Third Part
Program Participants And Assistance Recipients
Section 5
(1) Participants of the Assistance Recipients Program in this Regulation are novice entrepreneurs.
(2) In order to increase the efficiency and effectiveness of the Help, to the Program Participants who have been assigned as the recipient of such assistance may obtain an education and entrepreneurial training.
(3) The Program Participants as referred to in paragraph (1) are specified under the Deputy Decision on behalf of the Minister.
Section 6
The assistance provided to the Help Receier is used to start and/or develop the effort.
BAB IV
HELP SOURCE AND STATUS

A social aid source of support for the Beginners fund comes from the State Budget and Shopping Budget (APBN) of the Ministry of Operations and Small, Medium Enterprises.

Section 8
(1) Social assistance of funds support is allocated through transfer of money to Licensee.
(2) Social assistance as referred to in paragraph (1) is not returned to the State.
BAB V
THE REALIZATION OF HELP AND ITS USE
Section 9
(1) Realization of assistance is carried out by following the mechanism of the State Financial Administration in accordance with the applicable provisions.
(2) The assistance received by the Help recipient is used in accordance with the following is further set up with the Deputy Regulation.

REQUIREMENTS, SELECTION, ASSIGNMENTS, AND LIABILITIES

Program Participant Requirements
Section 10
(1) Program Participant Requirements:
a. individual who have the potential to be an enterprise offender and/or develop an effort;
B. be prioritiized for those who have never been given the help of a similar application;
c. have a clear place and address;
D. have an active Tax (NPWP) Number (NPWP) Number;
e. have a clear identity of a Citizen Tag Card (KTP) /Driver ' s License (SIM) /Student Card and more;
f. have a clear address place address for which already has the effort;
G. have a Certificate or Entrepreneurship Training Letter from the Deputy Field of Human Resource Development or from an agency/agency that works in collaboration with the Deputy Field of Human Resource Development;
h. have a savings account that is still active on the personal name of the concerned;
(2) Further requirements for the Social Assistance Program Participant are set up via the Technical Guidance specified in the Deputy Regulation.
Second Part
Program Participant Selection
Section 11
(1) Candidates of the Program Participants can submit a social assistance program application to be a Program Participant to the Deputy Cq Minister.
(2) Submissions to the Social Assistance Program addressed to the Minister of Cq Deputy, exhaled to SKPD Provinsi/DI and/or SKPD County/City.
(3) Further provisions of selection are set out in the Technical Lead specified in the Deputy Regulation.
Third Part
Program Participant and Help Recipients
Section 12
(1) The prospective Program Participant is designated as a Program Participant with a Deputy Decision on behalf of the Minister.
(2) Based on the Deputy Decision as referred to in paragraph (1), the PPK establishes the Program's Participant as a Favor.
(3) The PPK processes the refunds of the funds to the Licensee as per the provisions of the Laws.
(4) More Terms of Use of the Program and Assistance Recipients are set out in the Deputy Rules.
Fourth Quarter

Participant Of The Program As Backup Recipient
Section 13
Participant of the Program who has been assigned as a mandatory Help:
a. complete the requirements as set out in Section 10 to be submitted as a Program Participant;
B. apply for aid thawing to PPK;
c. perform logging on the receipt of the fund assistance well;
D. be solely responsible for the data, information and completeness of the administration provided in the selection phase as well as the use of the program funds as per the provisions;
e. ready to receive sanctions or legal action in accordance with the provisions and regulations applicable to the untrue of data and abuse of assistance.

COORDINATING PROGRAM EXECUTION AS WELL AS
MONITORING PROGRAM

Program Managing Coordination
Section 14
(1) The implementation of the social assistance program highlighting the support of funds for the Beginners is implemented by the Deputy with the other party associated.
(2) The further provisions of the task in the implementation of coordination as referred to paragraph (1) are governed with the Deputy Regulation.
Second Part
Monitoring Program
Section 15
To accelerate and streamline implementation of the social assistance program for the Beginner Entrepreneurs, monitoring and evaluation is implemented jointly by the Deputy.
BAB VIII
DIVERSION OF PROGRAM PARTICIPANTS
Section 16
The deputy may cancel the Program Participant before it is specified as a Favor and assign its return to the new Program Participants candidate to be assigned as a Program Participant on the basis of technical assessment and consideration.
Article 17
Cancellation Of The Program Participant as referred to in Section 16, performed in the event of the Program's withdrawal, provd Medium Enterprises.
