MINISTER OF STATE COOPERATIVES AND SMALL AND MEDIUM ENTERPRISES
REPUBLIC OF INDONESIA,

Weigh: a.  that in order to improve the performance and power of the KUMKM business as well as the development of new entrepreneurs, it needs to be supported by the provision of the Cooperative Integrated Venture Services Center and the Mikro, Small, and Medium Enterprises to provide services to the services that comprehensive and able to integrate all available productive resources both from the Central Government, Local Government and other related Stakeholders;
B. that for the processing of the planning process, procurement, development, monitoring, monitoring and evaluation of the implementation of the Program's Integrated Business and Integrated Business Services program, Small, Medium, and Medium, required support activities and budgets Ministry of the Ministry of the Ministry of Cooperative and Small and Medium Effort to be useful and successful in order to succeed;

DECIDED:

establish: COOPERATIVE STATE MINISTER REGULATION AND SMALL AND MEDIUM ENTERPRISES ABOUT THE GUIDELINES OF IMPLEMENTATION OF THE PROGRAM OF COOPERATIVE INTEGRATED ENTERPRISE SERVICES AND MICRO, SMALL, AND MEDIUM ENTERPRISES THROUGH THE DUTIES OF THE MINISTRY OF THE MINISTRY OF COOPERATIVES AND SMALL AND MEDIUM-SIZED BUSINESSES IN 2013.

BAB I
UMUM CONDITIONS
Section 1
In the Rule of the Sun referred to:
1. The Cooperative Integrated Venture Services Center and the Mikro, Small and Medium Effort Service (PLUT-KUMKM) is a program organized by the Ministry of Koperative and UKM in order to provide a comprehensive, unified service service. for the development of KUMKM;

Local Government is the holding of government affairs by the local government and the Regional People's Representative Council according to the regional autonomy and duties of the Buyer with principles of autonomy-breadth within the system and principles of the State of the Union. BAB II
THE DESTINATION AND SCOPE
Section 2
Guidelines for implementation of the activities and budget Task Force of the Ministry of Operations and Small and Medium Effort of 2013 it aims to be a guideline for the Service Drugging of Operations and Small and Medium Enterprises Provinces/Special Areas (D. Article 3

c. stimulating the development of the KUMKM business; and

BAB III
Execution
Section 4
The Ministry of Cooperative Service and Small and Medium Enterprises Service is allocated to support the execution of 4 (4) the priority of the Ministry of Operations and Small and Medium Enterprises, as referred to in Article 3, that is:
a. the planning and supervision costs of the building PLUT – KUMKM;
B. construction of the PLUT building – KUMKM.

Section 5
Magnification of the PLUT-KUMKM program budget allocation through the Hosting Duties as set forth in this Regulation attachment.

Section 6
(1) The Governing Task budgeting device on SKPD that is aiming for Koperation and Small and Medium Enterprises is set by the Governor/Bupati/Walikota;
(2) Implementation of the program and activities as well as the management/use of the Ministry of Operations Task Force and Small and Medium Enterprises are used in accordance with the rules of the invite – the invitation is valid.

Section 7
The implementation of the Hosting Duties budget on each Province/District/City is organized by SKPD that undergoes Koperations and Small and Medium Enterprises as set forth in this Section 6 of these regulations.

Section 8
(1) The Treasurer of the Budget User and the Perbinding Officer/Commitment (P3K) is set on the basis of the competency and capability of the subject, and is preferred to have a certificate in its field;
(2) Budget User Power Redemption is performed in accordance with the requirements and events set out in the rules of the invite – invitation with regard to the aspect of the ability, honesty, devotion and Loyalty.

Section 9
Before executing the budget thawing, the Budget User Power or the Treasurer of the Budget User performs the following preparations:
a.   study the Budgeting Implementation (DIPA) List;
B.   Create a Plan for Operations and Activity Operations (ROPAK);
c. create a Decision Decision Letter of the budget executor;
D.   making specimen to the Bank and the State Maintenance Service Office;
e.   take care of the Tax Required Subject Number to the Tax Services Office;
f.   prepare a Public Kas Book, to book a transaction both the receipt and expense of the budget user's treasurer;
G.   preparing the Activities Handbook for the execution of the Activities Budget Eye;
h.   preparing the Bank ' s helper Book; and
i.    setting up a Tax helper Book.

Article 10
(1) The preparation of DIPA/RKA-KL refers to the Regulation of the Finance Minister of the Republic of Indonesia Number 112 /PMK.02/ 2012 on the Drafting Guidelines and the Act of Work and Budget of the Ministry of State/Weak;
(2) Revision of the Budget User Power/Treasurer User, only applicable 1 (one) Year of the Budget, and the revision proposal must be made in the Year of the Budget running, by posited The reasons.

BAB IV
ADMINISTRATION ACCOUNTABILITY AND ORDERLY
Section 11
(1) Governor/Regent/Mayor or appointed official/authorized as the Budget User Power is responsible for the conduct of the activities and the duties of the Ministry of Operations and Small and Medium Enterprises. 2013;
(2) Financial Administration as the implementation of the Hosting Duties activities in the area, carried out separately from other financial administration;

(5) In order to be administered the execution of the Hosting Duties budget needs to be implemented in continuous coaching.

BAB V
POWER DEVOLUTION
Section 12
The Minister bestoers the authority of the program and activities as referred to in Article 3 and Section 4, to the Governor/Regent/Mayor and executed in the form of the program/activities and the restoration of the Hosting Duties in the United States. Province/D. I/Kabupaten/City.

BAB VI
COACHING AND SUPERVISION
Section 13
(1) Minister through the Secretary of the Ministry of Operations and Small and Medium Enterprises conducting coaching on the implementation of the Hosting Duties budget in the field of cooperative and small and medium enterprises;
(2) Coaching as referred to in paragraph (1) includes the granting of guidelines, guidance, training, direction and supervision;
(3) In order of implementation of the Coaching set up the PLUT-KUMKM Workforce optimization Team in the Centre and the Regions;
(4) The Central Working Team members of the working unit santuan elements in the Ministry of Koperative and UKM environment and the Regional Working Team members of the stakeholders (stakeholders) KUMKM in the area.

Section 14
(1) the Minister performs functional oversight in accordance with the field of authority under applicable law;
(2) The execution of the supervision as referred to in paragraph (1) is carried out by the unit carrying out the supervising function;
(3) The scope of the supervision includes implementation of the activities referred to in Section 3 and other activities in order to support improved performance of operations and Small and Medium Effort and obedience to regulations, finance, economical, and other activities in the United States. efficient and effective;

BAB VII
REPORTING
Section 15
(1) The Budget User power is responsible to the Governor/Regent/Mayor for the implementation and realization of the Hosting Duties of the Service;
(2) The User of the Budget User is required to submit a report to the Governor/Regent/Mayor on the realization of the budget both physical and financial activities of the Master's Task Force by applying the Instancy Accounting System (SAI);
(3) Governor/Regent/Mayor or designated/authorized User of the Budget User to report periodically (monthly, quarterly as well as the end of the budget year) the execution of the activities and the realization of the Job budget. The host is referred to in Article 3 and Section 4 by applying the Instancy Accounting System (SAI) to the Minister with a gust to:
a. Minister of Finance C.q. Directorate General of Financial Balance;
B. Minister of the Interior C. q Director General of the General Governance;
C. Minister of State of National Development Planning/Head of Bappenas.

BAB VIII
SANCTION
Section 16
(1) The Ministry of Koperations and Small and Medium Enterprises may provide administrative sanction to the Power of the Budget Users who are not delivering periodic reports (monthly, quarterly, semester and annual);
(2) If deemed necessary and based on special consideration, the Minister may cease the budget thawing of the Koperative and Mikro, Small and Medium Year of the 2013 Budget Office, for the region which is not Carry out these rules.

Section 17
