BAB II
INTENT, PURPOSE, AND SCOPE

The scope of this regulation includes:

BAB III
THE PRINCIPLES OF FORESTRY PARTNERSHIP
Section 5
The empowerment of local communities through the Forestry Partnership must use the principles:
a. The deal: all inputs, processes and output of the Forestry Partnership are built on the basis of an agreement between the parties and is binding.
B.   Equality: the parties who partner have the same legal standing in decision making.
c. mutually beneficial: the parties that are partners are trying to develop an effort that does not cause harm.
d. Local specific: The Forestry Partnership is built and developed with regard to the culture and characteristics of the local community, including respecting the traditional rights of indigenous peoples.
e. Trust: The Forestry Partnership is built on the basis of mutual trust between the parties.
f.    Transparency: input, process and output of the implementation of the Forestry Partnership is run openly by the parties, with respect to the interests of each party.
g. Participate: the repentance of the parties is actively, so any decision taken has a strong legitimacy.

BAB IV
THE FORESTER PARTNERSHIP
The Kesatu section
Forest Management, Permit Holder, and KPH
Section 6
(1) Forest Management, Permit, and KPH are required to carry out the empowerment of local people in the vicinity via the Forestry Partnership.
(2) Forest Manager, Permit and KPH as referred to paragraph 1 is:
a. Forest maintainer (BUMN/BUMD/KHDTK);
B. Area utilization efforts;
C. Environmental services utilization permit;
D. Work permit utilization of wood forest results in natural forest;
e. Work permit utilization of wood forest results in the plant forest;
f.   Attempt to use forest output instead of wood in natural forest;
G. Attempt to utilize forest output instead of wood in the plant forest;
h. Wooden forest results permit in the natural forest;
i.   Forest yield permit instead of wood in natural forest;
J.   Forest yield permit instead of wood in plant forest;
(3) Any Forests of Forests, Licensee and KPH as intended by paragraph (2) are required to perform the Forestry Partnership, unless the holder of the polling is h, i, and j.

Second Part
Requirements
Section 7

Third Part
Verification and assignment
Section 8

a. Socialization;

Second Part
The Forestry Partnership Area
Section 11
(1) Forest Partnership Area between Forest Managing, Permit Holders or KPH with local communities among others:
a. Area of plant life in the work area IUPHHK-HTI;
B. Conflict areal and potentially conflict in the Forest Manager area, Licensee or KPH; and/or;
C. Areal that has the potential and is the source of the livelihood of the local community;
(2) Based on the considerations as referred to in paragraph (1) are determined forms of the Forestry Partnership activities based on the agreement.

Article 12
The Eselon I Technical Managing Unit is related to the Department of Public/Kabupaten/ City that has led the foresight to facilitate the construction of a deal in the form of a form of Forestry Partnership between the Forest Service, the Permit Holder, and/or Forest Management Service with local community groups.

BAB VI
ORDER THE IMPLEMENTATION OF THE FORESTRY PARTNERSHIP
Section 13

BAB VII
COACHING AND CONTROL

Reporting
Section 14
(1) Forest Manager, Permit and KPH deliver a report on the development of the implementation of the Forestry Partnership to the District/City Service that rinse forestry with a gust to the Provincial Service that is paying for forestry and/or forestry. Coaching and Control
Section 15

(3) Coaching as referred to in paragraph (1) includes giving:
a. guidance;
B. training;
c. directives and/or
D. Supervision.
(4) Controlling as referred to in paragraph (1) includes activities:
a. monitoring and/or
B. Evaluation.
(5) Minister through Director General of BUK/PHKA/BPDAS-PS/Planologi/ Head of the Agency, both in person and with the Provincial Service, District/City that is foresthees/forestry conducting monitoring and evaluation of the conduct of activities the most technical Forestry Partnership once a year once, after receiving a report from the Provincial Service.
(6) The evaluation process may involve independent parties, both NGOs, colleges and other parties

BAB VIII
INCENTIVE
Section 16

BAB XI
TRANSITION PROVISIONS
Section 19
(1) Against the People ' s Forest Partnership that has been implemented remains valid in effect and further adjust these regulations.
(2) The implementation of the Forestry Partnership through the Public Forest Management (PHBM) implemented in Perum Perhutani remains valid and further adapted these regulations.

BAB XII
CLOSING
Section 20
