FISHING FIELD BUSINESS DEVELOPMENT GUIDELINES
COMMUNITY GROUP BASED
BY THE GRACE OF THE ALMIGHTY GOD
MINISTER OF MARINE AND FISHERIES REPUBLIC OF INDONESIA,
Weigh: a. That in order to increase public interest in striving, developing new business groups, and increasing production and revenue in the field of fisheries, the development of community-based fishing fields is needed;
B. that based on consideration as intended on the letter a, it needs to establish the Minister of the Marine and Fisheries Regulations on the Community Group-based Development Guidelines of the Community;
Given: 1. Law Number 17 Year 2003 on State Finance (Indonesian Republic of Indonesia Year 2003 Number 47, Additional Gazette Republic of Indonesia Number 4286);
2. Act No. 1 of 2004 on the State Treasury (State Sheet of Indonesia Year 2004 Number 5, Additional Gazette Republic of Indonesia Number 4355);
3. Law No. 15 Year 2004 on Examination of Management And Responsibilities Of State Finance (Sheet State Of The Republic Of Indonesia In 2004 Number 66, Additional Sheet Republic Of Indonesia Number 4400);
4. Law No. 31 Year 2004 on Fisheries (State Sheet Indonesia 2004 Number 118, Additional Gazette Republic of Indonesia No. 4433), as amended by Law Number 45 Year 2009 (State Sheet) Republic of Indonesia Year 2009 Number 154, Additional Gazette of the Republic of Indonesia Number 5073);
5. Presidential Regulation No. 47 of 2009 on the Establishment and Organization of the Ministry of State as amended by the Regulation of the President of the Republic of Indonesia No. 91 of 2011 (State Sheet of the Republic of Indonesia Year 2011 Number 141);
6. Presidential Regulation No. 5 of 2010 on the National Long-Term Development Plan of 2010-2014;
7. Presidential Regulation No. 24 Year 2010 on Occupation, Duty and Functions of the Ministry of State as well as Susunan Organization, Duty, and Functions of Eselon I Ministry of State as amended by the Regulation of the President of the Republic of Indonesia Number 92 Year 2011 (State of the Republic of Indonesia in 2011 Number 142);
8. Presidential Regulation No. 54 of 2010 on Governing Goods/Government Services, as amended last with the Presidential Regulation No. 70 of 2012 (State Sheet of Indonesia 2012 No. 155, Additional Sheet of State Republic of Indonesia No. 5334);
9. Presidential Decree Number 42 Year 2002 on the Implementation Guidelines of the State Budget and Shopping Budget, as amended by the Presidential Regulation No. 53 of 2010;
Ten. Decision of the President of the Republic of Indonesia No. 84 /P of the Year 2009, as it has been several times amended, last with Presidential Decree Number 05 /P of the Year 2013;
11. Marine Minister and Fisheries Regulation Number PER.15/MEN/2012 on the Strategic Plan of the Ministry of Marine and Fisheries 2010-2014 (State News of the Republic of Indonesia 2012 Number 858);
Twelve. The Regulation of the Minister of Maritime Affairs and Fisheries of PER.15/MEN/2010 on the Organization and the Working Governance of the Ministry of Marine and Fisheries;
DECIDED:
Set: The Regulations Of Marine Ministers And Fisheries On The Guidelines For Development Of Community-based Fishing Field Efforces.
Article 1
The development guidelines of community-based fisheries field efforts are intended as a reference to the implementation of community group-based fisheries development activities.
Article 2
Guidelines the development of community-based fisheries field efforts as set forth in the Attachment that is an inseparable part of this Minister ' s Regulation.
Article 3
Details of implementation of the development guidelines of community group-based fisheries areas are further set up in the technical directions by the Director General.
Section 4
The Regulation of the Minister comes into effect on the date of the promulctest.
