STRUCTURAL POSITION COMPETENCY STANDARD
CIVIL SERVANTS IN THE MINISTRY OF THE MINISTRY ' S RAILWAY ENVIRONMENT

WITH THE GRACE OF THE ALMIGHTY GOD

MINISTER OF PERRELATIONS REPUBLIC OF INDONESIA,

Weigh: a.  that in order to guarantee the objectivity and quality in the appointment, removal and dismissal of the civil servants in the structural office of eselon I, II, III, and IV need the standard of the competency of the office on each post in the environment The Railways;
B.  that based on consideration as referred to in the letter a, then need to establish the Standard Competencies of the Structural Office of the civil servants in the Ministry of Transportation environment with the Regulation of the Minister of Transportation;

3. Government Regulation Number 9 Year 2003 on Authority Appointment, Transference and Dismissal Of Civil Servants (State Gazette Indonesia Year 2003 Number 15, Additional Gazette Republic of Indonesia Number 4263), as has been amended last with Government Regulation No. 63 of 2009 (State Sheet of the Republic of Indonesia Year 2009 Number 164);
4. Government Regulation No. 99 of 2000 on the Ascension of Civil Servance (State of the Republic of Indonesia 2000 number 196, Additional Gazette of the Republic of Indonesia No. 4017) as amended by Regulation. Government Number 12 Of 2002 (Sheet State Of The Republic Of Indonesia 2002 Number 32, Addition Of State Sheet Republic Of Indonesia Number 4193);
5. Government Regulation Number 100 Year 2000 on Appointment Of Civil Servants in Structural Office (State Of The Republic Of Indonesia 2000 Number 197, Additional Gazette Republic of Indonesia Number 4018) as amended with Government Regulation No. 13 of 2002 (State Gazette of the Republic of Indonesia 2002 No. 33, Additional Gazette Republic of Indonesia Number 4194);
6. Government Regulation Number 101 of the Year 2000 on Education and Training of the Office of civil servants (sheet of state of the Republic of Indonesia in 2000 Number 198, Additional Gazette number 4019);

Presidential Regulation No. 24 of 2010 on Occupation, Duty, and Functions of the Ministry of State as well as the Organizational Functions, Duty, and Functions of the Ministry of State, as amended last by Presidential Regulation No. 56 of 2013 (State of the Republic of Indonesia in 2013 No. 126);
8. Regulation Minister Perrelations Number KM 33 Year 2006 on the Organization and Working Tata Office of the Kemas Terminal Administrator on the Gedebage Railway Station – Bandung, on the Jebres-Surakarta Railway Station, and on the Railway Station Rambipraised-Jember;
9. Regulation of the Minister of Transportation Number KM 60 Year 2010 on the Organization and the Working Governance of the Ministry of Transportation, as amended by the Regulation of the Minister of Transportation Number PM 68 Year 2013;
Ten. Regulation of the Minister of Transportation No. 46 Year 2012 on the Pattern of Career Employees of the Ministry of Transportation (Official Gazette of the Republic of Indonesia 2012 Number 923);

DECIDED:

Establish: REGULATIONS MINISTER OF PERRELATION ABOUT THE STANDARDS OF THE STRUCTURAL OFFICE OF CIVIL SERVANTS OF CIVIL SERVANTS IN THE MINISTRY ' S ENVIRONMENT OF RELATIONS.

Article 1
In Regulation of this Minister referred to:
1. The standard IBM Cloud Service is a unit of measure by which the Cloud Service can be used for the purpose of the Cloud Service.
2. Structural Office is a position that indicates the duty of responsibility, authority, and the right of a civil servant in order to lead a unit of state organization.
3. Pangkat is the position that indicates the level of a person's civil servant by office in a series of staffing structures and is used as a basis for the payroll.
4. Education and Training of the Civil Servants Office, called Diklat, is the process of teaching teaching in order to improve the ability of the civil servants.
5. The Diklat Leadership is the Diklat which is exercised to achieve the requirements of the leadership competence of the government apparatus which corresponds to the structural position of office.
6. The term of the Competency is a particular type of Diklat which is required according to the characteristics of each post, in order for the authority, responsibility, duties, and function of each of the offices to be well-executed.
7. Experience in the Post is a number of experiences/or types of posts that have been occupied by civil servants since being elevated to civil servants.
8. Eselon is The Structural Position Level.
9. Physical condition is the state of civil servants health.

Article 2
The structural job competency standards are intended as the basis in the appointment, transfer and dismissal of civil servants from and in office, as well as the drafting/development of systems and processes of competency-based competencies in the environment Ministry of Transportation.

Article 3
The structural job competency standards aim to realize the optimization, efficiency and effectiveness of task execution, responsibility and authority in a single-level position.

Section 4
The standards of the Structural Office of the Structural Office of civil servants in the environment are as set forth in an appendix which is an inseparable part of this Minister's Regulation.

Section 5
The structural level of structural competence as referred to in Article 4 is dynamic and can be evaluated according to the needs and development of the organization as well as following the development of science and technology.

Section 6
The rules of the Minister are in effect on the date of promulgations.
