REGULATION of the MINISTER of RELIGIOUS AFFAIRS of the REPUBLIC of INDONESIA number 9 by 2013 ABOUT the ORGANIZATION and the WORK of ISLAMIC STATE UNIVERSITY SULTAN SYARIF KASIM RIAU with the GRACE of GOD ALMIGHTY MINISTER of RELIGIOUS AFFAIRS of the REPUBLIC of INDONESIA, Considering: a. that in order to improve the quality and organization of the Ministry of higher education, need to re-arrange the Layout and organization of the work of State Islamic University Syarif Kasim Sultan of Riau;
b. that based on considerations as referred to in letters a need to set a regulation of the Minister of religion about the Organization and the work of Islamic State University Sultan Syarif Kasim Riau;

Decide: define: REGULATION of the MINISTER of RELIGION ABOUT the ORGANIZATION and the WORK of ISLAMIC STATE UNIVERSITY SYARIF KASIM SULTAN of RIAU.
CHAPTER I the POSITION, duties, and FUNCTIONS of article 1 (1) University of Sultan Syarif Kasim State Islamic Riau which is hereinafter called University College hosted by the Ministry of Religion that is under and responsible to the Minister of religious affairs.
(2) the University referred to in subsection (1) is functionally built by Director General of Islamic education.
Article 2 of the University has a duty of carrying out the Organization of higher education that includes academic, profession education programs and/or students, research and community services in the field of science and technology in the Islamic religious sciences, and the public in accordance with the provisions of the legislation.

Article 3 in carrying out the tasks referred to in article 2, the University runs the function of: a. the formulation and determination of the vision, mission, policies, and planning programs;
b. organizing and implementation of academic education, profession and/or students, research and community services in the field of science and technology and Islamic religious sciences in General;
c. implementation of coaching not only academic; and d.  implementation of administration and reporting.
Article 4 the Organization of universities consisting of organ, organ Manager of consideration, and supervision.

CHAPTER II Part I General MANAGER ORGANS article 5 organs of the University Manager consists of: a. the Rector and Vice Rector;

b. Faculty;

c. Graduate;

d. the Bureau;

e. Agencies; and f. the Unit Technical Implementers.

The second part of the Rector and Vice Rector Rector article 6 article 5 referred to in letter a has a duty to lead and manage the Organization of higher education referred to in article 2 and article 3 based on the policy established by the Minister of religious affairs.

Article 7 (1) in carrying out the tasks referred to in article 6 and the Rector is assisted by three (3) people representative of the Rector.
(2) the Deputy Rector of the sebagaimna referred to in subsection (1) consists of: a. the Deputy Rector of the academic field and the development of institutions that have the task of helping the Rector in the field of academic and institutional;
b. Vice Rector Field in public administration, Financial planning and who has the task of helping the Rector in leading the implementation of the activities of the field of public administration, planning and finance; and c.  Vice Rector of students Affairs and cooperation Fields which have the task of helping the Rector of Student Affairs and cooperation in the field.
The third part of the Faculty of General article 8 Paragraph 1 (1) the faculty as stipulated in article 5 and the letter b is an element of implementing academic universities that have the task of organizing the academic education, students and/or profession within 1 (one) clumps of disciplines of science, technology, and/or art.
(2) the Faculty referred to in subsection (1) is led by a Dean who is under and responsible to the Rector.
Article 9 in carrying out the tasks referred to in article 8 paragraph (1), the Faculty hosted a function: a. implementation of organization of academic education at the undergraduate, master's, and doctoral degrees, the education Commissioner, and/or profession in an environment of faculty;
b. implementation of the research and development of science and technology;
c. implementation of community services;

d. implementation of coaching not only academic; and e.  implementation of administration and reporting.
Article 10 on the University Faculty consists of: a. Tarbiyah and teacher training;

b. the Sharia and the law;

c. Usul;

d. Da'wah and communication;

e. Science and technology;

f. Psychology;

g. Economic and social sciences; and h. the farm and ranch.

Article 11 Organization of the Faculty consist of: a. the Dean and Vice Dean;

b. the Department;

c. the laboratory; and d. The Section.

Paragraph 2 of the Dean and Vice Dean of the chapter 12 Dean as stipulated in article 11 letter a has the task of leading and managing the Organization of education as referred to in article 8 paragraph (1) and article 9 in accordance with the policy of the Rector.

Article 13 in carrying out the tasks referred to in article 12, the Dean is assisted by 3 (three) Vice Dean.

Article 14 Vice Dean as stipulated in article 13 consists of: a. the Vice Dean of Academics and development agency that has the task of assisting the Dean in the field of academic and institutional;
b. Vice Dean Field in public administration, Financial planning, and which has the task of assisting the Dean in leading the implementation of the activities of the field of public administration, planning and finance; and c.  Vice Dean of Student Affairs and cooperation Fields which have the task of assisting the Dean in implementing activities in the field of Student Affairs and cooperation.
Paragraph 3 Departments Article 15 (1) the Departments referred to in article 11 letter b is a unit of implementing academic faculty has a duty in organizing courses in 1 (one) disciplines of science, technology, and/or art.
(2) the Department referred to in subsection (1) is led by a Chairman of the Department which is under and responsible to the Dean.
Article 16 the Department referred to in article 11 letter b consists of: a. the Chair of the Department;

b. the Secretary of the Department; and c. a lecturer.

Article 17 the Chairman of the Department referred to in article 16 letter a has a duty to lead and implement the Organization of the courses referred to in Article 15 paragraph (1) based on the policy of the Dean.

Article 18 the Secretary of the Department referred to in article 16 letter b has the task of assisting the Chairman of the Department in the areas of General Administration, financial, workforce, and reporting.

Paragraph 4 Laboratories article 19 (1) of the laboratory referred to in article 11 of the letter c represents the device supporting the implementation of environmental education in the faculty.
(2) Laboratory as referred to in subsection (1) is led by a functional in accordance with their fields under and responsible to the Dean.
The part of paragraph 5 of article 20 (1) The Part referred to in article 11 letter d has the task of carrying out public administration service, academic, Student Affairs, planning, finance, and reporting on the environmental faculty.
(2) The Part referred to in paragraph (1) is led by a head under and responsible to the Dean.
Article 21 in carrying out the tasks referred to in article 20 paragraph (1), The Section organizes functions: a. implementation of the programme and financial planning in the Faculty of environment;

b. implementation of academic administration, Student Affairs, alumni and Faculty in an environment;
c. implementation of the administrative staffing, administration, kerumahtanggaan, State-owned goods, and information systems at the Faculty of environment; and d.  implementation reporting faculty.
Article 22 The Section referred to in article 11 letter d consists of: a. Public Administration and finance Subsection; and b. the academic, Student Affairs Subsection, and Alumni.

Article 23 (1) Subsections in public administration and finance as stipulated in article 22 letter a has the task of carrying out administrative services staffing, administration, public relations, management of State-owned goods, kerumahtanggaan, and information systems, preparation of plans and budgets, Treasury, accounting, and financial reporting faculty.
(2) Subsections academic, Student Affairs and Alumni, as stipulated in article 22 letter b has the task of carrying out administrative services to academic, research and community services, Student Affairs, alumni and the construction.
The third part of the postgraduate section 24 Graduate as stipulated in article 5 subparagraph c is an element of implementing academic who has the task of organizing education master's degree Program, doctoral programs, and/or Program specialist in multidisciplinary science, technology, and art-based Islam.

The fourth part of the Bureau of the General Article 1 Paragraph 26 (1) of the Bureau referred to in article 5 the letter d is implementing elements of the Administration who have the task of carrying out administrative affairs, planning and finance, academic, and Student Affairs in the University environment.
(2) the Bureau consists of: a. Bureau of public administration, planning and finance; and b. the Bureau of Academic Administration, Student Affairs and cooperation.
(3) the Bureau referred to in subsection (2) are each headed by a Chief who is under and responsible to the Rector.
Paragraph 2 of the Bureau of the General Administration, planning and finance article 27 General Administration Bureau, planning and finance as stipulated in article 26 paragraph (2) letter a hereinafter referred AUPK Bureau has the task of implementing the organizational structuring, planning, financial administration, legislation, administration, and kerumahtanggaan.

Article 28 in carrying out the tasks referred to in article 27 AUPK Bureau organizes functions: a. the exercise of drafting the plans, programs and budgets, evaluation and reporting;
b. implementation of the public administration that includes the implementation of the Administration, archives, management of State-owned goods, documentation and publications, as well as kerumahtanggaan;
c. Setup organizational and staffing, governance, law, and laws and regulations; and d.  the completion of the reporting of the University.
Article 29 the Bureau of AUPK as mentioned in article 27 is composed of: a. General section;

b. planning section;

c. Section finance and accounting;

d. Part of the Organization, Staffing, and law and Office of Group e. functional.

Article 30 the General section as referred to in article 29 the letter a has the task of carrying out the Administration, archives, management of State-owned goods, kerumahtanggaan, documentation, and publications.

Article 31 in carrying out the tasks referred to in article 30, the part of the General organized a function:


a. implementation of the Administration and archives;

b. implementation of the kerumahtanggaan and management of State-owned goods; and c. the execution of documentation and publications.

Article 32 General section as referred to in article 29 the letter a consists of: a. The Subsections and households; and b. Subsections public relations, documentation, and publications.

Article 33 (1) Subsections Tata businesses and Households as stipulated in article 32 letter a has the task of carrying out administration, archives and kerumahtanggaan.
(2) Subsections public relations, documentation, and publications referred to in Article 32 the letter b has the task of carrying out the documentation, publication, and PR.
Article 34 planning section as referred to in article 29 the letter b has the task of implementing the management of data and information, preparation of plans, programs and budgets, evaluation, and reporting performance.

Article 35 in carrying out the tasks referred to in Article 34, part planning organizes functions: a. implementation of the management of data and information;

b. implementation of the preparation of plans, programmes and budgets; and c. the implementation evaluation of the program, budget, and performance reporting.

Article 36 planning section as referred to in article 29 the letter b consists of: a. the Subsection Data and planning information; and b. Subsections Preparation, evaluation, and reporting of the Program and budget.

Article 37 (1) Subsections Data and planning information as stipulated in article 36 the letter a has the task of implementing data and information management planning.
(2) Subsections Preparation, evaluation, and reporting of the Program and Budget as stipulated in article 36 the letter b has the task of carrying out the preparation of drafting plans, evaluation, reporting and program budget.
Article 38 Section finance and accounting as referred to in article 29 the letter c has the task of implementing the budget, Treasury, accounting agencies, management information systems and accounting state-owned goods (REFER to the BMN), accounting for public service bodies (BLU), and financial reporting.

Article 39 in carrying out the tasks referred to in Article 38, section organizes the finance and accounting function: a. budget implementation and verification of the budget;

b. implementation of the Repertory.

c. implementation of accounting agencies and REFER to the BMN;

d. implementation of accounting BLU; and e. implementation of the preparation of the financial statements.

Article 40 Section finance and accounting as referred to in article 29 the letter a consists of: a. implementation of the budget and Treasury of the Subsections;

b. verification and Subsections REFER to the BMN; and c. Subsections accounting and financial reporting.

Article 41 (1) Subsections of the implementation of the budget and Treasury as stipulated in article 40 the letter a has the task of implementing the budget and Treasury.
(2) Subsections verification and REFER to the BMN Finance as stipulated in article 40 letter b has the task of implementing the verification of the budget, accounting, and REFER to the BMN BLU.
(3) Subsections accounting and financial reporting as referred to in article 40 letter c had the task of implementing accounting and preparation of financial statements.
Article 42 Section organization, Staffing, and law as stipulated in article 29 the letter d has the task of implementing the organizational structuring, corporate governance, staffing, and the preparation of legislation based on the policy established by the Rector.

Article 43 in carrying out the tasks referred to in Article 42, section organization, Staffing, and laws and regulations organizing functions: a. implementation of organizational structuring, corporate governance, preparation of standard operating procedures, and minimum service standards;

b. implementation of administrative personnel; and c. the preparation of legislation and legal assistance.

Article 44 Section organization, Staffing, and law as stipulated in article 29 d consists of: a. Subsections organization and Governance;

b. Subsection Staffing; and c. Law Subsections.

Article 45 (1) Subsections organization and Governance as stipulated in article 44 letter a has the task of carrying out the preparation of drafting organization, governance, standard operating procedures, minimum service standards, and performance evaluation of the Organization and the preparation of performance reports.
(2) Subsections Employment as stipulated in article 44 letter b has the task of implementing data management and information officer, the preparation of the implementation of the selection, appointment, line, mutation, just my assesment and development, and the welfare of employees in the University environment.
(3) Subsections Law as stipulated in article 44 the letter c has the task of carrying out the preparation of laws and regulations, give due consideration and legal assistance.
Paragraph 3 of the academic, Student Affairs Administration Bureau, and cooperation Article 46 Administrative Bureau of academic, Student Affairs, and cooperation as stipulated in article 26 paragraph (2) letter b that hereafter the Bureau have AAKK academic administration, Student Affairs, alumni, empowerment and cooperation.

Article 47 in carrying out the tasks referred to in Article 46, the Bureau conducts AAKK function: a. implementation of the preparation of plans, programmes and budgets, evaluation and reporting;

b. information management and service of academic administration;

c. implementation of the students Affairs and alumni empowerment; and d. the implementation of cooperation in higher education and the construction of a private Islamic Colleges (PTAIS).

Article 48 Bureau AAKK as stipulated in article 26 paragraph (2) letter b consists of: a. the academic Part;

b. Section Student Affairs and Alumni;

c. Cooperation and institutional Section; and d. the functional Position of the group.

Article 49 of the academic Section as referred to in article 48 letter a has the task of carrying out academic information management and service of academic administration, and academic service.

Article 50 in carrying out the tasks referred to in Article 49, the academic Section organizes functions: a. academic information management implementation;

b. implementation of the academic administration; and c. the implementation of academic services.

Article 51 of the academic Section as referred to in article 48 letter a consists of: a. Academic Information Subsections;

b. Subsection Academic Administration; and c. the Subsections of the academic Service.

Article 52 (1) Subsections Academic Information as stipulated in article 51 the letter a has the task of implementing the management of academic information.
(2) Subsections Academic Administration as stipulated in article 51 letter b has the task of conducting the implementation of academic administration.
(3) Subsections Academic Services as stipulated in article 51 of the letter c has the task of conducting academic services.
Article 53 Student Affairs and Alumni Section as referred to in article 48 subparagraph b has the task of carrying out the administration of Student Affairs and alumni.


Article 54 in the exercise of the tasks referred to in Article 53, the portion of students Affairs and Alumni organize functions: a. implementing the administration of Student Affairs;

b. the construction of talents and interests of students; and c. the implementation of Administration alumni.

Article 55 Section Student Affairs and Alumni as stipulated in article 48 subparagraph b consists of: a. the Subsections of Student Affairs; and b. Subsections Alumni.

Article 56 (1) Subsections Student Affairs as stipulated in article 55 the letter a has the task of carrying out the administration of Student Affairs.
(2) Subsections Alumni as stipulated in article 55 subparagraph b has the task of carrying out administrative and empowerment of alumni.
Article 57 Cooperation and institutional Section as referred to in article 48 subparagraph c has the task of carrying out administrative cooperation, institutional development, and coaching PTAIS.

Article 58 in carrying out the tasks referred to in Article 57, part of institutional cooperation and organizing functions: a. the preparation and the implementation of administrative cooperation;

b. institutional development; and c. the administrative implementation of the construction PTAIS.

Article 59 and institutional Cooperation Section as referred to in article 48 subparagraph c consists of: a. Subsections Cooperation and Development Agencies; and b. Subsections Bina PTAIS.

Article 60 (1) Subsections cooperation and Development Institutions as stipulated in article 59 the letter a has the task of carrying out the preparation, administration, and development of cooperation with universities and other institutions.
(2) Subsections Bina PTAIS as stipulated in article 59 the letter b has the task of implementing the Administration and preparation of the construction of the PTAIS.
Part five institutions of the paragraph 1 of article 61 General (1) the institutions referred to in article 5 of the letter e is an element of implementing academic performing some tasks and functions of University in the field of research, community services, and quality assurance.
(2) the institutions referred to in subsection (1), each headed by a Chairperson who is under and responsible to the Rector.
Article 62 of the institution consists of: a. research institutions and community services; and b. the institution Guaranteeing Quality.

Paragraph 2 research institutions and community Article 63 research institutions and community services as stipulated in article 62 letters a hereinafter referred LP2M have the task of implementing, coordinating, monitoring and assessing the activities of research and development, and community services based on the policy of the Rector.

Article 64 in carrying out its duties as stipulated in article 63, LP2M organises functions: a. the exercise of drafting the plan, the evaluation of the program and budget, as well as reporting b. implementation of pure and applied scientific research;

c. implementation of community services;

d. implementation of the publication of results of research and community services; and e. implementation of administrative agencies.

Article 65 LP2M as stipulated in article 63 consists of: a. the Chair;

b. the Secretary;

c. Center; and d. The Subsections.

Article 66 the Chairman LP2M as referred to in article 65 letter a has the task of leading and managing research activities and community services, as referred to in article 63 and article 64 on the basis of the policy of the Rector.

Article 67 of the Secretary as stipulated in article 65 letter b has the task of implementing the coordination of administrative service in an environment of LP2M accord with policy Chairman.

Article 68 (1) the Centre as referred to in article 65 of the letter c consists of: a. Centre for research and publishing b. Centre of devotion to the community; and c. Gender and child study center.
(2) Centre for research and publication as referred to in paragraph (1) letter a has the task of carrying out research and publishing.
(3) the center of the community as referred to in paragraph (1) letter b has the task of carrying out community.
(4) the Center for the study of Gender and children referred to in subsection (1) the letter c has the task of carrying out a study on gender and children.
(5) the Centre as referred to in paragraph (2), subsection (3), and subsection (4) are each headed by a Chief who is appointed by the President and responsible to the head of the institution.
Article 69 The Subsections on LP2M as referred to in article 65 letter d has the task of carrying out administrative services, planning, finance, personnel, administration, and kerumahtanggaan in the LP2M environment.

Paragraph 3 of article Quality Assurance Institutions 70 Quality Assurance Agencies as stipulated in article 62 the letter b which is hereinafter referred to as LPM has the task of coordinating, controlling, audit, monitor, assess, and develop the quality of academic activities.

Article 71 in carrying out the tasks referred to in article 70, the LPM hosts functions: a. the exercise of drafting the plans, programs and budgets, evaluation and reporting;

a. implementation of the academic quality of development;

b. implementation of auditing, monitoring, and assessment of academic quality; and c. the execution of administrative agencies.

Article 72 LPM as stipulated in article 70 consists of: a. the Chair;

b. the Secretary;

c. Center; and d. The Subsections.

Article 73 Chairman LPM as stipulated in article 72 the letter a has the task of leading and managing quality control of academic activities as referred to in article 71 and article 71-policy the Rector.

Article 74 of the Secretary as stipulated in article 72 letter b has the task of providing administrative support, financial, workforce, and reporting in accordance with the policy of the Chairman of the Agency.

Article 75 (1) Centre as referred to in article 79 of the letter c consists of: a. standard quality development centre; and b. the Audit and quality control Centre.
(2) the center of the development of standard quality referred to in paragraph (1) letter a has the task of carrying out the development of academic quality.
(3) the Centre for academic Audit and quality control as referred to in paragraph (1) letter b has the task of carrying out the supervision and quality control of academic.
(4) the Centre as referred to in paragraph (2), and subsection (3), each headed by a Chief who is appointed by the President and responsible to the head of the institution.
Article 76 The Subsection referred to in Article 72 letter d has the task of carrying out administrative services, planning, finance, personnel, administration, and kerumahtanggaan in an environment of LPM.

The sixth Unit is Executing a technical Article 77 Managing Technical Units referred to in article 5 hereinafter referred to as the letter f UPT is supporting elements in implementing environmental education at the University.

Article 78 of the implementing Technical Units referred to in Article 77 consists of: a. the Central Library;

b. Centre for information technology and data Bases;


c. Language Development Centre;

d. Center Mah ’ ad Al-Jami ’ ah; and e. Business Development Center.

Article 79 (1) Central Library as referred to in article 78 the letter a has the task of implementing the services, coaching, and development libraries, held in a partnership between the library, control, evaluate, and report library.
(2) Central Library as mentioned in subsection (1) is headed by a Chief who is appointed by the Rector, is under and responsible to the Vice-Chancellor of Academics and development agencies.
Article 80 (1) Center for information technology and Database as referred to in article 78 letter b has a duty to manage and develop a management information system, development, maintenance of the network and applications, data base management, technology development, and cooperation with other networks.
(2) information technology Centre and the database referred to in subsection (1) is led by a head appointed by the President, was under and responsible to the Vice-Chancellor of the field of public administration. Planning and finance.
Article 81 (1) Language Development Centre as referred to in article 78 of the letter c has the task of implementing the development language to support the success of the process of learning and teaching.
(2) Language Development Centre as referred to in subsection (1) is led by a head appointed by the President, was under and responsible to the Vice-Chancellor of Academics and development agencies.
Article 82 (1) Central Mah ’ ad Al-Jami ’ ah as referred to in article 78 d has the task of implementing the Islamic understanding of coaching and education through pesantren education model in University environments.
(2) the Centre of Mah ’ ad Al-Jami ’ ah as referred to in paragraph (1) led by Mudir (Chief) who is appointed by the Rector, is under and responsible to the Vice Rector of students Affairs and cooperation Fields.
Article 83 (1) of the business development centre as referred to in article 78 of the letter e has the task of managing, marketing, business development and cooperation University.
(2) the business development centre as referred to in subsection (1) is led by a head appointed by the President, was under and responsible to the Vice-Chancellor of the field of public administration, planning and finance.

CHAPTER III ORGANS of CONSIDERATION and SCRUTINY is considered part of the Organ of the Considerations of article 84 of the organs of the University consists of the consideration of: a. the Council of Penyantun.

b. the University Senate; and c. the Faculty Senate.

Article 85 the Board Penyantun as stipulated in article 84 the letter a is non structural entity composed of community leaders who have the function of providing advice and considerations in the field of non academic to the Rector.

Article 86 University Senate as stipulated in article 84 of the letter b is the highest representative body of normative and the University which has the task of providing advice and considerations in academics to the Rector.

Article 87 Faculty Senate as stipulated in article 84 of the letter c is normative and representative body of the .dit ingkat Faculty who have the task of providing advice and considerations in academics and non academics to Dean.

The second part of the Organ of supervision Article 88 in the framework of supervision of the internally formed units of the Internal Examiners who have the task of carrying out the supervision, control, audit and evaluation, financial and performance of universities.

Article 89 in carrying out the tasks referred to in Article 88, the unit conducts an internal Examiner function: a. the formulation of a system of internal control;

b. implementation of the audit and the assessment of financial and performance of the University; and c. the submission of the report to the Rector.

Article 90 (1) units of the Internal Inspectors as stipulated in article 88, led by a head under and responsible to the Rector.
(2) the head referred to in subsection (1) has the task of leading, coordinating, and implementing tasks referred to in Article 88 and article 89 based on policies of the Rector.
Article 91 (1) in carrying out its duties the head as stipulated in article 90 para (1) assisted by a Secretary.
(2) the Secretary referred to in subsection (1) has the task of providing administrative support, financial, workforce, and reporting in accordance with the policy of the head.
CHAPTER IV TERM of FUNCTIONAL GROUPS of article 92 (1) a functional Office consists of a group of professors, researchers, librarians, Office, and functional Laboran others appointed in accordance with the requirements on the basis of the provisions of the legislation.
(2) each Office of functional group as mentioned in subsection (1) is led by a senior official of the functional as a coordinator designated by the Rector.
(3) the functional position of the group as mentioned in subsection (1) to perform duties in accordance with the provisions of the legislation.
Chapter V ESELONISASI Article 93 the Rector, Vice-rector, Dean, Vice Dean, Director, head of Department, the Secretary of the Department, head of the Agency, the Agency's Secretary, head of the Center, Mudir, head of Unit Internal Examiner, and Secretary of the unit is a non Office Intern Examiners Echelon.

Article 94 (1) the head of the Bureau is the structural position Echelon II a.

(2) the Head Office of Structural parts is Echelon III a.

(3) head office is Structural Subsections Echelon IV a.

CHAPTER VI MISCELLANEOUS PROVISIONS Article 95 – other Provisions on terms and mechanisms of appointment officials of non structural employment at the University and set in the Statute of the University.

Article 96 the Rector may set conditions regarding the details of the duty Office of structural/functional throughout the ministerial regulation does not conflict with religion.

CHAPTER VII PROVISIONS COVER Article 97 of this religious Rules with the introduction of the regulation of Minister of Religious Affairs No. 8 of 2005 about the Organization and the work of Islamic State University Syarif Kasim Sultan of Riau and regulatory changes are revoked and declared inapplicable.

Article 98 of the regulation of the Minister of religion comes into force on the date of promulgation.
