APPOINTMENT OF THE COMPLIANCE ASSESSMENT AGENCY IN ORDER
INDONESIAN NATIONAL STANDARD ENFORCEMENT AND SUPERVISION
(SNI) COMPULSORY DRINKING WATER METER SPECIFICATION


WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF INDUSTRIES OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that in order to comply with the implementation of the Indonesian National Standard Treatment and supervision (SNI) Specification of Drinking Water Meters which is mandatory with the Regulation Minister of Industry Number 122/M-IND/PER/11/2010, in accordance with the provisions of the Ministry of Industry (SNI). There has been an evaluation of the associated Assessment Institute appointed with the Regulation of the Industry Minister No. 47/M-IND/PER/4/2011;
B. that in accordance with the results of the evaluation, it is necessary to appoint and establish the Product Certification Institute and the Test Laboratory as set forth in this Regulation Attachment as the Institution for the Concurrent Assessment to perform the certification and Quality of the Water Meter Specification;
c. that under consideration as referred to in the letter a and the letter b, need to establish the Regulation of the Minister of Industry on the Appointment Of the Institution of Conformance in the Order of the Indonesian National Standard Monitoring and Oversight (SNI) Water Meter Specifications Of Drinking Are Mandatory;

Given: 1.  Law No. 5 of 1984 on Industry (State Gazette of the Republic of Indonesia in 1984 No. 22, Additional Gazette of the Republic of Indonesia Number 3274);
2. Government Regulation No. 17 Year 1986 on Regulatory Authority, Coaching and Industrial Development (State Sheet of the Republic of Indonesia Year 1986 No. 23, Additional Gazette of the Republic of Indonesia No. 3330);
3. Government Regulation No. 102 Year 2000 on National Standardization (State Sheet of Indonesia 2000 Number 199, Additional Gazette Republic of Indonesia Number 4020);
4. Government Regulation Number 38 Year 2007 on the Partition of Government Affairs Between Government, Provincial Local Government and District/City Government (State Gazette of 2007 Indonesia Number 82, Extra State Sheet) Republic of Indonesia No. 4737);
5. Regulation of the President of the Republic of Indonesia No. 47 Year 2009 on the Establishment and Organization of the Ministry of State as amended last several times with the Regulation of the President of the Republic of Indonesia No. 91 of 2011;
6. Regulation of the President of the Republic of Indonesia No. 24 Year 2010 on Occupation, Duty and Functions of the Ministry of State as well as the Susunan Organization, Tasting and Functions of the Ministry of State as it has been several times amended last with Regulation President of the Republic of Indonesia No. 92 of 2011;
7. Decree of the President of the Republic of Indonesia Number 78 of 2001 on the National Accreditation Committee;
8. Decree of the President of the Republic of Indonesia No. 84 /P Year 2009 on the Establishment of the United Indonesia Cabinet United II Period 2009-2014 as it has been several times amended last with the Decree of the President of the Republic of Indonesia Number 60 /P of the Year 2013;
9. Regulation Minister Perindustrian Number 86/M-IND/PER/9/2009 about the Indonesian National Standard of Industrial Fields;
Ten. The Regulation of the Ministry of Industry Number 105/M-IND/PER/10/2010 on the Organization and the Working Governance of the Ministry of Industry;
11. Regulations Minister Perindustrian Number 122/M-IND/PER/11/2010 on the Treatment of Indonesian National Standards (SNI) Specification Of Water Drinking Water;

DECIDED:

establish: MINISTRY OF MINISTRY ' S REGULATIONS ON THE APPOINTMENT OF THE INSTITUTION OF CONFORMITY ASSESSMENT IN ORDER OF THE IMPLEMENTATION AND SUPERVISION OF THE INDONESIAN NATIONAL STANDARD (SNI) SPECIFICATIONS OF DRINKING WATER METERS.

Article 1
Pointing:
A: A, an accredited Product Certification ("LSPro"), as set forth in the Order of the Order of the Order Document to perform the SNI Certification of the Water Meter Specification; and
(b) The IBM International Program for the purpose of IBM's use of the Program, as specified in the Order Document, is the following:

Article 2
(1) The Test Laboratory as referred to in Article 1 of the letter b is required to test the entire LSPro request as referred to in Article 1 of the letter a and/or technical instance with the same treatment of the interchange LSPro and the technical agencies.
(2) The testing obligation as referred to in paragraph (1) applies to testing for:
a. SPPT-SNI publishing of Drinking Water Meters; and/or
B. The supervision of the implementation of the application of the SNI Specification of Drinking Water.

Article 3
(1) LSPro and Test Lab as referred to in Section 1 must report the results of the certification performance and testing to the Director General of the High Technology Based Excellence and the Head of the Policy Review Board, Climate and Industrial Mutu.
(2) The results of the performance results as referred to in paragraph (1) consist of:
a.   LSPro obligations to deliver:
1. publishing SPPT-SNI, periodic supervision of SPPT-SNI and the revocation of SPPT-SNI Drinking Water Meters, which must be delivered at least 7 (seven) business days since issuer;
2. Recapitulation of SPPT-SNI, periodic supervision of SPPT-SNI and the revocation of SPPT-SNI Specification of Water Meters in a period of 1 (one) year, which must be delivered no later than 5 January of the following year; and
3. LSPro; and LSPro; and IBM's IBM Business Process Management
B.   Test Lab's obligation to deliver:
1. Certificate of Test Results (SHU) or test results for testing of the Drinking Water Meter Specification that has been performed within 1 (one) month, which must be delivered no later than the next 5 months;
2. Recapitulation of the Test Results Certificate (SHU) or test results for the testing of the Water Meter Specification which has been performed within 1 (one) year, which must be delivered at least later on January 5 of the following year; and
3. The development of the competency, organization and accreditation of the Test Laboratory.
(3) The Directorate General of High Technology-Based Flagship Industries conducts coaching on the Water Meter industry which does not meet the provisions of SNI Specification of Water Meters Drinking based on periodic surveillance results as set forth in the (2) letter of a number 1.

Section 4
Head of the Policy Review Board, Climate and Industrial Mutu conducting the monitoring and evaluation of the implementation of the provisions as referred to in Section 2 and evaluation of the performance of the LSPro and the designated Testing Laboratory as referred to in Article 1.

Section 5
(1) The trial of the Test Breach of the provisions as referred to in Article 2 and/or Article 3 of the paragraph (2) of the letter b, revoked the appointment.
(2) The LSPro breaches the provisions as referred to in Article 3 of the paragraph (2) of the letter a, revoked his appointment.
(3) The judgment of correctness of the breach of the provisions as referred to in paragraph (1) is conducted in the assessment meeting of the Assessment Board of Conformity.

Section 6
(1) LSPro which has published SPPT-SNI Specification of Drinking Water and not appointed by Regulation of this Minister, must divert the surveilen Meter Air Drinking in accordance with SPPT-SNI which has been published on one The LSPro is designated by the Minister's Rules.
(2) The Head of the Policy Review Board, Climate and Mutu Industries must have coordinated the implementation of the diversion of SPPT-SNI The Water Meter Specification as referred to paragraph (1) in no time at least 6 (six) months Since the date of the Minister's Rule is promulred.
(3) The SPPT-SNI of the Drinking Water Meter as referred to in paragraph (1) is stated in effect until the corresponding SPPT-SNI is terminated.

Section 7
SPPT-SNI and Test Results Certificate (SHU) Specification of Drinking Water Meter which had been published on April 27, 2013 until promulcaged by the Regulation of this Minister, respectively by LSPro and the Laboratory of Testing designated by Regulation. Minister of Industry Number 47/M-IND/PER/4/2011, stated in effect under the Regulation of this Minister.

Section 8
With the promulment of the Regulation of this Minister, Regulation Minister of Industry No. 47/M-IND/PER/4/2011 on the Appointment Of the Institution of Conformance in the Order of the Treatment and Monitoring of the Indonesian National Standard Implementation (SNI) Specification The Drinking Water Meter is obligatory, revoked and declared not applicable.

Section 9
The Regulation of the Minister comes into effect on the date of the promulctest.
