GENERAL FUNCTIONAL OFFICE
IN THE HEALTH MINISTRY ENVIRONMENT

WITH THE GRACE OF THE ALMIGHTY GOD

HEALTH MINISTER OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that in order to support the execution of the Ministry of Health ' s duties and functions, in addition to certain structural and functional positions required the general functional office as the basis in the planning and placement of the employees;
B. that under consideration as referred to in the letter a, it needs to establish the Health Minister ' s Regulation on the General Functional Office in the Environment of the Ministry of Health;

Given: 1.   Constitution of the Republic of Indonesia Number 8 Year 1974 on Subjects of the Republic of Indonesia (1974) the Republic of Indonesia (1974), the State of the Republic of Indonesia (1974), as amended by Law No. 43. 1999 (sheet Of State Of The Republic Of Indonesia In 1999 Number 169, Extra State Sheet Number 3890);
2. Regulation of the President of the Republic of Indonesia No. 24 Year 2010 on Occupation, Duty and Functions of the Ministry of State as well as the Organizational Functions, Duty, and Functions of Eselon I Ministry of State;
3. Health Minister Regulation Number 1144 /Menkes/Per/VIII/2010 on the Organization and the Working Services of the Ministry of Health (News of the State of Indonesia 2010 Number 585) as amended by the Regulation of Health Minister Number 35 Year 2013 (State News of the Republic of Indonesia 2013 No. 741);
4. Regulation of the Minister of State Personnel and Bureaucratic Reform Number 33 of 2011 on the Guidelines of the Analysis of the Title;
5. State Personnel Regulation Number 12 Year 2011 on the Governing Conduct guidelines of the Office of the Office;

DECIDED:

Setting: THE HEALTH MINISTER ' S REGULATION ON THE GENERAL FUNCTIONAL OFFICE IN THE HEALTH MINISTRY ENVIRONMENT.

BAB I
UMUM CONDITIONS
Section 1
In Regulation of this Minister referred to:
1. Prospective Civil Servants (CPNS) is an Indonesian citizen who applied for and was declared a screening exam and has been given the identity number of the civil servant.
2. The next civil servant (PNS) is an Indonesian citizen who has been eligible to be determined, appointed by the official who is authorized to serve in a state office or in the service of another country's duty, and be paid under applicable laws.
3. The General Functional Office is the position that indicates the duty, responsibility, authority and rights of a CPNS and civil servant in an organizational unit that is in the exercise of its duties based on certain skills and for the rise of the rank. It's not required with the credit score.
4. Certain Functional Functional posts are the positions that show the task, responsibility, authority and right of a civil servant in a unit of organization that is in the execution of its duties based on certain skill and/or skills as well as the nature of the organization. Self-suss and the ascension of the rank is required by credit.
5. Structural Office is a position that indicates the duty of responsibility, authority, and the right of a civil servant in order to lead a unit of state organization.
6. Terms of Use are an exposures that are the primary efforts of a stakeholder in processing work materials using the work device into a working product in a given condition.
7. The names of the General Functional Office are desigcountries that are the naming identities under the eselon IV or the lowest Structural Office in an organization.
8. The office map is the expanse of the title name required by a working unit in order to carry out its tasks and functions.

BAB II
COMMON FUNCTIONAL OFFICE NAMING
Section 2
(1) The naming of General Functional Office and its office information is formulated based on the results of the office analysis.
(2) The names of the General Functional Office in the Ministry of Health as set forth in Appendix I which are part of the Ministry are inseparable in this Minister's Regulation.
(3) The office information as referred to in paragraph (1) is listed in Annex II which is an inseparable part in the Regulation of this Minister.
(4) In the event of a change to the names of the General Functional Office as referred to in paragraph (2), it is specified by the Decree of the Minister of Health.
(5) The change of the names of the General Functional Office as referred to in paragraph (3) refers to the rule of the body that organizes government affairs in the area of the country's workforce.

BAB III
TITLE FORMATION
Section 3
(1) The names of the General Functional Office as referred to in Article 2 of the paragraph (2) are the basis of the formation of the post.
(2) The formation of the post as referred to in paragraph (1) is used as the basis for the acceptance of CPNS.
(3) The formation of a position in the organizational unit is set based on a position map based on the work load analysis.

BAB IV
REMOVAL AND REMOVAL
Section 4
(1) Any PNS that does not occupy a specific Structural and Functional Office, is appointed in the General Functional Office.
(2) Drivers of the General Functional Office consider the suitability of education qualification with the terms of office.
(3) Employees who do not meet the educational requirements can be elevated to the post by inpassing mechanism provided with the provisions:
a) have performed the duties of such office at least 2 (two) years attested by the Governing Decree and accompanied by a letter of statement from the authorized official;
b) elementary education qualification until the highest junior high school is appointed in class 5;
c) qualifying high school education until D-3 is most highly elevated in grade 6.
(4) The example of a Letter of Statement as referred to in paragraph (3) of the letter a is listed in the attached Format which is an inseparable part of the Regulation of this Minister.
(5) The Appointment Of A Civil Servant in a Common Functional Title as referred to in paragraph (1) and paragraph (3) is specified by the Minister or the appointed official.

Section 5
(1) Every CPNS in the Ministry of Health Environment is appointed in the General Functional Office.
(2) CPNS officers in the General Functional Office as referred to in paragraph (1) are specified by the Minister or the appointed official.

Section 6
Appointment to the General Functional Office as referred to in Section 4 and Section 5 aims to:
a. provide clarity of the task in assisting the execution of the task of an organization unit and the task of the lowest Structural Office in an organization;
B.   provide clarity of duty in accordance with the educational background; and
c. determining the quantity of the given performance allowance.

Section 7
(1) CPNS who are already appointed in the General Functional Office as referred to in Section 5 cannot be moved before being elevated to the PNS.
(2) The completion of the PNS in the General Functional Office is conducted by the Eselon 1 official in accordance with the qualifications and terms of his office.
(3) The beauty of the General Functional Office should not lead to previous class democtions and must pay attention to the needs and formation of posts based on the position map.
(4) The resettlement of the PNS transfer as referred to in paragraph (2) is specified by the Minister or the appointed official.

BAB V
OTHER PROVISIONS
Section 8
(1) a functional office other than those set up in this regulation remain recognized as long as required by the organization.
(2) The functional title of the functional office as referred to in paragraph (1) is defined by the leadership of the concerned working unit.
(3) The functional office as referred to in paragraph (1) is not made the basis of the admission of the Civil Servlet.

Section 9
(1) The civil service of the PNS into the General Functional Office through the inpassing mechanism is conducted at least 1 (one) years since the Ordinance of this Minister's Ordinance.
(2) The civil service of the PNS into the General Functional Office through the inpassing mechanism does not apply to the PNS accepted starting in 2014.

BAB VI
CLOSING PROVISIONS
Section 10
The Regulation of the Minister comes into effect on the date of the promulctest.

For each person to know it, order the invitation of the Order of the Minister with its placement in the News of the Republic of Indonesia.
