c. that under consideration as intended in letter a and letter b, need to establish the Regulation of the Minister of Transportation on the Change of the Regulation of the Minister of Transportation No. 57 Year 2011 on the Civil Aviation Safety Regulation Section 171 (Civil Aviation Safety Regulation Part 171) on the Organizing of Flight Telecommunication Services (Aeronautical Telecommunication Service Provider);

Given: 1.  Act Number 1 Year 2009 on Flight (Sheet State Republic Of Indonesia In 2009 Number 1, Additional Sheet Of State Republic Of Indonesia Number 4956);
2. Government Regulation No. 3 Year 2001 on Security and Flight Safety (State Sheet Indonesia 2001 Number 9, Additional Gazette State Number 4075);
3. Presidential Regulation No. 47 of 2009 on the Establishment of the Organization of the Ministry of State as amended last with the Presidential Regulation No. 91 of 2010;
4. Presidential Regulation No. 24 of 2010 on Occupation, Duty and Functions of the Ministry of State as well as Susunan, Organization, Duty and Functions of the Ministry of State as amended last with the Presidential Regulation No. 92 of 2010;
5. Regulation of the Minister of Transportation Number KM 60 Year 2010 on the Structure of the Organization and the Working Governance of the Ministry of Transportation;

DECIDED:

Setting: REGULATION OF THE MINISTER OF RELATIONS ON THE CHANGE IN THE REGULATION OF THE MINISTER OF LABOR RELATIONS NUMBER 57 OF 2011 ON CIVIL AVIATION SAFETY REGULATIONS SECTION 171 (CIVIL AVIATION SAFETY REGULATION PART 171) ABOUT THE ORGANIZER OF THE FLIGHT TELECOMMUNICATIONS SERVICE (AERONAUTICAL TELECOMMUNICATION SERVICE PROVIDER).

Article I
Some of the provisions in Regulation of Minister of Transportation Number PM 57 of 2011 on Civil Aviation Safety Regulation 171 (Civil Aviation Safety Regulation Part 171) About the Organizing of Flight Telecommunications Services (Aeronautical Telecommunication Service Provider), modified as follows:
1. Among the number 3 and the number 4 Section 171,005 the subsections are inserted 1 (one) the number, which is the number 3a, so that Section 171,005 the letter a reads the following:
171.005 a.   This subsection contains (This Part sets out):
1. requirements as an organizer of land-based aviation telecom services and satellites (the requirements for a satellite and ground-based aeronautical telecommunication service provider);
2. The operation and maintenance of the operation and maintenance of aeronautical telecommunication service providers (the requirements for the operation and maintenance of aeronautical telecommunication service provider those) services);

2. The provisions of Section 171,010 are added the Organizing definition of Kalicalibration Flight Navigation Facility, which reads as follows:
The organizer of the calibration of the flight navigation facility is the Government and/or the legal entity obtaining the certificate to host the calibration of the flight navigation facility (Flight Inspection Service Provider means government and/or legal body that hold certificate to perform flight inspection for air navigation facilities).

3. Terms of Part 171,055 Flight calibration (Flight Inspection) and Land Inspection (Ground Inspection), added the letter c and the new d letter, so Section 171,055 reads as follows:
171,055 Flight Inspection (flight inspection) and ground inspection (ground inspection) (Flight Inspection and Ground) Inspection)
