REGULATION of the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA NUMBER 90 2013 ABOUT the ORGANIZATION and GOVERNANCE of OCEAN UNIVERSITY WORK with the GRACE of GOD ALMIGHTY the MINISTER of EDUCATION and CULTURE of the REPUBLIC of INDONESIA, Considering: that in order to implement the provisions of article 7 of the regulation President Number 37 Year 2013 about the founding of the University, than the need to set a regulation of the Minister of education and culture of the Organization and the Work of Ocean University;

Regulation of the Minister of education and culture No. 1 in 2012 about the Organization and the Work of the Ministry of education and culture, as amended by regulation of the Minister of education and culture the number 69 in 2012; Pay attention: the letter of the Minister for Administrative Reform and the bureaucratic State apparatus Number B/2380/m. PAN – RB/07/2013 July 23, 2013;

Decide: define: REGULATION of the MINISTER of EDUCATION and CULTURE of the ORGANIZATION and the WORK of OCEAN UNIVERSITY.
CHAPTER I the POSITION, duties, and FUNCTIONS of article 1 (1) Ocean University next in this ministerial regulation called UNSAM is a college that was organized by the Ministry of education and culture.
(2) UNSAM as mentioned on paragraph (1) are at the bottom and is responsible to the Minister of education and culture and functionally built by the Director General of higher education of the Ministry of education and culture.
Article 2 (1) UNSAM has organ consists of: a. the Rector as an organ that is running the management function UNSAM;
b. the Senate as an organ that runs the function of academic scrutiny and consideration;
c. Supervisory Unit as an organ that is running a non-academic oversight functions; and d.  Penyantun Council as an organ that is running a non-academic consideration of function and help the development of UNSAM.
(2) provision of more about the Senate, unit Penyantun, and the Board of supervision as referred to in paragraph (1) letter b until the letter d is regulated in the Statute UNSAM.
CHAPTER II ORGANIZATION article 3 Rector as an organ of maintainers consists of: a. the Rector and Vice Rector;
b. the Bureau;
c. Faculty;
d. research institutions, community services, and Quality Assurance; and e.  Implementing The Technical Unit.
The first part of article 4 of the Rector of Rector as stipulated in article 3 letter a has the task of leading the management and organization of education, research and community services as well as fostering educational personnel, educators, students, and their relationship with the environment.

Article 5 in carrying out the tasks referred to in article 4, the Rector of the organizing function of: a. the implementation and development of higher education;
b. implementation of the research in the framework of the development of science and technology;
c. implementation of community services;
d. fostering not only academic and its relationship with the environment; and e.  implementation of governance UNSAM.
The second Vice-Chancellor of article 6 (1) the Vice-chancellor as referred to in article 3 a is below and is responsible to the Rector.
(2) the Vice-chancellor consists of: a. the Deputy Rector of the academic field;
b. Common field of Vice-chancellor and finance; and c.  Vice Rector Of Student Affairs Field.
(3) the Vice-Chancellor of Academics have helped the Rector in leading the implementation of education, research, and service to the community.
(4) the Vice-Chancellor of the field of Public Finance and has the task of helping the Rector in leading the implementation of activities in the areas of planning, information systems, teamwork, finance, human resources, administration, State-owned goods, ketatalaksanaan, and kerumahtanggaan.
(5) the Vice-Chancellor of the field of Student Affairs has the task of helping the Rector in leading the implementation of activities in the field of coaching students and student welfare services as well as the relationship of alumni.
The third section of the Bureau of article 7 (1) of the Bureau referred to in article 3 letter b is executing a UNSAM administration organizes the administrative and technical services to all the items in the environmental UNSAM.
(2) the Bureau is headed by a Chief who is accountable to the President and in the execution of daily tasks are coordinated by the Vice-chancellor in accordance with the field of duty.
(3) the Bureau consists of: a. the Bureau of academic, Student Affairs, planning, and cooperation; and b.  General and financial Bureau.
Article 8 the Bureau of academic, Student Affairs, planning, and cooperation as referred to in article 7 paragraph (2) letter a has the task of providing services in the field of Student Affairs and academic affairs and implement planning and teamwork environment UNSAM.

Article 9 in carrying out the tasks referred to in article 8, the Bureau of academic, Student Affairs, planning, and organizing Cooperation functions: a. implementation of education, research, service and devotion to the community;
b. implementation of the evaluation of education, research and community services;
c. implementation of registration and statistics;
d. implementation of student services;
e. implementation of the preparation of the development plan;
f. implementation of the preparation of the program and budget;
g. implementation of the monitoring and evaluation of the implementation of plans, programs, and budget; and h.  the execution of the Affairs of the cooperative activities.
Article 10 the Bureau of academic, Student Affairs, planning, and cooperation consists of: a. Part of academic and Student Affairs;
b. part planning and cooperation; and c.  The Functional Position Of The Group.
Article 11 section of academic and Student Affairs has the task of carrying out service activities education, research, community services, and Student Affairs.

Article 12 in carrying out the tasks referred to in article 11, part of academic and Student Affairs organizes functions: a. implementation of education, research, service and devotion to the community;
b. implementation of the evaluation of education, research and community services;
c. implementation of registration and statistics; and d.  implementation of student services.
Article 13 academic and Student Affairs Section consists of: a. Subsections Education and evaluation;
b. Subsection registration and Statistics; and c.  Subsections Of Student Affairs.
Article 14 (1) Subsections Education and evaluation has the task of conducting outreach and evaluation of educational activities, research, community services, as well as the management of the means of education.
(2) Subsections registration and Statistics has the task of conducting the Affairs of the acceptance and registration of students as well as the preparation of statistics education, research, and service to the community.
(3) Subsections Student Affairs has the task of conducting the granting of services in the field of interest, aptitude, reasoning, and student information and services activities and student well-being, coaching, characters Affairs Scholarship, and the relationship of alumni.
Article 15 Section planning, Cooperation, and community relations has the task of carrying out evaluation and preparation of development plans, programs, activities, and budget as well as the activities of cooperation and community relations.

Article 16 in carrying out the tasks referred to in Article 15, Section planning, Cooperation, and community relations organized a function: a. drafting development plan UNSAM;
b. preparation of the program and budget;
c. evaluation of the implementation of plans, programs, and budget;
d. implementation of the Affairs of the cooperative activities; and e.  the execution of the Affairs of community relations.
Article 17 Part of planning, Cooperation, and community relations consists of: a. Subsections Planning; and b.  Subsections Cooperation and public relations.
Article 18 (1) Subsections Planning has the task of conducting the Affairs of the preparation and evaluation of development plans, programs, activities, and budget.
(2) Subsections Cooperation and public relations has the task of conducting the Affairs of the cooperative activities as well as the granting of information services and publications.

Article 19 the General Bureau and finance as stipulated in article 7 paragraph (1) letter b has the task of carrying out the Affairs of the Administration, legal, staffing, ketatalaksanaan, kerumahtanggaan, possession of the State, and finance.

Article 20 in carrying out the tasks referred to in article 19, the Bureau conducts Public and financial functions: a. implementation of Administration Affairs;
b. implementation of Legal Affairs;
c. implementation of ketatalaksanaan Affairs;
d. implementation of the Civil Service Affairs;
e. implementation of kerumahtanggaan Affairs;
f. implementation of the Affairs of the State-owned goods; and g.  implementation of financial affairs.
Article 21 the General and financial Bureau consists of: a. General section;
b. the financial section; and c.  The Functional Position Of The Group.
Article 22 General section has the task of carrying out the Affairs of the Administration, legal, staffing, ketatalaksanaan, kerumahtanggaan, and State-owned goods.

Article 23 in carrying out the tasks referred to in Article 22, the General section organizes functions: a. implementation of Administration Affairs;
b. implementation of Legal Affairs;
c. implementation of ketatalaksanaan Affairs;
d. implementation of the Civil Service Affairs;
e. implementation of kerumahtanggaan Affairs; and f.  the management of State-owned goods.
Article 24 General Part consists of: a. Subsections Administrative, legal, and Ketatalaksanaan;
b. Subsection Households and State-owned Goods; and c.  Subsections Staffing.
Article 25 (1) Subsections Administrative, legal, and Ketatalaksanaan has the task of conducting the Affairs of the correspondence, archives, and documentation as well as legislation, law, and ketatalaksanaan.
(2) Subsections Households and State-owned Goods have a job doing security, order, beauty, cleanliness, service meetings, ceremonies, and keprotokolan as well as the preparation of requirements, procurement, storage, distribution, inventory, and suggested the deletion of the State-owned goods.
(3) Subsections Staffing has the task of conducting the Affairs of the formation, acceptance, adoption, line, mutation, development, discipline, and termination of educators and educational personnel.
Article 26 the financial section has the task of carrying out financial affairs at UNSAM environment.

Article 27 in carrying out the tasks referred to in Article 26, the financial section organizes functions: a. implementation of Treasury Affairs;
b. implementation of accounting Affairs; and c.  the preparation of financial statements.
Article 28 of the financial Part consists of: a. Subsections Repertory; and b.  Subsections Accounting and reporting.
Article 29 (1) Subsections Repertory has the task of conducting the Affairs of the financing, acceptance, storage, payment, and accountability of the budget.
(2) Subsections Accounting and reporting have the task of conducting the Affairs of the record-keeping, accounting, and evaluation as well as preparation of financial reports UNSAM.
Article 30 of the functional Position of the group as mentioned in letter c of article 10 and article 21 of the letter c has the task of carrying out the activities in accordance with the tasks of each functional term and conditions and regulations.

The fourth part of the Faculty of article 31 of the Faculty referred to in article 3 of the letter c is executing under academic and responsible to the Rector.

Article 32 the Faculty consists of: a. the Faculty of law;
b. Faculty of Economics;
c. Faculty of agriculture;
d. Faculty of teacher training and educational sciences; and e.  The Faculty Of Engineering.
Article 33 of the Faculty has the task of coordinating and implementing education in one or a number of science and technology.

Article 34 in carrying out the tasks referred to in Article 33, the Faculty hosted a function: a. implementation and development of environmental education at the Faculty;
b. implementation of the research to the development of science and technology;
c. implementation of community services;
d. implementation of coaching not only academic; and e.  implementation of administrative affairs.
Article 35 Faculty consists of: a. the Dean and Vice Dean;
b. Faculty Senate;
c. the Administrative Section;
d. the Department/Section; and e.  Laboratory/Workshop/Garden Experiment.
Article 36 (1) of the Faculty is headed by a Dean.
(2) the Dean is assisted by 2 (two) Vice Dean.
(3) the Deputy Dean responsible to the Dean.
Article 37 Vice Dean consists of: a. the Vice Dean of academic and Student Affairs Field; and b.  Vice Dean of Public and financial Fields.
Article 38 (1) Academia and Vice Dean of Student Affairs has the task of assisting the Dean in the implementation of educational activities, research, community services, and the construction of students Affairs and alumni at the Faculty of environment.
(2) the Deputy Dean of Public and financial Fields has the task of assisting the Dean in implementing activities in the areas of planning, finance, employment, State-owned goods, administration, and Faculty kerumahtanggaan.

Article 39 (1) of the Senate of the Faculty has the task of providing considerations and conducting surveillance against Dean in the execution of academic Faculty in the neighborhood.
(2) Provisions on the Senate of the Faculty provided for in Rule Rector.
Article 40 (1) is part of the Administrative unit of the Ministry of the environment the administration of the faculty.
(2) The Section headed by a Chief who is accountable to the Dean.
Article 41 Section has The task of carrying out academic affairs, Student Affairs, planning, finance, personnel, administration, ketatalaksanaan, kerumahtanggaan, possession of the State, and reporting on the environmental faculty.

Article 42 in carrying out the tasks referred to in Article 41, The Section organizes functions: a. implementation of academic affairs;
b. implementation of the students Affairs and alumni Affairs;
c. implementation of the planning and financial affairs;
d. implementation of ketatalaksanaan Affairs and staffing;
e. implementation of the administration of affairs, kerumahtanggaan, and items belonging to the State; and f.  the implementation of data and reporting of Faculty Affairs.
Article 43 consists of Administrative Parts: a. academic and Student Affairs Subsections; and b.  Subsections General and finance.
Article 44 (1) Subsections academic and Student Affairs has the task of conducting the Affairs of the education, research, community services, and Student Affairs and alumni at the Faculty of environment.
(2) Subsections General and financial affairs has the task of doing the planning, staffing, administration, ketatalaksanaan, kerumahtanggaan, possession of the State, and finance as well as the presentation of the collection, processing, and reporting of data in an environment of faculty.
Article 45 (1) the Department/Section is a set of resource supporting courses in one clump disciplines in science and technology.
(2) Department/Section is headed by a Chairman of Department/Section is responsible to the Dean.
(3) the Chairman of Department/section in doing their job is assisted by a Secretary of Department/section.
(4) the Chairman and Secretaries of Departments/Sections are appointed and dismissed by the President in accordance with the provisions of the legislation.
Article 46 Department/Section has the task of carrying out education of students in academic and/or within 1 (one) clumps of disciplines in science and technology as well as the supporting resource management study program.

Article 47 Departments/Sections consist of: a. the Chair of Department/Section;
b. the Secretary Department/Section;
c. course of study; and d.  The Functional Group Of The Office Of Lecturer.
Article 48 (1) course is a program that includes the unity of learning plans as a guideline of organizing education organized on the basis of a curriculum as well as intended so that learners can master the knowledge, skills, and attitudes in accordance with the objectives of the curriculum.
(2) in implementing the program of study, the Rector can appoint a lecturer as Coordinator.
Article 49 (1) Functional Term Group is a group of professional educators Lecturers and scientists with the main task of transforming, developing, and disseminating science and technology through education, research, and service to the community.
(2) the Lecturer responsible to the Dean/Department Chair through the part.
(3) the type and level of the post of Lecturer in functional arranged based on the provisions of the laws.
Article 50 (1) Lab/Workshop/Garden Experiment is a device supporting the implementation of the education, research and community services at the Department/faculty in the environment Section.
(2) Laboratory/Workshop/Garden Experiment led by an energy functional expertise have been eligible in accordance with science and technology as well as responsible to the Dean.
Article 51 the laboratory/Workshop/Garden Experiment has the task of conducting activities in science and technology as supporting the execution of the duties of the Department/Faculty of Environment Section.

Part five institutions of research, community services, and Guaranteeing the quality of Article 52 (1) research institutes, community services, and Quality Assurance as referred to in article 3 of the letter d is implementing elements under the academic Rector of performing some tasks and functions in the field of research, community services, education, development and quality assurance.
(2) research institutes, community services, Quality Assurance and headed by a Chief who is accountable to the Chancellor.
(3) the Chairman of the Agency in carrying out its duties, assisted by a Secretary of the institution.
(4) the Chairman and the Secretary of the Agency is appointed and dismissed by the President.

Article 53 research institutes, community services, and Quality Assurance have implement, coordinate, monitor, and assess the implementation of the research activities, community, learning, development and quality assurance.

Article 54 in the exercise of the tasks referred to in Article 53, research institutes, community services, and Guaranteeing Quality conducts function: a. the preparation of plans, programs, and budget of the Institute;
b. implementation of pure and applied scientific research;
c. implementation of community services;
d. implementation of the publication of results of research and community services;
e. increase the relevance of the research program and the community in accordance with the needs of the community;
f. implementation of the learning development;
g. implementation of the quality assurance system development education;
h. implementation of the guarantee the quality of education; and i.  the implementation of the Administrative Affairs of the institution.
Article 55 research institutes, community services, and Quality Assurance consists of: a. the Chair;
b. the Secretary;
c. The Subsections;
d. Center; and e.  The Functional Position Of The Group.
Article 56 (1) Subsections Tata Venture as referred to in article 55 subparagraph c is an administrative service unit in environmental research institutes, community services, and Quality Assurance.
(2) Subsections Tata Venture headed by a Chief who is accountable to the Chairman of the Institute for research, community services, and Quality Assurance through the Secretary of the research institutes, community services, and Quality Assurance.

Article 57 Subsection Administrative task conduct planning, finance, personnel, administration, ketatalaksanaan, kerumahtanggaan, and State-owned goods as well as the preparation of data and information research, community development, learning, and guarantee the quality of education.

Article 58 (1) the Centre carry out research/study, devotion to community development, learning, and guarantee the quality of education in accordance with their fields.

(3) the establishment and closure of the Center are conducted by the Rector in accordance with needs and workload.
Article 59 the functional Position of the group as stipulated in article 55 of the letter e has the task of carrying out the activities in accordance with the tasks of each functional term in accordance with the legislation.

The sixth Technical Implementing Article 60 (1) Implementing Technical Units referred to in article 3 of the letter e that hereafter UPT, is supporting elements needed for conducting educational activities, research, and service to the community in neighborhood UNSAM.

(3) the head of the UPT appointed and dismissed by the President.
Article 61 UPT consisting of UPT Library: a.;
b. information and Communication Technology UPT;
c. UPT Basic Laboratory; and d.  UPT Language.

Article 62 (1) UPT Library is implementing technical unit in the area of the library.
(2) in the performance Library UPT daily tasks coordinated by the Vice Rector of academic field.
Article 63 UPT Library has the task of implementing the management and granting of services of the library for the purposes of education, research, and service to the community.

Article 64 in carrying out the tasks referred to in Article 63, the UPT Library organizes functions: a. the preparation of plans, programs, and budget;
b. preparation of the plan needs and provision of library materials;
c. processing library materials;
d. granting of services and utilization of library materials;
e. maintenance of library materials; and f.  the execution of the Affairs of the UPT library.
Article 65 UPT Library consists of: a. the head;
b. Administrative Officer; and c.  The Functional Position Of The Group.
Article 66 (1) information and Communication Technology UPT is implementing technical unit for the management of information and communication technology.
(2) information and Communication Technology UPT in the execution of daily tasks are coordinated by the Deputy Rector of the Public and financial Fields.
Article 67 UPT information and communication technologies has the task of implementing the network development, management, and maintenance of the network and computers as well as the granting of services of information and communication technology in environment UNSAM.

Article 68 in carrying out the tasks referred to in Article 67, the UPT organizes the information and communication technology functions: a. the preparation of plans, programs, and budget;
b. the development, management, and maintenance of information networks on environmental UNSAM;
c. management of data and information, education, research, community services, and the governance of the College;
d. granting of services of information and communication technology in environment UNSAM;
e. the maintenance and repair of computers; and f.  the execution of the Affairs of the UPT information and communication technology.
Article 69 information and Communication Technology UPT consists of: a. the head;
b. Administrative Officer; and c.  The Functional Position Of The Group.
Article 70 (1) of the basic Laboratory UPT is implementing technical unit in the field of laboratory services in the neighborhood UNSAM.
(2) in the implementation of Basic Laboratory UPT daily tasks coordinated by the Vice Rector of academic field.
Article 71 of the basic Laboratory UPT had the task of implementing the basic laboratory services to education, research, and service to the community.

Article 72 in carrying out the tasks referred to in Article 71, the laboratory conducts Basic UPT functions: a. the preparation of plans, programs, and budget;
b. implementation of basic laboratory services to education, research, and community services for faculty and students;
c. maintenance and care of the laboratory; and d.  the execution of the Affairs of the UPT Laboratory base.
Article 73 of the basic Laboratory consisting of UPT: a. head;
b. Administrative Officer; and c.  The Functional Position Of The Group.
Article 74 (1) is the implementing Language UPT technical learning and development in the field of linguistic services.
(2) in the implementation language of the UPT daily tasks coordinated by the Vice Rector of academic field.
Article 75 UPT Language has the task of carrying out the development of learning, improved skills, and language tests.

Article 76 in carrying out the tasks referred to in Article 75, UPT Language organizes functions: a. the preparation of plans, programs, and budget;
b. the development of language learning;
c. service improvement of language skills for professors, students, and educational personnel;
d. implementation of language ability test for professors, students, and educational personnel; and e.  the execution of the Affairs of the UPT.
Article 77 Language consisting of UPT: a. head;
b. Administrative Officer; and c.  The Functional Position Of The Group.
Article 78 the functional Position of the group as referred to in article 65 of the letter c, article 69 of the letter c, article 73 of the letter c, and article 77 of the letter c has the task of carrying out the activities in accordance with the provisions of the legislation.

CHAPTER III ESELONISASI Article 79 (1) the head of the Bureau is the structural position Echelon II a.

Article 82 Vice Rector, Dean, Chairman of the Agency, Bureau Chief, and head of the UPT, submit a report to the President with a copy to the Public Agency and the financial and other organizational units are functionally have a working relationship with UNSAM.

CHAPTER VI TRANSITIONAL PROVISIONS

(2) during the process of transfer of educators and educational personnel as referred to in paragraph (1), all the financing has yet to be financed by the Government of the responsibility of the Government of Aceh, the Government, the Government of Langsa Aceh Tamiang Regency Government, East Aceh district, and Ocean Education Foundation of Langsa.

Article 87 the Office of Vice-chancellor as referred to in article 6 and the Office of the Vice Dean as referred to in article 37 is the same position with the Office of the Provost and the Dean of presidential Regulations as set forth in Number 65 in 2007 about the allowance of a lecturer.

CHAPTER VII PROVISIONS COVER Article 88 of this Ministerial Regulation comes into force on the date of promulgation. In order to make everyone aware of it, ordered the enactment of this Ministerial Regulation with its placement in the news of the Republic of Indonesia.
