REGULATION of the MINISTER of TRANSPORT of the REPUBLIC of INDONESIA NUMBER PM 107 2013 ABOUT COUNTING PROCEDURES and the GRANTING of BENEFITS EMPLOYEES in the PERFORMANCE of the ENVIRONMENT MINISTRY OF TRANSPORTATION with the GRACE of GOD ALMIGHTY MINISTER of TRANSPORT of the REPUBLIC of INDONESIA, Considering: a. that in an effort to optimize the measurement of performance and work productivity as well as the application of the principle of fairness and proportionality, then given allowance for employees in the performance of the LingkunganKementerian Relationship;
b. that, in order to orderly administration and sameness of perception in the calculation and the granting of allowances for performance, need to establish the regulation of the Minister of transport regarding the procedures for Calculating and Granting Allowances employees in the performance of the Environment Ministry of transportation;

Decide: define: REGULATION of the MINISTER of TRANSPORT of the REPUBLIC of INDONESIA TentangTATA WAY of CALCULATING the PERFORMANCE BENEFITS and the GRANTING OF ENVIRONMENTAL EMPLOYEES in the MINISTRY OF TRANSPORTATION.
CHAPTER I GENERAL PROVISIONS article 1 In this ministerial regulation is: 1. An employee is a civil servant, a member of the Indonesia National Army/Police State of the Republic of Indonesia and prospective civil servant at the Ministry of transportation environment on the basis of a decision of the competent authority in an Office or assigned and worked full-time at the unit of environmental organizations in the Ministry of transportation.
2. Civil servants are civil servants as stipulated in Act No. 8 of 1974 about Staffing issues as amended by Act No. 43 of 1999.

5. 7. Effective working hours are working hours effectively used to produce or perform tasks, namely reduced working hours lost work time or leisure because it does not work.

CHAPTER II the GRANT of ALLOWANCES PERFORMANCE article 2 (1) To employees who have a specific position in the Environment Ministry of transportation, in addition to the given income in accordance with the legislation, given the performance Benefits each month. Article 4 the process of counting the addition of Performance Benefits, based on the product performance of the month (month-N), which its calculations performed on the following month (month to N + 1), and relinquish their paid on the third month (month N + 2), and valid for the next months.

Article 5 (1) a request for payment of the performance Benefits of addition filed for each month.

CHAPTER III ALLOWANCES CALCULATION PERFORMANCE of article 6 (1) Calculating the allowances system implemented with the addition of a Performance based upon counting close to the performance of employees with the following elements: a. elements of the discipline of work; and b. the elements work achievement.
(2) the elements of the Discipline of work taken into account most contributed to the addition of performance allowance of 40% within 1 (one) month.
(3) the elements of the work achievement counts most contributed to the addition of performance benefits by 60% within 1 (one) month.
(4) the amount of the cumulative addition of allowances, contributions from the performance elements of the discipline of work and work achievement as big as 100% within 1 (one) month.
Article 7 the calculation performance benefits of adding Discipline of work by 40% as referred to in article 6ayat (2) consists of aspects: a. the amount of time the late entry of work not because of the limited, with a contribution to the counting of the highest possible performance benefits the addition of 5%;

c. timeliness of monthly reports, with a contribution to the calculation of adding 10% maximum performance benefits; and d. completion of financial administration, by contribution to the calculation of adding 10% maximum performance benefits.
(2) the calculation of the performance benefits of the addition of the work achievement of 60% referred to in article 6 paragraph (3) to the position of expert staff Regent Ministers, structural Echelon II is not a financial manager, structural Echelon III Chief of UPT, not Echelon IV instead of the head of the UPT, Echelon V instead of a certain functional Heads, UPT, and functional aspects of public, consisting of: a. implementation of the activities of the Office of the task, with the addition of calculation allowance contribution to the performance of the maximum 35%;

(3) the details of the criteria for the calculation of the performance benefits of the addition of work achievement for the Regent Office Sekteraris General, Inspector General, Director General, heads of structural bodies, Echelon II, and the head of the UPT, as referred to in paragraph (1) are listed in Annex III which is part an integral part of this regulation.
(4) the details of the criteria for the calculation of the performance benefits of the addition of work achievement for the Regent position of expert staff of Ministers, structural Echelon II is not a financial manager, structural Echelon III Chief of UPT, not Echelon IV instead of the head of the UPT, Echelon V instead of a certain functional Heads, UPT, and functional public, as referred to in paragraph (2) in Annex IV that is part an integral part of this regulation.

CHAPTER IV IMPLEMENTATION of the EMPLOYMENT CONTRACT and ADDITIONAL DUTIES Article 13 Calculating the addition of performance benefits from the implementation of the employment contract and additional tasks performed with the following conditions: a. the Employee is obligated to carry out the work in accordance with the employment contract, which is part of the duties and functions of the Office, or the appropriate activity type description position dipangku;
b. employees who carry out the activities of the employment contract, if there are advantages in working hours on the day in question, of which there are 3 (three) hours or more than 8 (eight) hours of formal employment, then any excess of three (3) hours counted as one (1) additional tasks and apply multiply;
c. Officers assigned as Implementing daily accumulated 10 (ten) working days within 1 (one) month can be included as one (1) additional tasks and apply multiply;
d. Officers assigned as Acting with the accumulation of 15 (fifteen) working days within 1 (one) month can be entered as 2 (two) additional duties.
e. participation in education and training activities for at least three (3) working days may be entered as 2 (two) additional tasks and apply multiply;
f. participation in educational activities and Pelatihanselama one (1) month or more are entered as the implementation of the basic tasks and three (3) additional duties;

Article 15 (1) additional tasks that can be counted as an element of the grant of the addition of performance benefits, other than those stated in article 13, that is the implementation of other duties or is part of basic tasks/functions of the post/description the types of activities other Office tasks that are not included in the employment contract.
(2) the calculation of the performance benefits of the addition of the element of the implementation of the additional task, can be done in any additional duties that are already completed, evidenced by a certificate validated by his immediate superiors.
(3) the number of the certificate that can be taken into account as an additional grant of limited performance perks of at least 1 (one) certificate within 1 (one) month.
(4) the certificate referred to in subsection (2), created by using a format like example 3 in Annex V which are part an integral part of this regulation.
Chapter V REPORT of the ACTIVITIES of the EMPLOYEE'S MONTHLY article 16 (1) any term of Regent mandatory monthly activities report, which is the accomplishment of work every month to direct supervisor as acting assessor, on weekdays to 7 (seven) the next month.

Article 19 (1) assessment of the implementation of the activities of the Office of the duty referred to in Article 17huruf a, based the level of alignment of employment contract employees with the implementation of the activities reported upon the daily workbook employees.

(3) the value of the implementation of the activities of the Office of assignment for the post of expert staff of Ministers, structural Echelon II is not a financial manager, structural Echelon III Chief of UPT, not Echelon IV instead of the head of the UPT, Echelon V instead of a certain functional Heads, UPT, and functionally speaking, consists of interval and percentage of quantity of additional performance benefits as follows, if: a. the assessment very fit (91% s/d 100%), then given an extra allowance percentage performance of the magnitude of 35%;

b. appropriate (76% s/d 90%), then given an extra allowance percentage performance of the magnitude of 25%;

c. pretty fit (61% s/d 75%), then given an extra allowance percentage performance of besarnya15%;

d. less suit (51% s/d 60%), then given an extra allowance percentage performance of the magnitude of 5%;


e. do not comply (0% s/d 50%), then given an extra allowance percentage performance of besarnya0%.
Article 20 (1) assessment of the implementation of the additional duties referred to in article 17 the letter b, based on how many affidavits obtained and has been endorsed by his immediate superiors, as evidence that the employee has finished executing any additional task activity description.
(2) the number of the certificate obtained from the completion of the implementation of the additional duties, for the post of Sekteraris General, Inspector General, Director General, heads of structural bodies, Echelon II, and the head of the UPT, the calculation of adding performance allowances awarded based on the number and percentage of additional quantities of performance benefits as follows, when acquiring: a. two (2) or more affidavits, then given an extra allowance percentage performance of besarnya10%;

b. one (1) certificate, then given an extra allowance percentage performance of sebesar5%; and c. the 0 (zero), then the certificate is given an extra allowance percentage performance of the magnitude of 0%.
(3) the amount of the certificate obtained from the settlement of pelaksaaan additional duties, for the post of expert staff of Ministers, structural Echelon II is not a financial manager, structural Echelon III Chief of UPT, not Echelon IV instead of the head of the UPT, Echelon V instead of a certain functional Heads, UPT, and functionally speaking, the calculation of adding performance allowances awarded based on the number and percentage of additional quantities of performance benefits as follows, when acquiring: a. two (2) or more affidavits , then given an extra allowance percentage performance of the magnitude of 15%;

b. one (1) certificate, then given an extra allowance percentage performance of the magnitude of 7%; and c. the 0 (zero), then the certificate is given an extra allowance percentage performance of the magnitude of 0%.
Article 21 (1) assessment of the timeliness of the monthly statements referred to in article 17 of the letter c, based on the time of the submission of monthly reports by officials of his immediate supervisor, and the size of the timeliness of the report during the workday to 7 (seven) the next month.
(2) the addition of performance benefits of timeliness of monthly reports, its calculations are performed based on the criteria of the report and the additional quantity percentage allowances performance with the following criteria: a. good, if reported to 1 (one) up to 6 (six) days before labor day to the 7 (seven), then given an extra allowance percentage performance of besarnya10%;
b. good, if reported in a timely manner on weekdays to 7 (seven), then given an extra allowance percentage performance of the magnitude of 8%;
c. sufficient, if reported to 1 (one) the day after labor day to the 7 (seven), then given an extra allowance percentage performance of magnitude 6%;
d. less, when it was reported two days after labor day 7 (seven), then given an extra allowance percentage performance of the magnitude of 5%; and e. very less, when reportedly three (3) days or more after labor day to the 7 (seven), then given an extra allowance percentage performance of the magnitude of 0%.

d. less, when 51% of absorption of s/d 60% of monthly budget allocation, then given an extra allowance percentage performance of the magnitude of 5%; and e. very less (absorption 0% until 50% of the monthly budget allocation, then given an extra allowance percentage performance of the magnitude of 0%.
(3) the criteria for the assessment of the percentage of completion of financial administration based on the target monthly withdrawals from the total budget listed in the DIPA, compiled by power user budget (KPA).
