MINISTER OF RELIGION, REPUBLIC OF INDONESIA,

Weigh: a.   that in order to improve the quality of hosting and the higher education services, it needs to reorganize the Organization and Work of the Islamic University of Indonesia Sultan Syarif Kasim Riau;
B.   that based on consideration as intended on the letter a need to establish the Regulation of the Minister of Religious Affairs on the Organization and the Work of the Islamic University of Indonesia Sultan Syarif Kasim Riau;

Ten. Decision of the Minister of Finance No. 77 /KMK.05/ 2009 on the Redemption of the Islamic University of State Sultan Syarif Kasim Riau on the Department of Religious Affairs as a Government Instancy that Applies The Financial Management Of The Public Services Agency;

Noticing: Minister of State Minister's approval of the State of Personnel and bureaucratic Reform in letter Number: B/2718.0/M. PAN-RB/9/2012, dated 20 September 2012;

DECIDED:

Establish: RULES OF MINISTER OF RELIGION CONCERNING THE ORGANIZATION AND THE WORK OF THE ISLAMIC UNIVERSITY OF THE ISLAMIC SULTAN ' S HOMELAND OF EUNUCH RIAU.

BAB I
THE POSITION, TASK, AND FUNCTION
Section 1
(1) The Islamic University of the Sultan Syarif Kasim Riau, which is later called the University is a college organized by the Ministry of Religious Affairs under and responsible to the Minister of Religious Affairs.
(2) The university as referred to in paragraph (1) is functionally scouted by the Director General of Islamic Education.

Article 2
The university has a duty to carry out the implementation of higher education covering academic education programs, professions and/or vocations, research, and devotion to the public in the field of religious science and technology. Islam, and general science in accordance with the provisions of the laws.

Article 3
In carrying out the duties as referred to in Article 2, the University runs the function:
a.   the formulation and determination of vision, mission, policy, and program planning;
B.   the hosting and implementation of academic education, professions and/or vocations, research, and devotion to the public in the fields of Islamic religious and religious technology and general sciences;
c. implementation of the coaching of the academic sivity; and
D.   Administration and Reporting

Section 4
The University Organization consists of the maintainer organ, the organs of consideration, and the supervising organs.

The University Manager organ consists of:
a. Rector and Vice Rector;
B. Faculty;

Second Part
Rector and Vice Rector
Section 6
The Rector as referred to in Article 5 of the letter a has the task of leading and managing the hosting of higher education as referred to in Article 2 and Article 3 based on the policy set by the Minister of Religious Affairs.

Section 7
(1) In carrying out the duties as referred to in Article 6 Rector is assisted by 3 (three) Vice Rector persons.
(2) The Vice Rector as referred to in paragraph (1) consists of:
a.   Deputy Rector of Academic Field and Development of the Institution who has the task of assisting the Rector in the academic and institutional fields;
B.   Deputy Rector of Public Administration, Planning and Finance who has the task of assisting the Rector in leading the conduct of public administration, planning and financial activities; and
C.   Deputy Rector of the Ministry of Students and Cooperation who has the task of assisting the Rector in the field of scholarship and cooperation.

Third Part
Faculty
Paragraph 1
General
Section 8
(1) The Faculty as referred to in Article 5 of the letter b is an academic executor of the University who has the task of organizing academic education, vocational and/or profession in 1 (one) of the disciplines of science, technology, and/or art.
(2) The Faculty as referred to in paragraph (1) is headed by a Dean who is under and responsible to the Rector.

Section 9
In carrying out the duties as referred to in Article 8 of the paragraph (1), the faculty organizes functions:
a.   the implementation of the implementation of academic education at the Bachelor ' s, Magister, and Doctoral levels, vocational education, and/or professions in the faculty environment;
B.   the implementation of research and development of science and technology;
c. The execution of the service to the community
D.   the execution of the academic sivity of academia; and
e.   Administration and Reporting

Article 10
Faculty at the University consists of:
a. Tarbiyah and Leisure;
b. Sharia and the Law;
C. Ushuluddin;

h. Agriculture and Livestock.

Section 11
The Faculty Organization consists of:
a. Dean and Vice Dean;
b. Jaffair;
c. Laboratory; and
d. Tata Business.

Paragraph 2
The Dean and Vice Dean
Section 12
The Dean as referred to in Article 11 of the letter a has the task of leading and managing the hosting of education as referred to in Article 8 of the paragraph (1) and Article 9 in accordance with the Rector's policy.

Section 13
In carrying out the duties as referred to in Article 12, the Dean is assisted by 3 (three) Vice-Dean people.

Section 14
The Vice Dean as referred to in Article 13 is made up of:
a. Vice-Dean of Academic and Institutionable Institution with the task of assisting the Dean in the academic and institutional fields;
b. Vice-Dean of Public Administration, Planning, and Financial Services which have the task of assisting the Dean in leading the implementation of public administration, planning and financial activities; and
The Vice-Dean of the Ministry of Students and Cooperation who has the task of assisting the Dean in the conduct of activities in the field of scholarship and cooperation.

The majors
Section 15
(1) The business as referred to in Article 11 of the letter b is an academic unit of the Faculty who has the task of organizing study programs in 1 (one) disciplines, technology, and/or art.
(2) The affairs as referred to in verse (1) are led by a Chief Jaffairs officer who is under and responsible to the Dean.

Article 16
Majors as referred to in Article 11 of the letter b consists of:
a. Chairman of the business;
b. Secretary of the affairs; and
C. Lecturer.

Article 17
The Chair of the Department as referred to in Article 16 of the letter a has the task of leading and carrying out the program of the study as referred to in Article 15 of the paragraph (1) based on the Dean ' s discretion.

Section 18
The Secretary of the Department as referred to in Article 16 of the letter b has the task of assisting Chairman Jaffairs in the field of general administration, finance, composure, and reporting.

Laboratory
Section 19
(1) The laboratory as referred to in Article 11 of the letter c is an educational implementation tool in the Faculty environment.
(2) The Laboratory as referred to in paragraph (1) is led by a functional power in accordance with its subject who is below and is responsible to the Dean.

(1) The section of Tata Business as referred to in Article 11 of the letter d has the task of carrying out general administrative, academic, student services, planning, finance, and reporting in the Faculty environment.
(2) The section of the Effort as referred to in paragraph (1) is headed by a Chief who is below and is responsible to the Dean.

Section 21
In carrying out the task as referred to in Article 20 of the paragraph (1), the Tata Business section organizes functions:
a.   execution of program planning and finance in the Faculty environment;
B.   the implementation of academic administration, student students, and alumni in the Faculty environment;
c. implementation of the administration of staffing, entrepreneurship, household, state property, and information systems in the Faculty environment; and
D.   Faculty reporting.

Section 22
The order section as referred to in Article 11 of the letter d consists of:
a. Subpart of the General Administration and Finance; and
b. Academic Subsection, Student Ministry, and Alumni.

Section 23
(1) Subsection of the General Administration and Finance as referred to in Article 22 of the letter a has the task of carrying out the enterprise, the administrative services of the public, public relations, the management of the property of the state, The company's household, and information systems, plan and budgeting, treasury, accounting, and faculty finance reporting.

(1) The bureau as referred to in Article 5 of the letter d is an administrative element that has the task of carrying out administrative, planning and financial affairs, academic, and student affairs in the University environment.

a. Bureau of General Administration, Planning and Finance; and
B. Bureau of Academic Administration, Student Affairs and Cooperation.
(3) The Bureau as referred to in paragraph (2) is each led by a Chief who is below and is responsible to the Rector.

The Bureau of General Administration, Planning and Finance as referred to in Article 26 of the paragraph (2) the next letter called the Bureau of AUPK has the task of carrying out organizational arrangements, planning, financial administration, regulation The laws, entrepreneurship, and the crowd.

B. implementation of the preparation of plans, programs and budgets; and
c. implementation of program evaluations, budgets, and performance reporting.

Section 36
The Planning Section as referred to in Article 29 of the letter b consists of:
a. Data Subsection and Planning Information; and
b. Subsection Drafting, Evaluation, and Program Reporting and Budget.

Section 37
(1) The Data Subsection and Planning Information as referred to in Section 36 of the letter a have the task of carrying out data management and planning information.
(2) The composition, evaluation and reporting subsections of the Program and the Budget as referred to in Section 36 of the letter b have the task of carrying out the preparation of the plan, evaluation, program reporting and budget.

Section 38
The Finance and Accounting Section as referred to in Article 29 of the letter c has the task of carrying out budgets, treasury, agency accounting, state-owned goods accounting and accounting information systems (SIMAK BMN), service agency accounting general (BLU), and financial reporting.

In carrying out the duties as referred to in Article 38, the Finance and Accounting Section organizes functions:

Section 40
The Finance and Accounting Section as referred to in Article 29 of the letter a consists of:
a. Subsection of Budgeting and the Treasury;

c. Accounting and Financial Reporting Subsections.

Section 41
(1) The Subportion of the Budget and Treasury Act as referred to in Article 40 of the letter a has the task of carrying out the budget and the treasury.
(2) The Financial Verification and SIMAK BMN Subsection as referred to in Article 40 of the letter b has the task of carrying out budget verification, the BMN SIMAK, and the BLU accounting.
(3) The Accounting and Financial Reporting Subsection as referred to in Article 40 of the letter c has the task of carrying out accounting and drafting financial statements.

Section 42

B. implementation of the academic administration; and

The Chair of the LP2M as referred to in Article 65 of the letter a has the task of leading and managing the activities of research and devotion to the community, as referred to in Article 63 and Section 64 based on the Rector's discretion.

Section 67
The Secretary as referred to in Article 65 of the letter b has the task of carrying out the coordination of administrative services in the LP2M environment in accordance with the Chairman's policy.

Section 68
(1) The Centre as referred to in Section 65 of the letter c consists of:
a. Research and Publishing Centre
B. Center of Engagement to the Community; and
C. Center for Gender and Child Studies.
(2) The Centre for Research and Publishing as referred to in paragraph (1) of the letter a has the task of carrying out research and publishing.

The Mutu Assurance Institute as referred to in Article 62 of the next letter b called LPM has the task of coordinating, controlling, auditing, monitoring, assessing, and developing the quality of the implementation of academic activities.

Article 71
In carrying out the duties as referred to in Article 70, the LPM organizes a function:
a. execution of plan drafting, program evaluation and budget, as well as reporting;
a. implementation of academic quality development;
B. academic conduct audit, monitoring, and assessment of academic quality; and
c. implementation of the Institution administration.

Section 72
The LPM as referred to in Article 70 consists of:
a. Speaker;
b. Secretary;
c. Center; and
d. Tata Business Subsection.

Article 73
The LPM chairman as referred to in Article 72 of the letter a has the task of leading and managing the academic quality control activities as referred to in Article 70 and Section 71 as per the Rector's policy.

Section 74
The Secretary as referred to in Article 72 of the letter b has the task of providing administrative, financial, preparedness, and reporting support in accordance with the Office of the Institute's Chairman's policy.

Section 75
(1) The Centre as referred to in Article 79 of the letter c consists of:
a. Quality Standards Development Center; and
B. The center of the Audit and Control of the Mutu
(2) The Mutu Standard Development Centre as referred to in paragraph (1) of the letter a has the task of carrying out the development of academic quality.
(3) The Audit and Control Center of Academic Quality as referred to in paragraph (1) letter b has the task of carrying out the supervision and control of the academic quality.
(4) The Centre as referred to in verse (2), and verse (3) are each led by a chief who is appointed by the Rector and is responsible to the Chairman of the Society.

Technical Managing Unit
Section 77
The Technical Managing Unit as referred to in Article 5 of the next f-letter called UPT is the supporting element in the holding of education in the University environment.

Section 78
The Technical Managing Unit as referred to in Section 77 is made up of:
a. Library Centre;
b. Information Technology Center and Data Base;
c. Language Development Centre;
d. Mah& Center#146;ad Al-Jami’ah; and
e. Business Development Center.

Article 79
(1) The Library Center as referred to in Article 78 of the letter a has the task of carrying out the service, coaching, and development of the library, conducting interlibrary cooperation, controlling, evaluating, and compiling The library report.
(2) The Library Centre as referred to in paragraph (1) is led by a Chief appointed by the Rector, is below and is responsible to the Vice Rector of Academic and Institutual Affairs.

(1) Information Technology Center and Data Base as referred to in Section 78 of the letter b have the task of managing and developing the management information system, development, network maintenance and applications, base management data, other technology development, and network cooperation.

Section 81
(1) The Language Development Centre as referred to in Article 78 of the letter c has the task of carrying out language development to improve the success of the learning and teaching process.
(2) The Language Development Centre as referred to in paragraph (1) is headed by the Chief appointed by the Rector, is below and is responsible to the Vice Rector of Academic and Institutual Affairs.

Section 82
(1) the Mah’ad Al-Jami’ah as referred to in Article 78 of the letter d has the task of carrying out the education and coaching of the understanding of the page through a model of pesantren education in the University's environment.
(2) The Mah’ad Al-Jami’ah as referred to in verse (1) is led by the Mudir (Head) appointed by the Rector, is below and is responsible to the Deputy Rector of the Ministry of Education and Cooperation.

Section 83
(1) The Business Development Centre as referred to in Article 78 of the letter e has the management, marketing, development and business cooperation of the University business.
(2) The Business Development Centre as referred to in paragraph (1) is led by the Chief appointed by the Rector, is below and is responsible to the Deputy Rector of the Public Administration, Planning and Finance.

Organ Considerations
Section 84
The University ' s Consideration Organs consist of:
a. The Board of Forbearing.
b. University Senate; and
c. Faculty Senate.

Section 85
The Board of trustors as referred to in Article 84 of the letter a is a non-structural body composed of a public figure who has a function of providing advice and consideration in non-academic fields to the Rector.

Article 86
The University Senate as referred to in Article 84 of the letter b is the normative body and the highest representative of the University with the task of providing advice and consideration in the academic field to the Rector.

Section 87
Senate of the Faculty as referred to in Article 84 of the letter c is a normative body and a degree representative of the Faculty who has a duty to provide advice and consideration in academic and non-academic fields to the Dean.

Second Part
Supervision Organ
Section 88
In order of internal supervision the Intern Examiner's unit has the task of carrying out surveillance, control, evaluation and auditing in the field of finance and university performance.

Section 89
In carrying out the task as referred to in Article 88, the Intern Examiner Unit organizes function:
a. the formulation of the internal control system;
B. implementation of the audit and assessment of the financial field and performance of the University; and
c. The delivery of the report to the Rector.

Section 90
(1) The Internal Inspector Unit as referred to in Article 88, is led by a Chief who is below and is responsible to the Rector.
(2) The head as referred to in paragraph (1) has the task of leading, coordinating, and carrying out the duties as referred to in Article 88 and Section 89 based on the Rector's discretion.

Article 91
(1) In carrying out its duties Head as referred to in Article 90 of the paragraph (1) is assisted by a Secretary.
(2) The Secretary as referred to in paragraph (1) has the task of providing administrative, financial, preparedness, and reporting support in accordance with the Head policy.

BAB IV
FUNCTIONAL OFFICE GROUP
Section 92.
(1) The functional office group consists of Lecturer, Researcher, Librarian, Laboran, and other functional positions that are appointed in accordance with the needs under the provisions of the laws.
(2) Each of the functional office groups as referred to in paragraph (1) is led by a senior functional official as the coordinator is set by the Rector.
(3) The functional office group as referred to in paragraph (1) carries out the duties in accordance with the provisions of the laws.

ETHYONIZATION
Section 93
Rector, Deputy Rector, Dean, Vice Dean, Director, Chairman Of The Majors, Secretary Of The Department, Chairman Of The Institute, Secretary Of The Institute, Head Of The Center, Mudir, Head Of The Intern Office, and the Secretary of the Intern Examiner is a non-Eselon post. />
Section 94
(1) The head of the Bureau is the Structural Office of Eselon II.a.
(2) The Chief is the Structural Office of Eselon III.a.
(3) Subpart Head is the Structural Office of Eselon IV.a.

OTHER PROVISIONS

Further provisions on the requirements and mechanisms of appointment of non-structural and regulatory officials at the University are set up in the University statutes.

Section 96
The Rector may establish a provision regarding the details of the structural/functional office duties as long as it does not contradict the Regulation of the Minister of Religious Affairs.
BAB VII
CLOSING PROVISIONS
Section 97
With the enactment of this Religious Regulation Regulation No. 8 Year 2005 on the Organization and Tata Works of the Islamic University Sultan Syarif Kasim Riau and its change regulations are revoked and declared not applicable.

Section 98
The Regulation of the Minister of Religious Affairs came into effect on the date of the promulcity.

So that everyone knows it, instruct the authoring of the Order of the Minister of Religious Affairs with its placement in the News of the Republic of Indonesia.
