(4) The service of RIPH as referred to in paragraph (1) does not apply to fresh horticulture products for the consumption of cabe and red onions as referred to in Article 5 of the paragraph (3) and verse (4).

Section 14
In the case of a document the administrative requirements or technical requirements as referred to in Article 8 are not correct, the sanction is not granted RIPH within a one-year term.

TRANSITION PROVISIONS
Section 15
The RIPH which is published and still applies before this regulation is promulred, stated it still remains in effect.

BAB IV
CLOSING PROVISIONS
Section 16
With the enactment of this Regulation, the Agriculture Minister Regulation No. 47 /Permentan/OT.140/4/ 2013 was revoked and declared unapplicable.

Section 17
The rules of the Ministry are effective on the date of the promulgations.

Section 7
(1) RIPH ' s affordable horticulture products include fresh horticulture products for consumption, fresh for industrial raw materials, processed for industrial raw materials and processed for consumption, as set forth in Annex II which is part inseparable from this Regulation.
(2) The products of Horticulture as referred to in paragraph (1) for consumption must meet the food safety requirements set up with its own Regulation.


The Second Part
The Publishing Requirements Of The Horticulture Product Import Recommendation
Section 8
(1) RIPH is published with the administrative requirements as follows:
a.   Fresh horticulture products for consumption include:
-Photo copy of the IT-Product Horticulture of the Ministry of Commerce;
-Photo copy of the General importer Identifiers (API-U); and
-Statement does not include a horticulture product that exceeds 6 (six) months after harvest.
B.   Fresh and processed horticulture products for industrial raw materials include:
-Technical consideration letter, industrial location, and industrial capacity of the Ministry of Industry;
-Copy the Producer's Importer Identifier (API-P).
C.   Processed horticulture products for consumption include:
-Photo copy of the IT-Product Horticulture of the Ministry of Commerce;
-Letter of admission consent from the Food and Drug Administration; and
-Photo copy of General importer ID (API-U).
(2) RIPH Publishing for fresh products for consumption other than meeting administrative requirements as referred to in paragraph (1) the letter a must be supplemented by the technical requirements as follows:
a.   A good Agriculture Practices (GAP);
B.   register of pascapanen ward (packing house) published by the authorized instance of the home country;
c. statement has a means of storage and distribution of horticultural products that correspond to the character and product type;
D.   storage conformity statement of storage; and
e.   The distribution plan is based on time and region.
(3) The technical requirements as referred to in paragraph (2) of the letters a and b are translated into Indonesian.

The Third Part
Set The Way Of Publishing The Import Recommendation Of Horticulture Products
Section 9
(1) The RIPH Publishing is carried out on the request of the applicant.
(2) The request as referred to in paragraph (1) is provided with information:
a.   product name;
B.   Horticulture Product's post-rate post:
c. revenue time;
D.   country of origin; and
e.   Revenue space.

Section 10
(1) Requests to acquire RIPH can only be served with electronic systems online via a defined web portal.
(2) The web portal as referred to in paragraph (1) is a web-based application system developed for RIPH publishing services.

Section 11
(1) In the case of force majeure resulting in an online system not functioning, the submission of RIPH can be performed manually at the end of the RIPH service date.
(2) The force of force (force majeure) as referred to in verse (1) is stated with a letter of description from the authority of the authorities.

Section 12
(1) The Director General after receiving a request as referred to in Article 9 of the paragraph (1) in the longest term of 7 (seven) business days has been completed examining the completeness of the terms of the RIPH as referred to in Article 8.
(2) If the results of the document check are declared complete, it can be published RIPH.
(3) If the results of the document are declared incomplete, the document is returned.

Section 13
(1) The RIPH in one year is published 2 (two) times that apply for the period of January to June and July to December.
(2) The RIPH service as referred to in paragraph (1) for the January period to June, application of the application was opened for 15 working days starting early November of the previous year, and for the July period to December, application submission opened for 15 working days starting early May on the running year.
(3) RIPH of fresh horticulture products for industrial raw materimanagement of horticultural products; and
B.   provide certainty in the RIPH publishing ministry.

BAB II
THE REQUIREMENTS AND TERMS OF THE PUBLISHING AND RECOMMENDATIONS OF HORTICULTURAL PRODUCTS IMPORT

Section 4
(1) Imports of Horticulture Products are carried out by importers after receiving import approval from the Minister of Commerce or the appointed officials.
(2) The consent of the import as referred to in paragraph (1) is published after it gets RIPH from the Minister of Agriculture.

Section 5
(1) The importation of horticulture products is carried out beyond the pre-harvest of the harvest, the harvest and after the harvest in a given period
