REGULATION of the INDONESIAN MINISTRY of FORESTRY NUMBER p. 61/Menhut-II/2013 ABOUT the FORUM COORDINATION MANAGEMENT of WATERSHEDS with the GRACE of GOD ALMIGHTY the MINISTER of FORESTRY of the REPUBLIC of INDONESIA, Considering: that in order to implement the provisions of article 60 the Government Regulation Number 37 in 2012 on managing Watersheds needs to set a regulation of the Minister of Forestry of the Forum Coordination management of Watersheds; Remember: 1. Watersheds hereinafter abbreviated DAS is an area of land which is one unit with the river and its tributaries which serves to accommodate, store and stream water derived from precipitation to the lake or into the sea in a natural limit on land, which is dividing the topographic boundary in the sea and up to the area of waters affected the activity of the Mainland. 2. Management of DAS is the human effort in arranging reciprocal relationships between natural resources and man in DAS and all its activities in order to materialize the sustainability of ecosystems as well as the harmony and the increasing benefit of natural resources for human development. 3. The Forum Coordination management of DAS Forum is hereinafter referred to as the container management coordination agency organizer of DAS. 4. Stakeholders are related parties consisting of the elements of the Government and not the Government concerned with and ought to be taken into account in the management of the WATERSHED. 5. Key figures (key man) are people who are interested in discussing, evaluating, able and willing to provide input/advice in the management of DAS 6. The Minister is the Minister of the organizing Affairs of the Government in the field of forestry. The second part of article 2 Scope the scope of the Regulations the Minister of forestry include: a. purpose and objectives. b. the establishment of the Forum. c. the duties, functions, and authorities. d. (2) Forum aims to provide an effective referral as part of institutional development in the management of the WATERSHED upstream to downstream intact. CHAPTER II ESTABLISHMENT of the FORUM is considered part of the process of the formation of the Forum article 4 (1) the establishment of the Forum are implemented on the basis of awareness and the needs of the stakeholders involved in the management of the WATERSHED. (2) the stages of the formation of the Forum referred to in subsection (1) consists of: a. the identification of the critical issues in the management of WATERSHEDS; b. identification of stakeholders including key figures (key man) who are involved in the management of the WATERSHED. c. Socialization management of DAS addressed to stakeholders involved in WATERSHED management. d. Consultation stakeholders in the management of the WATERSHED, to realize the utilization and conservation of natural resources and the environment through the principle of management of DAS. e. Establish a Forum on the basis of needs and deal with the stakeholders. Article 5 (1) the establishment of the Forum referred to in article 4 paragraph (2) the Government, the Government of the province/district/city has a role: a. Initiation and facilitation; and b. its determination of the appropriate Forum. Perform the integration and alignment of interests between sectors, between regions and between the owners of interests related to the management of the WATERSHED; e. compile the work plan of the Forum Coordination management of WATERSHEDS on an annual basis or annual and five reported to decision makers both provincial or district/city level; f. Invite and organise the meeting routine and incidental in order to resolve conflicts between the interests of the instansional, the community and region; b. Provide advice and input in the development of soil and water conservation building in the area of building and construction of security DAS flow of water for the protection of investment and a vital WATERSHED and to attempt to anticipate the dangers of flooding, erosion, sedimentation and drought; d. Provide advice and input to the Minister/Governor/Regent/Mayor about the potential problems that may arise due to the use of WATERSHED area and utilization as well as conflicts between agencies/units technical implementers/group/region; e. providing advice or considerations to the Minister/Governor/Regent/Mayor in the determination of WATERSHED management policies; f. delivered a progress report to the WATERSHED management policies conducting of Minister/Governor/Regent/Mayor. (2) the authority of the Forum referred to in subsection (1) does not overlap or not replace authority technical agencies/implementers. CHAPTER IV the LAYOUT WORK and SECRETARIAL Work is considered part of the grammar of the Article 13 (1) the relationship of the Forum with other institutions or agencies essentially consultative, communicative and koordinatif. (2) Forum hold meetings/hearings/deliberation both are limited, as well as plenary combined, at least 2 (two) times each year. (3) Forum hold meetings to discuss the coordination problem/conflict that can be formulated an alternative acceptable resolution conflicted parties. In the coordination meeting, the Forum can invite other personnel/organizations outside the forum to get the data and information that is more complete and accurate. (2) the Secretariat as referred to in subsection (1) is located in the most related agencies in the management of DAS in their respective territories. (3) the Secretariat referred to in paragraph (2) is in charge of assisting the Secretary in preparing meeting materials, compiling reports, perform administrative and other tasks given by the Secretary.
