ABOUT
FAST RESPONSE UNIT OF STRATEGIC INFECTIOUS ANIMAL DISEASE
BY THE GRACE OF THE ALMIGHTY GOD
MINISTER OF AGRICULTURE REPUBLIC OF INDONESIA,
Weigh: a. that in order to control and countermeasure the strategic infectious animal disease, it has been established Regulation of Agriculture Minister Number 36 /Permentan/OT/ 140/8/2008 about the Establishment of Avian Influenza disease Control Unit, and the Ministerial Ordinance Agriculture Number 23/Permentan /OT.140/4/ 2008 on the Structure of Organization of Avian Influenza Disease Control Units (AI UPP) Province;
B. that in its progress it has been assigned the Presidential Regulation No. 30 of 2011 on Zoonosis Control, so the Decree of the Minister of Agriculture as referred to in the letter a need to be reviewed;
c. that based on consideration as referred to in letter a and letter b, need to form the Strategic Rapid Response Unit of the Strategic Snake, with the Regulation of the Minister of Agriculture;

DECIDED:
Setting: REGULATION OF AGRICULTURE MINISTER ABOUT THE FAST RESPONSE UNIT OF STRATEGIC INFECTIOUS ANIMAL DISEASE.
Article 1
forming the next Strategic Infectious Animal Disease Response Unit next in Regulation is called the PHMS Rapid Response Unit, which consists of the Central PHMS Rapid Response Unit, the Provincial PHMS Rapid Response Unit, and the PHMS Quick Response Unit District/City.
Article 2
(1) Rapid Response Unit PHMS Province and Rapid Response Unit (PHMS) Regency/city as referred to in Article 1 is set in its own with the Rules of the Governor or the Rules of the Regent/Mayor in accordance with its authority.
(2) In forming the Rapid Response Unit PHMS as referred to in paragraph (1) the Governor or Regent/Mayor pay attention to the advice and consideration of the Head of the Service that is veterinary and the health and health of the provincial animal and/or animal health functions. -District/City.
Article 3
(1) The Central PHMS Rapid Response Unit as referred to in Section 1 is made up of the Advisor, Pembina, the Responsible, Coordinator, and Managing Director.
(2) Advisor, Pembina, Managing Director, Coordinator, and Managing Director, on duty:
a. Advisor
Provide advice, guidance, and direct implementation of the PHMS control and countermeasures activities in particular AI and Rabies, which are implemented by the Central PHMS Rapid Response Task Unit.
B. Pembina
Fostering the implementation of the PHMS control and countermeasures, especially AI and Rabies, in order for the implementation of the PHMS control and countermeasures activities to be effective.
C. Answer
Responsible for the implementation of the PHMS Rapid Response activities in particular Zoonosis in particular are AI and Rabies.
D. Coordinator
Coordinating Rapid Response Task Unit PHMS in PHMS control and countermeasures activities in particular AI and Rabies diseases.
e. Executor
1. Assisting implementation activities of strategic infectious animal disease (PHMS) operationally in particular AI and Rabies diseases.
2. Membre implementing functional operationally towards PHMS control and countermeasures activities in particular AI and Rabies include reporting and rapid response between the central government and local government, Communications, Information and education, the company of Foreign Aid, partnership partnership with related private, restructuring of the upload.
Section 4
The designation of the Quick Response Unit of PHMS as referred to in Article 1 as follows:
a. assignment of membership of the Central PHMS Rapid Response Unit is established with the Decision of Director General of the Animal Ranch and Health;
B. assignment of membership of the Provincial PHMS Rapid Response Unit is set with the Governor's Decision;
(c) The terms of the IBM International Business Unit (s) will be provided with the terms of the IBM International Business Unit (s) and the IBM
Section 5
The Central PHMS Rapid Response Unit as referred to in Article 1 of the mandatory annual work plan and reports the development of the implementation of its activities and is responsible to the Minister of Agriculture through the Director General of the Ranch and Animal Health.
Section 6
The Provincial PHMS Rapid Response Unit as referred to in Article 1 of the mandatory annual work plan and reports the development of the implementation of its activities as well as being responsible to the Governor.
Section 7
The District/City Quick Response Unit as referred to in Article 1 is required to compose an annual work plan and report on the development of the activities of its activities as well as responsible to the Regent/Mayor.
Section 8
(1) The annual work plan and the progress report of activities as referred to in Article 6 are in exhale to the Director General of the Animal Ranch and Animal Health of the Ministry of Agriculture.
(2) The annual work plan and the progress report of activities as referred to in Article 7 are exhaled to the Governor and Director General of the Animal Ranch and Animal Health of the Ministry of Agriculture.
Section 9
The costs required as a result of the Ordinance of this Minister are charged in accordance with the laws.
Article 10
By the enactment of this Minister Regulation, then:
1. Agriculture Minister Regulation No. 23/Permentan/OT/140/4/2008 on the Establishment of the Structure of Organization of Avian Influenza Disease Control Units Province;
2. Agriculture Minister Regulation No. 36/Permentan/OT/140/4/2008 about the Establishment of the Avian Influenza Disease Control Unit Center;
3. Decree of Agriculture Minister Number 2297/Kpts/OT/160/6/2010 on the Establishment of the Avian Influenza Disease Control Unit Center;
4. Decree of Agriculture Minister Number 1062/Kpts/OT/160/160/6/2011 on Changes to the Decree of Agriculture Minister Number 2297 /Kpts/OT/ 160/6/2010 on the Establishment of Avian Influenza Disease Control Unit to the establishment of the Disease Control Unit of the Disease Control unit Avian Influenza Center;
revoked and declared not applicable.
Section 11
The Regulation of the Minister comes into effect on the date of the promulctest.
