EMPLOYEE PERFORMANCE ALLOWANCE IN THE ENVIRONMENT
MINISTRY OF PERRELATION

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF PERRELATIONS REPUBLIC OF INDONESIA,

Weigh: a.  that in an attempt to optimize performance measurement and work productivity as well as the application of fairness and proportionality, then it is given the performance allowance for the employees in the Ministry of Transportation.
B.  that in order to order the administration and the similarity of the perception in the calculation and granting of performance benefits, it needs to establish the Minister of Transportation Regulation on the Order of the Counting and Performance Allowance Of Employees in the Environment Ministry of Transportation;

specify: REGULATIONS MINISTER OF THE REPUBLIC OF INDONESIA TentangTATA WAYS OF CALCULATING AND GRANTING OF EMPLOYEE PERFORMANCE BENEFITS IN THE MINISTRY ' S ENVIRONMENT OF RELATIONS.

BAB I
UMUM CONDITIONS
Section 1
In Regulation of this Minister referred to:
1. BAB II
PERFORMANCE ALLOWANCE
Section 2

(2) The quantity of Performance benefits as referred to in paragraph (1) is based on the class of office.
(3) The qion of the performance allowance of the performance Element of Work Achievement for the General Secretary General, Inspector General, Director General, Head of the Agency, Structural Eselon II, and Head of the UPT, as It is referred to in a verse (1) listed in Annex III which is an inseparable part of this Regulation.

Article 12

BAB IV
WORKING CONTRACT EXECUTION
AND ADDITIONAL TASKS
Section 13
The calculation of the performance allowance from the implementation of the work contract and additional tasks is performed with the following provisions:
a. Employees are required to perform a job according to the work contract, which is part of the task and function of the office, or the description of the type of activities in which the office is held;
(b) Licensee's use of the IBM Cloud Service (s), if in working there is an excess of working hours on the day in question, which amounts to three (three) hours or more than 8 (eight) hours of formal work, then each excess 3 (3) hours counted as 1 (one) additional tasks and applicable to its faults;
(c) The employee who is responsible for the use of the Cloud Service is not available to the Cloud Service, and is not available to the IBM SaaS.
d. The employee who is assigned to be a Task Officer with an accumulation of 15 (15) working days in 1 (one) month may be included as 2 (two) additional tasks.
e. Participation in Education and Training activities for at least 3 (3) business days may be included as 2 (2) additional tasks and applies to its faults;
f. Participation in Education and Training activities for 1 (one) month or more included as the execution of principal tasks and 3 (three) additional tasks;
G. Participation of 1 (1) sports, arts, religious/religious activities, as well as other physical and mental coaching executed by the work unit in the Ministry of Transportation environment, each type of activity is intended to be followed once in 1 (one) week counts as 1 (1) additional task execution; and
h. Participation in the activities of morning apples, evening apples, flag ceremonies, national day ceremonies, and the like does not include principal duties or additional tasks because it is an obligation to be followed by employees.

Section 14
A calculation of the increased performance allowance from the execution of an additional task contract and an additional task for the employees who perform certain and operational officers who apply the day and shift work hours are executed on the condition:

(b) IBM may not use the IBM Cloud Service for any other use of the Cloud Service.

Section 15

(2) The calculation of the performance allowance of an additional task execution element, may be performed if any additional tasks are already resolved, as evidenced by the captions passed by her direct superiors.

BAB V
EMPLOYEE MONTHLY ACTIVITY REPORT
Section 16
(1) Each of the stakeholders is required to submit a monthly activity report, which is the achievement of each month's work to the direct superior as the assessor, on the day of work to 7 (seven) the following month.
(2) Direct view provides an employee job achievement assessment and sets out a calculation of the percentage of the performance allowance to the employee.

Article 17

Section 18

Article 19
(1) The assessment of the execution of office tasks as referred to in Article 17letter a, based on the level of conformance between the employee's work contract with the execution of activities reported based on the employee's daily workbook.

PERFORMANCE BENEFITS
FOR OFFICIALS CARRYING OUT CERTAIN TASKS
Section 35

Section 36

Section 37
The technical provisions of implementation of this Ministerial Regulation are further set up by the Secretary General of the Ministry of Transportation.

BAB XIII
TRANSITION PROVISIONS
Section 38
(1) The addition of the Performance allowance of July 2013 to February 2014 was based on the Workforce Discipline element, and was paid out rapically.

Section 39

Section 40

Section 41
The provisioning and distribution of performance benefits budgets as referred to in Section 40, implemented up to the 2014 budget year, and is hosted with the following provisions:
a. The Planning Bureau, responsible for planning the budget needs of employee performance benefits in the Ministry of Transportation environment;
b. Bureau of Commerce and Organizations, responsible for the setting up of the number of employees in the Ministry of Transportation environment that will be paid for the benefit of the performance;
c. Bureau of Finance, responsible for the conduct of document preparation for the provision of the performance benefits budget for employees.
d. General Bureau, responsible for the storage, distribution and reporting use of employee performance benefits budget in the Ministry of Transportation environment;
e. General Bureau, responsible for the distribution of employee performance benefits budget to work units (SATKER) each of the eselon II work units in the General Secretariat environment, in accordance with the proposed magnitude of the payment budget needs Employee performance benefits.

Section 42

Pasal43
The income tax on Performance improvement is charged to the State Revenue and Shopping Budget in the year of the budget concerned.

Pasal44
(1) Civil Servants in the retired Ministry of Transportation Environment from 1 August 2013 to March 1, 2014, the right of adding performance benefits is being paid in accordance with the elements of the discipline. Work.

BAB XIV
CLOSING PROVISIONS
Section 45
