d. Conduct integrations and alignment of interest between sectors, inter-region and interowner of interests related to the DAS Management;
e. Establish an annual or fifth annual DAS Management Forum work plan and report to decision makers both provincial and county level.
f. Review, review and input to the Governor or the Regent/Mayor on the policy that needs to be implemented in the management of the River Stream Area;
g. Coordinate the DAS management at the Provincial/Traffic/Traffic District/Traffic/DAS Level and assist the Governor/Regent/Mayor in drafting the RPDAS, coaching and empowerment of the community and the control of DAS management.
The Second Part of the Forum Functions

The authority of the forum 12
(1) The authority of the Forum as referred to in Article 2 as follows: a. Invites and organizes regular and incidental meetings
in order to resolve conflicts between instantional interests, community groups and inter-regions;
b. Provide advice for priority usage and utilization of the DAS region for in-situ and ex-situ security as well as community welfare;

c. Advise and input in the construction of land and water conservation buildings in the DAS region and the construction of water flow security building for the protection of DAS and vital investments that exist and for the anticipated danger of flooding, erosion, sedimentation and drought;
d. Provide advice and input to the Minister/Gubernur/Bupati/ Mayor about potential problems that may arise as a result of use and utilization of the DAS region as well as conflict occurring between agencies/technical/golongan/area executors;
e. Provide advice or consideration to the Minister/Gubernur/ Regent/Mayor in the determination of DAS management policy;
f. Report on the progress of the implementation of the DAS management policy to the Minister/Gubernur/Bupati/Mayor.
(2) the forum ' s authority as referred to in paragraph (1) does not overlap or discontinue the authority of technical/executors.
BAB IV
LAYOUT AND SECRETARIACY Section of the Kesatu
Tata Work
Article 13 (1) Forum relations with other agencies or agencies is essentially
is consultative, co-ordinative and communicative.
(2) Forum conduct meeting/sidang/deliberations either plenary, limited or combined, at least 2 times each year.
(3) The Forum holds a coordination meeting to discuss such problems/conflicts so that alternative formulas can be formulated. A solution that can be accepted by conflicting parties. In such a coordination meeting, the Forum may invite other organizations/personnel outside the forum to obtain more complete and accurate data and information.
(4) The results or agreements in the coordination meeting are delivered to Minister/Gubernur/Bupati/Mayor as a consideration for further decision making.

Second Section of the Secretariate
Article 14 (1) Forum in carrying out its duties may form an
Secretariat.
(2) The Secretariat as referred to in paragraph (1) is based in the most relevant agencies in the management of DAS in their respective regions.
(3) The Secretariat as referred to in paragraph (2) is in charge of assisting the Secretary in preparing meeting materials, compiling reports, conducting administration and other tasks provided by the Secretary.
CHAPTER V REPORTING
Section 15 In performing its duties, the Forum on its level delivers reports of activities periodically (semester/annual) to the Minister/Gubernur/ Regent/Mayor with a gust to the Chief Technical Managing Unit of the Ministry that It has a duty and responsibility in the management of the DAS.
BAB VI
FUNDING
Article 16 (1) The source of funds for the Forum activities can be derived from APBN, APBD,
grants and other non-binding funds sources. (2) The use of other funds sources as referred to in paragraph
(1) in accordance with the laws. BAB VII

(1) In the formation of the Forum as referred to in Article 4 of the paragraph (2) of the Government, the Provincial/District Government/City Government has a role: a. Initiation and facilitation; and b. The designation of the Forum is in its discretion.
(2) Initiation and facilitation as referred to in paragraph (1) the letter a can be done through cooperation with the related parties, the NGO swadaya (NGO).

Second Part Structure of Organization, Membership and Management Period
Article 6 (1) The Group Structure of the Forum is least composed of the Chairman, Vice
Chairman, Secretary and Member. (2) The Forum Chair is selected on the basis of a mutual agreement with the stakeholders

The membership of the Forum consists of a representative of four groups in the management of the natural resources: a. Government Group or Local Government; b. Academic Group; c. Group of Business; d. Community Group.
