APPLICATION OF INDONESIA ' S NATIONAL QUALIFICATIONS FRAMEWORK HIGHER EDUCATION FIELD

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER FOR EDUCATION AND CULTURE OF THE REPUBLIC OF INDONESIA,

Weighing: that to implement the provisions of Article 9 of the Presidential Regulation No. 8 of 2012 on the Indonesian National Qualification Framework needs to establish the Minister of Education and Culture Regulation on Qualifying Framework National Field of Higher Education;

Given: 1.  Law Number 20 Year 2003 on National Education System (Indonesian Republic of Indonesia Year 2003 Number 78, Additional Gazette Republic of Indonesia Number 4301);
2. Act No. 14 Year 2005 on Teacher and Lecturer (Sheet State Of The Republic Of Indonesia In 2005 Number 157, Additional Sheet Of State Republic Of Indonesia Number 4586);
3. Act No. 12 Year 2012 on Higher Education (State Sheet of the Republic of Indonesia Year 2012 Number 158, Additional Gazette Republic of Indonesia Number 5336);
4. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State as amended last by the Presidential Regulation Number 91 of 2011 on the Third Amendment to the Regulation of Presidential Number 47 Years 2009 on the Establishment and Organization of the Ministry of State;
5. Presidential Regulation No. 8 of 2012 on the Framework of the Indonesian National Qualification (State Sheet of the Republic of Indonesia 2012 No. 24);
6. Presidential Regulation Number 84 /P Year 2009 regarding the Establishment of the United Indonesia Cabinet II as it has been several times amended last with the Presidential Regulation Number 5/P of 2013;

DECIDED:

establish: RULES OF MINISTER OF EDUCATION AND CULTURE ON THE APPLICATION OF THE INDONESIAN NATIONAL QUALIFICATION FRAMEWORK OF HIGHER EDUCATION.

Article 1
In this Minister ' s Rule, which is referred to:
1. Minister is the Minister who organizes government affairs in the field of education.
2. The Director General is the Director General of Higher Education.
3. The Directorate General is the General Directorate of Higher Education.

Article 2
(1) Indonesia National Qualification Framework (KKNI) field of higher education is the framework of unqualified qualifications, irrespective of qualification, and integrating the learning achievements of nonformal educational pathways, informal education, and/or work experience into types and higher education types.
(2) The disqualification as referred to in paragraph (1) is intended to facilitate the education of a person who has a working experience or has a degree of learning from a nonformal education or an informal education. for:
a. A formal education to a higher level and/or;
B. get recognition of qualifying a certain type of education type from college.
(3) Nonformal education as referred to in paragraph (1) includes courses or trainings conducted by a course institution or a training institution.
(4) Informal Education as referred to in paragraph (1) includes education performed independently, by family, or environment.

Article 3
(1) Capaian of non-formal education learning, informal education, and work experience can be equated with certain qualifications of qualifications on higher education.
(2) Formal Acceptance of non-formal education learning, informal education, and work experience in higher education as referred to in paragraph (1) is applied to the learning of the learning of the learnable participants who have had SMA/SMK/MA/MAK/C/Package C/Vocational Vocation.
(3) Formal Acceptance of non-formal education learning, informal education, and work experience in higher education as referred to in paragraph (2) are applied from the qualifying window 3 (three) as the highest level. It is low to the top nine (nine) as the highest level.
(4) The qualifying race 3 (three) to a qualifier 9 (nine) as referred to in verse (3) has equality with the formal paneducation as follows:
a. jenjang 3 equivalent to diploma graduates 1;
B. jenjang 4 is equivalent to diploma graduate 2;
c. jenjang 5 equivalent to diploma graduates 3;
D. jenjang 6 is equivalent to diploma graduate 4 or applied scholar and scholar;
e. jenjang 7 is equivalent to a professional education graduate;
f.   jenjang 8 is equivalent to a graduate of applied master, magister, or specialist one;
G. The 9 is equivalent to a graduate of applied doctoral education, a doctor or a specialist two.
(5) Capability of learning as referred to in paragraph (1) is the ability acquired through the internalization of knowledge, attitudes, skills, competence, and accumulation of work experience.
(6) The parsing of learning produced by the higher education process refers to the standards of higher education graduate competencies.

Section 4
(1) The recognition of a person ' s learning of the learning obtained from a work experience, nonformal education, or informal education into the formal education sector is carried out through the mechanisms of past learning cognition (RPL).
(2) RPL as referred to in paragraph (1) is intended for:
a. Acknowledge the use of individual learning through a nonformal, informal, and/or work experience as a basis for continuing formal education in order of learning throughout the period;
B. acknowledge the capings of learning performed by the college and/or educational and training institutions organized by the ministry and/or agencies outside the coaching of the Ministry of Education and Culture and the Ministry of Religious Affairs as the base granting of a degree of title; and
c. recognizing the power of an expert whose qualifications are equivalent to a master's qualifications or doctorate as a lecturer.

Section 5
(1) The organizer authorized organizer of the RPL to facilitate learning throughout the hayat as referred to in Article 4 of the paragraph (2) letter a:
a.   the study program has been 2 (two) times in a row and at the time the proposal is still accredited B of the national authorized accreditation body or equivalent international accreditation body;
B.   graduates are absorbed in the working world or are entrepreneurs based on a study of tracking for 3 (three) years in a consecutive year;
c. obtain a letter of support from an association of the profession or industry association that has a legal entity in accordance with the laws and has been operating at least 5 (five) years for the field of expertise in accordance with the study program; and
D. Pass the RPL planning portfolio test conducted by an expert team assigned to the Director General.
(2) The RPL organizer ' s permit procedure to facilitate learning throughout the hayat as referred to in Section 4 of the paragraph (2) of the letter a includes:
a.   The college submitted the RPL hosting proposal by attaching it:
1. High school self-evaluation documents and study programs;
2. License terms of the study program;
3. Accreditation program accreditation program;
4. document tracking study graduates; and
5. Support letters from the association of professions or industry associations which have legal entities in accordance with the regulations of the invitations and have operated at least 5 (five) years for the field of expertise in accordance with the study program.
B.   The Director General assigned a team of experts to conduct a test feasibility test.
C.   The Director General sets out the college that has passed the eligibility assessment as an organizer of the RPL.
(3) The Minister may assign a specific college that meets the requirements for hosting RPL.
(4) The hosting of RPL is evaluated periodically every 3 (three) years by the Director General.
(5) Based on the results of the evaluation as referred to in paragraph (4), the Minister may revoke the holding of the RPL.

Section 6
(1) Higher education and/or educational and training institutions as referred to in Section 4 of the paragraph (2) letter b is required to meet the criteria:
a. An educated participant in the ministry/institute that oversees the college and/or the institution of education and training and has a service bond;
B. The education program has been 2 (2) times in a row and at the time of the proposal is still accredited or certified from an institution of accreditation or equivalent international or international certification institution;
c. The Host may prove that the performance of its graduates in accordance with the KKNI level of a particular higher education field based on the job competency test and performance evaluation of the graduates;
D. The organiser has an academic information system accessible to the Directorate General for the purposes of academic evaluation;
e. already have the resources to host education in accordance with the lecturer and mahasiwa ratio of 1:12 (one to twelve) qualifying the magister or equivalent of the relevant study program;
f.   Pass the RPL planning portfolio test conducted by an expert team assigned to the Director General.
(2) Procedure of the RPL hosting permit for higher education organizers outside the Ministry of Education and Culture and the Ministry of Religious as the basis for giving the title as referred to in paragraph (1) includes:
a. the college and/or educational and training institution as referred to in Article 4 of the paragraph (2) letter b submitting a proposal for the RPL to test the feasibility test.
B.   the proposal as referred to in paragraph (2) the letter a must contain:
1. High school self-evaluation and study program;
2. Graduate learning of graduates in accordance with the standards of graduate competency at higher education national standards;
3. The analysis of the equality test of the graduates learning the equivalent of certain qualifications in the KKNI high education field.
4. The minimum attachment consists of:
a) the learnable data document is the prospective employee/employee at the instance who oversees the college and has a service bond;
b) a document that states that the education program has been 2 (two) times in a row and at the time the proposal is still accredited or certified from an institution of accreditation or equivalent international or international certification institution;
c) access to the academic information systems accessible by the Directorate General for the purposes of academic evaluation;

(4) Based on the evaluation as referred to in paragraph (3), the Minister may revoke the college permit and/or the education and training institution to give the title.

Section 7
(1) The equivalents of expert power learning as a lecturer as referred to in Article 4 of the paragraph
(2) the letter c can only be proposed by the college of which:
a.   require educators with certain rare skills;
B.   required educators whose expertise could not be generated by the existing study programs;
c. requires educators with much needed practical experience for the development of student competence; and
D. Pass the RPL planning portfolio test conducted by an expert team assigned to the Director General.
(2) The procedure of the proposed RPL hosting permit to recognize an expert power as a lecturer as referred to in Section 4 of the paragraph (2) of the letter c includes:
a. the college submitted the RPL hosting proposal in accordance with the technical directions set by the Directorate General for the feasibility test;
B. the proposal as referred to in the letter a must contain:
1. High school self evaluation and study program;
2. Analysis of teaching needs according to the strategic plan of the college and the laws of the legislation;
3. Professor development plan;
4. The analysis of the equality test against the prospective lecturer conducted by the Academic Senate is related to the study of learning equivalent to the qualifications of 8 or 9 on the KKNI higher education field by attaching it:
a) the certificate of a prospective lecturer on education before;
b) evidence of the credibility of higher education institutions issuing diplomas in the form of an organizer ' s educational or college educational program accreditation statement;
c) the work competency certificate of the association of the profession or industry association that has a legal entity in accordance with the rules of the invitation and has been operating at least for 5 (five) years, for the field of expertise in accordance with the study program;
d) letter of support from the association of a profession or industry association that has a legal entity in accordance with the rules of the invitation and has been operating at least for 5 (five) years, for the field of expertise in accordance with the study program.
e) a misbehaving letter from a prospective lecturer;
f) for the prospective skilled lecturer and no professional association should include a peer-in-peer statement on the relevant profession.
C.   The Director General assigned the team of experts to conduct the proposal ' s feasibility test;
D. The Director General sets out the college that has passed the feasibility test as an RPL organizer for the expert power.
(3) Colleges as referred to in paragraph (2) letters e evaluated periodically every 3 (three) years by the Director General.
(4) The Director General based on the evaluation results as referred to in paragraph (3) may revoke the College permit as an RPL organizer for the expert power.

Section 8
(1) Candidates for education with formal, nonformal or informal education from foreign countries and will continue to study in higher education in Indonesia can provide a high school of learning earned by the college. who have obtained permission to host the RPL.
(2) Candidates lecturers with formal, nonformal or informal education from foreign countries and will be lecturers at colleges in Indonesia can be a lecturer at the college after the college is granted permission The RPL is an expert in power as a lecturer.

Section 9
Further provisions on the implementation of this Minister ' s Regulation are set forth by the Director General.

Article 10
(1) In ensuring the quality of the KKNI field of higher education, the Directorate General has the task and function:
a.   evaluate the suitability of the KKNI tools of higher education including regulations, cryptors, manuals, socialization mechanisms, implementation standards documents and other supporting aspects, and performing adjustments, alteration or development;
B. regularly review the descriptor for the 9 (nine) Qualifiers contained in the KKNI field of higher education by paying attention and anticipating the progress occurring in the field of employment in and outside the country;
c. Review the equality of the international qualification system with the KKNI of higher education and deliver the results of the study to the Director General to be delivered to the interested party;
D. conduct a process of reference to other countries ' qualifying framework positions or regional qualifications frameworks against higher education fields;
e.   perform a human resource qualification reference process on various sectors of both national and international sectors against the qualifications contained in the KKNI field of higher education;
f.    coordinate with the technical ministry, the National Accreditation Agency of Higher Education (BAN-PT) or other accreditation agencies recognized by the government both at national and international level, the National Standards Board of Education (BSNP), or other agencies that are drafting education standards or standards of work competence and are recognized by the government both at national and international level, competency certification institutions, professional certification institutions, profession associations, industry associations, well on both the national and international level as well as other bodies or agencies in the National level related to the quality of human resources on a qualification level 3 to 9.
(2) In the application of the KKNI field of higher education by stakeholders, the Directorate General has duties and functions:
a.   conduct the socialization of higher education fields and its implementation strategies to stakeholders and decision-makers in the field of human resources development;
B. require the college to publish a certificate of companion certificate explaining the quicfification of the graduates according to the general KKNI field of higher education;
c. encourage the technical ministry and stakeholders to reward the college graduates based on qualification;
D. Build and socialize an online education profile that includes information program information that qualialises in accordance with the qualifications of higher education fields;
e.   coordinate with the Ministry of Personnel Empowerment, the technical ministries and other state agencies.
(3) In applying KKNI in the field of higher education curricula, the Directorate General has duties and functions:
a. provide input, consulting, distraction/assistance, encouraging and facilitating the implementation of the implementation of the KKNI field of higher education in higher education institutions;
B. Drafting policies, regulations, and guidance on drafting the curriculum of study programs referring to the KKNI field of higher education;
c. Evaluate the implementation of the curriculum by the program of the study on the achievement of the qualification of the KKNI field of higher education;
D. evaluate the description of the minimum study of learning proposed by the study program as the basis of setting the standard competency of the study of the study by the Minister;
e.   evaluate the periodically the description of the minimum learning which is proposed by the study program as the basis of setting up the standard competency of the study of the study program by
f.   Evaluate and periodically evaluate the description of the study of study programs that have been defined as the standard of higher education graduate competencies in the Higher Education Data Base for use as a national referral for educational programs. Related:
G. with the expert team as referred to in Section 5 of the paragraph (2) letter b, Section 6 of the paragraph (2) of the letter c, and Section 7 of the paragraph (2) of the letter c, guarantees accountability and compatibility of the substance of the RPL alignment proposal and the proposal for the learning of the learning of the program study; and
h. coordinate with BAN-PT or other accreditation institutions recognized by the government both at the national and international level, the BSNP, or any other agency that makes up the educational standards or standards of job competencies and is recognized by the government both on national and international level, competency certification institutions, professional certification institutions, professional associations, industry associations, both at the national and international level as well as other bodies or institutions at the national level. with respect to the quality of the human resources at a qualification level 3 to With nine.
(4) In applying the KKNI field of higher education, the college has a task and function:

B.   Each study program is required to create a curriculum, execute, and evaluate the implementation of the curriculum in reference to higher education fields in accordance with policy, regulation, and guidance on the preparation of the curriculum of study programs as intended. on the paragraph (3) of the (3) letter
c. Each study program is required to develop an internal quality assurance system to ensure compliance with the study of study programs.

Section 11

The rules of the Minister are starting to apply at the date of the promulctest.
