BIN.
B.   Membership: 1.Chief Intelligence Officer of the Republic of Indonesia;
2.Assistant Intelligence Commander of the Indonesian National Army;
3.Chief Intelligence of the Indonesian National Army;
4.Prosecutor the Younger Field of Intelligence; and
5.Leadership of the Ministry of Intelligence/Non-Ministry Government.

Section 8
The Cominda Membership consists of:
a.   Speaker: Chief Binda.
B.   Membership: The Indonesian National Armed Forces Intelligence leaders in the area;
2.Leadership of the Indonesian Republic of Indonesia Police in the area;
3.Leadership of the Prosecutor Intelligence in the area;
4.Head of the Nation ' s Union and Politics; and
5.Leadership of the Ministry of Intelligence Ministry/Institute of Non-Ministry in the area.

BAB V
COORDINATION MECHANISM
Section 9
The coordination of State Intelligence at the center and in the area is conducted through periodic coordination meetings at least 1 (one) times in 1 (one) month or at any time in accordance with the need.

Section 10
The meeting of the Kominpus is led by the Chief of BIN and is attended by the leadership of the State Intelligence organizers as referred to in Article 7.

Section 11
The Kominda meeting is led by the Chief of Binda and attended by the leaders of the State Intelligence organizers in the area as referred to in Article 8.

Section 12
(1) The coordination meeting as referred to in Article 9 addresses and sets out:
a. Strategic issues that affect national security and/or territory;
B. strategic issues at the regional and global level;
c. Actual problems that affect national security and/or region;
D. Intelligence for the national leadership and/or regional leadership;
e. exchange of information and/or Intelligence;
f. harmonization, synchronization, and integration of Intelligence activities and products;
G. the formulation of the activities and/or the joint Intelligence operation; and
h. The action recommendations are made.
(2) The results of the coordination meeting as referred to in paragraph (1) are the guidelines to be implemented by the respective organizers of the State Intelligence in accordance with the duties and functions with regard to the provisions of the laws.
(3) The execution as referred to in paragraph (2) is required to report to the Head of the BIN as coordinator on the first occasion.

Section 13
The head of the BIN reports the results of the execution of the duties and functions of the Country's Intelligence Coordination to the President at least 1 times in 6 (six) months or at any time if necessary.

Section 14
The further provisions concerning the State Intelligence Coordination mechanism in the center and in the area are set up with the BIN Chief regulations.

BAB VI
FUNDING
Section 15
The funding required in the framework of the State Intelligence Coordination is charged on the BIN Budget.

BAB VII
CLOSING PROVISIONS
Section 16
By the time this Presidential Regulation is in effect, all laws relating to the establishment of the State Intelligence Coordination remain in effect as long as it does not conflict with the Regulation of this President.

Section 17
This President ' s regulation starts to apply to the date of the promulctest.
