MINISTER FOR THE STATE OF THE REPUBLIC OF INDONESIA,

Weigh: a.  that under section 17 paragraph 1 of the Law No. 8 of the Year of the Year of the Staff, as amended by Law No. 43 of 1999, it has been arranged that every civil servant is appointed in the position and rank of the civil servant. Certain:
B.  that the definition of a Managing Staff title as a position below the lowest echelons in the Ministry of the BUMN environment does not conform to the terms of the above, so that in order to support and configure the management of the accountable SDM apparatus, then it is necessary to compose a common functional office in the Ministry of State-owned Enterprises Ministry environment;
c. that under consideration as referred to in the letter a and the letter b above, it is necessary to establish the Minister of State's Enterprise's Regulation on the General Functional Office in the Environment of the Ministry of Enterprises belonging to the State of the Agency;

Government Regulation No. 16 of 1994 on Functional Office Civil Servants (State of the Republic of Indonesia 1994 No. 22, Additional Gazette of the Republic of Indonesia No. 3547) as amended by Regulation Government Number 40 Of 2010 (sheet Of State Of The Republic Of Indonesia In 2010 Number 51, Additional Gazette Of The Republic Of Indonesia Number 5121);
3. Government Regulation No. 101 Year 2000 on Education and Training of civil servants (sheet of State of the Republic of Indonesia 2000 Number 198, Additional Gazette Republic of Indonesia Number 4019);
4. Presidential Regulation No. 24 Year 2010 on Occupation, Duty and Functions of the Ministry of State as well as the Susunan of the Organization, Task and Functions of the Ministry of State as amended by the Presidential Regulation No. 38 of 2013;
5. Regulation of the Minister of State BUMN Number: PER 05 /MBU/2010 about the Organization and the Working Tata Ministry of BUMN;
6. State Department of Personnel Regulation No. 3 Year 2013 on the Dictionary of General Functional Functional Civil Servants,

DECIDED:

eneestablished: THE GOVERNING BODY MINISTER ' S REGULATION OF A COMMON FUNCTIONAL OFFICE IN THE STATE-OWNED ENTERPRISE AGENCY ENVIRONMENT.

Article 1
In Regulation of this Minister referred to:
1. Prospective Civil Servants, subsequently called CPNS, are Indonesian Citizens who apply, pass the selection and are appointed to be prepared to be a civil servant in accordance with the provisions of the laws applicable.
2. Civil Servants, further abbreviated to PNS, are each Indonesian Citizen who has qualified to be determined, appointed by the official who is authorized and assigned a duty in a state office or in a state of duty. others, and be paid under applicable laws.
3. Structural Office is a position that indicates the duty of responsibility, authority, and the right of a civil servant in order to lead a unit of state organization.
4. Certain Functional Functional posts are the positions that show the task, responsibility, authority and right of a civil servant in a unit of organization that is in the execution of its duties based on certain skill and/or skills as well as the nature of the organization. Self-suss and the ascension of the rank is required by credit.
5. The General Functional Office is the position that demonstrates the task, responsibility, authority and right of a civil servant in order to perform the underlying tasks and functions of the expertise and/or skills to achieve the organization's objectives.

Article 2
1. Each CPNS in the BUMN Ministry environment is appointed in the General Functional Office.
2. Any PNS who has not occupied a Certain Structural or Functional Office, is appointed in the General Functional Title.
3. The naming of the General Functional Post is a mention of the lowest echelon of office to be the identity to provide the clarity of the task and function formulated based on the results of an analysis of the office.
4. The names of the General Functional Office in the environment of the Ministry of State-owned Enterprises as set forth in this Ministerial Regulation and become an inseparable part.

Article 3
1. General Functional Office Level consists of:
a.  Skillful levels, and
B.  Expert level.
2. The terms of office each level of the General Functional Office in paragraph 1 guideline on the Regulation of Minister BUMN which regulates the career patterns of employees in the BUMN Ministry environment.

Section 4
Changes to the number and naming of the General Functional Office in the BUMN Ministry ' s environment as set forth in this Regulation of Ministers annex are set by the Secretary of the Ministry of BUMN.

Section 5
The rules of the Minister are in effect on the date of promulgations.
